2 Page 2 Minutes of the Branderwood Recreation Association Board Meeting Tuesday, April 8, 2014 Gibson and Associates Attending: (Directors in bold) Debbie Boone, Lisa Conroy, Anne Currin, Eric Fonville, Brian Holohan, Cynthia Ulrey, and Meredith Malloy (G&A). I. Quorum. Quorum was established, and Debbie called the meeting to order at 5:57 PM. II. Owners Forum. No owners were present. III. Approval of Minutes. Eric moved that the board meeting minutes from January be approved as written, and Brian IV. seconded. With no changes, the minutes were approved unanimously. Financial Report. A. Eric stated that there was nothing out of the ordinary in this month s financial report. The down payment on pool repairs has been paid, the pool chemicals were pre-ordered to take advantage of a volume discount, and McGuire plumbing has been paid for pool work. B. National Pool needs to be paid for the resurfacing work. We are waiting for the new step rail to be installed in 2-3 weeks. Payment will occur when work is completed. C. Per Meredith, we are about $2,000 under budget year to date. D. Since we decided to get rid of the pool phone, we need to put a sign up on the front gate and where the phone was reminding folks that the phone is no longer there. The board approved removal when neighbors were surveyed and only comments in favor of removal were received. E. Phone savings will help offset another expenditure likely staining of playground equipment. F. Neighborhood mowing will begin after spring break. V. Management Report. (Meredith) A. Proposals to replace the two wall heaters in the cabana have been obtained and are on the agenda for board review. B. The association s 2014 property and workers comp insurance policies have decreased $423 from the 2013 rate and $521 from the 2014 budgeted amount. The D&O coverage renews in August. Rate unknown at this time. C. Only two owners had comments concerning the use of the pay phone at the pool. D. An inspection was done of the recreation area on March 25 th. Items from the inspection are as follows: a. Trash in recreation area needs to be removed. b. Tennis court backboard should be replaced or repaired (carryover from a previous list). [This item is tabled for now.] c. No Wheels Allowed signs are in disrepair and should be replaced. [See notes in New Business.] d. Turf along pool fence under trees is gone and should be replaced with durable type seed or possibly a walkway needs to be installed. [Seeding should be done in the fall.] e. Tennis court needs to be repaired and resurfaced (carryover from a previous list). [Discussion will be held at the end of summer.] f. Parking lot stripes are faded and need to be restriped (carryover from a previous list). [Eric will do this on an upcoming weekend.] E. Proposals to install gutters and repair the rotted posts and siding on the cabana have been obtained and are on the agenda for board review. Gutters are necessary to prevent additional rotting of the posts and siding. F. The pool contractor reported that he found several large rocks at the bottom of the pool when he took the winter cover off. This is a concern as the pool will have just been resurfaced. I suggest that a notice of some type be included in the next newsletter concerning such activity. Board action required. G. Proposals to restain the playground equipment have been obtained and are on the agenda for board review. H. As suggested at the January meeting, a sample of a sign that will be posted at the pool is enclosed for board review. Board action requested, and board approved the sign referring residents with pool concerns contact G&A. I. Enclosed is a copy of CAI s Rights and Responsibilities for Better Communities. This article provides guidelines for both homeowners and community leaders. It is a very informative and helpful document, and Meredith recommends that it be published in an upcoming Branderwood newsletter. Board action requested. [The document will be posted in the Branderwood website.] J. As of April 1 st, 18 owners have a balance due on their accounts. Meredith has enclosed another copy of the late statement showing an area at the bottom where the board may want to include a reminder. Board action requested. [Beginning next month, a note about the convenience of direct drafting of accounts will be included on the bottom of the late notices.] K. ARC approval letters were mailed to 4470 Summerset (replace shingles) and 4472 Branderwood (replace ceramic tiles on front porch).

3 Page 3 VI. Committee Reports (ARC) A. Debbie reported that ARC neighborhood drive-through was conducted in March, and reviews are still in progress. Will discuss at the next board meeting. B. In the newsletter, remind homeowners about fading shutters, driveway sealing, garage door appearance, and rusted chimney caps. C. Meredith asked about the compliance response request form that would accompany first infraction notification letter. She will do follow-up with the homeowners and make sure they have been compliant. This effort would take away the neighbor-to-neighbor aspect of the ARC and get problems corrected faster. The ARC would be notified if problems persist. Board decided to proceed and try out Meredith s efforts. VII. Unfinished Business A. Pool contract with Jim Farmer was discussed. a. Separate contract for additional services due to pool resurfacing; $25 per day for 28 days. b. Addendum A Change air cleaning of pool deck every other week to weekly May 17-September 7 to help reduce items getting into pool filtration system. Debbie initialed the change, and Meredith will see if there is a change to the contract price. VIII. New Business. A. National Pool invoice was discussed. a. $5,601 still in checking account after we cashed in and deposited the CD. b. This will be allocated toward final payment in addition to funds from the capital account. c. Board approved these payment measures previously. Eric will take care of moving the money from Valley Bank to BB&T. B. Cabana heater bids. a. Eric asked the reasoning behind wall heaters in the pump room and ladies room in the cabana. Meredith will check with Jim to see their purpose and whether they really need to be replaced. b. Bids for replacement range from $700 to $1,000. c. Decision was tabled until Meredith finds out if we need them. C. Cabana Gutter Bids a. Reviewed bids for gutters and siding for posts. b. Eric asked about checking with the contractors for a price on gutter guards. c. One contractor (Mobley) bid on gutters and playground staining. Eric asked if we could get a price break if we use them for both jobs. Meredith will check. D. Playground Equipment Staining a. Brian suggested we make sure we are comparing same caliber of stains in the bids. We also need to make sure equipment is cleaned before it is stained. b. Meredith will check with one contractor to see if his prices goes up with cleaning and using a specific stain. E. Pool Rules a. Lisa passed out copies of the rules that included our new pool party contact, Anne Currin. Thanks, Anne, for taking care of this. No other changes were made. b. Pool rules will go out in April newsletter. c. Discussion was held about Pool Party logistics and adding RSVP s for the party. These discussions were tabled until planning begins for the 2015 party. F. Tennis Court a. Discussion was held about taking the no wheels signs down at the tennis court and allowing skateboards, bicycles, and skates to coexist with tennis playing. For now, we will take the signs down and reevaluate to see how use has progressed at the end of the summer. b. Discussion was held about pros and cons. Consideration was given for past input from homeowners about keeping the tennis court a tennis court. Concerns were mentioned about children from outside Branderwood using the court. A homeowner who wants to play tennis can ask the children doing other activities on the court to leave. c. We will post signs at the playground, basketball court, tennis court, and pool that state Recreational Facilities are for the use of Branderwood homeowners and guests only. d. Resurfacing the tennis court may be a capital expenditure to discuss for e. Eric mentioned replanting trees that fell between the facilities and Buck Mountain Road. This will be addressed in the fall. G. Neighborhood Yard Sale to be held on Saturday, May 31, 8:00 AM-1:00 PM. H. Pool Opening will be Saturday, May 17! IX. Executive Session. Various issues about delinquencies and specific violations were discussed. X. Date, time, and location of next meeting. Tuesday, July 15, 6:00 PM at Gibson & Associates. XI. Adjournment. With no further business, Debbie adjourned the meeting at 7:50 PM.

4 Branderwood Pool Rules All persons using the pool or pool area do so at their own risk and sole responsibility. Your Homeowners Association assumes no responsibility for any accident or injury in connection with such use. Persons using the pool covenant agree with the owners and management for and in consideration of the use of the pool as an added facility, to make no claim against the Homeowners Association and management for loss of personal property. Further, such persons agree to save harmless the Homeowners Association and management from any and all liabilities and actions of whatsoever nature by any homeowner, tenant, or guest growing out of the use of the swimming pool or pool area. 2. Guests- All guests must be accompanied by a resident. Residents will be allowed to entertain two guests on any one day and are subject to the rules that apply to residents. 3. Property Damage- The cost of any property damage will be charged to the responsible party. Management will not be responsible for loss or damage of any kind. 4. Closing of Pool- The pool may be closed at any time due to weather, breakdown or other operational difficulties. *Swimming is not permitted when there is thunder or lightning observed or within 15 minutes afterwards.* 5. Pool Hours- The pool is open Sunday Thursday from 9:00 AM to 10:00 PM; Friday & Saturday from 9:00 AM 11:00 PM. There will be security for the pool and tennis courts on a random basis. 6. Rules Concerning Children- All children under 14 years of age are to be accompanied by an adult. An adult is defined as a person 18 years of age or older. All babies must wear a bathing suit. All diapered babies must wear swim diapers. All children who are non-swimmers must wear a flotation device in the pool area. 7. Pool Parties-There will be a charge of $25.00 to use the pool facilities for a private party Monday-Thursday and $50.00 for Friday-Sunday plus an additional charge of $35.00 for security deposit against damage and cleanup. Security deposit is refunded if the pool is in reasonable condition after the party. If damage and cleanup is more than the $35.00 security deposit, the homeowner is responsible for additional charges. Homeowners are welcome to use the pool during pool parties. Parties scheduled to end before 6PM will be limited to 3 hours duration. All parties must be approved by contacting Anne Currin at acurrin@rcs.k12.va.us, or two weeks prior to the date of the party. Fee and security deposit (checks made payable to Branderwood HOA) must be provided to Anne Currin in order to secure your party. Residents must agree to follow our standard pool rules during the party, and there will be a contractual agreement outlining the terms of the booking. NOTE: The Branderwood resident who books the party is expected to remain at the pool for the duration of the party. 8. General Rules- a. No Smoking is permitted in the pool area or the tennis court area by residents or guests. b. Running, punching, wrestling, ball playing or causing undue disturbance in or about the pool area will not be permitted. c. Admission will be denied to anyone with skin abrasions, colds, coughs, inflamed eyes, infection, or anyone wearing bandages. d. No intoxicant may be brought into the pool area. No food or drink will be consumed in the immediate apron portions of the pool area. Trash and refuse must be placed in the receptacles provided. No glass or other breakable objects will be allowed. e. No cut-off shorts are to be worn into the pool. f. No pets are allowed in the pool or pool area. g. Wheeled vehicles will not be allowed in the pool area. h. Swimming is permitted only when the pool is open. i. No one shall be allowed to be in the pool alone. j. Loss of Amenity Privileges-Members who are delinquent in dues will be denied amenity privileges. 9. Violation of the Rules May Result in Forfeiture of Pool Privileges- Use of profane, loud, or boisterous language will be cause to require a person to leave the pool area. Continued misbehavior or disregard of pool rules will be grounds for denial of pool privileges.

5 Page 5 Pet Reminders **According to Roanoke County ordinance 5.28, it is unlawful for dogs to run at large at any time. If you re walking your dog, please keep it on a leash. If you re letting your dog out, please make sure it stays in your yard. This is for your dog s protection as well as the safety of others. **As you are walking your dogs, please remember to clean up any messes they may leave behind. This applies to any neighbor s yard as well as the common areas throughout the neighborhood. Thank you! Pool Notes: Our pool has been resurfaced, and steps have been added for your convenience and enjoyment. To maintain the quality of our pool, please refrain from throwing rocks of any kind into the water as these can damage the surface. Several large rocks were found when the pool cover was removed this year. Thank you.
