From the Volleyball SA General Manager n behalf of Volleyball SA, I would like to welcome all players, coaches and parents to the 2009 Volleyball SA Junior League ompetition promises to be a season of change in all levels of Volleyball and Junior League is not exempt from this change, with the introduction of U19 and U15 Division s. This has been done to allow for a clearer path through age groups, better defined division s and create a better environment for all involved. We aim to return Junior League to the Premier ompetition for Junior Player s in South Australia, allowing them to adequately develop before making the transition into State League. Volleyball SA would like to wish all teams the best of luck for the Season and for future success in Volleyball, wherever the sport takes you. Definitions 2.1. VSA Volleyball SA, Volleyball South Australia or the South Australian Volleyball Association 2.2. AVF Australian Volleyball Federation 2.3. The ompetition The 2009 Volleyball South Australia Junior League ompetition 3. Aims & Purposes of the Volleyball SA Junior League ompetition 3.1. The Volleyball SA Junior League ompetition is run to achieve the following goals; To provide part of the pathway for athletes heading towards the state, national and international levels of competition To provide a structured competition for all South Australian Junior Indoor Volleyballers To expand the player and support staff base of Volleyball in South Australia To expose all South Australian U19 Players to Volleyball. 4. Staff 4.1. Program oordinator This person is responsible for the general operation of Junior League 4.2. Referee oordinator This person is a State Level Referee and is responsible for all technical rulings and advises duty teams and referees on the application of the rules of the competition. This person can also accredit and upgrade referees Venue Manager There will be a person in this role at every venue who is responsible for the management of the competition at their venue. This person is also, at minimum, a Regional Referee and is responsible for all technical rulings of the rules of the competition Referees A First Referee will be provided for every game. 3

4 5. Event Venues 5.1. 5 Life Be In It Sport for All entre 6. ompetition Regulations & By Laws 6.1. Age Groups & Divisions The ompetition will offer the following age groups Under 19 Born 1991 or later annot turn 19 or older in the year of the event Under 15 Born 1995 or later annot turn 15 or older in the year of the event *as of 31 st December, The Divisions on offer for Junior League will be U19 and U The Program oordinator will advise the number of Divisions subject to nominations All divisions are gender specific however females can play in the male divisions. Males cannot play in a female division Team & Player Eligibility oach bligations All teams entered in Junior League must have a coach or an adult supervisor. If in the case of a coach being under 18, adult supervision is required The coach or adult supervisor of each team needs to be present when their team is undertaking duty and when they are playing and is fully responsible for their team at all times Player registration & obligations Each player must be a current financial member of VSA prior to their first match A player must play over 50% of games for any one team, to be eligible to play for this team in the finals. I.e. it is a 14 week season, a player must play 8 games to qualify for finals A player must play for the highest division in finals if qualified for more than 1 division Player Movement During any one round, a player may play in a maximum of 2 levels of Volleyball SA State League ompetition Any player playing in Division 1 is only allowed to play 1 game for the evening, however players in division 2 and lower are allowed to play more than one game in an evening, provided it is in a different division to the division in which they have already played Any player wishing to play for a school team and a club team in the same evening must gain special permission from the Junior League oordinator as decisions will be made on a case by case basis. 5

6 6.3. Entries & Game Fees Nominations Nominations close on the 3 rd April, Teams will only be regarded as entered if a Nomination Form is completed and returned to the office. Forms are found on the VSA website Late entries MAY be accepted at the discretion of the Program oordinator. Late fees will be incurred for nominations received after the deadline passes Game fees are $42 per game for all divisions Withdrawals Teams that withdraw on or before the 3 rd April will get a full refund of their nomination fee, after this date teams will not receive a refund Rules Rules of the Game U19 Division Unless otherwise stated in this Handbook, the ompetition will be played under the official and current rules of Volleyball as set by the International Volleyball Federation The Australian 12 Substitution Rule will be used in the ompetition Libero is allocated for a set and may be changed from set to set. The player must wear a contrasting shirt while playing as a libero Each team is allowed 2 time outs per set. No time outs or substitutions are permitted with 5 minutes of game time remaining. There are no Technical Time outs Rules of the Game U15 Division Unless otherwise stated in this Handbook, the ompetition will be played under the official and current rules of Volleyball as set by the International Volleyball Federation The Australian 12 Substitution Rule will be used in division 1 only Divisions 2 and below, Rotational Substitutions are allowed Each team is allowed 2 time outs per set. No time outs or substitutions are permitted with 5 minutes of game time to go. There are no Technical Time outs Libero is allocated for a set and may be changed from set to set. The player must wear a contrasting shirt while playing as a libero No rotations will be kept for divisions 2 and below, but will be kept for Division Referees will be lenient on Ball-Handling Rules Net Heights (in meters) Age Group Women Men Under Under Start Times & Warm Up All game times used in the draw are for the commencement of the matches, warm-up will commence 10 minutes prior to the scheduled match time Warm up time will consist of 4mins general warm up, 4mins spiking, 1min serving and 1min coaches instruction. ther combinations of the 10min allocation are allowed at the mutual agreement of both team coaches and the referee. The 10min cannot be exceeded at any time. The coin toss will be called after 4 minutes general warm up Teams not on court ready to play at the scheduled start time will be deemed to have forfeited the 1 st set. 5mins after the scheduled start time, the offending team will have forfeited the 2 nd set. 10mins after the scheduled start time, the offending team will have forfeited their 3 rd set and deemed to have lost the match. The duty team must remain at the court until all responsibilities have been completed Any issues with delays to games including but not limited to weather, black outs etc, will reviewed at the time by the Venue oordinator and/or Referee oordinator (if present) Forfeit Forfeiting teams will be charged $84. 6

7 Any team informing Volleyball SA before the close of business Wednesday that they are unavailable that week may have the option to play a catch-up game so as to not lose competition points, provided the opposition team is willing. They will only be charged for games played Any team forfeiting more than 3 times during the course of the season will be removed from the competition Draws & Seeding All draws will be produced by the Program oordinator (or designate) and will be available on the VSA website, Seeding for all divisions will be at the discretion of the Program oordinator in conjunction with the hief Referee and the VSA General Manager. oaches advice may be requested rounds will be played for the purpose of grading. These games will count towards the competition ladder. From round 5 an entire season draw will be released Equipment The official ball supplier of the ompetition will be Mikasa Format & Scoring All games will be best of 5 sets with the first 4 sets being first to 25 and the fifth set being first to 15. All sets must be won by a margin of 2 points. All games will be played to a 50 minute time limit with a 10min warm up For a set to be deemed complete at full time, 1 team will have reached a minimum of 16 points with a 2 point advantage. If this score has not been reached, the winning team will be awarded on complete sets. If sets are equal, the team with the greater total points (combination of complete and incomplete sets) will win the game. If the points are equal, the game will be deemed a draw All semi-final and Grand Final matches for all U19 divisions will play untimed best of 5 sets Uniforms Teams must be in matching shirts that are numbered with similar shorts. i.e. olours must be the same but make can be slightly different Blood Rule A bleeding player must be immediately removed from a court using a medical substitution. This player cannot take the court until the bleeding has stopped All playing equipment must be cleared of all blood Any player must remove any clothing with blood on it. If they return they are allowed to play in any sports style clothing for the remainder of that game Playing time will not be stopped for the blood rule Disputes & Protests A protest may be lodged with the Venue Manager by a team coach only if they believe an error has been made that will affect the outcome of the match To lodge a dispute/protest the coach must immediately inform the second referee. The second referee will inform the first referee and the match will be stopped at this point. The Venue Manager and/or the Referee oordinator (if present) will be called to rule on the dispute/protest Protests may NT be lodged against any technical or judgmental decisions made by a match official No games or sets will be replayed throughout the competition The Venue Manager and/or the Referee oordinator s decision is final and the match will continue from the point where the cause of the dispute/protest is made Venue Managers are to record all disputes/protests and to forward a copy to the Program oordinator Should the Venue Manager find the protest to be frivolous, they shall instruct the referee of the match to sanction the protesting team with a time delay penalty (yellow card and a loss of rally). The game clock on the court where a dispute is made will NT stop. 7

8 7. Umpires & fficiating 7.1. Duty Requirements Each participating team must fulfill all duty requirements as set out in the draw A duty team consists of a 2 nd referee and scorer. Line judges can be provided by teams if they so desire The 2 nd referee in divisions 1, 2, 3, 4 and u15 Division 1 will be required to check the rotations of the teams and officiate any positional faults that occur The Duty Team will be required at the court 10mins before the scheduled start of each match Members of the duty team must pay full attention and not have any electronic devices (mobile phones, Music Players etc) on them The oach or adult supervisor must remain with the duty team Assigned Referees VSA will provide 1 st Referees for all games. 8. Presentations 8.1. All presentations will be conducted at the assigned venue by the Venue Manager or the Program oordinator at the conclusion of all finals matches in that division All teams must attend in uniform with coaches. 9. ther Information 9.1. Photography There will be no photography at any Junior League Venue allowed unless carrying written permission from Volleyball SA head office. Venue Manager s do not have the power to grant this permission Talent ID VSA intends to have Talent Identification coaches at all venues at different times through out the competition. They may request names from the coaches of the team, they will not contact the players directly. If you have a specific player you would like the coaches to view, please advise the Venue Manager and they will pass details on to the coaches First Aid Basic First Aid will be available at all venues. Any additional items such as strapping tape will need to be supplied and administered by team members or coaches Any hospital or ambulance costs will the responsibility of the individual or the School/lub the Player is representing Anti Doping & Player Protection This Tournament will operate under the AVF s Anti Doping and Player Protection Policies Tournament Feedback In your Information Pack you will receive on sign in, you will also receive a feedback survey. Please complete and return to a Venue Manager, to peter.bawhey@volleyballsa.com.au or post to P Box 145 Marden, SA This is also available on the VSA website Duty of are All Players play at their own risk. oaches have ultimate responsibility for the safety and wellbeing of their players Administration of the ompetition The Program oordinator and the Referees oordinator are empowered to enforce the rules of the game, the regulations outlined in this Handbook and any subsequent sanctions at any time throughout the competition All rulings made in this Handbook or by the Junior League staff or committees can be overruled by the Volleyball SA Board The ompetition staff, committees and the Volleyball SA Board are bound by all ivil and riminal Law at all times Any sanctions imposed by recognised governing bodies of other tours / series / events / competitions shall carry over to the Junior League ompetition. 8

10 Rationale The responsibility for the ethical conduct of sport in Australia rests equally with officials, players, administrators, coaches, spectators, media, educators, parents, governments, sponsors and team owners ( The Participants ) The duty of the sports official is to act as an impartial arbiter of sporting competition. This duty carries with it an obligation for the official to perform with accuracy, consistency, honesty, objectivity and the highest sense of integrity. In order to preserve and encourage confidence in the professionalism and integrity of officiating, officials must first foster ethical behaviour. Articles of the ode Place the safety and welfare of the participants above all else. Rights of fficials Accept responsibility for all actions taken. Be impartial. Avoid any situation which may lead to a conflict of interest.. Be courteous, respectful and open to discussion and interaction. Value the individual in sport. Seek continual self improvement through study, performance appraisal and regular updating of competencies. Refrain from any form of abuse towards the participants. 11 Refrain from any form of sexual harassment towards the participants. 12 Encourage inclusivity and access to all areas of officiating. Be a positive role model in behaviour and personal appearance. Show concern and caution towards sick and injured athletes. fficials have the right to expect that: Their health and safety are paramount; They are treated with respect and openness; They are appointed to a level of competition appropriate to their level of competence; and They have access to self-improvement opportunities. 11 1 Respect the rights, dignity and worth of every human being. Within the context of the activity, treat everyone equally regardless os sex, disability, ethnic origin or religion Ensure the athlete s time spent with you is a positive experience. Demonstrate genuine interest in every athlete regardless of ability and provide appropriate opportunities and attention to each athlete in your care. Treat each athlete as an individual. Respect the talent, developmental stage and goals of each individual athlete. Help each athlete reach their full potential. Be fair, considerate and honest with athletes. Make a commitment to providing a quality service to your athletes. Maintain or improve your current NAS accreditation. Seek continual improvement through performance appraisal and ongoing coach education. 7 Maintain appropriate records. perate within the rules and spirit of Volleyball / Beach Volleyball The guidelines of national international bodies governing your sport should be followed. Please contact your State Volleyball Association for a copy of the rule book, constitution, bylaws, relevant policies, Eg/ antidoping policy, selection procedures. oaches should educate their athletes and drugs in sport issues in consultation with the Australian Sports Drug Agency (ASDA). 8 Be professional and accept responsibility for your actions. Language, manner, punctuality, preparation and presentation should display high standards. Display control, respect, dignity and professionalism to all involved with volleyball this includes opponents, coaches, officials, administrators, the media, parents and spectators. Encourage your athletes to demonstrate the same qualities. Any contact with the athletes should be: Appropriate to the situation and Generally limited to that necessary for the athlete s skill development. 12 9 Do not participate in or allow any form of personal abuse to occur towards your athletes. This includes verbal, physical and emotional abuse. Be alert to any forms of abuse directed towards your athletes from other sources whilst they are in your care. 10 Do not participate in or allow any form of Harassment to occur towards your athletes. This includes sexual and racial harassment, racial vilification and harassment on the grounds of disability. You should not only refrain from initiating a sexual relationship with an athlete, but should also discourage any attempt by an athlete to initiate a sexual relationship with you, explaining the ethical basis of your refusal. 11 Provide a safe environment for training and competition. Ensure equipment and facilities meet safety standards. Equipment, rules, training and the environment need to be appropriate for the age and the ability of the athletes Show concern and caution towards sick and injured athletes. Provide a modified training program where appropriate. Allow further participation in training and competition, only when appropriate. Encourage athletes to seek medical advice when required. Maintain the same interest support towards sick and injured athletes. Be a positive role model for your sport and athletes. 14 Respect the importance of the athlete s family and, in the case of junior athletes, the authority of the athletes parents.
