1 of 18 7/8/2015 2:24 PM Public Input No. 7-NFPA [ Chapter 1 [Title Only] ] Administration Chapter Is "p" a typographical error? Organizations at the awareness level p for animal technical rescues... Annex K Uniformity in Photography/illustration credits - Recommend uniformity in titles of contributors out of respect for their accomplishments: Vet at UC Davis is noted as Dr. but Tomas Gimenez and possibly others are not in the credits. K.2.1 First sentence: Spell out "Agency Having Jurisdiction (AHJ)" at first use. K.2.1 Last sentence: Change "DVMs" to "veterinarians"; not all veterinarians are DVMs (VMDs etc); K.4.3 Last sentence: Change "per Dr. Rebecca Gimenez" to "per Rebecca Gimenez,PhD, Author, Researcher & TLAER Expert". No disrespect in this change, as I would not put many veterinarian's opinion above Rebecca's, but since this is in a section on animals, it would be assumed that Dr. Rebecca Gimenez is a veterinarian by readers and may or may not "apply" some lesser or greater amount of credibility based on that assumption. Statement of Problem and Substantiation for Public Input Clarity in intent and credentials of individuals referenced or recommended to be involved in an incident. Currently licensed veterinarian should be engaged via phone as a minimum if not on site for consultation to provide advice and possibly response/treatment when or if something does not go as planned and injuries happen. My current job focus is animals in disaster, response and training with TLAER qualified responders and how to assist with the response/recovery. Bruce Akers, DVM Central Region Veterinary Specialist Emergency Programs Division, NCDA&CS Submitter Information Verification Submitter Full Name: Bruce Akers Organization: NCDA&CS Emergency Programs Division Affilliation: None Street Address: City: State: Zip: Submittal Date: Wed Aug 20 08:13:51 EDT 2014 Committee Statement Resolution: See action taken in FR-14.

3 of 18 7/8/2015 2:24 PM A Critical Angle.
4 of 18 7/8/2015 2:24 PM When a rope (web) is connected between two points and a load placed in between, an angle is formed. This interior angle can act as a force multiplier. As the angle increases, the force directed along the rope (web) is amplified, increasing the force felt on the anchors. At 120 degrees, the force on each anchor is equivalent to the load. Beyond this point, such as with a high line, the force on each anchor rapidly increases. When a rope (web) is looped around an anchor point, a critical angle also can be formed. As the angle increases, the tension in the rope (web) increases, creating compression force on the anchor, but the tension on the anchor point remains the same. Table A shows the relative force exerted on each anchor point in a two-point load-distributing anchor system where the load mass is 90 k kg (200 lb) exerting 0.89 kn (200 lbf) of force at its attachment at varying angles (also see Figure A ). 11 1 of 18 7/8/2015 2:24 PM Public Input No. 15-NFPA [ Section No. A ] A FEMA Task Force Structure Marking System, Structure Identification Within a Geographic Area. The primary method of identification includes the existing street name, hundred block, and building number. Structure identification within a geographic area is used to differentiate buildings by groups, such as by block(s) or by jurisdictional area. Figure A illustrates the building ID and location marking system. For more information see FEMA National Urban Search and Rescue (US&R) Response System, Appendix C, Task Force Building Marking System. 13 3 of 18 7/8/2015 2:24 PM Public Input No. 12-NFPA [ Chapter G [Title Only] ] Structural Hazard Evaluation Marking System Statement of Problem and Substantiation for Public Input The content of this Annex is actually a number of structural marking systems not "structural hazard evaluation" as it is currently titled. This title change reflects the actual content of the Annex. In addition, this Annex duplicates some of Annex A (Figures A , A , A ), which should also be revised to refer to Annex G instead of duplicating the information in Annex A. This revision was submitted on behalf of John O'Connell.
