5 DETAILED TECHNICAL SPECIFICATIONS and SUPPLEMENTAL GENERAL CONDITIONS FOR RESPIRATORY EQUIPMENT FOR PLAIN TOWNSHIP FIRE 1. SCOPE This specification is for the purchase of respiratory equipment for use by the Township s Fire Rescue Personnel. All respiratory protection components shall be certified with the 2013 edition of NFPA 1981 Standard on Open-Circuit Self- Contained Breathing Apparatus (SCBA) for Emergency Services and with the 2013 edition of NFPA 1982 Standard Personal Alert Safety Systems (PASS). 2. DELIVERY/SHIPPING List Delivery/Completion time and shipping method on Bid Sheet Delivery shall be F.O.B. delivered to: Fire Station #121, 9500 Johnstown Road, New Albany Ohio Attn: Captain Dudley. EQUIVALENT EQUIPMENT, MATERIALS AND SUPPLIES References to a particular trade name, manufacturer s catalog or model number in the specification are made for descriptive purposes to guide the bidder in interpreting the requirements of the township. They should not be construed as excluding bids on other types of materials, equipment and supplies. Bids will be considered for any brand, which meets or exceeds the quality of the specifications listed for all items. However, the bidder if successful will be required to furnish the particular item described herein, unless a departure or substitution is clearly noted and described in the bid. Sufficient detailed information must be submitted with the bid to allow a determination to be made that the products proposed are equivalent to those named. 6. 7 TECHNICAL SPECIFICATIONS 1.0 OVERVIEW Plain Township Fire Department (PTFD) desires to replace existing components of the department s respiratory protection program. PTFD has been awarded a FEMA Assistance to Firefighters Grant to assist in the system component replacement. Due to the nature of the respiratory protection program this replacement project will require multiple components with affirmed interoperability capabilities as well as other potential supporting components. The desired products shall provide PTFD with respiratory protection components certified as compliant with the 2013 edition of NFPA 1981 Standard on Open- Circuit Self Contained Breathing Apparatus (SCBA) for Emergency Services and with the 2013 edition of NFPA 1982 Standard on Personal Alert Safety Systems (PASS). The recommended products shall include the ability of PTFD personnel to attain factory approved maintenance technician certification, procure parts and perform routine maintenance on the proposed system components in house as consistent with manufacturer warranty requirements. PTFD recognizes that vendors may wish to quote more than one version or style of SCBA as part of their recommendation. Each version or style submittal shall be expressed as a unique package of required and optional components such that all items are declared to be compatible in form and function, as well as for warranty consideration. Each submittal shall express a unique total package price as well as unit pricing. Submittals shall also provide full descriptive information regarding: SCBA design, form and function Face piece style including skirt Heads Up Display features including descriptive material on display of alert signals and information Emergency Breathing Safety System (EBSS) form and function if included Rapid Intervention Crew Universal Air Connection form and function Compatibility or lack thereof with the Division s current SCBA mounting hardware: Ziamatic Corporation of Yardley PA.
