2 OPEN FOR THE SUMMER SUMMER SEASON SCHEDULE AND HOURS Hours of Operation* Weekdays: 12:00 PM to 6:00 PM Weekends: 11:00 AM to 6:00 PM Pool Season Regular Hours: Saturday, June 24 to Sunday, August 27 Varied Hours:** Monday, August 28 to Sunday, September 3 Daily Admission Weekdays: Adult (12-61 years) $6 Child & Seniors $4 Weekends: Adult $10 Child & Seniors $7 * The pool may close due to low attendance (defined as 10 or less patrons for more than one hour). **Hours of operation will be based on weather conditions and availability of adequate lifeguard coverage. FOR YOUR SAFETY RULES AND REGULATIONS All visitors to the Town of Phillipsburg Walter s Park Pool are required to abide by the following rules for the safety and enjoyment of all patrons. INCLEMENT WEATHER POLICY If it is raining and/or if thunder and lightning occurs one hour before the pool is scheduled to open and does not end by 1:30 p.m., then the pool will be closed for the day. If it is raining and/or if thunder and lightning occurs one hour before the pool is scheduled to open but ends by 1:30 p.m., then opening will be delayed until 3:00 p.m. to allow time for staff to arrive. If it is an overcast day with imminent bad weather forecasted, then the pool will open as scheduled and stay open until at least 2:00 p.m. The pool may close after this time due to lack of attendance, defined as 10 or less patrons on the grounds for more than one hour. If it starts raining and/or thunder and lightning occurs after the pool is open, patrons will be asked to exit the pool and will remain out until 30 minutes after the storm has ceased. If one hour has passed and the weather still prohibits patrons from entering the pool, then the pool will be closed for the day. Refunds for inclement weather will not be issued for daily passes. In the event there is a private event scheduled after pool hours (6-8PM), the private event will be offered to move to the next date that the Pool Manager has available. The date is selected based on availability of the pool and appropriate staffing.
3 ADMISSION OUTDOOR POOL MEMBERS MUST SHOW THEIR POOL PASS EVERY TIME THEY VISIT! Each guest must have their own pool pass, as the photo must match the patron. A pool pass will be issued to all members. Replacement pool passes may be obtained for a $5.00 fee. All persons entering the pool facility must sign in and pay daily admission, or present their pool pass, whether they intend to swim or not. Guests who do not present their season pass or pay the daily rate will be considered trespassers of Town property and the local authorities will be called. GENERAL POOL RULES Children 11 years of age and under will only be admitted to the facility when accompanied by a parent/guardian or responsible adult age 19 and older. Children 5 years and under must be accompanied by an adult in the water. Only SWIM diapers with a bathing suit over top are permitted for children. Proper swimsuits are required! Cutoffs, jeans, etc., are prohibited swim wear. Persons with stomach infections or open wounds are not permitted in pool to avoid contamination. Please enjoy food and drinks only in plastic containers and only on our grassy areas. Deposit all trash and recycling in proper receptacles. Respect our family environment! Foul language, running, and rough play prohibited. Conduct that interferes with the enjoyment of others is prohibited. Smoking is NOT permitted on the pool premises or in public park areas. Secure your personal belongings. Lost or stolen items are not the responsibility of the Town or Pool Staff. Goggles that cover the nose are not permitted. Only Coast Guard approved Personal Floatation Devices (Type II and Type III PFDs) are allowed in the water. All devices must be checked by management upon entrance. Unapproved items will be stored at the front gate and can be picked up upon exiting for the day. Diving only permitted in designated areas. Strong swimming ability required for slide use. Swimmers may be asked to demonstrate swimming ability in the deep end to be permitted on the slides/dives. The lifeguard on duty has the authority to restrict any person from the slides/dives. Free swimming prohibited in the slide area/diving well. Patrons must report any injuries to the pool manager on duty. Patrons must complete incident reports. Rough-housing and violent behavior is unacceptable. Alcohol use is prohibited on pool property. Patrons suspected of intoxication will be asked to leave the premises, at the discretion of a pool manager on duty. Management has the right to refuse entry to anyone who is perceived to present a safety or security risk. Management has the right to relinquish season pool passes and/or daily passes if Pool Rules are violated or Management deems appropriate punishment.
4 The Walter s Park Pool operates in full compliance with the New Jersey State Sanitary Code, Chapter IX: Public Recreational Bathing (N.J.A.C. 8:26) Regulatory Compliance & Licensure: The pool will only open after the health authority has given approval by issuance of a license or permit which will be displayed on the premises. The pool manager will permit access to the pool for inspection whenever the health authority deems necessary. Water slides have been approved by the health authority and conform to the standard for swimming pool slides per the New Jersey Department of Community Affairs standards. The facility will be in compliance with the Uniform Construction Code, N.J.A.C 5:23 as it pertains to, but not limited to, construction parameters, diving boards, slides, water fountains, lavatories, decks and walkways, surface skimming systems, ladders, stairs, fencing, enclosures, electrical wiring, illumination, ventilation, mechanical equipment, potable water supply protection, plumbing, pest control, and weed control Supervision: The pool will be under the management of an adult supervisor who is knowledgeable of these rules and who is responsible for all phases of the operation. His/her name and contact number will be conspicuously posted. At least one person currently certified in standard first aid and professional level infant, child, and adult CPR will be on premises, available and readily accessible when the pool is in use. At least one certified lifeguard will be on duty for 60 or less swimmers at all times when the pool is in use. The 60:1 ratio shall be maintained during pool operational hours. Lifeguards will be identified by distinguishing apparel or emblems and will be equipped with a whistle or other signaling device. The waterfront area of the water slide will be supervised by a lifeguard when the slide is open for use. Sanitation: The pool will be maintained in a clean, sanitary, and safe condition at all times. The swimming pool and wading pool water shall be continuously disinfected by a disinfecting agent which gives of an easily measured residual. Fresh water for the swimming pool, wading pool, and splash pad will be obtained from a potable water source approved by the NJDEP. Water samples for microbial analyses will be collected once every week during periods of maximum use load. Samples will be taken to a certified lab for processing within 30 hours of acquisition. The swimming pool and wading pool will be monitored for disinfectant level and ph every two hours during operating hours by the manager on duty or his/her designee. Waste disposal systems will be adequate for the facility size and use. A surface skimming system will be used. Dressing Rooms: Dressing rooms, showers, and sanitary facilities for each sex will be provided with a broken line of sight at all entrances and exits. Dressing rooms shall be well lit, drained and ventilated with slip-resistant and readily cleanable surfaces.
5 Safety: Water depth markers will be plainly and conspicuously marked in feet on the vertical swimming pool wall at or above the water line. The maintenance and mechanical operation of the pool is under the supervision of a trained certified pool operator. A written aquatics supervision plan is on file in the pool management office. The pool will be equipped with accessible emergency equipment including assist poles, rescue tubes, first aid kits, a full spine board, a telephone, and an emergency care area/first aid station. Pool rules are conspicuously posted and will be enforced by all staff members. No diving will be permitted in water depths less than five feet. Diving rules will be posted in both words and symbols in the swimming pool area. The pool manager will monitor water clarity to ensure that the deepest portion of the pool floor is visible from the swimming pool s edge when in use. Recordkeeping: Accurate and complete records pertaining to water analysis, sanitary surveys, daily number of bathers, and personnel credentials will be kept and maintained on site so as to be immediately available upon request of the health authority. A log of chemical testing data will be maintained on premises by the pool manager. Records will be kept for a minimum of one year.
6 Pool Emergency Plan In case of an emergency, Dial 911 Types of emergencies to be reported by site personnel include: Facility Emergency Weather Emergency Fire Emergency Medical Emergency Drowning Emergency Spinal Management Police Emergency Situation Facility Emergency Steps: 1. Assessment: Are lives in danger? If so, clear the property. 2. Call 911 (if appropriate). 3. Notify the Manager on Duty as soon as is practical. 4. All Staff assist in directing patrons to safety. 5. Call/Notify the Pool Manager: Kelly Morris Call/Notify the Supervisor of Recreation: Kelly Sheedy Fill out appropriate reports. 8. Turn in reports to Pool Manager 9. Staff Briefing Weather Emergency Steps: 1. First to be aware blows 3 whistles to clear the pool. 2. Notify the Manager on Duty as soon as is practical. 3. All personnel assist in directing patrons away from the pool and/or to nearest locker rooms as appropriate. 4. Call/Notify the Pool Manager: Kelly Morris Maintain crowd control to keep pool area clear until weather conditions improve.
7 Fire Emergency Steps: 1. Assessment: Are lives in danger? If so, clear the property whistles to clear the pool and evacuate the area. 3. First responder retrieves fire extinguisher (if safe and appropriate) 4. Call Notify the Manager on Duty as soon as is practical. 6. All Staff assist in directing patrons to safety. 7. Call/Notify the Pool Manager: Kelly Morris Call/Notify the Supervisor of Recreation: Kelly Sheedy Fill out appropriate reports. 10. Turn in reports to Pool Manager 11. Staff Briefing Medical Emergency Steps: 1. Call 911 (if appropriate). 2. Do NOT MOVE the victim. 3. Personnel trained in CPR and First Aid provide assistance until medical help arrives. 4. Other personnel assist in keeping the area clear. 5. Notify the Manager on Duty as soon as is practical. 6. Call/Notify the Pool Manager: Kelly Morris Call/Notify the Supervisor of Recreation: Kelly Sheedy Fill out appropriate reports. 9. Turn in reports to Pool Manager 10. Staff Briefing Drowning Emergency Steps: 1. Lifeguard blows 3 whistles to clear the pool. 2. Assess the scene and secure additional assistance. 3. Lifeguard enters water to assist distressed swimmer to safety using appropriate rescue and tow. 4. First Aid and CPR is administered as necessary. 5. Other personnel dial 911 and assist in keeping the area clear. 6. Notify the Manager on Duty as soon as is practical. 7. Call/Notify the Pool Manager: Kelly Morris Call/Notify the Supervisor of Recreation: Kelly Sheedy Fill out appropriate reports. 10. Turn in reports to Pool Manager 11. Staff Briefing
8 Spinal Management Steps: 1. Lifeguard blows 3 whistles to clear the pool. 2. Assess the scene and secure additional personnel for assistance. 3. Call Lifeguard enters the water to rescue victim and provide in-line stabilization. 5. Personnel trained in CPR and First Aid bring backboard to primary rescuer and assist in securing victim on backboard to remove from water. 6. Begin First Aid and CPR as necessary until EMS arrives. 7. Other personnel assist in keeping the area clear. 8. Notify the Manager on Duty as soon as is practical. 9. Call/Notify the Pool Manager: Kelly Morris Call/Notify the Supervisor of Recreation: Kelly Sheedy Fill out appropriate reports. 12. Turn in reports to Pool Manager 13. Staff Briefing Police Emergency Situation: 1. Call 911 as soon as a possible threat is detected. 2. Available personnel direct patrons to a secure area as appropriate. 3. Notify the Manager on Duty as soon as is practical. 4. Call/Notify the Pool Manager: Kelly Morris Call/Notify the Supervisor of Recreation: Kelly Sheedy Fill out appropriate reports. 7. Turn in reports to Pool Manager 8. Staff Briefing
