1 CAYMAN ISLANDS AMATEUR SWIMMING ASSOCIATION MINUTES OF A BOARD MEETING Scotiabank Board Room 4 February 2015 PRESENT: Officers: Michael Lockwood Ian Lambert Adrien Royston (arrived at 7:00 pm) Directors: Christine Maltman Sandy Hew Ed Weber Frank Flowers Joan Link Ex-officio: Bailey Weathers Marie Shepheard Amanda Roberts Jeffrey Wight Apologies were received from Joanna Barnes, Frank Flowers CALL TO ORDER The meeting commenced at 5:59 pm with Michael Lockwood with a prayer. It was noted that a quorum of the board of directors (the Board ) of the Cayman Islands Amateur Swimming Association ( CIASA ) was present in person. ACCEPTANCE OF MINUTES: The minutes of the meeting dated 7 January 2015 were presented and discussed. On a motion duly moved, and seconded, it was unanimously resolved to approve the minutes as read. MATTERS ARISING: There were no matters arising noted that would not be covered in another report. PRESIDENT S REPORT The President thanked Board members for various Directors summary of roles/job descriptions, which will now be consolidated for the AGM. It was noted that Michael is also hoping for draft revised 1

2 Memorandum and Articles of Association before AGM notice goes out on 11 th February. There was some discussion regarding potential changes to the Memorandum and Articles of Association. It was further noted that the proposed changes include bringing documents up-to-date to be in keeping with current standard practice including rotation of board members and requirements of regulatory bodies such as FINA, the CIOC and WADA. TECHNICAL DIRECTOR The Technical Director s report dated 4 th February 2015 was circulated in advance of, and tabled at, the meeting. There was some discussion regarding FINA s Coaches Clinics in Cayman. BW to speak to the Marriott for potential room block. It was noted that the dates are May and that although the focus is for FINA coaches, Cayman Club coaches and other swim instructors will be invited. CIASA National Championships. Planning well underway. The following points were noted: Venue There was a suggestion from a few athletes of a venue change from the Lions Pool to the Camana Bay pool. It was agreed that the Lions Pool will host but may mean changes to morning sessions to accommodate warm-down. BW to speak to athletes to explain. Sponsor - In terms of partnership, subject to approvals processes, we are hopeful that Dart will assist. Volunteers BW to speak to Sheena Westerborg regarding the use of SignUp Genius for timers etc. Annual CIASA Awards It was agreed that the Board will acknowledge all CIASA Award winners with photo. BW to confirm and arrange. CARIFTA The following points were noted: Ground Transportation for cost reasons and to get swimmers accustomed to standard practice, we will use standard ground transportation. Hotel Barbados Beach Club. Travel flights are booked. Tech Suits suggesting a credit, similar to last year.ci$230 girls CI$180 boys. On a motion duly moved, and seconded, and following discussion, it was unanimously resolved to approve the Technical Suit Policy (similar to 2014 CARIFTA) where swimmers would be given a maximum credit allowance (receipts required) of CI$ for approved women s technical suits and CI$ for approved men s technical suits.same as last year. Staff. Job Description for Assistant Manager/Chaperones being drafted and once approved by CIASA, will be circulated to CIASA Membership seeking applications. Clubs were asked to nominate assistant coaches and Clubs will speak to each other about funding an additional assistant coach to attend CARIFTA. Athletes 20 athletes have made 2 Junior Time cuts. BW circulated a sample PowerPoint Selection point score spreadsheet, in the event we have to use PowerPoint for CARIFTA team selection. Funding Chairman re-iterated the importance of making corporate contacts and relying on parents to assist with this. Other - Laura Shaw will represent Turks & Caicos at CARIFTA. She will travel with and be coached with Cayman team but all costs to be covered by Turks & Caicos team. 2

3 CLUB REPORTS Camana Bay Aquatic Club Representative Report There was no written report circulated prior to the meeting or tabled. It was noted that a New Assistant Coach Myiriam Plante had been hired and that the Camana Bay Pool was up and running and that they were still working on minor repairs to timing system. Stingray Representative Report The Written report dated 4 th February 2015 was tabled. Treasure Island Swim Club Representative Report There was no written report circulated prior to the meeting or tabled. It was noted that a new full time swim coach Jane Logan had started recently and that she is well qualified. It was further noted that Coach Charlotte will be leaving Cayman at the end of February. It was further noted that the Learn to Swim programme has 200+ swimmers and that Coach Marie continues to try to get parents more involved in the wider swim community. It was further noted that CIASA would like to have TI Swim Club represented on the parents Booster Group. COMMITTEE REPORTS Flowers Sea Swim There was no written report circulated prior to the meeting or tabled, however, the President advised that Mr. Flowers is having difficulty securing sponsorships for the Flowers Sea Swim. Representative Team Committee The RTC written report dated 31 st January 2015 was circulated in advance of, and tabled at, the meeting. In response to the RTC report, the Board unanimously ratified its decision (rendered via circulation 22 nd January 2015) regarding CARIFTA 2015, as follows: 1. Approval of the document entitled Cayman Islands Swimming CARIFTA 2015 Background, Goals & Funding 22 nd January 2015 (attached) 2. Team Size will consist of a maximum of 25 athletes and 3 staff (4 staff if an additional assistant coach funded by Clubs) 3. Athlete Contribution CI$1,250 per athlete 4. Budget approx. US$66, Head Coach/Tour Manager Bailey Weathers Brunch/Social Committee The Fundraising written report dated 2 nd February 2015 was circulated in advance of, and tabled at, the meeting. It was noted that JL is to work on an annual events fundraising plan. It was agreed that this is an excellent idea and will help with financial planning, budgeting, fundraising allocation, soliciting volunteers etc. Gala, Clinics, Sea Swim- The President expressed his congratulations and thanks to organisers, especially Joan Link and her crew for a well-organised, memorable and fun event, which was also a successful in terms of fundraising. In addition, speakers were well-received and swimmers learned a great deal and were motivated. JL to send official note of thanks to KPMG. Open Water 3

4 The Open Water written report dated 2 nd February 2015 was circulated in advance of, and tabled at, the meeting. It was noted that the upcoming 5K CARIFTA Open Water Qualifier is to be held on 7 th February is slightly short on volunteers but should be fine. It was noted that the upcoming Massive Open Water Relay is to be held on 14 th March. It was further noted that SH is working with Michelle Bailey on race rules and logistics. It was further noted that JL is coordinating food/catering. It was agreed that the OW Committee received Board approval to increase standard registration fee by CI$5.00 per person. Masters It was noted that the Technical Director was not aware of any Masters swimmers interested in competing at the World Championships in Kazan, but BW to check and confirm, now that CBAC programme has resumed. Fund Development There was no written report circulated prior to the meeting or tabled. It was noted that a private foundation has agreed to an initial CI$6,000 donation and we are hopeful that may increase and that this initial donation will go toward Learn to Swim. It was noted that PwC, Butterfield Bank, CIBC FCIB, LIME and Maples have been approached regarding potential long-term partnerships and that we were awaiting replies. Facilities/50m pool It was noted that BW was awaiting additional information from Sarasota FL to provide an update to Peter Mackay and that ML will seek Lions Pool operational cost information from Government. Technical/FINA The Technical/FINA written report dated 30 th January 2015 was circulated in advance of, and tabled at, the meeting. It was noted that there was a recommendation from the Technical/FINA Committee recommending that Adam and Amanda Roberts attend PanAm Games 2015 in Toronto Canada. On a motion duly moved, and seconded, and following discussion, it was unanimously resolved to approve the Technical/FINA Subcommittee recommendation that Adam and Amanda Robert attend the PanAm Games 2015 in Toronto Canada. OTHER MATTERS Public Relations Nothing to note. Medical It was noted that the RTC had requested that the Health Services Authority once again offer free physical examinations and EKGs to all CARIFTA swimmers and staff. Awaiting reply and hoping exams to take place 7 th March 2015 CIOC. The following points were noted: 4

5 Long-term Budgeting. At the CIOC s request, BW and CMM were working on long-term planning/budget for overseas meets to help CIOC plan the extent to which CIOC can assist/fund. Meeting with CIOC Executive. ML and BW are awaiting a meeting with CIOC. Scholarships. Scholarship agreements signed for Lauren Hew, Brett Fraser & Lara Butler. Website It was noted that Dominic Ross had volunteered to assist in keeping the CIASA website up-todate and that Adrien Royston would provide admin credentials. It was agreed that ML, BW and CMM would meet with Dominic. Cayman Brac It was noted that the Technical Director hopes to visit by mid-february. Special Olympics It was noted that there were three special Olympians are competing in Jamaica at Karl Dalhouse meet in Jamaica. In terms of summer world championships event in Los Angeles, Coach Ryan Mushin has been coaching and will travel with the team. TREASURER S REPORT Adrien Roystron tabled the Profit and Loss statement for January/February It was noted that Adrien Royston would turn his attention to audited statements in advance of the AGM. ANY OTHER BUSINESS 1. Annual Planning (Development & Junior Competitive Swimming). It was agreed that the Board would meet with Coaches and Clubs (1 Board rep and 1 Coach form each Club) to conduct a planning session to agree an annual plan for overseas meets, events, training and related fundraising. It would suggested that this occur on a Saturday 8 th March, 2:00 4:00 pm, AON offices. 2. Membership Fees There was a suggestion that CIASA reconsider its membership fees. It was noted that fee changes would need to be approved at the AGM. CIASA may wish to consider updating classes of membership in updated by-laws/memorandum and Articles of Association. There was some discussion regarding the need to increase membership fee revenue but understanding the need to keep costs affordable for families. It was also noted that there should be differences between meets and open water and whether participants should be CIASA members. CMM, MLM and BW to consider this further and advise, in relation to FINA standards/requirements for example. DATE OF NEXT MEETING The next meeting will be held on 4 th March 2015 at Scotiabank. 7 CAYMAN ISLANDS AMATEUR SWIMMING ASSOCIATION REPRESENTATIVE TEAM COMMITTEE (RTC) Report to CIASA Board of Directors 31 st January 2015 RTC Meeting 12 th January 2015 Attached notes from RTC meeting held 12 th January Highlights as follows: Summary of RTC Matters 1. ELIGIBLE ATHLETES a. Database - CMM/BW continue to work with Coaches to keep this list up-to-date. Currently 19 Development & 27 Junior swimmers. CMM working on updating swimmer data (personal info etc) b. Disciplinary Issues None. 2. NATIONAL DEVELOPMENT OF COMPETITIVE SWIMMING a. Dev & Junior Team training schedule. Club coaches want to wait for CARIFTA team to be announced before determining the training schedule for both squads. 3. CARIFTA 2015 (Barbados 4-8 April 2015) a. Meet Summons - (attached) b. Team Selection Team Selection was discussed at both RTC and Rep Team Parents meeting and focused on the PowerPoint system, should it be required. BW has provided the predicted 3 rd place times (attached) which have also been distributed to c. Swimmers with qual times. So far we have 21 swimmers with 2 junior team cut times. d. Team Size max 25 athletes & 3 staff (4 staff if additional assistant coach funded by Clubs) e. Budget CIASA approved a budget for 28 people approx. US$66,300, of which US$37,200 will come from individual athlete contributions (CI$1250/US$1488 per athlete). Remainder to come from CIASA fundraising & corporate fundraising. f. Logistics BW has travel & accommodations well in-hand. Additional arrangements to be made once team is named. g. Staff - RTC nominated BW to be Head Coach and Tour Manager. Requirements for Assistant Manager(s), Chaperone(s), Assistant Coache(s) and/or Physical Therapist will be determined in the coming weeks, will somewhat be determined by team size and budgetary constraints. h. Fundraising. RTC does not take the lead role in fundraising but will keep CIASA, Clubs and parents athletes informed. RTC & CIASA grateful for newly formed Booster Group, lead by Joan Link. 4. BOOSTER PARENTS GROUP a. Members, Roles. We now have an Active Booster Parents group will be assisting to coordinate Rep Team fundraising activities as well as helping to keep parents and clubs informed. Members are Joan Link (also an CIASA Board Member), Jacky Rowland, Joanna Sinclair and Elsy Adapa. b. Upcoming Fundraising. The Booster Group is actively working to assist with these and lead others. 5. COMMUNICATIONS WITH PARENTS/SWIMMERS a. Parents Meeting. Attached notes from Representative Team Parents meeting held 14th January b. s to Parents: Follow-up to parents attaching notes from 14 th January meeting, CARIFTA 2015 Goals document, and 3 rd place predicted times. Next communication early Feb to remind parents re opportunities for fundraising. c. Athletes Meeting. BW to work with Coaches and schedule the next athletes meeting. 1

RTC drafting these documents to and will forward to CIASA Board for approval in the next week or so. b. Call for Nominations. Once Job Descriptions agreed, RTC recommends CIASA call for nominations, similar to last year. 7. UPCOMING REP TEAM EVENTS RTC noted the following upcoming rep team events, to be discussed further at next meeting. Island Games 2015 (Jersey, 27 June - 3 July, 2015) FINA World Championships (Kazan Russia, 24 July - 9 August 2015) Pan Am Games 2015 (Toronto, August 2015) CCCAN (TBC) FINA World Junior Championships (Singapore, 1 6 September 2015) RTC recommended a simple list of upcoming meets be published on CIASA website and that for additional details, athletes can contact BW. 8. OTHER RTC MATTERS a. Parents Code of Conduct. Question was raised whether Rep Team parents are expected to sign a Code of Conduct. RTC to research templates/precedents. b. CIASA Website. While not an RTC matter per se, Dominic Ross offered to assist CIASA in keeping its website up-to-date, given he used to do this before. RTC Matters for CIASA Review/Approval On 22 nd January 2015, the following CARIFTA 2015 matters were approved by the CIASA Board via poll: 1. CALL TO ORDER CAYMAN ISLANDS AMATEUR SWIMMING ASSOCIATION ( CIASA ) Representative Team Committee ( RTC ) Meeting Notes Monday 12 th January 2015, 6:00 pm, Dart Offices, Camana Bay The meeting was called to order at 6:00 pm 2. ATTENDANCE In attendance were: Christine Maltman, Chair (CMM) Bailey Weathers, Technical Director (BW) Michelle Bailey (MB) Dominic Ross (DR) Murray Pearson (MP) Dagmar Wojcicki (DW) 3. APOLOGIES Apologies were received from Ryan Mushin and Yoshneck Mutomba 4. ELIGIBLE ATHLETES a. Database i. Updated list of eligible/active swimmers still needs updates from Club coaches. Coach Bailey has reminded Coaches of this. CMM to send list to coaches again. ii. Swimmer Data. Data has been collected but needs to go into a spreadsheet. CMM to work on this. b. Disciplinary Issues i. RT Agreements. Still awaiting Agreements and documents from some athletes. RTC recommendation that if documents not received before next parents meeting, RTC to recommend to CIASA that those athletes be removed from the Rep Team roster. ii. Any other disciplinary issues. None. 5. NATIONAL DEVELOPMENT OF COMPETITIVE SWIMMING a. Dev & Junior Team training schedule. BW advised that coaches want to wait for CARFITA team to be announced before determining the training schedule for both squads. 6. CARIFTA 2015 (Barbados 4-8 April 2015) a. General info - Meet Summons (attached) b Selection Process RTC reviewed revisions in red & blue as approved by CIASA (attached). BW also explained the PowerPoint selection system. c. Swimmers with qual times. So far we have 16 swimmers with 2 junior team cut times. d. Logistics i. Budget. CMM working on a budget and will refine with BW and present to CIASA for review/approval. ii. Airfare. BW working on airfare but likely will travel on American Airlines since fares and cheaper and Cayman Airways has not replied re sponsorship. iii. Hotel. BW to confirm hotel arrangements with host committee, including arriving a iv. night earlier. Staff RTC nominated BW to be Head Coach and Tour Manager and asks CIASA Board to approve same. Requirements for Assistant Manager(s), Chapersone(s), Assistant Coache(s) and/or Physical Therapist will be determined in the coming weeks, somewhat be determined by team size and budgetary constraints. e. Fundraising. RTC does not take the lead role in fundraising but will keep CIASA, Clubs and parents athletes informed. CMM noted that CIASA asked RTC to consider requiring each athlete s contribution to be CI$1500. Some discussion ensued and RTC agreed to recommend 1

10 to CIASA that CI$1500 is acceptable, but that exceptional and demonstrable cases of hardship be considered. f. Other CARIFTA matters. None. 7. BOOSTER PARENTS GROUP a. Members, Roles. We now have an Active Booster Parents group will be assisting to coordinate Rep Team fundraising activities as well as helping to keep parents and clubs informed. Members are Joan Link (also an CIASA Board Member), Jacky Rowland, Joanna Sinclair and Elsy Adapa. b. Upcoming Fundraising. CIASA has a few fundraising opportunities planned and the Booster Group working to assist with these and lead others. 8. COMMUNICATIONS WITH PARENTS/SWIMMERS a. Parents Meeting. Next meeting with parents is 14th January 2015 and will focus on the following topics: i. Booster Parents Group (introduction & role) ii. CARIFTA 2015 Q+A (qualification requirements, fundraising, training) b. Athletes Meeting. BW to work with Coaches and schedule the next athletes meeting. 9. REPRESENTATIVE TEAM TOUR MANAGERS, ASSISTANT MANAGERS & CHAPERONES a. General Requirements. MB offered to draft this. CMM/BW to review then circulate to RTC members before forwarding to CIASA Board for approval. b. Call for Nominations. COMPETITION RULES 4.1. THE COMPETITIONS The competitions will be conducted in accordance with FINA Rules in force at the start of the competition. FINA Rule SW 4.4 shall be applied. In the preliminary heats of swimming, the start shall be over the top in the freestyle, breaststroke and butterfly events INTERPRETATIONS

15 The Organizing Committee of CARIFTA 2015 and the Jury of Appeal shall have complete authority to answer and resolve any interpretation, resolution and call relating to these Championships. Nominations for the Jury of Appeal should be submitted at the Technical Meetings. Synchronized Swimming: A. Competitors will compete in the following age groups: 12 & Under Female Female Female A synchronized swimmers age group shall be determined by the age of the swimmer as of midnight on 31st December Water polo A. Competitors will compete in the following age groups: In odd years 15 & under in both male and female divisions 18 & under in both male and female divisions B. A water polo player s age group shall be determined by the age of the swimmer as of midnight on 31st December Swimming A. Competitors will compete in the following age groups: Female & Male Female & Male Female & Male. C. The swimmer s age group shall be determined by the age of the swimmer as of midnight on 31st December Open Water Swimming: A. Competitors will compete in the following age groups: Female & Male Female & Male B. The swimmer s age group shall be determined by the age of the swimmer as of midnight on 31st December ELIGIBILITY A. All participating Federations must be in good standing with FINA and all other affiliated members. B. All participating Federations must be in good financial standing with all Federations invited to participate in the CARIFTA Swimming Championships.

16 C. All Competitors must be either citizens of the Country they represent whether by birth or naturalization, provided that a naturalized citizen shall have lived in that Country for at least one year prior to the entry deadline for the Championships. Additionally, non-citizens may be entered providing the competitor has been resident in the Country for one year prior to the entry deadline and must not have swum for another Country during that period. All Competitors must also be registered with, or a member of, the Swimming Federation of the Country that they represent. D. Competitors who are non-citizens would be required to present proof of residency documents which could be proof of club membership, proof of attendance at school of any other organization. E. If a Country enters a competitor that is not a citizen of that country by birth or naturalization, the code for that country shall be changed by adding AG to the designated three letter FINA Country code and used throughout the competition e.g. BAR shall be changed to BAR-AG. F. Federations with swimmers attempting to qualify for CCCAN must be (a) also be in good standing with CCCAN and (b) in accordance with FINA rule GR 3.2, for non-cccan federations, present letter from their Zone President or Secretary authorizing them to compete in this competition outside their Zone. This will apply to CONSANAT and the French federations. 6. Name, sex, and date of birth of each swimmer/ synchronized swimmer/open water swimmer. B. Events being entered by each swimmer/synchronized swimmer/open water swimmer C. Entry time for seeding purposes (swimming only) D. Names of Team Officials and the position held by each official E. Names of qualified persons and capacity in which they are willing to serve as Meet officials F. Passport size photographs of each athlete team and meet official.

17 G. Photographs must be submitted in electronic format as.jpg file. Each picture (.jpg file) must specify the full name and Country of the competitor. Photographs must also be compressed in zip format for efficient transmission. The zip file must be labeled with the name of the Country and discipline. Please submit separate zip files for each discipline. H. A profile of each swimmer, team and meet official. Profiles should include National and International achievements I. Despite entry submission in electronic format, a team or meet manager s printout, signed by the President or General Secretary of the Federation with the Association s stamp affixed must be faxed or ed to the Organzing Committee by the deadline date of Monday, March 02nd Advanced payments for Countries participating in Carifta 2015 as agreed at the Congress of the 2014 Carifta held in Aruba the following shall apply: 1. Federations are to pay a deposit of 20% of total cost with the submission of final entries and rooming list 2. Federations that fail to pay the 20% deposit with the submission of the final entries will require to pay a 5% penalty (on the total cost due), if the 20% deposit is not received within five (5) working days from the date the final entries are due 3. The Organizing country is required to send an invoice to each participating Federation within ten (10) days of the date of the final entries and rooming list which will reflect the deposit received and the outstanding balance due. The remaining balance must be paid on the arrival of the team prior to the commencement of the competition. 8. ENTRY RULES Swimming: A. There will be a limit of 8 competitors in each sex per age group to a maximum of 36 swimmers. B. There is no limit to the number of events per swimmer. C. No substitutions or alternates will be accepted after the final entries have been submitted, except in relays. All relay participants must have been entered in the meet. D. No competitor will be able to participate in an age group outside of his age group, even if it were in an age group older than the competitor. E. Each Country will be limited to two (2) competitors per individual event and one (1) team per relay event. F. In the relays each Country must enter 4 competitors. The order of the swimmers in each relay of the day s proceedings must be handed in to the Clerk of Course one hour before the start of each session. G. Individual events exceeding 200 metres will be Timed Finals. All other events will have preliminary heats with one final event H. Scratches must be presented 30 (thirty) minutes prior to the start of the finals. Failure to comply with the above would trigger the following penalty: A fine of US$ to be paid immediately upon reporting the scratch. The team will be denied future participation if fine is not paid. Any claims to illness must be supported by medical verification.(carifta Guidelines). The following procedure will be followed for events in excess of 200 metres. * As decided in the 2013 Congress:

18 In events 400 meters & over, NT is no longer permitted. 400m Timed Final events: all heats except the fastest heat will be swum in the morning session. The fastest heat will be swum in the evening session. 800 &1500 freestyle for the and age groups will be swum together, with the results and scoring published by age groups. All heats will be swum fastest to slowest, alternating Girls and Boys. 400 Individual Medley for the and age groups will be swum together, with the results and scoring published by age groups. PROOF OF TIMES MUST ACCOMPANY ENTRIES FOR EVENTS 400 METERS &OVER. Accepted as proof of times are copies of meet results (April 2014-April 2015) indicating the location at which the times were achieved, signed by the meet referee or the President of the National Federation. All times must be swum and submitted as long course meters. In the event athletes only have SCY or SCM times, these must also be submitted but clearly identified as converted times. Furthermore, the following qualifying standards for the 800m and 1500m freestyle will be enforced. Age group Female (800) Male (1500) : : : :05.98 I. The eight (8) fastest swimmers in the preliminaries will qualify for the finals. The 9th and 10th fastest in each preliminary event will be designated as alternates for the finals. J. Seeding for the preliminary events will be in accordance with FINA Rule SW3. K. Any event containing eight (8) or more entries will automatically be a final. L. As agreed at Congress 2013, Jamaica and reconfirmed at Congress 2014, Aruba there will be random drug testing at Carifta Meets. At this Carifta drug testing will be limited to the and Age Groups. Synchronized swimming: A. Teams wishing to participate in Synchro at Carifta must confirm their participation by January 15th 2015 with a 20% non-refundable deposit as flight arrangements need to be made early by the Federations in order to secure good rates and to confirm group travel. (Congress 2014, Aruba) B.The Organizing Committee will invite Non-CARIFTA Federations &/or Club Teams to participate in the Synchronized Swimming Competitions. C. Each participant in the Championship must be a member of a Federation duly Constituted and affiliated to FINA, or a club or regional team, or national team duly constituted and affiliated to a National Federation. D. Club Teams need to present a letter of good standing by their Federation upon arrival. E. Each Federation / Club may enter two (2) solos, two (2) duets and one (1) team per age group.

19 F. The team must comprise a minimum of four (4) and a maximum of eight (8) Competitors. G. No competitor may participate out of her age group, even it were an older age group than that of the competitor. Water Polo: A. Teams wishing to participate in Water Polo at Carifta must confirm their participation by January 15th 2015 with a 20% non-refundable deposit as flight arrangements need to be made early by the Federations in order to secure good rates and to confirm group travel. (Congress 2014, Aruba) B. Each Country may enter one (1) team per age group C. The team must comprise a minimum nine (9) and a maximum of thirteen (13) players D. The competition system will be based on the number of participating teams E. In the event that only two teams participate, the Championships will be decided in a three game series. The first team to win two games will be awarded the Gold Medal F. If more than two (2) teams participate, a single round robin will be played. The standings will be determined by awarding two (2) points per win and one (1) per tie. The team with the most points will be awarded the Gold Medal, second the Silver etc. In the event that the teams are tied on points, the winner of the game between those two teams will determine the placing. In the event that the teams play to a tie, the team with the better goal average will be awarded the higher placing. G. The final competition programme will be determined at the Technical Meeting. The Organising Committee will undertake an evaluation after receiving the preliminary entries. If changes become apparent due to the number of entries, the affected Federations will be consulted. Open Water swimming: A. Each Country shall be able to enter a maximum of three (3) competitors per Individual event, in men and women. B. Athletes will participate only if they are represented by their delegate from their country at the championship. The competitor s representative must sign and include with the entry form a document exonerating others of responsibility C. All competitors shall be subject to a compulsorily medical examination in the venue of the event before the start of the event. Information on this will be provided at the Technical Meeting. D. The place and time for the competitions, as well as the plan with the characteristics of the route will be provided to Delegations in the Technical Meeting. E There will be random drug testing for these events in both Age Groups. 9. TEAM OFFICIALS Each participating Country may include in its delegation, at the cost indicated in Section 11, the

20 following officials: NB: The following persons are included in the below allocation of team officials: Doctors, Masseurs, Physiotherapists, Chaperones, Managers/Chefs de mission and Coaches. Each of these persons must state the capacity in which they are functioning as team officials. Swimming: A. Delegations of twelve (12) competitors or less will be allowed three (3) team officials. B. Delegations of thirteen (13) to twenty four (24) competitors will be allowed five (5) team officials. C. Delegations of twenty five (25) to thirty six (36) competitors will be allowed seven (7) team officials. Synchronized swimming: A. Delegations of four (4) competitors or less will be allowed one (1) team official. B. Delegations of five (5) or more competitors will be allowed two (2) officials. C. Delegations will be allowed two (2) qualified judges in addition to the above. Water Polo A. Delegations of thirteen (13) competitors or less (1 team) will be allowed three (3) team officials. B. Delegations of fourteen (14) to twenty six (26) competitors (2 teams) will be allowed five (5) team officials. C. Delegations of twenty seven (27) to fifty two (52) competitors (3 teams) will be allowed nine (9) team officials. D. Delegations will be allowed one (1) qualified Referee. Open Water A. 2 Officials Teams from non English- speaking countries will also be entitled to an additional official to serve as a translator. The Organising Committee will endeavour to provide a bilingual liaison officer to be available throughout the competition or as required. Please note that excess Team Officials will not be entitled to the team rate. 10. REGISTRATION/ACCREDITATION PROCEDURE A. On arrival at the Games Village, teams will be checked in and allocated rooms based on the pre-allocation rooming list. If no room allocation list was provided the OC will allocate rooms prior to the team s arrival. B. The Head of Delegation/Manager will be taken to the BASA Office to complete the following:

21 1. Delegations will pay to the Organising Committee the sum total of meet fees as invoiced by the Host Country based on the final entries. Invoices will be sent to the National Federations prior to arrival. The accreditation badge must be worn at all times. Swimming - A Performance Trophy will be awarded in each age group to the swimmer who scores the highest FINA points in a single event. E. OPENING OF POOL Swimming: The pool will be opened 90 minutes before the scheduled start of the Competition Session except prior to the Opening Ceremony-session 2-swimmng when the pool will be opened 90 minutes before the start of the Ceremony. The pool will be closed 20 minutes before the start of the competition. Water Polo & synchronized swimming: The pool will be available for warm up 45 minutes before competition. 18. FLAGS AND ANTHEMS Each Delegation shall provide: A. Two (2) flags of their Country no larger than 4 feet by 6 feet. B. A compact disk of their National Anthem with a time span of no longer than 30 seconds. 19. CEREMONIES A. There will be an Opening Ceremony on the first day of the Swimming Championships, April 04th, 2015 at 5:30 PM at the competition venue and on March 27th 2015 at 5:30 PM during the water polo and synchronized swimming Championships. B. There will be a Closing Ceremony at the end of the competition to take place at the Aquatic Centre on April 07th. 20. TRANSPORTATION A. Teams are responsible for arranging their own transportation to and from Barbados and the cost there-of. B. Official delegations and approved technical officials will be met at the Grantley Adams International Airport by Volunteers and transported to the Games Village. C. Official delegations and approved technical Officials will be transported from the Games Village to the Airport for departure at the end of the Championships. D. Official Delegations and approved technical Officials will be transported between the Games Village and the Competition Venue. A Transportation schedule will be published. E. The Barbados departure tax is Bds$ (US 82.00) per person. This is normally included in the airline ticket but verification is necessary.

39 Cayman Islands Swimming Representative Team Parents Meeting 14 th January 2015 The parents meeting, hosted by RTC Chairman Christine Maltman and Technical Director Bailey Weathers was well-attended. The main topics covered at the meeting were the following: Booster Parents Group Membership & Roles Representative Team Fundraising CARIFTA 2015 Selection Process CARIFTA 2015 Funding BOOSTER PARENTS GROUP MEMBERSHIP & ROLES We tried to kick-start this initiative several months ago, but we only had nominations from 1 Club but in the last few weeks, we were able to announce that we have a fully functioning Booster Parents Group with representation from both clubs with rep team swimmers (Stingray & CB AC). Coach Marie has advised that she d be happy to get TI parents involved too, once we we ve got TI swimmers in the rep team program. Our Booster Parents Group consists of : Joan Link CBAC (& CIASA Director) Jacky Rowland CBAC Joanna Sinclair Stingray Elsie Adapa Stingray (also on Stingray Board) The role of the Booster Parents Group: To assist with communications between parents/clubs and CIASA. To assist with coordinating fundraising efforts for rep team activities. REPRESENTATIVE TEAM FUNDRAISING In a matter of only a couple of weeks, CIASA with huge help from the recently formed Booster Group has planned several fundraising opportunities for representative team events and other CIASA projects. These fundraising activities include 1. CIASA Swim & Dine with Olympians Weekend January, which includes the following events: a. Clinics (Thursday & Friday) b. CARE Pharmacy Sea Swim (Saturday) c. Brunch & CIASA Awards (Sunday) 2. Golf Tournament (tentatively 27th Feb) 3. Raffle hope to start selling tickets 1st Feb (Joan Link leading and Booster Group working on prizes) 4. Massive Equipment Open Water Relay, BBQ & Bake Sale 14th March 5. Wine or Rum Tasting event (March/April but likely after CARIFTA) The Booster Group is planning other fundraising events, many of which will hopefully become annual events and which will provide sustained and ongoing funding throughout the year, in order to assist CIASA in longerterm financial planning for representative team events. CIASA expects all Junior and NatDev swimmers and their families to support fundraising activities that are targeted toward funding representative team events. 1

40 CARIFTA 2015 Selection Process Coach Bailey led a Question & Answer session regarding the 2015 CARIFTA selection process which was originally sent to all parents in September and a slightly revised version circulated in advance of the parents meeting. Coach Bailey continues to receive questions from parents about the selection process, in particular the Powerpoint system. Coach Bailey summarized that the Powerpoint system is only used in a tie-breaker type situation where we may need to limit the number of swimmers we name to a team, either because the number of qualifiers exceeds the number of swimmers permitted to attend per Meet Summons or there are other reasons for limiting team size (eg funding). In the case of CARIFTA 2015, if we need to use Powerpoint, it will be on the basis of the predicted 3rd place finishes at CARIFTA 2015 which will be based on historic CARIFTA final times. Coach Bailey is working on those times now as well as creating Powerpoint spreadsheets for each Cayman swimmer who makes the minimum 2 CARIFTA cut times. In addition, Coach Bailey will be meeting with swimmers over the next couple of weeks to explain CARIFTA selection. CARIFTA 2015 Funding CIASA has been working on preparing a very detailed budget which we will be refining over the next couple of weeks in order to help CIASA determine how many swimmers we can afford to take to CARIFTA this year. We are confident that that estimated cost for CARIFTA 2015 is between US$ $2900 (CI$ $2440) per swimmer. The 2014 cost per athlete was US$2600 (CI$2185). As of 14 th January, 17 swimmers have made 2 CARIFTA cut times which is significantly more swimmers than had made 1 cut time this time last year. In terms of athlete contribution to CARIFTA 2015, CIASA will be requiring that each swimmer selected for the CARIFTA team contribute CI$1250. CIASA will underwrite the remaining cost of CARIFTA 2015, partly from funds raised at the events listed in (1) to (5) above. To help defray this individual contribution, swimmers families have the option of paying that money as follows: 1. from their own funds 2. undertaking some fundraising at the Club level 3. organizing additional fundraising activities Questions/Discussion The following matters resulted in some further questions/discussion during and following the meeting. 1. What are CIASA s goals for CARIFTA? 2. When will the team size be announced? 3. Why such a high individual contribution this year when previous years the contribution has been CI$500? 4. Can the individual contribution be reduced by corporate paratnership? 5. Can athletes/families sell more raffle tickets than a minimum amount to offset their contribution? 6. Does CIASA need cash in hand before finalizing the CARIFTA team? 7. If CARIFTA team members are asked to sell more than the Dev team, should the revenue split still be 50/50? Christine and Bailey fielded some questions during the meeting but undertook to seek clarification on matters and advise parents accordingly. In the next couple of weeks, Coach Bailey will be meeting with swimmers and coaches to talk about the following: 1. Powerpoint Selection & 3 rd place predicted times, including individual spreadsheets for each swimmer who has made at least 2 CARIFTA cut times 2. CARIFTA preparations & guidance expectation that CARIFTA athletes participate in all CARIFTA preparation activities, meeting and/or training sessions (even if they occur during school breaks) 2

41 Cayman Islands Swimming CARIFTA 2015 Background, Goals & Funding 22 nd January 2015 CAYMAN S HISTORIC PARTICIPATION IN CARIFTA CARIFTA is a regional age group competition and is only one of 2 events (the other being Island Games) where swimmers can represent the Cayman Islands, without having to be citizens. This is unusual in most parts of the swimming world and CIASA is happy to embrace this. CARIFTA is a meet where Cayman swimmers have generally done very well, where doing very well means: Medalling Getting to finals Scoring Achieving personal bests Cayman sent its first swim team to the CARIFTA swim championships in 1987 after the Lions Pool was constructed in 1986, but it wasn t until 1996 that Cayman started sending a team on an annual basis. It was Cayman s CARIFTA appearance in 1996 where Landon Von Kanel won Cayman s first two (2) gold medals: boys M and 400M Free. So 2015 will mark at least Cayman s 21 st CARIFTA swim team and certainly Cayman s 20 th consecutive year sending a team. In 2001, Cayman s team consisted of 12 swimmers. In years , team size was 30 athletes. Also during those formative years, there was much less competition for funding dollars and Cayman Swimming enjoyed significant partnership. The money was literally rolling in. In 2004, Ivan struck and while the pool was reinstated very quickly after Ivan, many swimmers had moved overseas and, as expected, many companies and individuals diverted philanthropic support to hurricane recovery. As a result Cayman s CARIFTA team size diminished in 2005 and 2006 to 18 swimmers. Over the last 8-9 years, CIASA has done its best to continue to offer CARIFTA spots to as many swimmers as qualify. We have gradually increased our team size, in large part because Cayman s competitive swim programs have steadily grown and produced some amazing talent, commitment and drive. Competitive swimming has become more popular worldwide and locally, with the advent of 2 more CIASA member clubs. The calibre of high performance coaching in Cayman has also improved. FUNDING CHALLENGES Despite all the amazing developments in Cayman competitive swimming, funding remains an enormous challenge. CIASA funding comes from the following sources: 1. Membership Fees 2. CIASA Fundraising Activities 3. Private Sector Partnerships 4. Government Grants CIASA Membership fees are minimal. We ve never really tapped them as a huge revenue source. Since most members are competitive swimmers, CIASA prefers to keep the fees low, since swimmers also have to pay club membership fees. CIASA Fundraising Activities (sea swims, clinics and social events) do all right. They don t lose money and serve mostly to promote swimming and acknowledge swimmers. 1

42 Private sector partnership dollars still remain a huge challenge due to competition for scarce resources during economically challenging times. Government funding has decreased approximately 80% in the last 4 years. We now receive only $5,000 annually from Government and this shortfall is not easy to make up these days, with a similar drought in the private sector. CIASA S GOALS FOR CARIFTA CIASA continues to see the value in sending as many swimmers as possible to CARIFTA and CIASA has continued to raise the bar for swimmers in terms of increasing the minimum number of cut times and lowering the actual times. Not surprisingly, our swimmers have stepped up. Accordingly, CIASA will maintain its objective to keep CARIFTA as an annual focus age-group development meet. However, as noted above CIASA is ever-more challenged to meet this objective, due to funding constraints. Below we outline how CIASA plans to maintain its objective of sending as many swimmers as possible, while acknowledging the real issue of funding constraints. CARIFTA FUNDING It is true that in most years, Cayman s CARIFTA swimming teams have been chosen on the basis that every swimmer making the minimum cut times is invited to join the team. And given this historic trend, it seems reasonable for athletes and parents to assume this will continue. However, we need to be realistic about the costs to send such large teams. Accordingly, for 2015, CIASA will send a team to CARIFTA on the following basis: 1. Team Size 25 swimmers at an estimated cost of US$2620 (CI$2200) 2. Staff Size 3 (1 - Head Coach/Team Manager, 1 - Assistant Coach, 1 Assistant Manager/Chaperone) 3. CIASA Contribution balance of the cost minimum CI$950 per athlete. 4. Athlete Contribution CI$1250 per athlete Team Size CIASA s goal for CARIFTA 2015 remains which is to send as many swimmers as possible. Since we have so many swimmers who have already met/exceeded selection criteria, CIASA is reluctant to now specify a team size that is drastically reduced from last year as we feel this will be a de-motivator for swimmers. In addition, when comparing per athlete costs, there are some economies of scale with a larger team size (ie lower per athlete cost) Staff Size In an effort to keep costs down, for a team size of 25 athletes, CIASA will permit a maximum staff compliment of 3, to include the following: 1 Head Coach/Tour Manager (male) 1 Assistant Coach (male) 1 Assistant Manager/Chaperone (female) Technical Director Bailey Weathers will serve as the Head Coach/Tour Manager. The Assistant Coach and Assistant Manager/Chaperone will be appointed by CIASA in the coming weeks. Over the last few years, CARIFTA athletes have enjoyed the benefit of having their club coach attend CARIFTA. However, CIASA does not feel this is a necessity. If Clubs disagree, then they are more than welcome to split the cost of an additional coach at an approximate total cost of US$2600 (CI$2200), noting that it will be CIASA who will determine which assistant coach(es) attend. 2

43 Athlete Contribution The athlete contribution for CARIFTA 2015 is CI$1250. Although this figure is substantially higher than previous years, for all the reasons noted above re-funding constraints, CIASA will not reduce this fee. This contribution is similar to the cost of a self-funded club meet to Florida or Jamaica, yet with the added benefits of a full 4-day meet (5 day s if swimmers participate in open water event) and the opportunity to represent Cayman. The CI$1250 individual contribution is exclusive of (ie cannot be comprised or reduced by) monies raised/contributed to the following CIASA events: 1. CIASA Swim & Dine with Olympians Weekend January, which includes the following events: a. Clinics (Thursday & Friday) b. CARE Pharmacy Sea Swim (Saturday) c. Brunch & CIASA Awards (Sunday) 2. Golf Tournament (tentatively 27th Feb) 3. Raffle hope to start selling tickets 1st Feb (Joan Link leading and Booster Group to work on prizes) 4. Open Water Relay, BBQ & Bake Sale 14th March 5. Wine or Rum Tasting event (March/April but likely after CARIFTA) These functions are CIASA-initiated functions and comprise CIASA s budget contribution toward CARIFTA. CIASA has already targeted funds from each of these events to be applied toward CARIFTA. Athletes/families are expected to support these functions but cannot use these events to offset their CARIFTA contribution. However, in terms of defraying the individual athlete contribution, athletes and swimmers may wish to consider the following: 1. Club-lead fund-raising activities to be applied to a club s team of CARIFTA athletes 2. Other Rep Team fundraising ventures 3. Corporate Partnerships (see below for details) Corporate Partnerships If prospective CARIFTA athletes would like to defray a portion of their individual contribution via corporate partnerships, please note the following: 1. Up to a maximum CI$ per athlete may be defrayed if a corporate partner is secured before 1 st March (to allow for any CARIFTA related publications/collateral featuring partners). 2. To secure a corporate partner, athletes/parents/supporters are required to: a. provide to CIASA the contact information of the prospective partner, so that CIASA may forward a funding proposal; and, b. facilitate and attend a meeting with the prospective partner and a CIASA representative (Chairman, Fund Development Director or Technical Director) 3. If the referral results in a secured partner, the following will apply: a. Partnership up to CI$ % of the funds committed to CARIFTA & athlete contribution reduced by 50% of the amount of the partnership (eg CI$400 partnership will result in CI$200 deduction in athlete contribution) b. Partnerships exceeding CI$500 50% of funds committed to CARIFTA and 50% funds to other CIASA projects & athlete contribution is reduced by 25% of the amount of the contribution (eg. CI$1000 partnership CI$500 to CIASA, CI$500 to CARIFTA athlete contribution reduced by CI$250) 3

44 CIASA will work with secured partners to agree partner benefits (eg public relations, logo appearance etc). As we have always said, fundraising by all members benefits all members; we depend heavily on our members to support all CIASA initiatives and to contribute knowledge and contacts within the community. Individual contributions will decrease on the basis that families help CIASA get corporate partners and help us raise much needed cash. CIASA is looking for long standing partnerships with the corporate community, in addition to sponsors for a single event. All we need is a foot in the door and an introduction with your continued relationship, which can make all the difference. CIASA Contribution CIASA s contribution toward CARIFTA will be comprised of partial funds raised at the CIASA events listed above. Note that updated/current numbers of active Representative Team Swimmers reflect the following: Senior 5% Junior 60% Development 35% Please note that CIASA s contribution to CARIFTA 2015 will be comprised as follows: 1. 51 Fundraising Update 2 February Brunch with the Olympians 125 people attended General feedback everyone liked the format and had a good time Waiting on final bill from the Marriott to determine final count but estimate CI$7 8,000 which excludes sponsorship Overall co ordination could be improved volunteers awards/ swimmer awards. Need to ensure that if all possible guest list includes awards receiptants 2. Clinics These were well attended and the swimmers seemed to enjoy their time with the Olympians Approximately CI$3,000 was raised. Feedback for whatever reasons people did not sign up in time and could not do so on Cayman Active which caused a bit of a scramble at the start of the registration. On Cayman Active, it was not clear that there was a drop down box to enable the user to select the correct clinic which involved Adrien following up with people. For CBAC, the clinics were run the same time as normal practice so some of those swimmers were dropped off without knowledge that the clinic was occurring (despite the numerous s which were sent). Upcoming events/ activities 3. Raffle Cash prizes awarded ($1000, $500 and 3 x $100) Cost of tickets are $10 each or 3 for $ tickets are being printed and will be available this Wednesday/ Thursday Jacky (CBAC) and Jo (Stingray) will be coordinating the distribution/ logging of who gets what tickets All swimmers on the Rep Team list (Junior and Nat Dev) will be allocated 20 tickets to sell in the first instance. Upon announcement of the CARIFTA team, CARIFTA team members will be allocated a further 20 tickets each to sell. Anyone new joining Nat Dev will be allocated 20 tickets. Sales incentive: Top sellers 1 and 2: $100 cash each Top sellers 3 and 4: $50 voucher each (Papagallos) Top sellers 5 and 6: $25 itunes card each The cash and itunes vouchers cost to come out of raffle proceeds. We already have the Papagallos vouchers. All Rep Team members are eligible for all incentives. Mandatory ticket allocation (40 for Carifta team, 20 for Nat Dev) must be sold before tickets count towards top sellers' incentives 4. Golf Tournament February 27

Box 11315, Grand Cayman KY CAYMAN ISLANDS 4 th February 2015 STINGRAY SWIM CLUB REPORT FOR CIASA Try outs were held on 16 th January with a great crop of new (and returning) swimmers, particularly for newly introduced High School Development Group. The first of the 2015 Parent Forums was held on 17 th January focussing on the Senior and Gold Groups with an excellent attendance by parents and guardians. The CIASA clinics with the Olympians and other CIASA events of the holiday weekend were well supported and enjoyed by Club members. We are delighted to report that we now have two full time coaches on deck following the arrival of Coach Tim Leonhart, a former swimmer and graduate of the University of Utah. The CARIFTA qualifier, the Pete Ribbins Memorial Meet sponsored by Consolidated Water and hosted by the Club ran smoothly from 29th January 1st February 2015 with the new 6 session format being well received. Several records were broken as the swimmers gave it their all to try to secure a place to Barbados. Coach Tim will be travelling with a team of our younger swimmers to Jamaica this coming Friday for the Karl Dalhouse Meet which will be a good opportunity for him to get to know the swimmers and parents. Those staying home will attend the CBAC Open Water events. We are looking forward to hosting the National Championships at the Lions Pool in 2 weeks time. Other events on our Fixture List are a Sprint Meet on 7 th March, a long course training trip to Florida after the National Championship Meet for our CARIFTA swimmers and an overseas trip for non CARIFTA swimmers in the Easter school holidays.
