1 DEFIBRILLATOR PROGRAM POLICY EPS Code: EBB-A An Automated External Defibrillator (AED) will be maintained on the premises of the Dodgeville High School. The AED shall be used in emergency situations warranting its use by individuals specially trained in the use of the device. Sudden Cardiac Arrest (SCA) is a condition that occurs when the electrical impulses of the human heart malfunction causing a disturbance in the heart s electrical rhythm. This erratic and ineffective electrical rhythm causes complete cessation of the heart s normal functioning of pumping blood resulting in sudden death. The most effective treatment for this condition is the administration of an electrical current to the heart by a defibrillator, delivered within a short time. An AED is used to treat victims who experience Sudden Cardiac Arrest. It is only to be applied to victims, who are unconscious, without pulse, signs of circulation, and normal breathing. The AED will analyze the heart rhythm and advise the operator if a shockable rhythm is detected. If a shockable rhythm is detected, the AED will charge to the appropriate energy level and advise the operator to deliver shock. LOCATION, MAINTENANCE, AND TESTING OF AED UNIT The AED shall be located on the hallway wall in front of the steps in the cafeteria (outside east gym wall). The type of device, intended use area, plan for maintenance, testing, and location of the device on the premises shall be confirmed annually in writing to: Dodgeville EMS, Dodgeville Fire Department, and the School District Medical Advisor. The District Nurse will conduct regular checks of equipment and supplies of the AED. The District Nurse will contract with the manufacturer for annual maintenance of the unit. Documentation of the maintenance and testing will be kept in the District School Nurse s office at the Dodgeville High School. The documentation record shall include the date and type of maintenance/testing, and the signature of the person performing the maintenance/testing. The message ok indicates no problems and all that is needed are initials next to the appropriate date on the weekly check list. Any messages on the readiness display must be noted in the comment column and a call placed to the AED company. Any response from the AED company must be noted in the comments column. TRAINING All Dodgeville School District staff, coaches, and administrators are eligible to complete an approved training course in the operation of AEDs. Staff members must be CPR certified and complete a refresher course as prescribed. The School District will offer annual retraining for personnel who have completed the initial AED program. Staff of extra-curricular activities that would include coaches, music directors, drama directors that house activities in the high school will be required to attend the training course in the operation of the AED. Members of the Code Blue Team will be required to attend a training course on the operation of the AED.

2 The Athletic Director and Dean of Students are required to receive the AED training. It is highly recommended that staff who supervise after school activities at the high school receive the training course on the operation of AEDs. 2

3 DEFIBRILLATOR PROGRAM PROCEDURE Use of the Automatic External Defibrillator (AED) During School Hours 1. Determine unresponsiveness of victim. If victim is unresponsive, call 911, call a Code Blue. Get the AED or have another person retrieve the AED. Assess the victim; airway, breathing, and circulation. Initiate CPR, if required, while the AED is brought to the victim s side. The AED should be used on a person who is at least 8 years of age and displays ALL the symptoms of cardiac arrest. The AED will be placed only after the following symptoms are confirmed: Victim is unresponsive. Victim is not breathing, or is breathing ineffectively. Victim has no signs of circulation such as pulse and coughing, or movement. The public address system Code Blue will be used to activate responders and indicate location of the victim. Designate an individual to wait at the school entrance to direct EMS to the victim s location. Designate an individual to retrieve emergency card from the office. 2. Upon arrival, place the AED near the head of the victim, close to the AED operator. 3. Prepare to use the AED. Turn the power on. Bare and prepare the chest. Attach the AED to the victim. Stop CPR while the device analyzes the heart rhythm. Follow the machine prompts for further action. If a shock is indicated, be sure all rescuers are clear before it is administered. 4. Upon arrival, EMS shall take charge of victim. Provide victim information: name, age, known medical problems, time of incident. Provide information as to current condition and numbers of shocks administered. Send a copy of any written emergency health information with the EMTs. 5. Medical response documentation. AED-trained employee or volunteer responder shall complete the AED Post Rescue Form within 24 hours of the incident. AED Post Rescue form will be presented within 48 hours of the emergency to the school nurse and the Medical Advisor of the Dodgeville School District. After use of AED 1. A review shall be conducted to learn from the experience. The District Nurse shall conduct and document the post event review. All key participants in the event shall participate in the review. Included in the review shall be the identification of actions that went well and the collection of opportunities for improvement as well as critical incident stress debriefing. 2. The school Medical Advisor shall be notified of the AED use by the District Nurse. Complete follow up report if deemed necessary by Medical Advisor. 3

4 3. Restock electrode pads, batteries, razors, gloves. Inspect all supplies for any damage, expiration dates, and required replacement. Clean the AED. Inspect the exterior and connector for dirt or contamination. 4

7 AED PROTOCAL Assess the patient to verify that patient is unconscious. Activate Emergency Response Plan Code Blue Call 911. Send a designated staff to retrieve the AED. Verify that patient is: At least 8 years old Not breathing No pulse Not lying on metal surface Not lying in water or any form of liquid Check for pacemaker or do not resuscitate bracelet Start CPR Open AED lid, push ON button, listen for and follow prompts. Bare patient s chest, attach electrodes to upper right and lower chest wall. If excessive chest hair, shave or clip; dry the chest if wet never use alcohol pads. Stop CPR and allow AED to analyze patient s rhythm. No one should be touching patient at this time. Shock Advised No Shock Advised Clear Patient Verbally & Visually Check for Pulse Deliver up to 3 shocks Check for Pulse If no pulse, perform CPR until AED prompts to clear patient or until EMS arrives. AED will re-analyze every 60 seconds and is programmed to give 3 shocks every minute if needed. If no pulse, perform CPR until AED prompts to clear patient or until EMS arrives. Obtain unused pair of electrodes (extra set in AED pocket). Notify District Nurse to reorder replacement. Check expiration date if electrodes have expired, contact District Nurse to reorder. Leave electrodes in package and connect to AED. Verify that the OK indicator is lit in handle window. Complete incident report. Return the AED to its designated location. Adopted: 07/19/04 8
