No further actions are required other than to ensure the controls are maintained. No additional controls are required unless they can be implemented easily in terms of time, money and effort. Actions to further reduce these risls are assigned low priority. Arrangements should be made to ensure the controls are maintained. Consideration should be given as to whether the risks can be lowered where applicable to a tolerable level and preferably to an acceptable level but taking due account of the costs of the additional risk reduction measures. The risk reduction measures should be implemented within a defined time period. Arrangements should be made to ensure the controls are maintained particularly if the risk levels are associated with harmful consequences. Substantial efforts should be made to reduce the risk. Risk reduction measures should be implemented urgently within a defined time period and it might be necessary to consider suspending or restricting the activity or to apply interim risk control measures until this has been completed. Considerable resources might have to be allocated to implement additional control measures. Arrangements should be made to ensure the controls are maintained particularly if the risk levels are associated with harmful consequences. Risks considered to be unacceptable. Substantial improvements in risk controls are necessary so that the risk is reduced to a tolerable or acceptable level. The activity should be halted until risk controls are implemented that reduce the risk so that it is no longer very high. If it is not possible to reduce risk the activity should remain prohibited. Very Unlikely Moderate Low The rowing activity will not be commenced if any of the following criteria are forecast to occur within 2 hours of launch:- Gigs:- Wind exceeds Beaufort 4 (13 knots mean, 16 knots maximum); Seastate exceeds 3 (wave height 0.6 metres mean, 1.0 metres maximum); Visibility is less that 1 kilometre. Flashboat:- Wind exceeds Beaufort 2 (5 knots mean, 6 knots maximum); Seastate exceeds 2 (wave height 0.2 metres mean, 0.3 metres maximum); Visibility is less that 1 kilometre. Very Unlikely Moderate Low All coxswains must maintain a look out for changing conditions and seek shelter in harbour or nearest shore (taking due account of submerged rocks) if appropriate Very Unlikely Extreme Medium All coxswains are required to be aware of local conditions Coxswain to communicate with club safety boat or other gigs; WRC Safety Plan - Appendix A version Page A-5
