NOTICE INVITING TENDER Sealed Tender affixing Court fee stamp of Rs (Rupees eight and paise twenty five) only are hereby invited from reputed firms for supply of the following Extraction & Accessories Equipments as per specification laid down in the NIT and will be received by the undersigned up to 1500 hours on The Tenders will be opened on the next day at 1100 hours. If the Tenders are not opened on the next day due to unavoidable circumstances, the same will be opened on the next working day. The Tenderers may also download N.I.T. from the website of Fire & Emergency Services, Assam i.e. TERMS & CONDITIONS: 1. The Tender shall be submitted in 2 (two) Bid system. (Technical Bid and price Bid). 2. Tender/ Tenders without court fee stamp will be rejected. 3. The Technical Bid should be in a sealed envelope affixing court fee stamp of Rs (Rupees eight and paise twenty five) only. Bidder shall also enclose the following with technical Bid :- 4. The price Bid shall be in the second sealed envelope. The price Bid of the eligible bidders will be opened who qualify in the Technical Bid. 5. Both the Technical Bid (in one sealed envelope) and Price Bid (in second sealed envelope) shall be placed in another outer envelope duly sealed and to be dropped in the Tender Box. 6. The envelope containing tenders must have the following particulars to be super scribed :- i) Reference of N.I.T., its number and date. ii) Name and full address of the Tenderer/ Bidders. iii) Date of opening of the Tender. 7. i) Tender/ Tenders received after due date and time fixed above will not be accepted. ii) Up to date valid Sales Tax/ VAT clearance Certificate/ Permanent Account Number/ VAT Registration certificate/ Audited Balance Sheet and Income Tax Return for last two years must be submitted duly attested. 8. Tender once submitted shall be final. No alternation/ modification in the rates and terms and condition in the tender shall be entertained after opening of the Tender. 9. Submission of Bid by the Tenderer should cover and specify all the items of equipment mentioned in the NIT, both in Technical and Price Bid at the time of submitting the Tender. Failing which tender will not be taken into consideration. No item should be left out at the time of submitting the tender. 10. Price of all the items mentioned in the NIT is to be submitted as per format enclosed at Annexure-I. 11. Conditional and incomplete tender shall not be entertained. 12. The Tenderers can also quote their DGS & D rates of item if available with them. 13. The Tenderer shall have to deposit an amount of Rs. 3,50,000/- (Rupees three lakh fifty thousand only) as Earnest Money in the Technical Bid in the shape of NSC/ KVP/ FDR/ Demand Draft to be pledged in the name of Director of Fire & Emergency Services, Assam, Guwahati 1. No cash & cheque etc. will be accepted as Earnest Money. Those firms registered with Central Purchase Organization/ NSIC are exempted from depositing the EMD. Copy of which to be submitted with bid document. 14. The EMD of the unsuccessful Tenderers will be released as soon as acceptance and finalization of the Tender and the EMD of the successful tenderers will be released after execution of the work order. 15. Tender should be legibly typed or written and the rates should be written neatly both in figure and words. There should not be any over writing, erasure mark in the rates. In case of over writing or erasure or any such alteration, the tender shall be rejected outright. 16. Failure to fulfill the terms and conditions of the NIT will lead to rejection of the bid without any reference to the tenderer and no correspondence will be entertained in this regard. 17. Rates quoted should be valid for 1(one) year with a provision for further extension if required. 18. Once the rates offered in the quotation are accepted, no enhancement will be entertained under any circumstances and tenderers will be liable to supply the items at the rate accepted by the Director, Fire & Emergency Services, Assam. Failure to supply the items at the 1

2 2 accepted rates will entail the order being cancelled forfeiting Security Deposit and suitable panel action may be taken by blacklisting/ debarring from competing any tender with Govt./ Semi Govt./ Public undertaking. 19. An Affidavit stating that neither the Tenderer, principal supplier of equipment or any associated / affiliated company is blacklisted by any Public Sector Undertaking/ Agency of Govt. of India or State Govt. 20. All pages of the tender document together with terms and conditions and the documents enclosed with the tender shall be signed by the authorized signatory. 21. The Extraction & Accessories Equipments shall have to be delivered within 60 (sixty) days on receipt of the work order by the supplier. 22. The successful Tenderers shall have to deposit 5% security money of the total value of the work order in the form of Demand Draft/ Bank Guarantee/ NSC/ KVP/ FDR pledged in the name of the Director of Fire & Emergency Services, Assam, Guwahati 1 before placement of formal work order. 23. The equipment should carry a guarantee of 1(one) year with effect from the date of receipt by this department. Any defects if found during this period should be replaced free of cost. 24. Price bid is to be quoted in price bid format, e.g. Description, excise duty if any CST/ LST/ VAT and delivery charges F.O.R. destination and total. 25. Any optional/ alternative rates for any item will not be entertained. 26. A Committee of Technical Officers to be nominated by the undersigned shall examine/ testing the Extraction & Accessories Equipments as regards their satisfactory, effective functionability. Suppliers bill shall be paid only after the Committee s satisfactory report on the workmanship/ functioning the Extraction & Accessories Equipments. Any defect noticed/ pointed out by the above Committee shall be rejected/ replacement by the supplier before final receipt of the same. 27. In case of any legal complicacy arising out of this N.I.T., the jurisdiction will lie at Gauhati High Court only. 28. The tenderers must submit the sample of each item and its descriptive literature along with the tender failing which tender will not be entertained. 29. Notwithstanding anything mentioned herein above, the undersigned shall not remain obliged to accept the lowest tender and shall reserve the right to reject any or all the tenders without assigning any reasons thereof. 4 SPECIFICATION OF EXTRACTION & ACCESSORIES EQUIPMENTS:- (1) Replacement 14" dia diamond tipped blades 28(twenty eight) Nos. 4 Diamond blade. Specifications of Angle Cutter 1) Electric Motor operating in range of 230 Volts, 2600 watts power rating, with a maximum no load speed of 4900rpm and full load speed up to 3000 rpm. 15 Ampere three core electrical cord of 5 meter length with three pin plug will be provided. 2) The saw is to mount replaceable 12" (300mm) diameter diamond tipped or tungsten carbide tipped blade with a 25 mm arbor (kind of tool). The saw should be able to cut to a minimum depth of 100mm. One tungsten carbide tipped blade will be provided as an integral component of the equipment. 3) It should be possible to adjust the position of the tool body through a minimum of 70 degrees independently of the cutting closer to walls and should be provided with guide wheels on the tool guard to ensure smooth travel over the surface material. 4) Operator Comfort and Safety Provisions a) A vacuum port for removal of the dust and debris as well as shield for keeping debris away from the operator will be provided. b) A system for disengaging gears from motor to minimize effect of kickbacks will be provided to ensure operator safety. c) A lock on button for continuous operation after start up will be provided. d) A rubberized wrap around handle will be provided. 5) Accessories The following accessories will be provided with each set:- a) One spare tungsten carbide tipped blade and two continuous rim diamond tipped blades. b) Carrying case c) Tool kit d) Operation and Maintenance manual Evaluation 6) Vendor will indicate all technical details of the equipment to be supplied for evaluation. Physical testing of equipment for cutting capacity, endurance and operator safety and ease of operation will be carried out during evaluation. (3) Replacement diamond tipped blades for angle cutter:- 07(seven) Nos. The diamond tipped blade for angle cutter 12 (300 mm) diameter with a 25mm arbor. Carbide tipped chain saw or petrol engine driven saws designed to cut through different building materials like timber, masonry, metal sheet, FRP, PVC etc (but not concrete). These are extremely useful for first responder for inspection, ventilation and obtaining access to victim during CSSR and for other tasks relating to extrication and recovery during natural and man made disasters. The Diamond Chain Saw should have the following technical features: - 1) Engine 2 strokes petrol driven, air cooled, power shall be not less than 5 H.P. 2) The starter shall be shielded from the dust & water. It shall have electronic ignition protected from water and single spring clutch proofed from water and concrete Fuel Capacity : 1 litre (Approx) 3) The noise level should not exceed 102 db at 01 mtr. 4) It shall be fitted with a diamond chain, which runs over the guide bar. The chain saw shall be capable of cutting RCC up to 360 mm thick and iron rod up to 12 mm dia. 5) The water supply required by the chain while cutting shall not exceed 10 lts/min 6) The chain saw shall also be provided with measures/attachments for reducing the force required during cutting operation in order to reduce fatigue on operator. 7) It shall also be provided with foam covered full wrap handles, momentary contract on-off switch, water pressure gauge, 360 degree swivel hose connector, sprocket side cover and guard flap for operator safety. 8) Weight Not more than 20 Kgs. 9) Cutting rate 10 to 25 per min or more (7) Combination cutter & spreader:- 07(seven) Nos. Purpose Combination tools are double acting hydraulic tools primarily for cutting and spreading but may be used, with suitable attachments as necessary for pushing, pulling and pressing or squeezing. They are used for rescue work following vehicle, tanker or rail accidents, in factories or construction site accidents and in natural disasters, particularly, for collapsed shelter search and rescue. Although specialist and heavier individual function cutters and spreaders are available, combi-tools offer a solution providing multiple functions in a single piece of equipment and its versatility makes it useful in post disaster rescue work. 5

6 6 Scope of Supply Each Combi Tool Set will be supplied with a power unit and accessories and spares indicated later. Specifications of Combi-tool General- The Combi-tool should have a light weight, balanced and ergonomic design with anti-slip twist grip handle and safety control. The blades shouldbe made of tempered tool steel. They should be straight, serrated, re-grindable and easily exchangeable. The cylinder body and housing could be made of high strength aluminium alloy or equivalent material. Pigtail(s) should be fitted with anti-kink springs or some form of kink protection, have quick connect couplings and automatic locking. The motor have a minimum endurance for continues operation up to 60 minutes. 3) Incorporate easily locatable push button start and an electric brake for quick stoppage. 4) Size of blade: 16 inches diameter with an arbor not exceeding 3.2 CM (1.25 inches). The blade provided will be carbide tipped blade with minimum 32 teeth. 5) The cutting capacity of the blade exceeds 125 mm at 90 degrees and 82 mm at 45 degrees. The saw should enable table blade rotation and a depth adjustment lever. A shaft lock he has been provided for effecting blade changes. 6) The weight of the saw with blade is not more than 17 kgs. 7) Rubberized wrap around saw and support handles with protection arrangement for shielding operator fro, debris and kickbacks. 8) Noise level during operation at full load does not exceed 100 db for a distance of one meter. 6

Purpose RAMs are hydraulic tools used for pushing apart and staying two masses of material in order to create space for extrication of victims following vehicle crashes, earthquakes or rail and industrial accidents. They can be single or multistage (telescopic) and operated by hydraulic pumps which may be based on IC engine power or on hand/foot pumping.
