2 Welcome to the 2017 Australian School Futsal Program! Dear Teacher, The Australian Futsal Association is a non-profit organization that has been developing and managing the sport of five-a-side indoor soccer across Australia, running its first School Titles in With more International Affiliates coming on board each year, the AFA are at the forefront of Futsal Management and Development in Australia. AFA are affiliated to AMF, the world futsal body. The development of Futsal throughout the vast schools network is at the core of Australian Futsal mission statement. In addition to regular skills and training sessions, Australian Futsal conducts a range of tournaments at regional, state and national levels. These are open to all primary and secondary based schools across Australia. Each specific region or state has tailored made pathways and structures designed to suit their areas. These are all directly connected and monitored by the National Australian Schools and Development Departments. AFA offers elite career paths for both schools and players in the school system. School Tournaments offer the chance for young and aspiring athletes to compete against other teams in a professionally run competition. AFA competitions give players a chance to develop their skills and strengthen relations with other players and schools. Please find herein upcoming Tournament Dates and Locations along with the Rules and Regulations that govern participation in the AFA School Futsal Tournaments. All rules contained herein are based on Futsal laws of the game and the regulations may only be varied with the consent of the AFA. 5 SCHOOL FUTSAL PROGRAM OVERVIEW ROUND 1: These rounds are conducted at regional levels all across the country. For example, schools in Northern NSW will compete in either the Hastings or Coffs Coast School Titles (or both) for a chance to progress to the next round. Teams must finish within the top four ranked positions of their age group to qualify. (If competing at the South East QLD Titles, the top eight qualifiers will move on to the next round.) ROUND 2: The State Champion of Champions is the next stage of the program. For example, if a school qualifies from Coffs Coast School Titles they will attend the Northern NSW Champion of Champions, whereas schools that attended and qualified from any of our Sydney School Titles will attend the Southern NSW Champion of Champions. Teams must finish again within the top four ranked positions of their age group to qualify. Regions that do not have a Champion of Champions will automatically be invited to participate in Round 3 (below.) ROUND 3: The Australasian Champion of Champions is the final round of the program. This is where all qualifying schools from each of their respective champion of champions will compete for the title of best school in the country. This tournament will be held in November in Queensland. From our School Program players have the opportunity to represent their state at our National School Futsal Championships (Oct) then represent their country on International Tours to all parts of the globe. HOW DO YOU GET INVOLVED? Go to our website and click on the School Futsal Titles Registration button at the top of the page and you will be taken directly to the online registration system. The fee for entering into the program is $175* per team entered. You can also purchase additional optional player insurance at a cost of $6.60 per head. If you enter 11 teams into any one competition you will receive a 12 th entry free of charge. *Prices may vary from region to region. Please call head office on (07) for more information. All efforts will be made to notify entrants accordingly if any changes occur. RULES AND REGULATIONS AGE REQUIREMENTS A participant s age is determined by their age as of the 31 st of December. Players may not be any older than the age category they are participating in as of the 31 st of December Although, players are permitted to be younger than this determinant as of the 31 st of December This is determined by the year in which the event is played. For example: Samantha turns 14 on the 2 nd of November Samantha must be in the 14 Girls Competition or an older category but not a younger age group. AGE CATEGORIES Age categories offered for Australian Futsal tournaments will vary based on region at the discretion of the Australian Futsal Association. P a g e 7

For example, Jack is 13 years old and is nominated for the Under 13 AND Under 14 Boys competition. However the age group on that day had to become a combined Under 13/14 division. Jack can only play for one team. If your school nominates two teams in the one age group, players may compete in their assigned team only, not both. ELIGIBILITY Players Must: - All players nominated on the nomination form for a school MUST be a student of the school they are representing. Teams therefore are not permitted to borrow students from any other school. - Players must nominate for one team only in one age group. - To be eligible for elimination, quarter, semi or grand final rounds, players must have played a minimum of round games previous to first finals. Please see below for details: 10-8 Round Games 4 Games Played 7-6 Round Games 3 Games Played 5-3 Round Games 2 Games Played FIRST AID Report all injuries to the Sports Trainer or Centre Administrator on site at your venue so they can be recorded for future reference as necessary. Ice will be available for the treatment of minor injuries and sprains. INSURANCE COSTS Public Liability: Will be provided by the Australian Futsal Association Personal Injury: Individuals should only rely on Private Health Insurance for comprehensive cover. P a g e 8

9 Australian Futsal Personal Injury Sports Cover: Can be purchased at $6.60 per player for the course of each tournament. AMBULANCE COVER If a player requires hospital treatment during the tournament and Ambulance may only be called if the centre sports trainer requests. The cost of the Ambulance will be the individual players cost. QLD players are covered throughout Australian States for Ambulance Transport. However AFA strongly recommend that players from VIC, TAS, NSW, WA, SA and NZ seek private health cover for Ambulance Coverage in case of an emergency. Players at the tournament who are registered under AFA Player Insurance receive 50% off the Ambulance Bill. Private vehicles will not be used to transport seriously injured players to the hospital. TOURNAMENT COSTS Tournament levy is $175 per team, per tournament entered. Please note that this levy may vary from region to region. Please contact your regional development officer for more details and levy breakdowns. Once a draw has been published, you will incur a withdrawal fee of 50% of the original levy for each team withdrawn. TOURNAMENT DRAWS The Australian Futsal Association will comply with the following format when generating draws for confirmed team nominations in all age categories. Each team is guaranteed a minimum of 4 games. If an age category has not enough teams to form a draw, that age group will be combined with the next closest age group. Please Note: Whilst every effort is taken to accommodate draw requests, we cannot always guarantee a particular game time. All schools must be available for all times within the stated hours given for each particular tournament unless otherwise previously requested via written submission. Draws are subject to change up until 5pm the day before play commences. It is advisable to check the draw frequently to ensure your team does not miss out on a match. The AFA takes no responsibility for any forfeiture of games due to not being able to access s to check draws whilst away. Draws are also available via GAME DURATION The following applies to all round and pool games, elimination matches and finals. - Games of 2 x 13 minute halves duration run off the clock will be played for all age categories* P a g e 9

10 - Games of 2 x 20 minute halves duration run off the clock is only applicable for 16 years and under at the Australian Champion of Champions. - Games of 2 x 25 minute halves duration run off the clock is only applicable for 19 Years categories at the Australian Champion of Champions. - Half time Intervals straight turn around. - Time Outs will only be permitted in Grand Final matches - Each team in a Grand Final match will be permitted one (1) timeout only for the entire match. - Time Outs are not permitted during extra time periods. *Depending on final numbers entered within a tournament, it may be necessary to shorten halves. You will be notified accordingly if this is the case. However we try our best to avoid these situations and games are only shortened if absolutely necessary. The start and finish of each game will be activated by the hooter system. Please note however that the referees whistle officially starts and ends each game, ie a goal can be scored after the hooter has sounded if the referees final whistle has not been blown. POINTS ALLOCATION (RESULTS) The following system details the number of points to be allocated to teams competing at any Australian Futsal Association School Tournament for round pool games. Any team forfeiting a match will be asked to show due cause as to why they should remain in the tournament. - Win Three (3) Points - Score Draw Two (2) Points - Scoreless Draw One (1) Point - Loss Zero (0) Points - Forfeit For Three (3) Points plus the average of the goals against the team that cause the forfeit result - Forfeit Against Zero (0) Points DETERMINATION OF FINAL PLACING At the completion of round/pool games, teams will be ranked for placement in elimination matches based on the number of points accrued during the round/pool stage of the tournament. Teams not placed in elimination matches will take no further part in the tournament unless playoff games for 5/6 7/8 etc form part of the tournament. The team with the highest number of points will be placed first and the next highest number of points will be placed second and so on. In the event that two teams are on equal points then the following will apply: - The team with the highest number of goals for will be deemed the higher place getter. - Should teams still remain equal the team with the least number of goals against will be deemed the higher place getter. - Should teams still remain equal the team that won the encounter during the round matches P a g e 10

11 will assume the higher place. - Should the teams still remain equal then the team with the least red and yellow cards will assume the higher place. - If teams are still equal then a penalty shoot-out will determine the higher placing. ELIMINATION MATCHES In the event that an elimination game results in a draw at the completion of regulation time the following shall apply: Elimination matches include all Playoffs, Quarter Finals, Semi Finals and Finals.* - At the completion of regulation time the team with the highest amount of goals moves to the next round. If the game was a Grand Final that team is declared Champions of their tournament. - The team on lesser number of goals is eliminated from the tournament. - In the event that an elimination game results in a draw at the completion of regulation time, the following shall apply. o Golden goal extra time of five (5) minutes each way will be played. The team scoring first during this period will be declared the winner and progress to the next round. If however the teams are still equal at the completion of Golden Goal extra time then the following shall occur: o A penalty shoot-out will take place in accordance with the Laws of the game; with the team completing the most successful penalties progressing to the next round. South East QLD School Titles ONLY Elimination and Round of 16 Games - If an Elimination, Round of 16 Game or Quarter Final results in a draw at the conclusion of regular time, a ratio system will come into play. This is based on your teams overall performance and positioning throughout the round games. This is determined by the following parameters: Position Finished Average of Points Average of Difference Average of Goals For Average of Goals Against - The Centre Administrator at your Venue will have all statistics and placings on hand to determine the winner. - Sudden Death Games (Golden Goal and Penalty Shootouts) will come into play for Semi Finals and Grand Finals Only. TEAM MANAGEMENT AND RESPONSIBILITIES The coach and or manager of each team is responsible for all matters relating to the team including the conduct of the team members and supporters, disciplinary matters, adherence to local regulations and appropriate use of venues. CODE OF CONDUCT/ETHICS Individual Coaches and Managers are required to issue and enforce their respective codes of conduct/ethics. P a g e 11

12 The conduct of all players, team officials, referees, tournament officials and spectators who participate in Australian Futsal School Tournaments is governed by a Codes of Conduct/Ethics generally accepted as endorsing the values of fair play, respect and tolerance but not limited to: 1. Co-operation with tournament, venue and game officials, or their delegates 2. Compliance with venue rules and guidelines. 3. Behaving in a professional, responsible and courteous manner towards participants, team officials, referees, tournament officials and spectators. 4. Adherence to the Laws of the Game 5. Participation in the spirit of the game 6. Refraining from the use of offensive, abusive or insulting language and/or gestures 7. Refraining from behaviour that is violent or offensive 8. Refraining from engaging behaviour that aims to harass or discriminate against other persons on the grounds of race, sex, religion, or for any other reason. 9. Abstaining from the use, possession or promotion of any banned substance or drugs of dependence. 10. Fighting of any kind will not be tolerated. Players will be suspended from all future games regardless of the competition, for the remainder of the year. This includes pushing as well. Failure to comply with the Codes of Conduct as set out in the document may result in the offender/s being dismissed from venues or suspended from play or officiating for a fixed period of time and/or indefinitely. NOMINATION FORMS Nomination Forms (team sheets) must be submitted prior to the commencement of the tournament. Any team who has not submitted their nomination forms before their first game will be subject to loss of points and or disqualification from the competition. In the event that a player is added into the team on the day (prior to kick-off of first game) the coach/manager must submit an updated nomination form to the Centre Administrator. Failure to do so will result in a forfeit result for games in which those in-eligible players participate. COMPLETION OF MATCH SHEETS Official Match Sheets will be provided for all games by the tournament organisers. Match Sheets will be located in an area accessible to all team officials and will be available for completion 20 minutes prior to scheduled kick-off. Team officials are required to complete the match sheets at least 20 minutes prior to the scheduled kick-off (earlier if possible) and include all relevant details such as: 1. First Name and Surname of Players 2. Shirt Number 3. Year of Birth Only the names of players present on the day who have been officially nominated to participate in the P a g e 12

13 tournament should be included on match sheets. Any player found to be breaching these rules will class as an automatic disqualification from the competition. Players not entered on the match sheets at the time the games commence, will be deemed ineligible to participate in that game. The name of any suspended player will appear on the match sheet of the game that the player is suspended. The word suspended will appear beside the payer s name. Players are only permitted to nominate and play in one team only within the same age group. Any player found breaching these guidelines will be expelled from the tournament. UNIFORMS It is compulsory for all team members who are not nominated Goalkeeper to wear a colour coordinated uniform comprising of the following: - A Numbered Shirt the number must clearly contrast with the shirt colour. - Shorts (may be numbered) - Long Socks - Suitable Non-Marking Shoes - Shin Pads that provide a reasonable degree of protection Goalkeepers Must Wear: - A Numbered shirt of a colour that distinguishes him/her from the other team members (the number must clearly contrast with the shirt colour.) - Shorts (may be numbered) or Pants - Long Socks - Suitable Non-Marking Shoes - Shin Pads - Knee/Elbow Pads and Keepers Gloves (Optional) If a school does not have numbered jerseys, a number must be visible somewhere on the player for disciplinary reasons and selection purposes. MATCH BALLS Tournament organizers will provide official match balls for all games. Size 3 Futsal Balls will be used for all age categories up to and including 11 years. Size 4 Futsal Balls will be used for all age categories 12 years and up. DELAYED STARTS/FORFEITS Should a team not be ready to take the court or fail to show up to the game (for whatever reason) once the referee has started the clock, they will be given ten (10) minutes to take the court before forfeiting the game. 14 In this situation a shortened half will be played. For example if the offending team takes the court five (5) minutes after the referee has commence the game, the playing time for that half will be shortened by those five (5) minutes. At the completion of the ten (10) minute extension period the game will be declared a forfeit by the offending team and a forfeit win will be awarded to their opponents with a forfeit score calculated as per outlined in the points section of this documents. Should the team at fault show up after this ten (10) minute period, they are permitted to conclude the game, but any result gained will not be awarded. Any team forfeiting a match will be asked to show due cause as to why they should remain in the tournament. PLAYERS REQUIRED FOR PLAY In accordance with the Australian Futsal Laws of the Game, each team must have at least three (3) legal players to commence the game. One (1) of which must be the designated goalkeeper and one (1) the team captain. DISCIPLINARY CARDS The Futsal Laws of the Game LAW 5 state the decisions of the referee regarding facts connected with play are final. Whilst a team may exercise the right to appeal, that right of appeal is restricted to grounds set out the Appeals section of this booklet. General Information in Relation to Disciplinary Cards: - Yellow Cards accumulated in preliminary matches do not carry over to finals. - Red Cards carry an automatic one (1) match suspension (in addition to any further suspension imposed by the tournament judiciary panel) for the next scheduled game(s). o If a red card is issued and the following game is a forfeited match, the suspension must be served in the next played game. o If a red card is issued in the last preliminary match then the suspension is served in the first game of the final series. - A substitute player may enter the pitch two (2) complete minutes after the teammate has been sent off unless a goal is scored against their team before the two minutes have elapsed. - Any team that plays a suspended player will automatically forfeit that match. - Any player who is sent off (shown a red card) is prohibited from: o Taking any further part in that match; or o Sitting on the team bench for the remainder of the match or for the period of their suspension; or o Remaining in the vicinity of the playing arena as designated by the referee. Disciplinary Cards: Specific Circumstances: Where a player receives two (2) Yellow Cards in a single match the following applies: - The Player is shown a Red Card after receiving the second yellow card and must vacate the P a g e 14

15 court and leave the playing arena. - The player receives an automatic one (1) match suspension that must be served in that teams next game. - The players name will appear on the match sheet for the next game as suspended. Note: These two yellow cards will not count in the players accumulated yellow card tally as they are regarded as a red card for the purpose of suspension Where a player receives a single Red Card in a match the following applies: - The player must vacate the court and leave the playing arena. - The player receives an automatic one (1) match suspension in addition to any further penalty awarded by the tournament judiciary panel if a report by either of the match officials warrants a judiciary hearing. The suspension must be served in that teams next game. Any additional suspension period must be served in subsequent game(s). - The players name will appear on the match sheet for the next game as suspended. When a player accumulates three (3) yellow cards through the course of a tournament the following applies: - The player shall receive an automatic suspension of one (1) game. - The suspension is served in the next game immediately following the issue of the third yellow. If the third yellow card is issued in the last preliminary match the suspension will be served in the first match of the final series. - The players name will appear on the match sheet for the next game as suspended. Note: The yellow card tally for that player is reset to nil following their suspension. Multiple Age Groups: If a player is competing in two age groups at the same competition (eg U14s and U16s) and he/she gets suspended for whatever reason (per above rules), he/she must serve out their suspension in the next game for the age group in which they were initially suspended. For example: Joe gets sent off in an U14 game, but has an U16 game immediately after. Joe is permitted to play in the U16 game, but must miss his next scheduled U14 game. ABANDONED MATCHES Matches may be abandoned when it is deemed by the Match Official that the game cannot continue due to any of the following: - For disciplinary reasons where violent conduct by players, team officials or spectators creates an untenable situation for others. - Where the playing surface or court area is deemed dangerous or unstable. Where a match is abandoned for disciplinary reasons, the Match Officials are required to ascertain the team at fault and award the following: - To the team deemed at fault a 0-3 forfeit loss or the match result at the time the game was abandoned (whichever provides the most advantageous result for their opponents) P a g e 15

16 - To the team deemed not at fault a 3-0 forfeit win or the match result at the time the game was abandoned or average of goals against team at fault (whichever provides the most advantageous result for them.) The team deemed at fault will be asked to show cause as to why they should remain in the competition. Where a match is abandoned for non-disciplinary reasons, the Tournament Officials are required to take all the possible steps to either: - Reschedule the game (reset to 0-0) when the tournament schedule allows; or - Recommence the game (score line carries over) in due course to allow for a full time reset. - Award a win to the team deemed not at fault based on the most advantageous result as listed above. JUDICIARY PANEL AND PROCEDURE The tournament Judiciary Panel will convene when: - A report by either of the match officials warrants a hearing - An appeal is lodged. Judiciary outcomes are final. See Appeals for more information. APPEALS GROUNDS AND LODGEMENT GROUNDS FOR APPEAL: The Futsal Laws of the Game LAW 5 The Referee state The decisions of the referee regarding facts connected with play are final. Whilst a state representative may exercise the right of an appeal, that right of appeal is restricted to one or more of the following grounds: Severity of the Sentence Imposed o If a suspension is received, the person in question must serve an automatic one (1) game suspension. If the sentence is deemed more than one (1) game, the length of that additional suspension may be appealed. Mistaken Identity o In the event the accused has been mistakenly identified as someone else by those implementing the suspension. New Evidence o If, once a judiciary decision has been made upon an appeal, new evidence is presented. Please note AFA will not accept video evidence in this matter. 17 LODGING AN APPEAL: suspension than the other. STEP 1: Appeal Lodged with Centre Administration: If an appeal is required, the appeal must be lodged in writing by a state representative. This appeal must be lodged on an official Australian Futsal Tournament Appeal Form within one (1) hour of the incident occurring. STEP 2: Lodgement Requirements: The appeal form must be accompanied by a fee of $60 (refundable only if the appeal is upheld.) STEP 3: Appeals Judiciary Process: Upon receipt of an appeal, the tournament Judiciary Panel will convene in accordance with the requirements of the Judiciary Procedure as set out in Item 23 Judiciary Panel and Procedure in the Tournament By-Laws. STEP 4: Judiciary Hearing: Notice of the Judiciary hearing times will be given to the state representative. It is the responsibility of the team/state official lodging the appeal to ensure representation appears on time. Step 5: Appeals Committee Decision: In the event that the appeal is successful, the full amount of $60 will be refunded. However, if the appeal is unsuccessful, the $60 will be forfeited to the Australian Futsal Association. REGIONAL AND AUSTRALIAN CHAMPION OF CHAMPIONS A letter on official school letterhead signed by the School Principal listing all players names and dates of birth MUST be submitted prior to commencement of your first game. This is to ensure all players competing currently attend the school they are representing and are in the correct age division. P a g e 17

19 HOW TO REGISTER FOR SCHOOL TITLES To enter into the 2016 School Futsal Titles go to wwww.schoolfutsal.com and click the School Futsal Titles Registration button. NB: If you have difficulty registering your school via the online system. Please immediately with the teams you wish to enter. Then follow the prompts and click submit. A confirmation will be sent to you shortly thereafter. P a g e 19

20 SIMPLIFIED RULES OF THE GAME 1) Each team must have three (3) players on the court one of who must be the designated Goalkeeper. 2) Team squads can have up to twelve (12) players nominated. 3) Unlimited flying substitutions are allowed throughout the game without notifying the referee. Players must substitute within their own half. 4) A goal cannot be scored directly from a goal clearance, sideline kick, indirect free kick or a kick-off (starting or restating the game). 5) Other than listed above, a goal can be scored from anywhere on the court. 6) The whole ball must cross the whole of the line to award a goal, corner kick, sideline kick, goal clearance. 7) There are no off sides. 8) Slide Tackles are not permitted in any AFA officiated game by any player other than the Goalkeeper (See #19) 9) Shoulder charging is not allowed. 10) Aggressive/Dangerous play is not allowed. 11) There is a four (4) second limit placed on all set plays (corners, kick ins, free kicks etc) 12) Five (5) accumulated team fouls are allowed during each half of play (per team). Each subsequent foul is rewarded by a ten (10) metre penalty kick to the opposition team. 13) To restart the game from the sideline the ball must be placed on the ground and kicked in. The player must have both feet on the outside of the sideline when the kick is taken. 14) A corner kick in restarts the game when the ball crosses a goal line (outside of the goal) after being touched last by a defending player. 15) When the ball goes dead over the goal line (being touched last by an attacking player) the goalkeeper must throw the ball back into play within four (4) seconds but not over the 2/3 rd line on the full. 16) If a goalkeeper catches the ball during the game (within his/her penalty area) he/she may throw, dribble or kick the ball back into play (throws not over 2/3 rd line). Goalkeeper drop kicks are not allowed. 17) Keepers are allowed to play/touch the ball in the opposition half of the court with no restrictions. However they have a four (4) second time limit in their own half. 18) A keeper may NOT handle the ball from a back pass (from a team mate). 19) Goalkeepers can only slide (side on) within the confines of their own penalty area. Sliding feet first towards an opponent is illegal (dangerous play). 20) Keepers may only handle the ball legally within their own penalty areas. 21) Players must retreat at least five (5) metres from the ball at all set plays (corners, free kicks, etc) 22) When a keeper throws or passes the ball to a teammate (within that teams own half of the court) the keeper may not receive the ball back until it has either 1) Touched an opponent, 2) Gone out of play or 3) The keeper has physically travelled past the halfway line. This rule applies to goal clearances and general play. 23) Players cannot play the ball whilst lying on the ground if a player is within playing distance of the ball. 24) Referees always have the final say in all match decisions. 25) Referees control games, if necessary with Yellow (caution) and Red (expulsion) cards. 26) AFA Judiciary Panel is responsible for deciding penalties (match suspensions) for those players found guilty of persistent rule breaking, foul play, dissent etc P a g e 20
