3 - 3 - INTRODUCTION 15 th January 2007 This was a memorable day for the South African Student Sports Union (SASSU) and South Africa. The Executive Committee of FISU attributed the 1st World University Hockey Championship in 2008 to South Africa. 25 th May st June 2008 These dates are the dates for the World University Hockey Championship. Participants, officials and dignitaries can look forward to these dates for a challenging hockey tournament and an enjoyable experience in one of South Africa s most vibrant cities. With the dates only reaching SASSU Hockey in mid June, we have sprung into action and began to secure rooms and transport for the dates approved by FISU and the FIH. Southern Sun and Mercure are two of the largest and renowned hospitality groups in Africa with a portfolio of luxury hotels and resort complexes throughout Southern Africa. John Emmery is at present awaiting finality on accommodation with both groups and the final booking and costing will be forwarded to FISU once available. (Visit ) and ( The Randburg Astro Stadium in Johannesburg has two state of the art synthetic surfaces. The venue has seating for over 3000 spectators and has already hosted numerous top International Hockey Tournaments, including the recent Women s Champions Challenge. (Visit ) The South African Student Sports Union (SASSU) is hosting the 1st World University Hockey Championship at the Randburg Astro Stadium, Johannesburg, South Africa from 25 th May 2008 to 1 st June 2008 in co operation with the: South African Sports Confederation and Olympic Committee; National and Provincial Government Departments; South African Hockey Association (SAHA); South African Student Hockey Association (SASSU Hockey); University of Johannesburg (UJ); Golf Trips South Africa. An Accreditation Committee will manage the process in conjunction with the FISU CIC delegate. The venue will be at the Randburg Astro Stadium.

8 FINANCES Participation fees: USD 60 per person per day payable by athletes and officials of participating countries. Team Deposits: 25% of total participation fees to be paid by November 30, 2007 to the Organising Committee. FISU registration fee: USD20 per person for FISU member countries; USD40 per person for non member countries. Refundable Breakage deposit: USD300 per delegation BUDGET A budget is attached as Annexure PROTOCOL Protocol will be adhered to as per FISU regulations. The SASSU Executive will manage the formalities in conjunction with the FISU CISCA ADVERTISING AND MARKETING The SASSU Executive in cooperation with a subcommittee of the Organising Committee will attend to all marketing and advertising activities and according to FISU regulations.

Dedicated vehicles will be provided to: FISU family; Organising Committee staff; Medical staff. 3.3 PROPOSED DAY-BY-DAY TIMETABLE OF EVENTS Pool fixtures will be provided for each day.
10 VENUES Opening ceremony Closing ceremony and awards dinner International Technical Commission (CTI) International Control Commission (CIC) Technical meetings Randburg Astro Stadium Montecasino TBC TBC TBC 3.5 COMPETITION Plan of the Competition There will be two pools, each comprising half of the number of the participating teams, determined by the FIH taking the current world rankings into account. NB- A minimum of four teams are required in a section (men and woman) provided the other section has a minimum of six teams. This is a pre requisite from SASSU Hockey in order to host the event. Pool Rankings In each pool, all the teams will play against each other, and the following points will be awarded for each match : three points to the winner; one point to each team, in the event of a draw; no points to the loser. In each pool, teams will be ranked according to the number of points each has accumulated in the competition. If at the end of the pool matches two or more teams have the same number of points for any place in a pool, these teams will be ranked according to their respective number of matches won. If there remains equality among two or more teams, then these teams will be ranked according to their respective goal difference (which means goals for less goals against ). A positive goal difference always takes precedence over a negative one. If there still remains equality among two or more teams, then these teams will be ranked according to their respective number of goals for. Should there still remain equality among two teams, then the result of the match played between those teams will be taken into consideration to determine the ranking of the tied teams.
11 If more than two teams are involved, then a ranking based upon the results of the matches among (only) them shall determine their respective position (see Regulation 8.1). If there remains equality, then the teams involved shall be ranked according to Regulations 8.2 a), b), c), d) and e). Should there still remain equality among two teams, then the matter will be settled by a penalty stroke competition between those teams (see Regulation 11). If more than two teams are involved, then each team will play a penalty stroke competition against the other teams in accordance with Regulations 11.1, 11.2, and 11.5 (but with not less than 5 strokes to be taken compulsorily by each team) in the same sequence of play as per the order of play in the tournament. A ranking will then be established based upon the results of the round of penalty strokes only, with the award for each play of 3 points to the team having scored or been awarded the highest number of goals, 1 point to each team having scored or been awarded an equal number of goals and 0 points to the team having scored or been awarded the lowest number of goals. If equality remains then teams having an equal number of points shall be ranked according to Regulations 8.2.a),b),c) and d) as applied to goals recorded during the penalty stroke competition. If an equal position of three (or more) teams still remains thereafter, then the same procedure shall be repeated until the teams can be ranked. A draw shall take place to establish each sequence of play if such further rounds of penalty strokes are required. Classification Matches The semi-finals will be as follows : 1 st Pool A vs 2 nd Pool B 1 st Pool B vs 2 nd Pool A The winners of these matches will play for 1 st and 2 nd places (the final) and the losing teams will play for 3 rd and 4 th places. Classification matches for 5 th to 8 th places will be as follows : 3 rd Pool A vs 4 th Pool B 3 rd Pool B vs 4 th Pool A The winners of these matches will play for 5 th and 6 th places and the losing teams will play for 7 th and 8 th places.
12 Duration of Matches A match shall consist of a regulation time of two periods of 35 minutes each, separated by an interval of 5-10 minutes. The score at the end of the regulation time will be registered as the result of the match. In order to establish outright winners in the semi-finals and finals, the duration of these matches shall be extended if, at the end of the regulation time, the scores are tied. After a 5 minutes rest the umpires shall toss a coin with the captains and the winner shall have the choice of ends or possession of the ball to re-start the match. The extension of time shall consist of two periods of 7 ½ minutes each in between which teams shall change ends, without a rest period. The extra-time shall cease, however, once a team shall have scored or been awarded a goal. That team shall be the winner of the match. If the score is still equal at the end of the extra-time, a penalty stroke competition shall be played (see Regulation 11) to establish the winner of the match. If at the end of regulation time of the classification matches for 3 rd and 4 th places and places 5 th to 8 th the scores are tied, the duration of these matches will not be extended. Penalty stroke competitions shall be played to establish the winners (see Regulation 11). Penalty Stroke Competition Five players from each of the two teams, chosen by their respective team manager from the players nominated for that match, except as excluded hereunder, shall take a penalty stroke alternately against one and the same defending goalkeeper of the other team unless the latter has been incapacitated and replaced, making a total of ten penalty strokes, five for each team. The players must take the penalty strokes in the same sequence as the list of five players nominated and communicated by the team managers to the Technical Officer on duty prior to the start of the penalty stroke competition. No player who has been suspended by the Tournament Director or has been excluded permanently (red card) by the umpires from the field of play during that same match, shall take part in a penalty stroke competition. If during a penalty stroke competition a player (either a stroke taker or a defending goalkeeper) is suspended, then that player shall take no further part in that penalty stroke competition and, unless a defending goalkeeper, cannot be replaced.
13 If a stroke taker, any stroke the player should have been entitled to take will be counted as a no goal. If a defending goalkeeper, the replacement may only be from one of the nominated stroke takers. The player replacing the defending goalkeeper may continue to take penalty strokes but, when required to defend penalty strokes, must wear protective headgear. This player may also wear other approved protective equipment. The umpires shall choose the goal to be used and they shall toss a coin with the captains to decide which team shall take the first penalty stroke. The team having scored or been awarded the highest number of goals shall be the winner and the competition will cease once an outright winner has been established. In the event of an equal number of goals having been scored or awarded, a second series of penalty strokes shall be started with the same players, subject to incapacitated defending goalkeepers being replaced, and shall cease after a team shall have scored or been awarded one more goal than the opposing team after an equal number of strokes (no minimum) have been taken by each team. That team shall be the winner of the second series which, if necessary, may exceed a total of ten penalty strokes, five for each team. The sequence of stroke takers does not need to be the same as in the previous series and the team manager has freedom of choice at the time of each stroke as to which of the nominated players will take the stroke using all nominated players per round. The team whose player has taken the first penalty stroke of the first series (see Regulation 11.1.a) shall not take the first penalty stroke of the second series. The team managers, defending goalkeepers and nominated stroke takers only may enter the field of play during a penalty stroke competition. All these persons will remain outside the 23 meters area unless a player is authorised by an umpire or technical table official to take or defend a penalty stroke.
14 Time Keeping Time-keeping will be controlled by the technical table officials whose responsibility it will be to signal the end of the periods of regulation time at half time and full time. However, in the case of an extension of any period of regulation time to permit the completion of a penalty corner, the umpires will signal the end of that period. The umpires shall blow a whistle to start or re-start the match; they shall also signal to the technical table officials every stoppage they may order and the subsequent re-start. Interruptions of a Match If a match is interrupted by the umpires (e.g. because of weather or field of play conditions) or the technical table officials because of thunderstorm with lightning, that match must be resumed as soon as possible (not necessarily on the same field of play or on the same day), under the following conditions : The match must be completed up to the agreed regulation full time (see Regulation 10), the score on the resumption being that at the time the interruption took place. On resumption, Regulation 16 relating to the substitution of players shall apply as though there had been no interruption to the match. Failure to Play During the pool matches, a team refusing to play or to complete a match shall be considered as withdrawing from the tournament. If a team thus withdraws from the tournament, it will be considered as losing the matches it has played until then as well as all the matches it has still to play by a score of 5-0 and that team shall be ranked last in its pool (and in the tournament). The pool points table shall be corrected accordingly. During the classification matches, a team refusing to play or to complete a match shall be considered as withdrawing from the tournament at that stage and losing the match in question. It will not appear in the final ranking of the tournament and will not receive, or will not be allowed to keep any medals and trophies to which it was entitled or which it had already received. The place this team would have occupied in the final ranking of the tournament will remain vacant and will therefore not be attributed to any other team taking part.

17 DOCUMENTS OR STATEMENTS 4.1 Logo The logo for the championship was approved by the FISU Executive. 4.2 Invitation The draft invitation will be submitted to the FISU Executive Committee for approval. 4.3 Forms All standardised forms of FISU will be used. The approved logo will appear on all the forms. 4.4 Design for the medals / trophies The design for medals and trophies will be done in due time and submitted for approval to the Executive Committee of FISU. 4.5 Posters and other publicity matter All material will be submitted for approval.
18 CONTRACTS SASSU/SASCOC will enter into formal contracts with FISU according to regulations. A contract with Golf Trips SA is in place in order to secure the venue to host the Championship.
19 GENERAL LOGISTICS Visa requirements Visas are required for travelers from certain countries. A list will be made available to participating countries on the web page. Insurance Participating countries must provide their own appropriate insurance to cover the travel and participation for each member in their respective delegations (players and officials) as they are not the responsibility of SASSU or the Organising Committee. SASSU/ SASCOC s general liability insurance will cover the tournament according to FISU regulations. Currency Monetary unit is the South African Rand (R); Foreign exchange bureaus in close proximity to Hotel; Most international credit cards and traveler's cheques are accepted. Medical Yellow fever vaccination certificate required for travelers from affected countries (list will be provided to participating countries); Johannesburg is malaria free; Foreign medical doctors must apply for temporary license to treat members of their own delegations in South Africa; Clearance required for importation of medicines and equipment. Weather Warm to hot and dry. Average centigrade temperatures: January to April High 34, Low 20; May to September High 21, Low 01; October to December High 30, Low 17. Electricity The voltage throughout the complex is 220V/50 Hz. Cultural events, entertainment, sport, recreation, shopping, sightseeing, etc. There are many local places of interest for teams to visit on the designated rest day. A comprehensive programme will be put together to assist visiting teams in maximsing their free time and experiencing all our beautiful country has to offer.
