3 Football Analogy: Team New Jersey OFFENSE: It is the job of the offense to advance the ball towards the opponent s end zone to score points (i.e., complete policy adoption & implementation). DEFENSE: It is the job of the defense to prevent the other team from scoring points (i.e., not adopting or implementing complete policies). SPECIAL TEAMS: Usually includes skilled players from offense and defense (e.g., strategic partnerships and coalition building).
