Authority IBSA Athletics European Open Belgrade 2012 will be organized by National Paralympic Committee of Serbia under the auspices and authority of the International Blind Sports Federation (IBSA). 2. Eligibility The competition is open to athletes who are eligible to represent their national association, member in good standing with IBSA. 4. Competition venue Red Star Stadium has a capacity of 55,000 and is the largest stadium in Serbia. It is situated only 10 minutes drive from city centre and from accommodation facility. In August 2008 the club reconstructed the stadium's pitch Under-soil grass heaters and an improved drainage system were installed and new modern turf replaced the old surface. The training pitch was also renovated by laying down synthetic turf and installing new lighting equipment. The stadium was reconstructed because of the Universiade that was held in Belgrade in The venue is on the list of first class facilities certified by IAAF, it has 8 lanes covered by SPORTFLEX SUPER X produced by Mondo. The stadium has a modern press box with a capacity of 344 seats and media center for promotions, press conferences and other events. Page 2 of 10

3 5. Training and worm up venue Military Academy in Belgrade is about 1,3 km away from the Competition venue (3 minutes driving). It is equipped with 6 lanes and it is also classified as first class facility by IAAF. Lanes are the same as on the competition venue. Military Academy is also equipped with sports hall, perfect for all weather training. 6. Sanction The obtained results will be recognized by IPC and will be a qualifier for the London 2012 Paralympics. Each athlete is required to have an IPC license for recognition of his/her results by IPC. 7. Rules The competition will be run under IBSA/IPC Athletics rules and regulations. 8. Classification International IBSA Classification will be held on Friday, Saturday and Sunday (20 th 22 nd April) according to a predefined schedule. There will be at least two panels of IBSA classifiers certified by IPC. Therefore, it is important for participants to be applied for the competition on time, prior to the deadline, so that the competent classifiers could determine a classification schedule. Please note: athletes attending the classification must provide medical documentation from a medical professional and it must be submitted in English. te that at the moment classification is not IPC approved! 9. Doping Control Doping control will be present and run under jurisdiction of ADAS Anti-Doping Agency of Serbia. It will be in accordance with IPC Athletics rules. Page 3 of 10

Continental Hotel offers elegant rooms with free internet and a choice of 2 restaurants. The Sport Recreational Centre includes a 20 meter-indoor swimming pool in the basement, a sauna, an open tennis court and a fitness centre. The Rotisserie Restaurant serves international cuisine. Serbian dishes can be sampled at the less formal Brasserie Restaurant. A piano bar is also available. The property is located 15 km from the airport and 2 km from main train and bus station. Private parking is possible on site (reservation is not needed) and costs EUR 7 per day. Close by is biggest Shopping centre in Belgrade and the Belgrade Arena. 5 Single rooms are available on request and with additional payment of EUR 38 per person per day. All meals will be served at the hotel. Lunch packets are available on demand. Please note that the first official meal covered by the Local Organizing Committee is the dinner of April 20 th and the last official meal will be the breakfast of April 28 th Transportation The organizers will provide transportation for teams and officials from Belgrade airport Nikola Tesla, Central Railway or Central bus station to hotel for arrival and departure days and from hotels to the Venues during the competition days. 12. Participation Fees Each participant will be charged an entry fee of 680 in double room; 900 in single room for the period from April 20 th to April 28 th, The entry fee includes room and board from April 2012, ground transportation to/from the Belgrade airport/ Central train station/ Central bus station and to the hotel and venues. The entry fee does not include the capitation fee per athlete nor the air transportation for delegation members. Delegations can only stay at the official hotel. Each athlete has to pay IBSA Capitation fee in total amount of 25 per discipline. The first Entry (entry by number) deadline is: March 12 th 2012 The Final Entry (entry by name) deadline is: April 02 nd 2012 In order to secure full participation, national associations failing to confirm their participation according to deadlines will be removed from the list of participants. Medical services and Insurance All venues will have all the necessary support for urgent medical assistance for all the participants during the competitions and official training. Each national federation is responsible for insuring its competitors against «injury and third part risk (public liability)» during the period of the competition. The IBSA Athletics and the Local Organizing Committee of the IBSA Athletics European Open Belgrade 2012 declines all responsibility. 15. Visas Teams are responsible to obtain a visa if needed. Accreditation Each team member will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Accreditation cards will be prepared in advance of the event, based on the information provided by the Member Federation in the final entry system. changes will be accepted after the final entry deadline. Accreditation cards will be distributed at the hotel accreditation room. Any lost or damaged accreditation cards should be reported to the LOC. Duplicate cards can be obtained when proof of identity can be established. A description of the accreditation system is included at the back of the accreditation card. All team accreditation cards will allow access to the team seating area, warm up area, changing facilities and physiotherapy rooms. Only athletes who are about to compete will have access to the call room and the competition venue. The Head of Delegation from each team is invited to the VIP Hospitality area and will be given the necessary access number on the accreditation card. Separate cards will be issued to Team Leaders, for access to the Classification rooms and Doping Control areas. Page 7 of 10

9 18. Participation criteria Participation of a minimum of 04 (FOUR) athletes from 03 (THREE) countries is required to confirm the event. If this criteria is not met some events can be cancelled or combined. Besides Relays, each athlete can participate in a maximum of 03 (THREE) events. Each country can have 01 (ONE) relay team per event. Each country is required to bring its own escort athlete for competitions. 19. Medals Medals will be handed over to protocol members who will give them to the winners. Short version of anthems will be played during the ceremony. Team Leaders are requested to check their countries respective flags and anthems at the time of the accreditation. Every team must bring its flag () and anthem. For the same event medals will be handed twice, once in open category and again in European competition. 20. Cancellation policy The policy applies as follows: Cancellation after the first entry but before the second entry: the first entry fee is forfeited. Cancellations after the second entry: the first entry fee plus an additional 30% of the entry fee per person is forfeited i.e. a total of 60% of the total entry fee per person. Cancellations within 7 calendar days of the arrival date will be decided by the organizers in consultation with the TD. This is provided that the player is not able to prove circumstances beyond his or her control e.g. admission to hospital. 21. Television, motion picture and internet coverage conditions By entering the event, all participants agree to abide by all IBSA rules and by the rules and regulations of the organizers. All associations, teams and individual athletes agree to be abide by the rulings of the IBSA and its agents in all matters Page 9 of 10

10 concerning television coverage, video, internet web casting, motion picture coverage, and photographic coverage of any kind. Participants release all rights, or rights held by their agents or sponsors, in all matters relating to television and web casting coverage, video and motion picture coverage, and photographic coverage of any kind; and hence accept such coverage during the event. Any participant, when called upon, must appear promptly to press conferences or medal presentations and follow the procedures set by the IBSA and the organizers. Every participant must sign and return by fax or INDEMNITY, WAIVER AND RELEASE Form. 22. General information Language: Serbian Currency: Serbian dinar, RSD.
