2 INTRODUCTION The NSW Futsal Association in collaboration with the Australian Futsal Association will be conducting the NSW Schools Championships at Hawkesbury Stadium, Windsor on the 28 th to 31 st of May This booklet is to provide you with information for the NSW Schools tournament. The development of Futsal throughout the vast school network is at the core of Australian Futsal ethos. In addition to regular skills and training sessions, Australian Futsal conduct a range of tournaments at regional, state and national levels. These are open to all primary and secondary based schools across Australia and New Zealand. Each specific region or state have tailor made pathways and structures designed to suit their areas. These are all directly connected and monitored by the National Australian Schools and Development departments. The regulations that govern participation in the Australian Futsal Match Attax School Tournaments are outlined in this document. All rules contained herein are based on Futsal laws of the game and the regulations may only be varied with the consent of The Australian Futsal Association. JURISDICTION The regulations outlined in this document are compulsory and unless otherwise stated are applicable to all Australian Futsal Match Attax School Tournaments including Regionally Based School Titles, Regional Champion of Champions, Australasian Champion of Champions and One Day School Tournaments. All tournament games will be played in accordance with Australian Futsal laws of the game. In the event that a law as set out in Australian Futsal Laws of the Game conflicts with the School Tournament Regulations as specified herein, the School Tournament Regulations will overrule the Australian Futsal Laws of the Game. NSW Futsal Association State Rules will be take precedence over all of the above if required. The Two Thirds Rule: All age categories will abide by the 2/3 rule. AGE REQUIRMENTS A participant s age is determined by their age as of the 31st of December. Players may not be any older than the age category they are participating in as of the 31st of December, although players are permitted to be younger than this determinant as of the 31 st of December. This is determined by the year in which the event is played. For Example: Samantha turns 14 on the 2nd of November - Samantha must be in the 14 Girls Competition or an older category but not a younger age group. Age categories offered for NSW Futsal tournaments will vary based on region and at the discretion of NSW Futsal. Please note: Age Groups vary from Region to Region.
3 Female Year Of Birth 12 Girls 2000 or Younger 13 Girls 1999 or Younger 14 Girls 1998 or Younger 15 Girls 1997 or Younger 16 Girls 1996 or Younger 19 Girls 1993 or Younger Male Year Of Birth 12 Boys 2000 or Younger 13 Boys 1999 or Younger 14 Boys 1998 or Younger 15 Boys 1997 or Younger 16 Boys 1996 or Younger 19 Boys 1993 or Younger ELIGIBILITY Players Must: - All players nominated on the nomination form for a school MUST be a student of the school they are representing. Teams are therefore not permitted to borrow students from any other school. - Players must nominate for one team only in one age group. -Players must play in their gender specific category. FIRST AID Report all injuries to the sports trainer or Centre Administration on site at your venue so they can be recorded for future reference as necessary. Ice will also be available for the treatment of minor sprains and injuries. See PAGE 4 Insurance Cover for information on injury cover and liability. TOURNAMENT COSTS Tournament Levy is $155 per tournament entered. This levy includes one (1) free ball. Please note that this levy may vary slightly from region to region. Once a draw has been published, you will incur a withdrawal fee of %50 of each team withdrawn. TOURNAMENT DRAWS The NSW Futsal Assoc. will comply with the following format when generating draws for confirmed team nominations in all age categories. Each team is guaranteed a minimum of 4 matches. If an age category has not enough teams to form a draw, that age group will combine with the next closest age group. Please note: Draws are subject to change up until 5pm the day before play commences. It is advisable to check the draw frequently to ensure your team does not miss out on a match.
4 INSURANCE COSTS Public Liability: Will be provided by NSW Futsal Association. Personal Injury: Individuals should only rely Private Health Insurance for comprehensive cover. Australian Futsal Association Personal Injury Sports Cover can be purchased at $10 per player for the course of each Tournament. AMBULANCE COVER If a player requires hospital treatment during the tournament, and Ambulance may only be called if the centre sports trainer requests. The cost of the Ambulance will be the individual players cost. Players are covered throughout Australian States for Ambulance transport. However AFA strongly recommend that players from VIC, TAS, NSW, WA, SA and NZ seek private health cover for Ambulance Coverage in case of an emergency. Players at the tournament who are registered under AFA Futsal Player Insurance recieves 50% off the Ambulance bill. Private vehicles will not be used to transport seriously injured players to the hospital. GAME DURATION Regional Futsal Titles, Regional Champions of Champions & State Titles The following applies to all round and pool games, elimination matches and finals. - Games of 2 x 13 minute halves duration run off the clock will be played for all age categories. - Half Time Intervals straight turnaround. - Time Outs will only be permitted in Grand Final matches. - Each team in a Grand Final match will be permitted one (1) timeout only for the entire match. - Time outs are not permitted during extra time periods. Please Note: Game times may vary from region to region. Australasian Champion of Champions The following applies to all round and pool games, elimination matches and finals. - Games of 2 x 20 minute halves duration run off the clock will be played for all age categories. - Half Time Intervals 3 Minutes - Time Outs will only be permitted in Grand Final matches. - Each team in a Grand Final match will be permitted one (1) timeout only for the entire match. - Time outs are not permitted during extra time periods. The start and finish of each game will be activated by the hooter system. Please note however that
5 the referees whistle officially starts and ends each game, ie a goal can be scored after hooter if the referees final whistle has not blown. POINTS ALLOCATION: The following table details the number of points to be allocated to teams competing at School Events for round pool games. Any team forfeiting a match will be asked to show due cause as to why they should remain in the tournament MATCH RESULT WIN SCORE DRAW SCORELESS DRAW LOSS FORFEIT FOR FORFEIT AGAINST POINTS AWARDED Three (3) Points Two (2) Points One (1) Point Zero (0) Points Three (3) Plus the average of the goals against the team that caused the forfeit result Zero (0) Points DETERMINATION OF FINAL PLACINGS - At the completion of round/pool games, teams will be ranked for placement in elimination matches based on the number of points accured during the round/pool stage of the tournament. - Teams not placed in elimination matches will take no further part in the tournament unless play off games for 5/6 7/8 etc form part of the tournament. - The team with the highest number of points will be placed first and the next highest number of points will be placed second and so on. In the event that two teams are on equal points then the following will apply. - The team with the highest number of goals for will be deemed the higher place getter. - Should teams still remain equal the team with the least number of goals against will be deemed the higher place getter. - Should teams still remain equal the team that won the encounter during the round matches will assume the higher place. - Should the teams still remain equal then the team with the least red and yellow cards will assume the higher place. - If teams are still equal then a penalty shoot-out will determine the higher placing. ELIMINATION MATCHES In the event that an elimination game results in a draw at the competition of regulation time the following shall apply.
6 Finals - The team finshing highest position except for Semi Finals and Grand Finals on their day of play will be declared the winner. If both teams finished in the same position Eg: 1st, then a ratio system comes into play. Which is the number of points divided by number of games played on the day of play. If teams are still equal then golden goal extra time will apply. i. Golden goal extra time of 5 minutes each way will be played. The team scoring first during this period will be declared the winner and progress to the next round. If however the teams are still equal at the completion of Golden Goal extra time then the following will apply. (No Drop Off System). ii. A Penalty shoot-out will take place in acordance with the Laws of the Game, with the team completling the most successful penalties progressing to the next round. TEAM MANAGEMENT AND RESPONSIBILITY The coach and or manager of each team is responsible for all matters relating to the team including the conduct of the team members and supporters, disciplinary matters, adherence to local regulations and appropriate use of venues. CODE OF CONDUCT/ETHICS Individual Coaches and Managers are required to issue and enforce their respective codes of conduct/ethics. The conduct of all players, team officials, referees, tournament officials and spectators who participate in School Futsal Tournaments is governed by a Codes of Conduct/Ethics generally accepted as endorsing the values of fair play, respect and tolerance but not limited to: 1. Co-operation with tournament, venue and game officials, or their delegates, 2. Compliance with venue rules and guidelines. 3. Behaving in a professional, responsible and courteous manner towards participants, team officials, referees, tournament officials and spectators. 4. Adherence to the Laws of the Game 5. Participation in the spirit of the game. 6. Refrainng from the use of offensive, abusive or insulting language and/or gestures. 7. Refraining from behaviour that is violent or offensive. 8. Refraining from engaging behaviour that aims to harass or discriminate against other persons on the grounds of race, sex, religion, or for any other reason. 9. Abstaining from the use, possession or promotion of any banned substance or drugs of dependence. Failure to comply with the Codes of Conduct as set out in this document may result in the offender/s being dismissed from venues or suspended from play or officiating for a fixed period of time and/or indefinitley. COMPLETION OF MATCH SHEETS
7 Official Match Sheets will be provided for all games by the tournament organisers. Match Sheets will be located in an area accessible to all team officials and will be available for completion 20 minutes prior to scheduled kick-off. Team officials are required to complete the match sheets at least 20 minutes prior to the scheduled kick-off (earlier if possible) and include all relevant details such as: 1. First Name and Surname of Players 2. Shirt Number 3. Year of Birth Only the names of players present on the day who have been officially nominated to participate in the tournament for their respective school should be included on match sheets. Any player found to be playing for a school other than their own will class as an automatic disqualification from the competition. Players not entered on the match sheets at the time the games comence, will be deemed ineligible to participate in that game. The name of any suspended player will appear on the match sheet of the game that the player is suspended. The word suspended will appear beside the player s name. Players are only permitted to nominate and play in one team only as detailed in the eligibility guidlines oulined on Page 3 of this booklet. Any player found guilty of breaching the eligibility guidelines will be expelled from the tournament. At the completion of each game an official from both teams must sign the match sheet to confirm the final result. UNIFORMS Uniforms: It is compulsory for all team members who are not the nominated Goalkeeper to wear a colour co-ordinated uniform comprising of the following: - A numbered shirt - the number must clearly contrast with the shirt colour. - Schools may wear school sports uniforms if numbered shirt is unavailable, If players have not got numbers on shirts then a number can be marked on the players arm to be clearly identified. - Shorts (may be numbered) - Long Socks - Suitable Non-Marking Shoes - Shin Pads that provide a reasonable degree of protection Goalkeepers Must Wear: - A numbered shirt of a colour that distinguishes him/her from the other team members (The number must clearly contrast with the shirt colour.) - Shorts (may be numbered) or Pants - Long Socks - Suitable Non-Marking Shoes
8 - Knee/Elbow Pads and Keepers Gloves (Optional) MATCH BALLS Tournament organisers will provide official match balls for all games. Size 3 Futsal Balls will be used for all age categories up to and including 11 years. Size 4 Futsal Balls will be used for all age categories 12 years and up. Note: Where a game is played between age categories whose specific ball size differs, the larger ball (Size 4) will be used for the full duration of the match. Balls can be purchased at from Futsal Plus by ing info@nbfa.com.au or visiting Balls can be sent to your school prior to the start of the tournament or can be collected from the venue on the day. PLAYERS REQUIRED FOR START OF PLAY In accordance with the Australian Futsal Laws of the Game, each team must have at least three (3) legal players to commence the game. One (1) of which must be the designated goalkeeper and one (1) the team captain. DELAYED STARTS/FORFIETS Under certain extenuating circumstances, (deemed acceptable by the tournament organisers) a team not ready to take the court at the time the game commences will be granted a ten (10) minute extension of time to take the court. In this situation a shortened half will be played. For example if the offending team takes the court five (5) minutes after the referee has commenced the game, the playing time for that half will be shortened those five (5) minutes. At the completion of the ten (10) minute extension period the game will be declared a forfeit by the offending team and a forfeit win will be awarded to their opponents - with a forfeit score calculated as per the table depicted on Page 5 of this booklet. DISCIPLINARY CARDS The Australian Futsal Laws of the Game LAW 5 - state the decisions of the referee regarding facts connected with play are final. Whilst a team official may exercise the right of appeal, that right of appeal is restricted to grounds set out on Page 11 of this booklet. General Information in Relation to Disciplinary Cards: - Yellow Cards accumulated in preliminary matches do not carry over to finals. - Red Cards carry any automatic one (1) match suspension (in addition to any further
9 suspension imposed by the tournament judiciary panel) for the next scheduled game(s). If a red card is issued in the last preliminary match then the suspension is served in the first game of the final series. - A substitute player may enter the pitch two (2) complete minutes after the teammate has been sent off, unless a goal is scored against their team before the two minutes have elapsed. - Any team that plays a suspended player will automatically forfeit that match. - Any player who is sent off (shown a red card) is prohibited from ~ Taking any further part in that match; or ~ Sitting on the team bench for the remaineder of the match or for the period of their suspension; or ~ Remaining in the vicinity of the playing arena as designated by the referee. Disciplinary Cards: Specific Circumstances: Where a player receives 2 Yellow Cards in a single match the following applies: - The player is shown a Red Card after receiving the second yellow card and must vacate the court and leave the playing arena. - The player receives an automatic one (1) match suspension that must be served in the teams next game. - The players name will appear on the match sheet for the next game as suspended. Note: These two yellow cards will not count in the players accumulated yellow card tally as they are regarded as a red card for the purpose of suspension. Where a player receives a single Red Card in a match the following applies: - The player must vacate the court and leave the playing arena. - The player recieves an automatic one (1) match suspension in addition to any further penalty awarded by the tournament judicary panel if a report by either of the match officials warrants a judicary hearing. The suspension must be served in the teams next game. Any additional suspension period must be served in subsequent game(s). - The players name will appear on the match sheet for thenext game as suspended. When a player accumulates two (3) yellow cards through the course of a tournament the following applies: - The player shall recieve an automatic suspension of one (1) game. - The suspension is served in the next game immediatley following the issue of the third yellow card. If the third yellow card is issued in the last preliminary match the suspension will be served in the first match of the final series. - The players name will appear on the match sheet for the next game as suspended. Note: The yellow card tally for that player is reset to nil following their suspension. ABANDONED MATCHES
10 Matches may be abandoned when it is deemed by the Match Official that the game cannot continue due to any of the following: - For disciplinary reasons - where violent conduct by players, team officials or spectators creates an untenable situation for others. - Where the playing surface or court area is deemed dangerous or unstable. Where a match is abandoned for disciplinary reasons, the Match Officials are required to ascertain the team at fault and award the following: - To the team deemed at fault - a 0-3 forfeit loss or the match result at the time the game was abandoned (whichever provides the most advantageous result for their opponents) - To the team deemed not at fault - a 3-0 forfeit win or the match result at the time the game was abandoned (whichever provides the most advantageous result for them.) The team deemed at fault will be asked to show cause as the why they should remain in the competition. Where a match is abandoned for non-disciplinary reasons, the Tournament Officials are required to take all possible steps to either: - Reschedule the game (reset to 0-0) when the tournament schedule allows; or - Recommence the game (score line carries over) in due course to allow for a full time result. APPEALS GROUNDS AND LODGEMENT Grounds for Appeal: The Australian Futsal Laws of the Game LAW 5 - The Referee state The decisions of the referee regarding facts connected with play are final. Whilst a team official may exercise the right of appeal, that right is restricted to one or more of the following grounds: - Severity of the sentence imposed - Inconsistency in the judicary process of sentence imposed - Inconsistency in the judicary process of sentencing - Mistaken identity - New evidence Lodging an Appeal: An appeal will only be considered by the tournament Judicary Panel if it is: - Lodged within 30 minutes of the incident specified - Lodged in writing by a team official - Accompanied by a fee of $60 (refundable only if the appeal is upheld) - Based on and identifies one or more of the grounds for appeal as set out above. The Appeals Process: Upon receipt of an appeal, the Tournament Judicary Panel will convene in accordance with the requirements of the Judicary Procedures set out in the Judicary Panel section of this document.
11 REGIONAL AND AUSTRALASIAN CHAMPION OF CHAMPIONS ID Cards - All participating schools MUST submit a copy of their nominated players STUDENT IDENTIFICATION CARD (I.D Card) on submission of nomination. This must be submitted prior to kick off of their first game. Australasian Champion of Champions - PRIMARY CATEGORY - each qualifying Primary school team from their respective regional champ of champs can only nominate players born 2000 or younger. PATHWAYS
