45 Star-Gazette Hanover etiquette -District in Horseheads requires more courtesy from drivers toward pedestrians. The nearly $1 million spent to rebuild Hanover Square in the village of Horseheads created and historically compatible network of curbing, crosswalks, lights and sidewalks that have made the business district an attractive destination. But there's one thing still missing: courteous and considerate drivers. The ones that use the brake pedal rather than the gas pedal when they enter the sometimes confusing five-way labyrinth of an intersection. They're the drivers who forget that pedestrians, not a ton or more of steel, have the right of way.
