The plan must include procedures for reacting to emergencies, injuries and other incidents, providing first aid, summoning help, ensuring daily bather supervision and injury prevention.

7 Swimming Pool Safety Plan page 7 of 28 III. Injury Prevention A. Lifeguard Daily Inspection Duties 1. Visually inspect the pool to ensure that the main drain is clearly visible. If not, close the pool until proper clarity is restored. 2. Visually inspect the main drain grate to make sure it appears secure and not broken. Close the pool if the grate appears otherwise. 3. Inspect pool ladders to ensure that they are firmly anchored to pool walls and deck. 4. Before and after the work shift, check locker and toilet rooms for standing water. Call the building custodian as needed to eliminate slippery conditions. 5. Complete daily checklist, reporting any defects to the Aquatics Manager, of the following: a) 24 life ring buoy is in usable condition and is hung on the hooks provided on the wall space above the deck in deep end of the pool (south wall) b) Lifeline floats with 58 ft polyethylene rope are in usable condition and located on the west side of the northwestern corner of pool. Two elevated lifeguard chairs are in usable condition and are properly placed for supervision of the pool c) Two rescue tubes are in usable condition, their 6-foot ropes are usable and attached, and they are properly located beside each lifeguard chair. Each lifeguard is required to carry a rescue tube while supervising the pool. d) 16-foot reaching pole is to be hung on the hooks provided on the wall space above the deck in deep end of the pool (south wall) e) Rescue boards (spine boards) and first aid kit are poolside and ready for use. Rescue boards are located on the south wall (deep end) and north wall (shallow end) f) A commercially prepared 24 unit first aid kit or a supply of the following: Minimal supply of band aids Bandage compresses (rolled gauze) Self-adhering gauze bandages Vinyl or nitrile barrier gloves CPR facemask g) Depth markings on the edge of the pool deck are visible h) No Diving sign is clearly posted on the pool deck in areas where the water depth is less than eight (8) feet deep i) Starting blocks are covered to prevent use during non-competitive activities j) Two rules and regulation signs are posted one on the south wall of the pool and one on the north wall of the pool area.

8 Swimming Pool Safety Plan page 8 of 28 B. Pool Operator Daily Inspection Duties 1. Inspect water clarity to ensure that the main drain is clearly visible. Close the pool until proper clarity is restored. 2. Visually inspect the pool to ensure that the main drain is clearly visible. If not, close the pool until proper clarity is restored. 3. Test ground fault interrupter (GFCI) in the pool area at least once a week. 4. Inspect pool doors once per year to ensure that they are self-closing and selflatching mechanism to be operational 5. Inspect pool ladders to insure that they are firmly anchored to pool walls and deck 6. Make sure the covers are on or that the packaging is intact for the acid, chlorine and other pool chemical supplies and that the labels are clearly visible 7. Make sure all new deliveries are immediately moved to the pool equipment room. 8. Immediately repair any deficiencies reported by the Director of Health, Physical Education and Athletics, Director of Community Education, or the Aquatics Manager. If immediate repairs are not possible, then mark affected areas against use. C. Pool Closing Procedure 1. If the pool is closed due to water turbidity (cloudiness) then the pool deck must be cleared of all people and the doors to the pool must be entirely closed and locked. 2. Before closing, the pool must be checked using a reaching pole to ensure that no one is in the bottom of the pool. 3. Post a POOL CLOSED sign at each pool entrance. 4. The Aquatics Manager must be notified of the pool closing and he must notify the Principal of the High School, the Director of Health, Athletics and Physical Education, the Director of Community Education. All people must notify those people that they supervise. 5. The pool closing must be logged in on the pool operation report. 6. Every effort must be made to rapidly clear the pool water or consideration must be made of draining the pool water.

9 Swimming Pool Safety Plan page 9 of 28 D. Rules and Regulations 1. The lifeguard must be familiar with the emergency plans for the swimming pool. 2. The lifeguard s daily inspection checklist includes noting that the two signs, each 24 x 36 containing the rules and regulations are posted: one on the southeast pool area wall and one on the northwest pool area wall. 3. Posted general rules and regulations are: 4. The lifeguard will establish a progressive disciplinary program: a) First offense: speak directly with the person b) Second offense: speak with the person again and keep the person out of the water for a short period of time c) Third offense: speak directly with the person again and explain that they are being denied the use of the pool for one or more days 5. Diving Safety: a) At its deepest depth, this pool is fourteen (14) feet deep. b) Surface diving shall only be permitted in the depths over eight feet and then only when permitted by the lifeguard. c) Diving from the diving board is reserved for instruction and competition only.

10 Swimming Pool Safety Plan page 10 of 28 E. Maximum Occupancy of Pool Areas 1. The New York State Uniform Code of Fire Protection designates the maximum occupancy of a swimming pool as 1 person/50 gross sf (from Table ) The pool area is 75-1 x 56 = 4,204 sf or 84 person capacity. The New York State Department of Health is less restrictive using the shallow end (22 x 56 = 1,232 sf) divided by 15 = 82 person shallow end capacity plus the deep end (53 x 56 = 2,968 sf) minus 300 sf per diving board (2, 368 sf) divided by 25 = 94 person deep end capacity or a total of 176 bather capacity. The more restrictive code must be used so the maximum pool capacity is 84 people. 2. The New York State Uniform Code of Fire Protection has a maximum occupancy of the pool deck area equal to 1 person/15 gross sf of deck area (from Table ). The gross area of the deck is 101 x 69-3 = 6994 sf minus the pool area of 4204 = 2790 sf. That divided by 15 = maximum pool deck capacity is 186 people. 3. The New York State Uniform Code of Fire Protection has a maximum occupancy for fixed seating areas, the bleacher areas, equal to 1 person/18 of fixed seating (1004.7). a) The visitor bleacher seats on the east wall are x x x 3 plus 2 wheelchair locations. Each bleacher seat divided by 18 = 1 person capacity, therefore the maximum visitor bleacher capacity is 179 plus 2 wheelchairs but may not exceed the total of the pool area which is 175 people. b) The team bleacher seats on the west wall are x x 3. Each bleacher seat divided by 18 = 1 person capacity, therefore the maximum team bleacher capacity is The maximum capacities of each area may NOT be combined. 5. The lifeguard will record the number of persons in the pool area at the end of each program. At the end of each day these totals are summed for the total each day using the pool. 6. Maximum occupancy sign is posted in the pool area by the visitor entrance (southeast corner).

The Aquatics Manager will project the number of lifeguards and/or aides needed based upon the anticipated swimmer load, the expected behavior of the pool users and whether or not the diving boards will be used. 2. The Aquatics Manager will schedule regular breaks for lifeguards to keep lifeguards aware and active. 3. If one of the required lifeguards is also performing instruction or coaching then a second person, who is responsible and who has certification in aquatic injury prevention and emergency response (Supervision Level III), shall assist that lifeguard in order to provide continuous surveillance of the bathers. 4. If three or more lifeguards and/or aides are required for an event, the Aquatics Manager shall appoint one of the lifeguards to be the supervisory lifeguard. 5. Elevated lifeguard chairs are required for all pools having a pool water surface area greater than 2,000 square feet and for each additional 2,000 square feet, one lifeguard chair shall be provided. The pool is 75-1 x 56 or 4,205 sf. There will be at least two (2) elevated lifeguard chairs in the pool area. They shall be located so as to provide a clear, unobstructed view of the entire pool bottom. 6. The swimming area will be divided into sections based on swimmer need or ability. All sections will have sufficient lifeguard coverage. 7. There are no blinds spots that need special consideration by lifeguards. 8. Lifeguards should provide a great degree of visual surveillance. Lifeguards should continuously monitor/supervise their areas of responsibility as well as scan overlapping areas. 9. In emergency situations, when there are two or more lifeguards on duty, and one lifeguard must enter the water, the second lifeguard or responsible person shall supervise all other bathers while directing their immediate removal from the pool. 10. The lifeguards must not engage in activities that will interfere with the supervision of swimmers such as: a) Lengthy conversation b) Reading/writing c) Correcting papers or homework d) Eating e) Talking on the phone or cell phone f) Texting on cell phone g) Listening to personal audio equipment 11. The swimming area shall be divided into two (2) sections: one shall be the shallow end and one the deep end. Lifeguards will continuously monitor/supervise their areas of responsibility as well as scan overlapping areas.

Telephones a) All lifeguards shall be aware of the telephone locations. b) There are two emergency phones connected to 911 located on the walls of the pool deck. c) There is a phone in the pool office. d) The telephone numbers for the following are to be posted at each telephone: o 911 Local ambulance, Fire department, Police department o Poison Control Center o : IHS Nurse s Office, 8:00 a.m. 3:30 p.m. B. First Aid Areas: 1. Pool deck 2. Pool office 3. Athletic training office: adjacent to the pool, through northwest exit door 4. Health office, inside main entrance (door #1) of high school, the west entrance off Cooper Road

14 Swimming Pool Safety Plan page 14 of 28 C. Emergency Assistance Checklist This sign shall be posted next to the telephones: Emergency Assistance Dial Emergency Number or Push 911 Button. When contact is made, give the following information: 1. Your name 2. Location: Irondequoit High School Pool 3. Address: 260 Cooper Road, Rochester, NY Phone: Pool Office 5. Emergency nature: drowning, cardiac arrest, chemical spill, severe bleeding, etc. 6. What assistance is required: Ambulance, fire, police 7. Approach route directions: Off Titus Ave or from Cooper Rd to Hoover Rd, to Gardham Rd, Door #5 on east face of building 8. Advise that someone will be waiting outside to meet them 9. Ask if further information is needed before hanging up do NOT hang up until the dispatcher hangs up 10. Post a person outside to meet the emergency vehicle.

15 Swimming Pool Safety Plan page 15 of 28 D. Missing Person Procedure 1. Whenever there is a missing person, the pool shall be the first place searched. 2. Signal of 3 short whistle blasts should be given to alert staff that a person is reported missing. 3. Immediately clear the swimming pool of all swimmers. The swimmers should be required to sit on the bleachers in the pool area and remain quiet. 4. Immediately scan the bottom of the pool, which should be visible, for the missing person. The person who reports the missing individual should give a complete description of the missing person such as sex, height, color of hair, color of skin, weight, and clothing. The person should remain in the pool area for future identification of the missing person. 5. All available staff not on duty should report to the pool office or other designated location. 6. The rest room facilities, locker rooms and showers should be checked. 7. If the missing person cannot be found in the above areas, contact security for further checking in other areas of the school. E. Incident File 1. A written report addressed to the Aquatics Manager is to be completed by the supervising lifeguard immediately following an incident. Specify the times, actions taken by various individuals, any witness statements, and equipment used. 2. The West Irondequoit Central School District Accident Report form (see Appendix C) shall be used to report all accidents resulting in injuries. 3. A full report of any injury or illness incident occurring at a swimming pool shall be reported by the Aquatics Manager to the Monroe County Health Department within 24 hours of its occurrence. This shall include all incidents occurring at the swimming pool which: a) Result in death b) Require resuscitation c) Require referral to a hospital or other facility for medical attention d) A bather illness associated with bathing water quality 4. All incidents shall remain in an incident file, maintained by the Aquatics Manager, for not less than five years. F. Medical Emergencies Any medical emergencies such as heart attack, convulsions or stroke should be handled in the following manner: o If it occurs in the water, they should be referred to the hospital or other medical facility by ambulance or parent. o If it occurs while the person is on the deck, the person shall be required to leave the pool area. The person should be referred to the hospital or other medical facility by ambulance or parent. o The situation should be documented in an Incident Report, filed in the Incident File and reported to the Monroe County Health Department within 24 hours if necessary.

16 Swimming Pool Safety Plan page 16 of 28 G. Epileptic Seizures 1. If it occurs in the water an effort should be made to support the victim so that his or her head and face remain above the water with the head tilted back to provide a clear airway. 2. Keep the victim away from the sides of the pool or deck to avoid an injury that could be caused by uncontrolled arm and leg movements. Flotation devices can be used to assist in this situation. 3. The victim should be removed from the water after the seizure has been completed. 4. The victim should be referred to the hospital or other medical facility by ambulance or parent. 5. A person suffering a seizure shall be required to leave the pool area for the remainder of the day. H. Emergency Evacuation Procedure 1. The Evacuation Procedure will be posted on the wall in the pool and also in each of adjoining men s, family and women s locker rooms. 2. The Evacuation Procedure shall be part of the orientation of each new group of swimmers throughout the year. 3. This procedure shall be drilled weekly, and logged into the pool log book. 4. The lifeguard on duty shall be in charge of the procedure as follows: a) The lifeguard shall command the pool to be evacuated repeating loudly and forcefully, EVACUATE THE POOL. b) All swimmers shall leave the water and get on the pool deck. This should take place within 30 seconds. c) Swimmers shall line up at the spectator entrance in the southeast corner of the pool area. d) Swimmers in the locker rooms shall line up at the locker entrance door. e) At least one adult will accompany each group of swimmers. Everyone shall remain by the designated doors until the lifeguard indicates the drill is over.

17 Swimming Pool Safety Plan page 17 of 28 I. In-Service Training and Drills 1. It is the responsibility of the Aquatics Manager to plan regularly scheduled sessions to review lifeguard principles and practices. These training sessions should be mandatory for all personnel who carry out the duties of a lifeguard in the pool area. a) Review general lifesaving skills in the water. b) Practice removals from the water for a person who may or may not be injured. Use of the spine board for possible back or neck injury should be practiced. c) Knowledge and use of all rescue equipment required in the swimming pool should be demonstrable by each lifeguard. d) Review first aid skills and cardiopulmonary resuscitation. e) Review preventative life guarding skills and procedures. f) Review all emergency procedures with the corresponding action plan for not less than: (1) Victim recognition distress situations or drowning situations (2) Individual assignments (3) Emergency calls and signals (4) Back-up systems (5) Records and reports 2. The Aquatics Manager will present to the aquatic staff an emergency situation to be role played as each school/program starts their swimming unit and during the unit. The actions and outcomes will be evaluated, reviewed and constructive criticism made of the event. 3. Performance Standards for Lifeguards: a) Swim 300 yards continuously, using these strokes in the following order: (1) 100 yards of front crawl using rhythmic breathing and a stabilizing, propellant kick (2) 100 yards of breast stroke (3) 100 yards of front crawl or breast stroke b) Swim 20 yards using front crawl or breast stroke, surface dive to a depth of 14 feet, retrieve a 10-pound object, return to the surface, and swim 20 yards back to the starting position with the object c) Have certifications in: (1) American Red Cross Lifeguard Training (2) CPR/AED for the Professional Rescuer (3) American Red Cross First Aid Basics

19 Swimming Pool Safety Plan page 19 of 28 V. Swimming Pool Maintenance A. Water Quality 1. Pool Operators shall be responsible for the proper operation of the maintenance of the filtration and disinfection equipment at swimming pools and have technical knowledge of water chemistry. This knowledge should include thorough understanding of disinfectants; the methods of testing and controlling the chemical balance of the water, including ph level and the turbidity; the physical and biological properties of water; and the bacteriological standards that are established for the water in the facility. 2. Sample collection and analysis for microbiological samples shall be collected from swimming pools when determined by the permit issuing official to be necessary to evaluate water quality and be examined in laboratories approved by the New York State Health Department. Coliform bacteria levels should not exceed 4 parts per 100 milliliters in more than one sample examined each month. When the membrane filter technique is used; or when the fermentation tube method is used, coliform bacteria shall not be present in more than 10% of portions analyzed in any month; total bacteria shall not exceed 200 per milliliter. 3. Chemical Quality a) The chemical quality of the water in the pool shall not cause irritation to the eyes or skin of the swimmers or have other objectionable physiological effects on swimmers. b) The total alkalinity of the pool water shall be maintained within the range of 80 to 120 mg/l. c) The pool water shall be chemically balanced. The Monroe County Health Department official may determine the saturation index monthly or at any other frequency required to maintain pool clarity, proper disinfection, alkalinity, and ph levels. d) Stabilized chlorine is not acceptable for use as a pool disinfectant. 4. Cleanliness a) The bottom and sidewalls of the swimming pool shall be kept free of sediment and visible soil, and the pool water surface shall be kept free of visible floating matter. b) The water in the swimming pool shall be sufficiently clear to permit a white and black object four inches in diameter, placed at any location at the bottom of the swimming pool to be clearly visible from the side of the swimming pool at all times.

21 Swimming Pool Safety Plan page 21 of 28 D. Chemical Storage and Handling 1. Good safety habits and proper handling of pool chemicals are essential for accident prevention. The following general rules shall be followed: a) Notify the Director of Environmental Services of any potential health and safety risk or emergency situation b) Store all pool chemicals in the pool equipment room c) Maintain good housekeeping standards in the pool equipment room d) Maintain the ventilation system in the pool equipment e) Remove any damaged product from the pool equipment room immediately f) Maintain a supply of clean, clear plastic bags and a suitable container in the event of a spill or emergency. g) Rotate inventory on a first in, first out basis. h) Store chemicals on pallets or shelving at all times. 2. Maintenance staff responsible for the use and storage of chemicals must exercise extreme caution to prevent injury: a) NEVER add water to chemicals; always slowly add chemicals to water b) NEVER pour from an unlabeled container c) ALWAYS check the labels carefully before opening or using chemicals d) ALWAYS keep chemicals in their original containers e) DO NOT use dry powder fire extinguishers f) DO NOT store liquid chemicals above solids g) DO NOT store chemicals near incompatible materials such as oils, grease, or flammable materials. h) DO NOT dispose of spilled materials inside the building i) DO NOT smoke or allow an ignition source where pool chemicals are stored or handled E. 22 Swimming Pool Safety Plan page 22 of 28 F. Balanced Water (ph Factor) 1. The single most significant aspect of balanced water is the ph factor. The ph indicates how basic or acidic the pool water is on a scale of 0 to 14. The number 7.0 represents neutral neither acidic nor basic. Water ranging from 0 to 6.9 is acidic, and water ranging from 7.1 to 14 is basic. 2. A ph level below 7.0 prohibits flocculation, which removes suspended materials from the water. It can cause corrosion of plumbing, filter tanks, and the heater as well as cause discomfort to the eyes, skin and mucous membranes. A ph of 7.8 or above reduces the effectiveness of halogen disinfectants (chlorine, bromine, iodine), allows for calcification in sand filters and pool heaters, promotes growth of algae, and causes irritation to the eyes. Attention to the proper ph and other chemical levels will provide for safer operation, more comfortable swimming, and longer pool life. 3. ph Range: ACIDIC Below 6.9 May cause skin and eye irritation NEUTRAL 7.0 TARGET Acceptable range of water BASIC Above 7.8 May cause skin and eye irritation G. Solid Fecal or Vomitus Contamination a) Clear the pool of all bathers b) Use a skimming net to remove as much fecal material as possible from the water, disposing of the fecal matter into the sanitary sewer c) Call Aquatics Manager, Deborah Burke (585) d) Clean and disinfect the net with 1:10 chlorine bleach to water solution. e) Spot treat the area of the pool where the contamination occurred with approximately 8 10 ounces of sodium hypochlorite f) Raise the pool water s free chlorine to 3-4 ppm g) Close the pool for one hour h) Take chlorine and ph readings from multiple locations around the pool to verify that all areas have reached 3 ppm of chlorine and are within the target ph range before bather re-entry i) Record the Incident in Daily Lifeguard Checklist with date and time. 2. Liquid Fecal Contamination a) Clear the pool of all bathers b) Use a skimming net to remove as much fecal material as possible from the water, disposing of the fecal matter into the sanitary sewer c) Call Aquatics Manager, Deborah Burke (585) d) Clean and disinfect the net with 1:10 chlorine bleach to water solution. e) Spot treat the area of the pool where the contamination occurred with approximately 8 10 ounces of chlorine f) Shock the pool with chlorine and check to see that all areas of the pool have reached the target shock level from the next paragraph. g) Raise the pool water s free chlorine to 20 ppm and close the pool for not less than hours OR raise the free chlorine to 15 ppm and close for not less than 17 hours OR raise the free chlorine to 10 ppm and close for not less than 25.5 hours OR raise the free chlorine to 5 ppm and close for not less than 51 hours (these relationships between free chlorine residual and closure time are based on the CDC s recommendations for the inactivation of a cryptosporidium value of 15,300, a ph of 7.5 and water temperature of 77 degrees F). Run the pool filters and disinfection equipment continuously during these pool closure times. h) Before re-opening the pool: (1) Backwash the filters thoroughly (2) Check the chlorine level and ensure it is between 2 4 ppm i) Record the Incident in Daily Lifeguard Checklist with date and time. 3. Blood Contamination: There is very little risk to bather s health from blood contamination in the pool water as long as the pool s water chemistry meets the requirements of the State Sanitary Code. There are no documented cases of blood-borne disease transmission from swimming pool water.
