7 President s Report It is with great pride that I present my first formal annual report to members; I thank you for the confidence you showed when electing me as Association President in July The past year has been one achievement for Swimming WA; we have continued to honor our athletes who have risen to the top of international competition and who have returned with medals, records, and PBs. Not only have our high performance swimmers competed in the pool with distinction, but they have always conducted themselves in a professional and dignified way that brings credit to themselves, their families, and to Swimming WA for such exemplary conduct I congratulate them. But, the focus of your Association is also on the younger swimmers, the developing swimmers and the recreational swimmers all swimmers, from the enthusiastic new member to the dedicated elite athlete, are a valued part of our membership and all will be equally considered when your Board of Directors evaluates and introduces policies for the Association. Your Board is conscious that the beginner of today may be the future World or Olympic champion of tomorrow, but whilst swimming continues to shape the character and the maturity of our members, and while they continue to develop as responsible citizens, SWA will have been proud to have made a contribution to their success. In a year of success it is disappointing to note the reduction in membership numbers and I am mindful of research undertaken by Swimming Australia into this and other membership issues - as a sport, we must be vigilant to support and to provide for all swimmers at all levels and all potentials. We must be careful not to focus on just the top end and your Board will be critically examining all Association activities and encouraging clubs to do likewise so that the demands and expectations of members are identified, acknowledged and, where possible, met. To meet this goal, members of the Board and our ED will be visiting as many centres as possible to share the valuable research undertaken by Swimming Australia and to seek your input as to the future direction of SWA. We will also be working closely with our executive to examine our processes, our programs, our operations, and our structures throughout the coming year to ensure that we maintain best practice and operate at all levels of all areas at maximum efficiency to ensure peak service delivery to members. Throughout the past year I have been proud to lead a Board that has embraced the ideals of open communication, accountability, consultation, and good corporate governance in all these areas we have made giant progress but there is still much to be done and the progress made in 2005/6 will, I am sure, spur the Board of 2006/7 to continue in this direction. The Go Club initiative of Swimming Australia has been warmly adopted by Swimming WA and our ability to offer so much through this program, and to develop the club structure in all areas of WA, is underpinned by support from Swimming Australia for which I thank them. The year has been one of continuing good relationships with so many stakeholders each of them, from Government Agencies, to commercial sponsors, from peek bodies to support organizations, from families to volunteers, have been recognized and thanked throughout the year, but no matter how you are involved, or how you serve our sport, I thank you on behalf of all members. I note with great pride the expansion of Open Water activities in WA and congratulate all those involved in this side of swimming; I also commend our swimmers with a disability (SWDs) who continue to progress and who also form an important part of our membership. I take this opportunity to thank my colleagues on the Board like so many people in our volunteer dependent sport they too are volunteers who give of their time and their expertise without thought of reward or praise that your Association has made so much progress and is in such a good position is due to the dedication and contribution of Board members. Finally I thank the ED and all his staff ; in a year of challenges they have all provided your association with an administration of which we can all be proud. I have been fortunate to enjoy the close support of our ED and have valued his counsel and advice throughout the year. After a year of support from members, progress in so many areas, and one in which Swimming WA took its rightful place in the National sporting landscape, I look forward to seeing our Association move towards further fulfilling its potential in the coming year. 8 Executive Director s Report The year under review, 2005/6, has been one of progress for the administration of the Association; under the guidance of, and with the support of, the Board, the Association has examined processes, policies, and operational procedures. Having completed my first full year in this role, and with the benefit of that experience, I am working with the Board to further develop our formal policies and to ensure that, as the demands of accountability and compliance extend to all areas of business operations, Swimming WA is at the forefront of best practice. The President has made reference to the success of our swimmers in both the pool and in open water; the success of your Association within its administrative operations is clearly exemplified by the financial results this year that your Association should project a deficit at the beginning of the year, maintain and increase its activities, and then record a substantial surplus reflects a very conservative and cautious budget, controlled expenditure, a lack of any extravagances, improved revenue streams, on-going expenditure review, increased sponsorship, and fiscal restraint throughout the year. The details are illustrated within the accounts that form part of the Annual Report and I extend to the Finance Committee, comprising Garry Williams, Dot Harris, Roy John and Ryan Arblaster, my sincere thanks for their participation in the sound financial management of your Association. Our service delivery to members continued to play a major role in our program of activities the design and presentation of development programs across the whole of WA is a huge undertaking that underpins the Strategic Plan and which is aligned to the programs of Swimming Australia; most importantly, our development activities reflect the input of clubs to the overall program. The success of these programs is due to the participation of clubs and the many program presenters who work with Association staff to provide development opportunities to swimmers, coaches, technical officials, and administrators. Continued financial support from various sponsors makes it possible for the staffing and development of programs, increased contributions from sponsors, as well as from Association revenue, has allowed us to expand this vital area of service to members. Throughout the year, your Executive has worked closely with a number of Committees, and I acknowledge with gratitude the contribution made by various Committees, and other volunteers, to administrative and operational activities; the very diversity of Committee membership ensures that my staff and I have a range of valuable contributions from which we can advise the Board, and from which we can better understand the issues facing clubs and their members. I have already mentioned the support of the Finance committee and it would be remiss of me if I did not acknowledge the work of the Competition Planning, Open Water Swimming, and the Technical Committees each has addressed a number of issues in the year under review and each has made a significant contribution to the Association s success. One of the most important roles for Swimming WA is to present events, meets, and competition that provides for all members and that allows the continual development of swimmers times; the program of events has been the subject of some review during the year and that review will continue into this year we are about to enter the second consultative stage so I do ask all clubs to grasp the opportunity to influence the competition calendar so that it may reflect contemporary issues, the needs of swimmers and, most importantly, that it recognize the wishes of parents and the wider support network within families. To all the pool deck officials, the recorders, the meet directors, the timekeepers, and all the volunteers who work so closely with our event staff to stage our events, I thank you for your part in ensuring the success of that part of our activities. The relationships enjoyed by Swimming WA its stakeholders continue to grow in strength and the enduring nature of these relationships underpins our success. Not only do we rely on our sponsors from both Government and commercial sectors for financial support, we frequently turn to them for advice and good counsel; they are always as generous with their professional support as they are with their financial contributions. Finally, I want to emphasize and acknowledge the role, contribution, and dedication of Association staff; the nature of operating a State Sports Association is such that it is a 7 day a week exercise, it involves unsociable hours so that it sometimes demands huge personal sacrifices. 9 Executive Director s Report our staff constantly consider the competing and equally valid interests of all our members when allocating limited resources. All our staff are very professional in representing your Association and they are highly respected amongst our members, our peers, and our stakeholders. I know their efforts are appreciated from the very many letters, s, and calls I receive to acknowledge and commend their commitment and enthusiasm on your behalf, and from my own perspective, I thank them, as I do all the members for your loyalty and support throughout the year. 10 Development Coach Education Coaching Courses Swimming Australia s five tier licence structure entered its third year of operation in 2005/06. Swimming Australia (SAL) launched the Gold Licence Coaching qualification at the Australian Swimming Coaches & Teachers Association (ASCTA) Conference on the Gold Coast in May, The professional resource manuals developed last season for the Green Licence and Bronze Licence courses were positively received by WA candidates sitting these courses this season. Swimming WA began utilising the Presenters CD Rom developed by SAL and ASCTA for the Green Licence courses which were also positively received. In the 2005/06 season, Swimming WA conducted seven Green Licence Courses, one Bronze Licence course and one Swimmer with a Disability course. A total of 91 candidates participated in Green Licence courses across the state, a decrease on last season s statistics which attracted 150 candidates. A total of 18 candidates attended the first Bronze Licence course conducted in WA and 11 candidates attended the Swimmer with a Disability extension course. Swimming WA conducted three Green Licence Courses in the metropolitan area at Challenge Stadium with a total of 64 candidates. Four Green Licence Courses were conducted in the regional towns of Bunbury, Port Hedland, Kununurra and Bruce Rock with a total of 27 participants. Coach Accreditation 46 candidates who undertook a Green Licence Course in 2004/05 completed their Green Licence accreditation in 2005/06, a 100% increase on last year s completion rate. One candidate who participated in the Bronze Licence course gained their accreditation (7 in 2004/05) and one coach was awarded their Silver Licence (0 last season). Candidates have 12 months to complete all tasks to gain accreditation. The administration of ASCTA moved from Albury to Melbourne in July, 2005 with a fresh approach. ASCTA s first task was to conduct a lengthy audit process to ensure that all coaches had completed all accreditation requirements and had received an accreditation certificate. After completion of the audit, Swimming WA had a total of 191 accredited coaches (58 Green, 104 Bronze, 26 Silver, 3 Gold) at the end of the 2005/06 season. Although this was down from last season (491), the audit process shows a more accurate accreditation list. Swimming WA would like to thank SAL and ASCTA for the development of resources and the streamlining of administration processes improving the professionalism of the licence system. SWA would also like to thank all course presenters for their ongoing contribution to coach education in WA. Coach Development Coach Development Pathway Swimming WA launched its Coach Development Pathway in 2005/06 having developed eligibility and selection criteria for each of our performance squads: Fisher & Paykel State Youth Squad Age Development Squad Country Development Squad Academy of Sport 8 x Region Squads Each squad offered positions for a Mentor Coach, Head Coach and Assistant Coach with eligibility and selection criteria as well as an application process for coaches who were interested in gaining professional development in any of these positions. The Coach Development Pathway was designed to complement the Athlete Development Pathway and provide coaches with an opportunity to enhance their knowledge and improve their training plans at their home program to produce better performance results from our swimmers. SunSmart Performance Clinics - Coaching Stream Swimming WA conducted its annual professional development weekends through its SunSmart program for swimming coaches of all levels. These weekends are designed as an opportunity for coaches to enhance their knowledge and skills from the theoretical and practical sessions. One (1) metropolitan clinic and eight (8) regional clinics were conducted during Swimming WA attracted high profile interstate coaches, Michael Bohl (coach of World Champion Open Water Swimmer, Brendan Capell) and Rohan Taylor (coach of World Champion and Commonwealth Record Holder, Danni Miatke) as guest speakers for our S w i m m i n g W A A n n u a l R e p o r t /

11 Development metropolitan clinic. Michael discussed his specialty areas of Catering for Diverse Groups and Swimming Club Success while Rohan focused on Maintaining Motivation and Focus throughout the season. 70 coaches from 46 clubs attended this coach education weekend, numbers were up from 54 coaches last season. High performance WA coaches, including Olympic and Commonwealth games coaches, Bernie Mulroy and Grant Stoelwinder, WAIS coach, Dion Mepham and Age Group coaches, Mel Tantrum, Rod Bonsack and Kareena Preston visited the eight (8) regional clinics. Coach Education focused on Swimming Australia s national program, GO Club, with workshops on Building a Team. During practical sessions, the visiting coaches adopted a Mentor role, allowing regional coaches to step up and take a more active role in delivering training sessions to a region squad. 37 regional coaches attended one of these weekends with attendance down on last year s 48 coaches. GO Club Coach Workshops Swimming Australia launched its national club coach development program, GO Club Coach, in October, The workshop for the inaugural year of the program, to be implemented in all states, was Building a Team. The workshop focused on The Role of the Coach, Team Image and a Partnership with Parents aimed at strengthening the sport at the grass roots level. Swimming WA conducted one (1) metropolitan and eight (8) regional GO Club Coach workshops between October and December, A total of 61 participants attended the GO Club Coach workshops with 30% males and 70% females. 54% of the participants were from metropolitan clubs and 46% of participants were from regional clubs. Officials Education Officiating Courses Swimming WA & Masters Swimming WA, launched its joint officiating training program in the 2005/06 season. Swimming Australia developed a draft national competency based curriculum for all officiating positions which Swimming WA presenter s trialled on behalf of the national body. The positions included General Principles, Timekeeping, Check Starter & Marshal, Starter, Recorder, Announcer, Judge of Strokes, Inspector of Turns and Referee. Swimming WA continued to offer its state curriculum for the position of Meet Director. The competency based curriculum was positively received by trainee officials who were happy to undertake assessment when they were competent rather than completing a set number of training sessions. Swimming WA and Masters Swimming WA conducted two (2) metropolitan courses and eight (8) regional courses in 2005/ volunteers participated in one of these courses across the state compared to 42 last season, a 224% increase in attendance. Education sessions for each officiating position were offered at each of the courses with participants offered the flexibility to attend the session of the position they were interested in gaining knowledge, experience and accreditation. Swimming WA and Masters Swimming WA conducted the two (2) metropolitan courses at Challenge Stadium and Claremont Pool for a total of 31 candidates, an increase of 210% from last season. 12 Development Kalgoorlie, Midland (Wheatbelt), Geraldton, Exmouth, Port Hedland and Derby for a total of 105 candidates, an increase of 228% from last season. Club Administrator Education GO Club Administrator Workshops Swimming Australia launched the national club administrator development program, GO Club Administrator, in October, The workshop for the inaugural year of the program, to be implemented in all states, was designed to provide club administrators with information about Swimming Australia s GO Swim and GO Club Administrator programs with an explanation of the GO Club PB Workbook Assessment Tool components developed for clubs to assess their administration strengths and weaknesses. Swimming WA conducted one (1) metropolitan and eight (8) regional GO Club Administrator workshops between October and December, A total of 46 participants attended the GO Club Administrator sessions with 26% males and 74% females. 24% of the participants were from metropolitan clubs and 76% of participants were from regional clubs. GO Club PB Workbook & Telstra Swimming Assistance Fund Officiating Accreditation 19 officials from metropolitan and country clubs gained 36 accreditations in most officiating positions in 2005/06, an average of almost 2 accreditations per official. Swimming WA accredited 4 officials in General Principles, 3 officials in Timekeeping, 14 officials as Check Starter & Marshals, 6 officials as Starters, 3 officials as Inspector of Turns, 5 officials as Judge of Strokes and 1 Referee. In comparison to the 2004/05 season, Swimming WA accredited 46 Timekeepers, 4 Check Starter & Marshals, 2 Starters, 3 Recorders and 5 Referees. At the end of 2005/06, Swimming WA has a total of 729 accredited officials. 5 General Principles, 686 Timekeepers, 88 Check Starter & Marshals, 36 Starters, 39 Recorders, 13 Inspector of Turns, 8 Judge of Strokes and 25 Referees. Swimming WA thank Swimming Australia for developing the draft national competency based curriculum, Masters Swimming WA, for their cooperation and professionalism in course coordination and course delivery and all course presenters for their ongoing contribution to officiating education in WA. The GO Club PB Workbook forms part of the GO Club Administrator program designed as an assessment tool for clubs to assess their strengths and weaknesses. The assessment tool is divided into five key areas that have been identified as core areas of an efficiently managed swimming club: Membership, Administration, Activities, Coaching & Officiating and Marketing & Promotion. The Telstra Swimming Assistance Fund provides clubs with an opportunity to apply for an equipment grant to develop their swimmers and coaches. The grants were made possible through Telstra, Swimming Australia and the Swimming Australia Foundation. 29 out of the 85 Swimming WA clubs completed and submitted their GO Club PB Workbook and applied for the Telstra Swimming Assistance Fund. The most popular items clubs applied for were the Telstra equipment cage, lane ropes, pace clocks and timing equipment. Swimming WA congratulates the 9 clubs who received the Telstra Swimming Assistance Fund last season: Rockingham, Manjimup, Kojonup, Geraldton, Kwinana, Swan Hills, Rossmoyne, Kununurra and Albany. 1 2 S w i m m i n g W A A n n u a l R e p o r t /

13 Development Recruitment - Schools SunSmart Get in the Swim The SunSmart Get in the Swim program is Swimming WA s initiative to link schools with swimming clubs and provide a feeder system from grass roots swimming into elite swimming. The SunSmart Get in the Swim program, completed its third year, and involved three separate programs in 2005/06: SunSmart Breakfast with the Stars, SunSmart School Swim Clinics and SunSmart School Swim Squads. a) SunSmart Breakfast with the Stars The SunSmart Breakfast with the Stars was conducted in December, 2005 to launch the start of the summer swimming season. A total of 211 people, of which, 183 were students and 28 were teachers attended an informal breakfast at Challenge Stadium. 14 metropolitan schools and 2 country schools participated in the breakfast. Three of Western Australia s elite swimmers: Lara Carroll, Athens Olympian, Eamon Sullivan, Athens Olympian and Jennifer Reilly, Athens Olympian were invited as this year s guest speakers. Bill Kirby OAM, dual Olympian and previous breakfast star, joined the morning as the MC for the second year. Students ranged in age from 8 17 years, a small percentage of participants were club members with the majority being novice swimmers who participate in school swimming carnivals. Lara, Eamon and Jennifer were invited as guest speakers to talk about their experiences as junior club swimmers and promote the SunSmart message. The focus of their presentations was about how they became involved in swimming and their experiences as club members. The SunSmart Breakfast with the Stars has become a very popular event on the school calendar. All participants received Swimming WA s club brochure containing information about our clubs. b) SunSmart School Swim Clinics Swimming WA conducted SunSmart School Swim Clinics in Term 1, 2006 in both metropolitan and country schools. A total of 638 school swimmers participated in 20 clinics across the state with 389 swimmers at 12 clinics in the metropolitan area and 249 swimmers at 8 clinics in regional areas. 460 of the participants were primary aged children and 178 were secondary school students. Age groups ranged from 9 to 16 years with swimmers in Year 4 to 12 at school. Clinics provided professional coaching opportunities during the school swimming season, complementing existing school aquatic programs. Clinics provided an opportunity to improve swimming skills including starts, turns, finishes, relay changeovers, race strategies and techniques in the lead up to school and interschool swimming events. All participants receive Swimming WA s club brochure which contains information about clubs across the state, their coaches, training venue and contact details for obtaining further information. SunSmart School Swim Squads Swimming WA conducted structured training sessions for nine (9) school swim schools across in metropolitan and regional areas in Term 1, The program consisted of two sessions per week for six weeks. 285 swimmers participated in the school squad program; swimmers were a mixture of primary and secondary school students aged between 9 and 16 years in Years 4 to 12. The program concluded with each squad participating in their local swimming club time trial with clubs being able to recruit these participants as new members. Metropolitan schools involved in the program were St Anthony s, Warwick Senior High School, City Beach Primary School, Lumen Christi College, St John s Primary School, St Muchin s Primary School and St Andrew s Catholic Primary School. Regional schools involved in the program were Kearnan College, Manjimup and Bunbury Cathedral Grammar, Bunbury. Schools and swimming clubs were linked with school squad swimmers attending a club time trial as an introduction to club swimming as well as providing our clubs with an opportunity to recruit new members. Of the 285 swimmers who participated in the school squad program, 80 attended a club time trial. Swimming clubs recruited 1.25% of these attendees as new members, similar to last year s statistics where clubs recruited 1.3% of swimmers who attended their time trials. 14 Development Participation Junior Club Swimmers GO Swim Swimming Australia restructured the GO Swim program to target first year club members rather than learn to swim members as they recognised that swimming clubs required assistance attracting new members. After a 12 month trial in QLD, Swimming Australia provided a GO Swim New Member Kit to every new swimming club member under the age of 12 years this season. GO Swim kits included a back sac, a water bottle, a parent handbook, a personal best booklet and a swimmer nutrition guide. Swimming WA distributed 1127 GO Swim New Member Kits across the state through the club structure based on the membership database statistics at February, At this time, 18% of our members were new to the sport of swimming and under 12 years of age. The GO Swim kits have received much positive feedback from clubs who have distributed them to their new members. SunSmart Junior Swim Clinics Swimming WA conducted one (1) metropolitan and 14 regional SunSmart Junior Swim Clinics in 2005/06. One clinic was held in the metropolitan area in the April School Holidays. 14 regional clinics were held over the summer season in each of Swimming WA s eight (8) regions with some regions holding two clinics. The clinics targeted 7 13 year old registered swimming club members and provided a low key environment for swimmers to develop their stroke technique and competition skills. Swimmers were able to meet some of WA s elite athletes who provided the coaching expertise. Swimmers were able to meet current elite swimmers including Jennifer Reilly, Jim Piper, Lara Carroll and Travis Nederpelt and retired athletes who are now coaching including Bill Kirby. These clinics are seen as an important tool to maintain the interest of our junior swimmers with 54% of our members being under the age of 12 years. The clinics are a combination of fun, non-competitive swim sessions while allowing our elite athletes to interact with the swimming community and gain skills as junior coaches. A total of 504 swimmers participated in Swimming WA s series of 2005/06 SunSmart Junior Swim Clinics. Swimming WA increased the total number of clinics conducted from 7 in to 15 in which resulted in a 125% increase in participants from 224 in 2004/05 to 504 in 2005/ % of the total number of swimmers who participated were girls and 41.1% were boys. 17.1% of the total number of participants attended the metropolitan clinic while 82.9% attended the regional clinics. Swimming WA thank Healthway and the Cancer Council WA for their support of these development programs. Recruitment & Participation Programs Shell Novice Swim Meets Swimming WA entered its 40th year of partnership with Shell in the 2005/06 season. Shells are a fantastic opportunity for novice and club swimmers to compete in a fun and enjoyable swim meet, while for clubs it provides an excellent recruitment opportunity. In 2005/06, 19 swimming clubs hosted a Shell Novice Swim Meet, 11 in the metropolitan area and 8 in regional areas. 824 swimmers participated in the Shells series with a total of 2437 entries. 58% of participants were girls and 42% of participants were boys. The most popular age group were 9 and 10 years with a total of 255 participants. To promote participation and recruitment opportunities, Swimming WA and Shell offered two prizes of $1000, which all host clubs were eligible to win. Lawley Aquatic swimming club won the $1000 prize for the host club with the most number of participants and the $1000 prize for recruiting the highest number of swimmers from their Shell meet. 15 Development Swimming for All Indigenous Swimming Swimming WA, in partnership with the Department of Sport & Recreation, conducted the second year of its Indigenous Swimming Program in conjunction with five swimming clubs and with support from Swimming Australia. The program was expanded from one to five with two conducted in the metropolitan area and three conducted in regional areas. 119 indigenous swimmers from Midland, Armadale, Port Hedland, Katanning and Coolgardie participated in two swim sessions per week for eight weeks. Swimmers were aged between 8 and 16 years. The program concluded with a time trial night conducted by the swimming club so swimmers could experience an introduction to club swimming and to provide the club with an opportunity to recruit new members. A link was provided between the indigenous swimming program and the swimming club by utilising the club head coach in a mentor role to provide support and guidance to the indigenous program coach. The indigenous program coaches were offered the opportunity to gain their Green Licence coaching accreditation through the program. Clubs were provided with an opportunity to recruit new members by opening their time trials up to indigenous swimming program participants. Of the 119 swimmers who participated in the indigenous swimming program, 12 attend a club time trial. Swimming clubs did not recruit any members who attended a club time trial this season. Swimmers with a Disability Swimming WA endeavours to continually improve the services it offers swimmers with a disability. The 2005/06 season offered a varied competition program with multidisability events for swimmers with a disability from novice to state level events. Swimmers with a Disability continued to be able to apply for classification through Swimming WA for each of the five disability areas: Functional, Intellectual, Hearing Impaired, Vision Impaired and Transplant. Swimming WA classified 25 swimmers with a disability in 2005/06 with 11 functional classifications, 11 intellectual classifications, 1 hearing impaired classification, 2 vision impaired classifications and no transplant classifications. Swimming WA conducted two Functional Classification Assessment Sessions for 14 swimmers with a disability in 2005/06. Our team of volunteer medical and technical classifiers provided an opportunity for these swimmers to gain classification status to enable them to compete in Swimming WA and Swimming Australia events. 16 Elite Swimming Fisher & Paykel State Age Squad The 2005/06 Swimming WA Fisher & Paykel State Youth Squad was selected based on the performances of swimmers aged years at the 2005 Fisher & Paykel Australian Age Championships held at Chandler Aquatic Centre, Brisbane in April, Selection criteria for 13 and 14 year olds was achievement of a top five placing, 15 year olds was achievement of a top four placing and 16 year olds was achievement of a top three placing at the national age event. 22 swimmers met the selection criteria which was 3 more swimmers than 2004/05. Eligibility and selection criteria were developed this year for coaches as part of Swimming WA s coach development pathway. Coaches who were the primary coach of the highest placed athlete in the 2005 Fisher & Paykel squad were selected to attend the 2005 Fisher & Paykel Camp in Canberra. The annual Fisher & Paykel State Youth Camp was conducted in Canberra at the Australian Institute of Sport (AIS) in July, 2005 and involved a combination of the Western Australian, Victorian, South Australian and Tasmanian State Youth Squads. The WA squad consisted of 22 swimmers, three coaches and one team manager. The squad travelled as a group to Canberra for five days of intensive training sessions that were overseen by Swimming Australia s National Youth Coach, Leigh Nugent. WA age group coaches selected as Assistant Coaches for the camp were Wayne De Lacy (Central Aquatic), Nick Watkins (Southside Wesley) and Mark Staiger (Arena). Swimmers participated in two intensive daily pool sessions, one body balance fitness class, sports science sessions, drugs in sport presentations and team building activities. Assistant coaches conducted pool sessions and participated in professional development sessions with the National Youth coach. Swimming WA thank Swimming Australia and Fisher & Paykel for their support and contribution to this age development program and ASCTA-WA for their contribution to the development of WA coaches at this level. Age Development Squad The 2005/06 Swimming WA Age Development Squad was selected based on performances of year old swimmers at the 2005 Fisher & Paykel Australian Age Championships and the 2005 SunSmart State Championship Series. The Age Development Squad is designed to recognise and foster the talent of WA s swimmers who have achieved a National Finalist performance level of swimming. 20 swimmers were selected in this year s squad, 11 down on last year s numbers who met the same selection criteria. Swimming WA, in its new Coach Development Pathway, developed eligibility and selection criteria for Head Coach and Assistant Coach positions for the Age Development Squad. Coaches needed to be the primary coach of a swimmer selected in the Age Development Squad and were invited to attend the 2005 Development Squad Camp in Bunbury, The annual Swimming WA Development Squad Camp was conducted in Bunbury at the South West Sports Centre and combined the Age Development Squad, the Country Development Squad and the Academy of Sport squads. 11 Age Development Squad swimmers attended Swimming WA s 2005 Development Squad Camp in Bunbury. Marie Barnfield (Kalgoorlie) was selected as Head Coach for the squad at the camp and Suzette Felton (Uniswim) and Mike Warnock (Golden West Dolphins) were selected as Assistant Coaches. Dion Mepham (Western Sprint) was selected as the Mentor Coach for the 2005 Development Squad Camp. Athletes participated in two intensive training sessions each day, a daily body balance fitness class, team building activities and social activities. Coaches attended rigorous planning sessions under the guidance of Mentor Coach, Dion Mepham, who challenged their knowledge and enhanced their programming skills to improve the quality of sessions back in their home programs. The Country Development Squad is designed to recognise and foster the talent of WA s swimmers who have achieved a State Finalist standard of swimming. 28 swimmers were selected in this year s squad, the same number of swimmers meeting the selection criteria as last year. Swimming WA, in its new Coach Development Pathway, developed eligibility and selection criteria for Head Coach and Assistant Coach positions for the Country Development Squad. Coaches needed to be the primary coach of a swimmer selected in the Country Development Squad and were invited to attend the 2005 Development Squad Camp in Bunbury, The annual Swimming WA Development Squad Camp was conducted in Bunbury at the South West Sports Centre and combined the Age Development Squad, the Country Development Squad and the Academy of Sport squads. 21 Country Development Squad swimmers attended Swimming WA s 2005 Development Squad Camp in Bunbury. Academy of Sport North West & Goldfields The Academy of Sport program has provided support for talented athletes and coaches in the North West and Goldfields regions the last seven years in their pursuit of high performance swimming. The aim of the program is to foster the talent of regional and remote swimmers and coaches who are aiming to achieve a national standard of swimming. Swimmers are selected based on their performances relative to achieving a National Age qualifying time. The Academy of Sport is divided into two levels, scholarship holders and squad members. 11 swimmers and 5 coaches were selected as part of the 2005/06 Academy of Sport program. 6 swimmers and 4 coaches were selected as scholarship holders and 5 swimmers and one coach were selected as squad members. The numbers are similar to last season s numbers. The 2005/06 Academy of Sport program funded four Academy coaches to travel to Perth for the SunSmart coach education weekend with high performance interstate coaches, Michael Bohl and Rohan Taylor. Scholarship swimmers and coaches received funding to attend the SunSmart State Age Championships and Alcoa Country Championships in Perth during the January School Holidays in their pursuit of achieving a National Age qualifying time. Swimmers and coaches attending the National Age Championships received funding towards travel costs for this meet. The annual Swimming WA Development Squad Camp was conducted in Bunbury at the South West Sports Centre and combined the Age Development Squad, the Country Development Squad and the Academy of Sport squads. 10 swimmers and 4 coaches attended the 2005 Development Squad Camp in Bunbury. Athletes participated in two training sessions each, a body balance fitness class and team building activities. Coaches attended rigorous planning sessions under the guidance of Dion Mepham, who challenged their knowledge and enhanced their programming skills which will improve the quality of sessions back in their home programs. Two athletes in 2005/06 Academy of Sport program qualified for and competed at the 2006 Fisher & Paykel Australian Age Championships, the same number as last season. 6 former Academy athletes also qualified for and competed at the 2006 Fisher & Pakel Australian Age Championships. 1 previous Academy swimmer was selected as a WAIS Development Squad athlete. 18 Elite Swimming Region Squads - SunSmart Performance Clinics The eight 2005/06 Swimming WA Region Squads were selected based on performances of year old swimmers at the 2005 Fisher & Paykel Australian Age Championships, the 2005 SunSmart State Championship Series, the 2005 Alcoa Country Championships and a selected regional swim meet. Swimming WA s Region Squads are designed to identify and recognise talent of regional swimmers who have achieved a state qualifying standard of swimming. 151 swimmers were selected in this year s squads, slightly less than last year s 164 swimmers selected. Swimming WA, in its new Coach Development Pathway, developed eligibility and selection criteria for Head Coach and Assistant Coach positions for each of its eight Region Squads. Coaches needed to be the primary coach of a swimmer selected in one of the Region Squads and were invited to attend one of the eight SunSmart Performance Clinics conducted across regional WA. Swimmers and coaches were provided with an opportunity to participate in an intensive weekend clinic under the guidance of a high performance Mentor Coach. The weekend was designed for swimmers and coaches to gain high performance training experience, to develop competition skills and experience a Swimming WA development squad program. 19 Competitions Report SunSmart State LC Championship Series Healthway, through the Cancer Council of WA continued their support of the State Championships series in 2005/2006 promoting the SunSmart message. Held at Challenge Stadium during December and January the pinnacle of State swimming showcased the best Open, Age, Relay and Multi Disability swimming talent in WA. From these events 44 swimmers went on to compete at Australian Open Championships in Melbourne and 100 swimmers to the Australian Age Championships in Sydney. The championship series incorporates the SunSmart State Open / Junior Championships SunSmart State Age Championships SunSmart State Relay Championships SunSmart State Junior Distance Championships West Coast s Garth Kates and Bobby Jovanovich were both stand out performers among the 1882 swimmers competing in the series with Kates breaking Bill Kirby s Boys 16yrs 100m Butterfly record that had stood for 13 years and Jovanovich breaking four eleven year old records in the Boy s 16yrs 100m & 200m Freestyle records formerly held by Todd Pearson. Meet Directors Jeanette Bailey and Lorena Evans ensured the smooth running of the events which included a visiting team from Scotland preparing for the 2006 Commonwealth Games in Melbourne. The Country and Metropolitan Shields were decided from club points for swimmer placing s gained over the championships with Mandurah winning the Country Shield and West Coast the Metropolitan Shield. Hancock Family Medical Foundation State Short Course Championships The Hancock Family Medical Foundation s generous sponsorship of the State Short Course Championships continued into the 2005 / 2006 season. The partnership between Swimming WA and the Hancock Family Medical Foundation has been in place since 1993 providing participation opportunities and elite pathways throughout the State. The Hancock Family Medical Foundation Open/Junior and Age Short Course Championships were held at Challenge Stadium during June, July and August attracting a total of 966 competitors and 4244 entries with twenty three West Australians travelling to Melbourne to compete in the 2005 Telstra Short Course Championships. Rebecca Blevins made an impact on the State SC Record book setting fifteen new records including the Girl s 14 years 100m Breaststroke WA All Time in 1:12.82 previously held by Rachel Harris since Our thanks go to the Hancock Family Medical Foundation and Gina Rinehart for their long term support of swimming in Western Australia. Alcoa Country Championships Alcoa World Alumina Australia s support of swimming throughout regional WA continued in 2006 as partner of country WA s highest profile meet. The Alcoa Country Championships were held in January at Challenge Stadium hosting 34 clubs from as far a field as Albany, Karratha, Kalgoorlie and Esperance with 306 swimmers competing in 1735 events. Mandurah, Albany and Geraldton topped the medal tally in what was a very competitive meet. Mandurah won 109 medals including 49 Gold, 28 Silver and 32 Bronze followed by Albany s total of 69 medals with 27 Gold, 18 Silver and 24 Bronze and Geraldton s 52 medals included 23 Gold, 24 Silver and 5 Bronze. Swimming WA thanks partner Alcoa World Alumina Australia for ongoing support developing swimming in communities throughout country Western Australia. Open Water Swimming OWS events were conducted by the Association on four occasions again this season over distances of 2.5km, 5km and 10km with great success. Some 650+ swimmers participated in the Association s swims, a number that far exceeds previous years. The combination of medals and prize money, a variety of swims over distances longer than most other swims on the State OWS calendar and an open format allowing non-member swimmers to participate along side our own S w i m m i n g W A A n n u a l R e p o r t /

20 Competitions Report members has seen our participant numbers swell quit significantly. The final event on the OWS program (swims up to 10km) in January 2006 attracted 287 swimmers as many people finalised their preparations for the 20km Rottnest Channel Swim in February. Championship medals were awarded over the 5km and 10km distances and collective times from all swims saw 10 swimmers qualify for a travel assistance grant to attend this season s National Championships on Manly Dam in Sydney in April. The National Championships had a large contingent of 24 Swimming WA members contest the various Age Group and Open categories over 5km, 10km and 25km. However, while the Age events attracted approximately 300 swimmers, the waters of Manly Dam were very chilly with temperatures down around 16-17C and consequently many swimmers performed below their potential. The following were success stories for our WA swimmers: James MacFarlan West Coast Gold medal in the Boys 13 yrs 5km Jarrad Lawford City of Perth - Gold medal in the Boys 16 yrs 5km Laura Shyrock City of Perth Silver medal in the Girls yrs 5km Benjamin Bray Busselton Silver medal in the Boys 14 yrs 10km Swimming WA also had 3 Technical Officials appointed as Referees for the National OWS Championships; they were FINA OWS Referees Kevin Holtom and Richard Verboon who were accompanied for the first time by Robyn Arblaster who completed her OWS Referee s training and practical work this season. Swimming Australia presented service awards to its OWS officials at the championships and Kevin Holtom was presented with a silver pin award for having officiated at ASI/SAL OWS championships for over 10 years. No WA swimmer made this year s National OWS Team which will be competing in Naples in Italy at the FINA World OWS Championships. Richard Verboon from our OWS Committee will be attending as one of the FINA OWS officials working at these Championships. Melissa Benson (City of Perth) was selected for the Pan Pac Team to compete in Vancouver, Canada and Nikita Barsby (City of Perth) was selected in the Oceania Team to compete in Cairns. Congratulations to both swimmers who have been rewarded for their good performances and times at the nationals Next season will see National OWS Championships return to Perth while the 2007 World Championship selection trials in December 2006 will hopefully see one or two Swimming WA members make the national Team for Melbourne. Some new initiatives are planned for 2006/2007 season as the OWS Committee continues to develop the Association s OWS program for the benefit of its members and the swimming community in general. Schools & Colleges Relays The 2006 Schools & Colleges Relays were held on Sunday 26th February with a total of 696 team entries from 37 schools, up from 560 teams last year. Several new schools and colleges entered teams for the first time adding to the excitement of the day. The Primary Schools division adopted modified rules for the second year in a row. No scores were kept and no disqualifications were made providing primary school participants with the opportunity to compete in a fun, relaxed meet. All primary school swimmers received a SunSmart logbook and swim cap for their efforts. Secondary Schools competed for the Champion School Cup in both the boys and girls divisions. Full FINA rules applied in the afternoon session and the competition between schools was fierce saw many records tumble with outstanding performances in both the boys and girls divisions. Churchlands SHS A team broke the record in the Year 10 Boys 4 x 50m Medley Relay to set a new record of 1: Christ Church Grammar School s Year 11 Boys 4 x 50m Medley Relay team set a new record of 1: Sacred Heart College s A team broke the record in the Year 11 Girls Medley Relay to set a new record of 2: Christ Church Grammar School s A team smashed the Year 11 Boys 4 x 50m Freestyle Relay record by almost 4 seconds to finish in 1: Penrhos College s A team set a record of 1:57.45 in the Year 11 Girls 4 x 50m Freestyle Relay. 2 0 S w i m m i n g W A A n n u a l R e p o r t /

21 Competitions Report The winner of the 2006 Champion Boys School was Wesley College, whose winning streak now spans five years. Christ Church Grammar School finished in second place and Scotch College in third. The winner of the 2006 Champion Girls School Cup, for the fourth consecutive year, was Penrhos College, with a strong challenge from Iona College who finished second followed by Presbyterian Ladies College in third place. The traditional Pop Agnew Memorial Cup for the fastest Boys 6 x 50m Freestyle Relay team was contested for the 49th year. In 2006, the Christ Church Grammar School A team of Tomasich, Jones, Tan, Rose, Swift & D orsogna comfortably took first place in 2: The 23rd challenge of the traditional Lyn McClements/ Lynne Watson Perpetual Trophy for the fastest Girls 6 x 50m Freestyle Relay team was won by the Penrhos College A team of Jefferies, Allart, Pez-Ipince, Rogers, Davies and Hzstein with a winning time of 2: Swimming WA s Schools & Colleges Relays continue to provide the only opportunity for both government and private schools to compete against each other in a top quality competition. The high number of participants and spectators demonstrate that this remains a very popular meet on the interschool swimming carnival calendar. Representatives from several schools commented on how much their students enjoyed the competition at this meet. Thank you to the Swimming WA staff, technical officials and all volunteers from schools and Central TAFE who worked very hard to ensure that the event ran smoothly and was successful. Finally, thanks to the 37 Schools and Colleges who competed in this year s competition. All Schools Meet The 2006 All Schools Meet entered its 11th consecutive year having developed into one of WA s more popular introductory carnivals for novice swimmers between 8 and 12 years of age. Swimmers represented their school at a state competition even if they were not a member of a swimming club. Swimming WA utilised the 2006 event to promote swimming as a sport for all. Swimming WA divided the meet into two divisions: Green division for Swimming WA club members who hold a state qualifying time and Gold division for new swimmers or club members who do not hold a state qualifying time. Modified rules were adopted to keep the event a purely novice swim meet. Swimmers with a disability were also encouraged to participate. All swimmers received a SunSmart swim cap, a SunSmart training logbook and swimming club brochure for participating. The 2006 All Schools Meet attracted 143 swimmers with 450 entries from 41 schools, an increase of 66% from last year s participation numbers. Swimming WA sent letters of congratulations and a club brochure to novice swimmers who achieved state qualifying times. All swimmers participated in the march past in their school teams waving their school flags to open the swim meet. A group of friendly, dedicated Swimming WA volunteers assisted first timers become familiar with marshalling and race start procedures. Swimming WA would like to thank all volunteers from Central TAFE, schools and officials who assisted on the day to make this meet a fun and relaxed one for all swimmers, parents and teachers. 23 Records Officer Report 2006 State Statistics The Oldest Male Long Course record broken was Ross Briggs of Aqua Attack 11yrs 400m Freestyle on 16th October 2005 which broke the record previously held by Colin Durnin of City of Perth set on 4th November 1978, a record that stood for 26 years and 347 days. The most improved Male Long Course record broken was the WA Residential 16yrs 50m Backstroke which was reduced from Corey McIntosh s time of 0:27.97 to Bobby Jovanovich s time of 0:27.14 a 2.97% improvement. The Oldest Male Short Course record broken was Lennard Bremer of Aqua Attack in the 10yrs 100m Breaststroke on 21st August 2005 which broke the record previously held by Aran Bean of Swan Hills on 30th August 1992, a record that had stood for 13yrs and 47 days old. The most improved Male Short Course record broken was the WA All Comers, All Time & Residential 50m Backstroke which was reduced from Reece Harding s time of 0:32.80 to Ross Briggs s time of 0:31.15 and 5.03% improvement. The most improved Female Long Course record broken was the WA Residential 14yrs 50m Breaststroke which was reduced from Rebecca Blevin s time of 0:34.68 to Rebecca Blevin s time of 0:34.04 an 1.85% improvement. The Oldest Female Short Course record broken was Jemma Hawkins of Mandurah 11yrs 50m Breaststroke on 2nd July 2005 which broke the record previously held by Toni Ciffolilli of Bunbury on 21st June 1992, 13yrs and 11 days old. The most improved Female Short Course record broken was the All Comers & Residential 13yrs 50m Breaststroke which was reduced from Elaine Konijn s time of 0:34.99 to Rebecca Blevin s time of 0:33.78 an 3.46% improvement. There were 25 records older than 10 years old broken, 3 records older than 15 years old broken and 3 records older than 20 years old broken. The swim meet that created the most activity was the 2005 Hancock FMF State SC Age Championships with 117 records being established, the next major meet was the 2005 Hancock FMF State Open Championships with 67 records. Country Statistics The top 5 record breaking clubs were Mandurah (96), Geraldton (20), Albany (10), Kambalda & Busselton (4) then Derby with (2). There was a total of 6 clubs whose members broke records. The top 5 female record breakers were Alisha Clarke GER & Jemma Hawkins MDR (18), Merindah Dingjan MDR (16), Jacinta Sampey DER (2). The Oldest Male Short Course record broken was Toby Bennett-Smith of Wooroloo in the 10yrs 100m Freestyle on 21st August 2005 which broke the record previously held by David Higgins of Mandurah on 6th August 1994, a record that had stood for 11 years and 15 days old. The Oldest Female Long Course record broken was Alisha Clarke of Geraldton 16yrs 50m Butterfly on 13h January 2006 which broke the record previously held by Michelle Millar of Bunbury set on 12th March 1994, a record which had stood for 11yrs and 307 days old. The most improved Female Long Course record broken was the Country All Time and Residential 11yrs 200m Breaststroke which was reduced from Brooke Wilson s time of 3:10.96 to Jemma Hawkin s time of 3:01.60 an 4.90% improvement. The Oldest Female Short Course record broken was Jemma Hawkins of Mandurah 11yrs 50m Breaststroke on 2nd July 2005 which broke the record previously held by Toni Ciffolilli of Bunbury on 21st June 1992, a record which had stood for 13yrs and 11 days old. 25 Technical Committe Report Technical Officials continue to be an integral part of swimming. Their impartial judgment and knowledge of the rules is an important to swimmers and coaches all. This year has seen the successful introduction of competency-based assessment in all technical areas. Previously we used the process for referees only. New trainees were instructed using the SAL compiled notes and activities rather the old method of exams and the collection of signatures showing experience. The on the job training methods have been successfully adopted. SAW officials are now familiar with the process and in conjunction with Aussi Masters and DSR will continue the new approach. Country courses for 2005/6 were held in all major centres and in association with the Swim fit clinics run by the coaches for country swimmers and coaches. Two city courses were successfully run with new aspiring officials taking part. These new officials are encouraged to continue their commitment to our sport. Glenn Riekie, technical officials and the office staff, again ran the State Championships successfully. A vote of thanks goes to the tireless work of the meet directors, Jeanette Bailey, Sharon Russell, Lorena Evens and Mandy Crawford. WA officials continue to be appointed to Australian championships. The following were success this year; Dot Harris, Greg Wilson, Robyn Arblaster, Peter Lawless, Kaye Bolger, Ryan Arblaster, Lesley Arrowsmith, Ross Emerson Peter Anderson, Ian Arblaster and Martin Lankester. Kaye worked as an official at the Pacific School Games with 6 WA officials being appointed to the Commonwealth Games. Other meets where SWA officials worked were PSA, IGSSA, ACC, Shells, Club meets and carnival and WADSSA. Thank you all for your assistance. The Technical Committee after an uncertain start to the year, and with the late appointment of the coordinator, has successfully worked with the Executive Director and each other these passed 4 months. We thank the Board, the Executive Director and the office staff for their support and consideration regarding our role as volunteers. We look forward to this continuing well into the future. 26 Region Reports Region 1 Coordinator s Report Throughout the year Region 1 has held 7 general meetings, a Development Weekend, a green coaching course, 5 speciality clinics and our 5th Region 1 Swimming Carnival. In addition to the Region 1 s programs, Country Pennants 2006 was held in our Region hosted by the Golden West Dolphins Swimming Club. The Development Weekend was introduced this year in partnership with Swimming WA. The purpose of this cluster weekend, was to offer a range of areas to cater for as many members as possible from our SunSmart Squad, our juniors and coaches as well as our parent body interested in the technical side of swimming. The response from swimmers, coaches and parents about the weekend format was all positive and I hope that this weekend encourages even more members to attend in future years. 20 swimmers attended the SunSmart Squad Clinic and once again we were able to present each swimmer with a Region 1 Swim squad t shirt thanks to the continued support from Midland Brick. In addition, 9 of these swimmers were also selected for the Swimming WA Country Squad, representing nearly 1/3 of all selected. Talented swimmer, Merindah Dingan not only gained selection for both squads, she was also part of the Age Development Squad. With fellow team mate Hayley Hogen-Esch from Mandurah, both girls gained national qualifying times and a further four young men achieved open water national qualifying times. Ben Bray and Hayden Carter from Busselton, Rohan Mabey from GWD and Bundi Dingjan from Mandurah. I congratulate all swimmers for their achievements and hope that they continue with their swimming ambitions and encourage those that follow to also aim for as high as possible. The Speciality Clinics were continued again this season with special thanks to Michael Bray for his support in the organisation of our regular mentor coach Dion Mephem. The Harvey Swimming Club was our host Club for the Region 1 Swimming Carnival that was held on the 4th December. The whole day was a great success, thanks to the fantastic organisational skills of Bryan Doust and his team. Our 5th Swimming Carnival saw a decline in our competitive numbers to 189 representing 10 Member Clubs, which is a reflection of the declining numbers in each individual swim Club. Like all Clubs, the pressure of our times is obvious. Only a week has passed since Country Pennants 2006 and what a fantastic swim meet this was. My congratulations to Ian Mabey for taking on the Directors role, and getting a great team together that needed to over come a very negative start. I must make mention of each committee member as they truly went above the call of a volunteer on this project. John Bird finance, Ros Ruland secretarial, Terri Mason sponsorships and Darryl Khun and Chris Milner technical Over the past 3 years there have been many changes with in our Region and Governing Body Swimming WA. Unfortunately, the Margaret River Swimming Club was unable to continue as an affiliated body due to the inability to obtain the required committee. We must all remember and be constantly reminded that our volunteers are most important to the running of our Clubs and should be appreciated in every possible way. Sadly this is my last report as the Region 1 Coordinator. Due to work and study commitments I feel I am unable to continue in the position. In the 10 years of swimming involvement, I have worked alongside some wonderful people who have all contributed to make my job a lot easier and far more pleasant. 27 Region Reports CENTRAL MIDLAND ANNUAL REPORT 2005/2006 Central Midlands has completed a most successful year especially in view of our members being cold water clubs who swim from November to March each year, Northam compounding the issue by not opening until mid December. Our highlight of the season was to win the D Grade Premiership, the swimmers carrying it off in spite of our lack of members in the older age group. We ran three clinics and two regional carnivals one at Wundowie with presenter Kareena Preston and another at Mt. Helena with presenter Simon Redmond, the third was a two day event at Northam in mid February with Simon, to reinforce the skills and goals set in November and to motivate the swimmers for the final competitions late in the season. We held two winter open Carnivals at Challenge which were well attended, gained the Region valuable technical experience and swimmers a good start for the coming summer season. Swimming WA s performance squad swimmers are not gaining the numbers we would like that are able to equal or better the AA times but our cold water clubs experience difficulty in preparing swimmers to compete in the qualifying criteria in time for events. The swimmers and officials for Country Championships are increasing in both quality and quantity and will continue to do so encouraged by our clinics and goal setting. By Country Pennants in March our swimmers are producing more competitive times, although country pennants are indicative of team times rather than individual. Our technical officials are usually out in force and produce an equal number of qualified officials as other regions. In all a satisfying and successful year.
