4 THE LEAGUE I n t e r n a l R u l e s 2018 Article 1 Definition The Ligue de Football Montréal-Métro (LFMM) is a civil football league duly accredited by the Fédération de Football Amateur du Québec, which is aimed at 6 to 17 year olds (categories Atom to Midget) and offers various levels, ranging from the AA level (9-player football) to the AAA level (12-player football) under 2 divisions: Development (Division 2) to Competitive level (Division 1). The five categories offered by the League are grouped into two sectors of activity: LFMM Junior Sector: Atom Mosquito Peewee LFMM Elite Sector: Bantam Midget Article 2 Purpose The objective of the LFMM is to allow all its members to act responsibly in accordance with League regulations, and to resolve all issues before imposing sanctions on a member or association. Article 3 Mission The mission of the LFMM is to lead, organize, promote and facilitate the development of our athletes, coaches and its members / associations. Article 4 Our Values Respect for the person (be it an opponent, spectator, official, teammate, parent, volunteer or coach). 6 5.1 Each association shall nominate three representatives who may represent it at League meetings. Associations must provide their contact information to the League Secretary at the AGM. 5.2 It is mandatory for each association to send a representative to all League meetings. 5.3 Each association which is part of the LFMM must participate in all League meetings. An association is permitted to miss one League meeting on emergency purposes (not applicable to the AGM and workshops). Subject to this emergency, the association must notify a member of the Executive Committee in advance (24 hours if possible). Only one absence per season / year will be accepted. 5.4 A $ fine will be imposed to any association that fails to attend a League meeting. The fine will be $ for each subsequent offense. 5.5 In order for an association to be recognized or for its membership to be accepted as a new associative member, the latter must: Commit to provide, by way of deposit, $ per category should the League request such a deposit; Commit to provide a $ 1, bond deposit. This bond will be refunded to the member after completing his second year without default or fine. 5.6 Participation to the AGM and the annual workshops of the League is mandatory for two of the three representatives of each association. Failure to have the required number of representatives will result in a minimum $ fine up to a $ 1, maximum fine. Such fine will be determined by the Executive Committee based on the AGM and the annual workshops costs. Article 6 Media 6.1 Anyone (team managers, coaches, executive member, parent, player, spectator, etc.) who communicates through the various media (including social media) must do so with all the necessary discretion. Any person making a comment prejudicial to the League or to one of its members could be summoned before the Disciplinary Committee. Version 4.0 Adopted on February Page 6 of 34

7 Article 7 Website 7.1 An amount of $ per year is granted for the website maintenance and for the game scheduling and result posting management. Article 8 U15 / U17 All-Star Teams 8.1 All players invited to the LFMM U15 or U17 all-star team tryouts will have to be endorsed by his association who will have to dress him in their colors. 8.2 The League U15 or U17 all-star team teams' jersey is provided by the League and remains the property of the player. The cost is included in the registration fee. 8.3 The rules and guidelines of the all-star teams are defined in the document Guide Équipe Étoile Article 9 Medals, Trophies and Banners 9.1 Medals will be given to the champions and finalists of each championship. The championship team will also receive a banner. 9.2 Championship Cups The cup awarded to the champions of the League finals at all levels is called Coupe du Président. The cup belongs to the League and a plaque is added with each year s winners The cup given to the winners of the final to represent the League at the Fédération de Football Amateur du Québec s Coupe Alouettes championship is called Coupe LFMM The cups awarded to the winners of the League consolation finals at all levels are called Coupe Montréal Métro Or, Coupe Montréal Métro Argent, and Coupe Montréal Métro Bronze (Gold, Silver, Bronze cups). 8 9.3 All games for the Coupe du Président and for the Coupe LFMM finals take place the same weekend for the Mosquito through Midget categories. The venue of these finals is designated by the League before the start of the season from a list of organizations which will have submitted their application. 9.4 All games for the Atom category finals are played on the same day but on another weekend (Article 9.3). The venue of these finals is designated by the League before the start of the season from a list of organizations which will have submitted their application. 9.5 Each association is required to send at least one volunteer representative each day to the Coupe du Président and Coupe LFMM championships as scheduled by the League. A $ fine will be issued to associations that are not represented. 9.6 The LFMM Elite teams who finish in first place during the regular season will receive a commemorative banner. 9 TEAMS I n t e r n a l R u l e s 2018 Article 10 Standing 10.1 An association that has only one team in a category must be classified in the AAA level If this is the first season of a team in the category, it can evolve to the AA level if that level exists. Applies only during the first season For the Mosquito AAA category, there may be 2 divisions : Division 1 and Division Division 1 is a competitive division and contains a minimum of 6 teams: The first 4 positions qualify for the Ballon d Argent provincial championship; Positions 5 through 8 qualify for the Coupe Alouette provincial championship; The remaining teams qualify for the Coupe Montréal Métro Or, Argent and Bronze (Gold, Silver & Bronze cups) home championships) There must be a minimum of 6 teams in Division 1 for Division 2 to be created Division 2 is participatory and contains a minimum of 4 teams: The first 4 positions qualify for Coupe Montréal Métro Or (Gold Cup) home championship; Positions 5 throught 8 qualify for the Coupe Montréal Métro Argent (Silver Cup) home championship; The remaining teams qualify for the Coupe Montréal Métro Bronze (Bronze Cup) home championship Division 2 teams must be non-competitive and can only have a maximum of 25 players under contract When an association forms more than one team in the AAA Mosquito category, at least one team must be classified in Division 1. 10 10.4 For the PeeWee AAA category, there may be 2 divisions: Division 1 and Division Division 1 is a competitive division and contains a minimum of 6 teams: The first 4 positions qualify for the Ballon d Argent provincial championship; Positions 5 through 8 qualify for the Coupe Alouette provincial championship; The remaining teams qualify for the Coupe Montréal Métro Or, Argent and Bronze (Gold, Silver & Bronze cups) home championships There must be a minimum of 6 teams in Division 1 for Division 2 to be created Division 2 is participatory and contains a minimum of 4 teams : The first 4 positions qualify for Coupe Montréal Métro Or (Gold Cup) home championship; Positions 5 throught 8 qualify for the Coupe Montréal Métro Argent (Silver Cup) home championship; The remaining teams qualify for the Coupe Montréal Métro Bronze (Bronze Cup) home championship Division 2 teams must be non-competitive and can only have a maximum of 28 players under contract When an association forms more than one team in the AAA Peewee category, at least one team must be classified as Division For the Bantam and Midget AAA categories, there may be 2 divisions: Division 1 and Division There must be a minimum of 12 teams in the category and a minimum of 6 teams in Division 1 in order for Division 2 to be created Divisions 1 and 2 team assignment will be conducted by the League by taking under consideration the previous year standings and categories (if applicable) The League will determine the championship venue and conditions. 11 10.6 The AA level can be instituted in the Mosquito, Peewee, Bantam and Midget categories with teams having 9 players on the field and having the maximum number of players allowed in the rulebook. Article 11 Team Registration 11.1 Associations must confirm their teams by June 15th. Associations must pay their League fees at that time as determined each team categories If an association wishes to add a team to a category, it must first obtain the League s approval, after which an additional fee is charged: after June 15: a $ fee applies after July 31: a $ fee applies 11.3 When an association wishes to withdraw a team from a category after the date set forth in Article 11.1, an additional fee is charged: after June 15: forfeiture of League fees, and a $ fee applies after July 31: forfeiture of League fees, and a $ fee applies The League's preliminary schedule is prepared by the Director of Operations Associations must provide their specific date requests and field constraints to the to the Director of Operation no later than June 1st The League s preliminary schedule will be sent to all association no later than June Association must return their schedule to the Director of Operation no later than June 30th Version 4.0 Adopted on February Page 11 of 34

12 The League s official schedule will be published on the League s website no later than July 15th. The League s website will be the sole schedule source Schedule change requests must be submitted to the Director of Operation and are subject to his approval. Only accepted schedule changes will be incorporated within the official schedule on the League s website 11.5 League fees for all categories are determined by the Board of Directors each year All League fees must be fully paid by the associations prior to the start of the season Registered players and volunteers contract costs for are directly paid by each association to the Fédération de Football Amateur du Québec No team can participate in any League championships if League fees or fines are unpaid When the League organizes category meetings where head-coaches are summoned, there presences are required. In the event where a headcoach cannot be present, then he must mandatorily be replaced by the team s offensive or defensive coordinator. Should neither of the them be present at the meeting, then the League will issue sanctions which can range from fines to the team s season being cancelled. 13 Article 12 LFMM Elite 12.1 For LFMM Elite categories, each team must have two sets of jerseys: Home: dark jerseys Away: white or pale jerseys 12.2 New teams in the Elite LFMM categories have two years to implement this rule. Teams only having a single set of jerseys have the responsibility of contacting their opponents in order to avoid color conflicts All midget teams must have, during games, the presence of a sports therapist, physiotherapist or doctor, who is certified by Football Quebec. Article 13 Dress Code For the LFMM Elite sector only: 13.1 All team s players must wear the same color socks The team uniform (helmet, jersey, pants) must be identical for all players All jerseys must be worn tucked inside pants The coaches and team representatives on the players' bench must be dressed in team colors (no jeans) In the event of non-compliance with Articles 13.1 to 13.4, the following fines will be imposed: First offense: warning Second offense: 50.00$ Third and more: $ Version 4.0 Adopted on February Page 13 of 34

14 DISCIPLINE I n t e r n a l R u l e s 2018 Article 14 Postponed games 14.1 When a game is postponed during regular season and that both associations agree and notify the League 7 days or more before the game, no charges apply When a game is postponed during regular season and that both associations agree and notify the League less than 7 days before the game, the team making the request must pay a $ fee plus referee fees if applicable When an association wishes to postpone a game and the opponent refuses, it can appeal to the League Executive Committee which shall hear both parties and settle the dispute. The appeal must be made to the League as soon as possible 7 days prior to the game When an association wishes to postpone a game to a later date and the League cannot proceed accordingly, the League will impose the sanctions set forth in Article 15. Article 15 Failure to show up for a game 15.1 When a team fails to show up to a game, presents itself with an insufficient amount of players or declares forfeit, the team loses 6 to 0 and its association must: Explain itself before the League, which can summon the team and or the association before the Disciplinary Committee; Pay the other team s bus fees (if applicable); Pay referee fees in the case of the LFMM Junior sector; Pay a fine to the other team s association depending on the section as follows: $ for the LFMM Junior sector and $ for the LFMM Elite sector. In the case of a subsequent offence during a season, an additional fine ranging from $ to $ may be imposed to the faulty association at the Disciplinary Director s sole discretion. In all cases, the team can be exclude of the playoff. Version 4.0 Adopted on February Page 14 of 34

15 15.2 The dispositions of Article 15 do not apply to exhibition games or tournaments cours ou un tournoi Any team that does not finish a game will be called before the Disciplinary Committee (the latter will determine whether sanctions must be applied: warnings, suspension, fines, referees' fees, bus fees etc.) 15.4 Only referees may stop a game, either for safety reasons or due to unfavorable weather conditions Any game that has been stopped before a play is completed in the 4th quarter, and which is not in running time, may be resumed at another time if allowed by the Executive Committee. Is such case, the game will be resumed with the same time remaining on the clock at the time of the stoppage. Each team must take note and record on the game sheet, the down and distance, the location of the ball, the choice of the field at half-time (if applicable) and the number of remaining timeouts. Article 16 Disciplinary Committee 16.1 The LFMM shall elect a Disciplinary Director along with two (2) permanent members to conduct the Disciplinary Committee. Such members shall be impartial with relation to the matter under review A decision must be rendered in writing for all cases brought to the attention of the LFMM Disciplinary Committee except in the case of an automatic sanction resulting from the application of a game rule. The minutes must be recorded and a copy addressed to all parties involved in the case. Any suspension imposed by the LFMM Disciplinary Committee must include a specific duration in time or number of games The Disciplinary Committee may, at its discretion, request the presence of referees, players, coaches, LFMM officials or any other person deemed relevant by the Committee before rendering a decision Summons to a Disciplinary Committee hearing must be sent at least 24 hours before it is held, while the Committee decision must be rendered, if possible, within 48 hours after the hearing A person summoned to the Disciplinary Committee is automatically suspended from any activity with his team and his association until his appearance before the Committee Failure to appear before the Disciplinary Committee when summoned will be considered as a guilty plea. A $ minimum fine will also be imposed to the association to whom the member belongs to. Version 4.0 Adopted on February Page 15 of 34

16 16.5 The Disciplinary Committee has the power to award game suspensions to any person (player, coach, bench staff, spectator, parent, volunteer or other) depending on the cause. It can also sanction association through fines ranging from $ to $ A suspended person cannot be present or participate to any activities involving his team, his association or the League for the full length of the suspension. This includes without limitations being banned from communicating with any team or association member, being banned from practicing with his team or association, and being banned from attending any team practice, game or tournament, either it be on or off the field or in the bleachers The Disciplinary Committee may intervene in any breach of the Football Canada rules, the Green Book, the Fédération de Football Amateur du Québec Code of Conduct, the Ligue de Football Montréal Métro rules and on any behavior deemed unsportsmanlike or contrary to the LFMM values The LFMM Disciplinary Committee decisions are final at the League level. Any person or association wishing to appeal a LFMM Disciplinary Committee decision will have to raise its appeal to the Fédération de Football Amateur du Québec directly Automatic sanctions prescribed in rules can be appealed before the Disciplinary Committee pending the following conditions are met: a. An automatic sanction review request is presented by an association president within 24 hours following the automatic sanction confirmation by the Disciplinary Director; b. The automatic sanction review request must include all arguments justifying why the automatic sanction should not apply, and what should be the replacing sanction instead, if any; c. A commitment to supply a non-refundable $ payment payable to the League before the Disciplinary Committee hearing; d. The Executive Committee accepts that the automatic sanction be reviewed. 17 Any complaint from a player, parent, coach, spectator, volunteer or association member must beforehand be submitted to its respective association for resolution. The LFMM Disciplinary Committee will only receive complaints originating from association presidents The Disciplinary Committee Director may, at his sole discretion, transfer any complaint received to the associations concerned for processing by their own internal disciplinary committees, and thus within the time limits set out in the complaint transfer instructions. Any judgment rendered by an association disciplinary committee following the transfer of a complaint must be sent in writing to the Disciplinary Committee Director for review by the Executive Committee Le directeur discipline peut à sa discrétion transférer toute plainte reçue auprès des associations concernées pour traitement auprès de leurs propres comités de discipline internes, et ce dans les délais prévus aux instructions du transfert de plainte. Tout jugement rendu par une association suite à un transfert de plainte devra être transmis par écrit au directeur discipline pour revue par le comité exécutif The Executive Committee reserves the right to accept or refuse, in whole or in part, any judgment rendered by an association disciplinary committee following the transfer of a complaint, and to re-conduct any case directly before the LFMM Disciplinary Committee Each association must appoint a disciplinary commissioner who must be available when assigned to hold the Disciplinary Committee hearings Disciplinary Register: All complaints, offenses, fines, expulsions, suspensions along with all LFMM Disciplinary Committee decisions will be compiled within a disciplinary register for the Disciplinary Committee Director and Executive Committee members exclusive usage. A summary of such register will be published to the Board of Directors Any sanctions imposed in previous seasons along with information gathered within the disciplinary register will be considered in case of recidivism The association to which belongs any person suspended by the Disciplinary Committee is responsible for following up with the Disciplinary Committee Director in order to demonstrate, with supporting document(s), that the suspended person has served his sanction. This follow-up must be done on Monday evening at the latest (Tuesday if public holiday) following each game in the duration of the suspension, failing which: Version 4.0 Adopted on February Page 17 of 34

18 a. If the suspended person played or was present at the game, the attached team loses the game 6 to 0 and that person along with the team head coach must appear before the Disciplinary Committee. b. The fine for failing to submit evidence within the prescribed period is of $ per week until the document is delivered. Such failure may also be reported before the Disciplinary Committee If a person is suspended a second time during a season, the minimum suspension shall be three (3) games. If circumstances so require, the person may also be called before the Disciplinary Committee When a person's name appears on the game sheet, indicating that they have been expelled from the game, that person is automatically suspended for one (1) game. The association to which belongs the expelled person is responsible for following up with the Disciplinary Committee Director in order to demonstrate, with supporting document(s), that the suspended person has served his sanction. This follow-up must be done on Monday evening at the latest (Tuesday if public holiday) following each game in the duration of the suspension, failing which: a. If the suspended person played or was present at the game, the attached team loses the game 6 to 0 and that person along with the team head coach must appear before the Disciplinary Committee. b. The fine for failing to submit evidence within the prescribed period is of $ per week until the document is delivered. Such failure may also be reported before the Disciplinary Committee The sale or consumption of alcohol during the games is formally prohibited. Each offense will result in a $ fine to the at-fault association In the event of a problem with the spectators during a game, each team / association is responsible for the conduct of its supporters. If the association does not make an effort to resolve the problem, it will be fined and called before the Disciplinary Committee Associations must pay fines to the League's Treasurer a minimum of 24 hours before the next game. Should any problem occur, it is the association's responsibility to contact the League s Treasurer to come to a payment agreement. Version 4.0 Adopted on February Page 18 of 34

20 Article 17 Sanctions for major penalties 17.1 A team that obtains 8 roughing penalties (roughing or unnecessary roughing) or 10 major penalties (roughing, unnecessary roughing or unsportsmanlike conduct) during the same game is subject to an automatic $ fine. The fine is of $ for any repeat offense. The head coach of the offending team may be also summoned before the Disciplinary Committee A player who obtains 4 major penalties (roughing, unnecessary roughing or unsportsmanlike conduct) during the same game is expelled from the game and is suspended for the next game The head coach of a team that obtains 35 major penalties (roughing, unnecessary roughing or unsportsmanlike conduct) during the season is automatically summoned to the Disciplinary Committee. Article 18 Protests 18.1 Any protest during the progress of a game must immediately be reported by a captain to the referee at the time of the incident and recorded on the game sheet before the game resumes. The referees must stop the game and go to see the team wishing to lodge a protest Any protest must be authorized by the president of the association before being submitted to the League The cost of a protest is of $ and such amount will be refunded to the association if the League decides in its favour Protest requests must be sent to the Disciplinary Director before the Monday following the game (Tuesdays if a public holiday) and must be accompanied by a copy of the game sheet and with the arguments of the association that initiated the protest. If an association wishes to appeal the League's decision concerning a protest, the case may be heard at the League s next Board of Directors meeting pending a $ non-refundable fee. 21 CONTRACTS I n t e r n a l R u l e s 2018 Article 19 Registrar 19.1 Only registrars accredited by the Fédération de Football Amateur du Québec and who are members of the LFMM are authorized to sign contracts for players evolving in the League In order to avoid conflicts of interest, a registrar cannot sign contracts for the association for which he is a member or for which his child plays for. Article 20 Signatures 20.1 Each player must sign his contract in the presence of an accredited LFMM registrar. All contracts must bear the official seal of the League Upon signing his contract, each player must provide the original of at least one (1) of the following pieces of identification: medicare card*; passport*; driving license* (when applicable); or any other proof of identity approved by the Fédération de Football Amateur du Québec which bears a photograph *. * NO REPRODUCTION OR PHOTOCOPIES ACCEPTED Each player must present proof of residence: Report card; Parent s driving licence; Public utility invoice addressed to a parent 20.4 The association must provide an appropriate location to the registrars, including: 1 table 2 chairs 1 scale (medical or electronic) Version 4.0 Adopted on February Page 21 of 34

22 a closed area with ventilation I n t e r n a l R u l e s Persons authorized to be present when authenticating with registrars: the player 1 manager a parent 20.6 The association must mandatory print two copies of each contract (if you have just one, we will not be able to authenticate the contract). Registrars will retain a copy Players must be accompanied by only one parent (except for the Midget category). The parent, or a person with a duly completed League proxy form signed by the parent, must sign in front of the registrar. The parent must present proof of residence (section 20.3) in the case of a proxy For players with releases, the 2 copies of contracts must have a copy of the release(s) or a copy of the contract of the previous year The weight limits per category are: Atom: no weight limit Mosquito: 120 lbs maximum PeeWee: 150 lbs maximum Bantam: no weight limit Midget: no weight limit Version 4.0 Adopted on February Page 22 of 34

23 An additional five (5) pounds are added to the Mosquito and Peewee categories only once the player has successfully completed the first weighing A player may play in a SUPERIOR category provided he has played in his original category the previous year. The association will have to enclose 2 copies of the previous year contract A player who exceeds the weight limit must be marked O/W in the upper right corner of the contract For coaches, managers and sport trainers, 2 signed copies of contracts must be presented to the registrars. The League keeps a copy. Staff does not need to be present at signing All team personnel assigned to the players' bench during a game must be registered with the Fédération de Football Amateur du Québec and must hold a copy of their official contract with the Fédération de Football Amateur du Québec for immediate verification. At any game, the team manager must have all player and coach contracts in his or her possession Every association must follow the procedures of the Guide du Régistraire Any contract deemed non-compliant by the League Registrar will be referred to the Disciplinary Committee Each person identified on a game sheet will be deemed to have taken part in the game Any association found guilty of having a non-compliant contract will be fined $ per contract A team with a non-eligible player during a game loses the game or games in which the player participated The League Registrar will validate all contracts by October 10 of the current year and will subsequently notify any teams that have noncompliant contracts or game sheets If an at-fault association wishes to appeal the decision of the League Registrar, a member of the association's executive may file a protest within 48 hours of receipt of the noncompliance notice The association will be convened by the League to present its evidence. 24 For the Atom, Bantam and Midget categories, it is possible to obtain a control number from the Director of Operations allowing the player to play when his contract has not been certified by a League Registrar. The control number is valid until September 30 of the current year For the Atom, Bantam and Midget categories, the Director of Operations can assign a control number 48 hours prior to a match allowing the player to play even though the player s contract has not yet been certified by a League Registrar. The procedures, conditions and sanctions are as follows: The association must first register the player on the Fédération de Football Amateur du Québec player registration website and have the player contract printed and ready for the player to sign The association must then supply the player details such as first name, last name, address, medicare card number and contrat registration number Upon reception of the above information details, the League Registrar will assign a control number to the player in question The association will have the responsibility of having the player sign its contract and to have it validated by a registrar before September 30 of the current year Any player listed on the scoresheet pursuant to article will be considered as a team member Consequently, any player whose contract will not have been signed and validated by a registrar before the September 30 deadline, and whose name will be listed on one or more scoresheet, will receive the sanctions set forth in article and Version 4.0 Adopted on February Page 24 of 34

25 TECHNICAL RULES I n t e r n a l R u l e s 2018 The rules of the game are those dictated by Football Canada and the Green Book of the Fédération de Football Amateur du Québec. This section presents rules specific to the Ligue de Football Montréal-Metro and applies only to games played during the League s activities. Article 21 Application 21.1 All associations and their members must respect the rules in force or face possible sanctions by the League s Disciplinary Committee If a team does not comply with a rule, the other team must first ask them to respect it. If they do not, sanctions will be applied. Article 22 Game Duration 22.1 In the Atom category, 4 x 10 minute quarters In the Mosquito, Peewee, Bantam and Midget categories, 4 x 12 minute quarters. Article 23 Communication devices 23.1 No communication device is permitted between players, coaches, parents or any other person within the limits of the football field during a game for the Atom through Peewee categories. Failure to comply with this rule results in a 6 to 0 defeat for the offending team The use of communication devices is permitted in the LFMM Elite categories. Only 2 players are allowed to use them. Communications must stop as soon as the huddle is broken. Article 24 Facilities 24.1 The home association must provide the visiting association with facilities comparable to what it provides to its own teams (players' room, tent, etc.). Failure to comply with this rule results in a $ fine to the faulty association. Version 4.0 Adopted on February Page 25 of 34

26 24.2 Each team must remain within its 45 yard-line to perform: warm-up, meetings, and celebrations before, during and after the game. Only the home team is permitted flags and banners in this area. Both teams flags and banners will only be allowed during the Coupe du Président and Coupe LLFM championship finals Each team supporters must remain in the section of the benches assigned to them and not circulate in the opposing team s section. These sections must be located within the 50 yard-line of each team in order to avoid frustrations and conflicting situations. Failure to comply with this rule may results in fines and or a hearing before the Disciplinary Committee Any obstacle such as steps, fencing, light poles or spectators shall be located at least 5 yards from the playing surface and be clearly delimited whenever possible. Article 25 Football 25.1 For the LFMM Junior sector, the home and away team must use one of the following regulation footballs: Atom Spalding Alpha Peewee or Wilson K2 Mosquito Spalding Alpha Junior or Wilson TDJ Pee-wee Spalding Alpha Youth or Wilson TDY 25.2 For the LFMM Elite categories, the local team must provide 2 footballs for each game, including 1 new and 1 in good condition: Bantam Spalding Alpha Youth or Wilson TDY leather Midget Spalding Alpha Varsity or Wilson F Failure to comply with this rule results in a $25.00 to $ by the Disciplinary Director to the faulty team. 27 Article 26 Overweight players 26.1 Players who exceed the weight limit of their category must be identified with an X LFMM sticker which shall be applied by the registrar at contract sighning The player must be identified on the scoresheet with the an O/W designation beside their name. Failure to comply with this rule results in a $ fine to the faulty organization A player who is not identified, as stipulated in article 26.1, becomes an ineligible player He can only play on the offensive line He cannot play on the defensive line or carry the ball He cannot play on a kickoff He can block all over the field on offensive plays. As much on running plays as pass plays after a completion He can play on the offensive line on a punt After the kick, he may go down the field to cover or make a tackle He can play on the offensive line on an attempted field goal or convert If the field goal attempt is missed, he may go down the field to cover or make a tackle The play is whistled dead as soon as such player takes possession of the ball. 28 Article 27 Scoring 27.1 When the score reaches a difference of 40 points between the two teams, the points are no longer counted on the scoreboard In Divisions 1 (LFMM Junior and LFMM Elite sectors) and Divisions 2 LFMM Elite sector, when the score reaches a difference of 40 points, the team that is leading must demonstrate good sportsmanship and avoid to the extent possible, increasing the gap between the two teams. In the event of non- compliance with this rule, the offending team could be summoned to the Disciplinary Committee In the Atom and Divisions 2 sector LFMM Junior, in order to promote development and sportsmanship, the final score must not reach a gap of more than 40 points. In the event of non-compliance with this rule, the offending team will be awarded a 1-0 win and may be called before the Disciplinary Committee after discussion with the losing team's head coach. Article 28 Time keeping 28.1 All games must be played with a functional clock that is to be visible to both team coaches. Article 29 Overtime 29.1 In the event of a tie game, there is overtime in the playoffs only When a playoff game ends with a tie, overtime is necessary and the following format is used: In turn, each team begins a series on the opponent s 35 yard-line and must advance 10 yards in 4 attempts and so on until the end zone. The opposing team has the same opportunity afterwards There can be no single points. Only touchdowns, point(s) after touchdowns and field goals count After a possession by each team, there is a change of end if the team benches are located on the same side of the field The first possession is determined by a coin flip (heads or tails) and the team that wins this draw has the choice of the offense, defense OR of the end of the field. 29 After two rounds, the team scoring a touchdown must attempt a two-point conversion. Article 30 Category-specific rules 30.1 Atom Category players on the field Field 41 yards x 110 yards Neutral zone of 1 yard from the line of scrimmage, according to Canadian football rules No tackling. A roughing penalty (15 yards) will be applied in the event of a contact, or of a voluntary or accidental tackle Only blocks above the belt are allowed and only in the scrimmage area (5 yards) No blocking in the legs is allowed Each player must wear two (2) flags that are of a contrasting color with regards to the pants Each team must have two (2) sets of flags: red and yellow. These flags must be the ones supplied by the League and be attached to the belt that is also supplied by the League. These flags must be worn on both sides of the waist, be entirely visible and remain accessible at all times The game is stopped when a player of team "B" manages to remove a flag from the ball carrier on team "A" Before the start of the game, both teams must mandatorily identify on the scoresheet the names of all of the players that will play in the offensive backfield for the first half of the game (minimum 4 players). Players in the offensive backfield are all players do not constitute the 5 offensive linemen. Players that will play in the offensive backfield for the first half of the game must be identified with the letter A before their name on the scoresheet. Players identified as such on the scoresheet must not play in the offensive backfield at any time in the second half of the game. 30 position in the offensive backfield for the whole second half of the game. If one of these ineligible player happens to play in the offensive backfield in the second half of the game, then an illegal procedure penalty will be called (loss of down and five (5) yard loss). The defensive team will have the option of accepting either the penalty or the new ball position at the end of the play Converts by kick only and one point awarded when successful Coaches may be on the field during the first 5 games of the season. a. Coaches must move away from the players five (5) seconds before the start of the game. b. From the start of the play, coaches cannot influence players. c. Maximum of two (2) team coaches in the field A pass or punt must be attempted in one of the first three (3) downs It is forbidden to put pressure the kicker The kicking team cannot recover the ball. The team receiving the kick takes possession of the ball automatically No Kickoff. The ball is placed at the 35 yard line of the offensive team s territory at the beginning of each game halves and after a touchdown The referee stops the time when the offensive team announces that it will perform an unopposed kick, until the change of possession Punts : When the team on offense wants to punt it can: a. Perform a punt in a normal manner, regardless of position in the field. Version 4.0 Adopted on February Page 30 of 34

Perform an unopposed kick The line of scrimmage must be located in the defensive zone of the kicking team The kicking team sends only two players: The player snapping the ball and the kicker who is at least 5 yards from the line of scrimmage. When the snap is errant, the kicker recovers or retrieves the ball and executes the punt At no time shall the two players on the punting team be allowed to pass the line of scrimmage The defending team sends only one player; The role of this player is to ensure the best possible position to his team by recovering the ball. At no time may the defensive player cross the line of scrimmage to put pressure on the kicker Other players must withdraw from the field when there is a punt The play is dead when : a. The defensive player catches the ball (no return); b. The ball comes to rest following the kick; c. The ball bounces towards the team that has just punted (bad bounce of the ball or following contact with the defensive player); d. The ball leaves the field of play (out of bounds). 32 Only defensive players on the line of scrimmage (maximum 5) can enter the offensive backfield. A 10-yard penalty will be apply at the point of last scrimmage 30.2 Mosquito Category 30.3 Peewee Category Neutral zone of 1 yard from the line of scrimmage, according to Canadian football rules When a team scores a touchdown, it had two choices: either attempt a two (2) point conversion kick or attempt a one (1) point conversion by a run or pass play, similarly to the Mosquito category 30.4 Peewee AA Category players on the field Field 41 yards x 110 yards Neutral zone of 1 yard from the line of scrimmage, according to Canadian football rules. 33 OPERATIONS I n t e r n a l R u l e s 2018 Article 31 Sending of game results 31.1 At the end of the game, the results must be sent by text message by the local team to the League s Director of Operations. The results must be transmitted maximum one hour after the end of the game No results will be posted on the League website until they have been confirmed by the local team. In case there is a discrepancy in the results reported, the result shown on the scoresheet will be prevail once it has been received by the League s Director of Operations The local team is required to complete the "LFMM Résultat Partie" document for each game and it to the League s Director of Operations with a photo or copy of the scoresheet before : Monday 8:00 am following the game For Monday games, the document must be received by Tuesday, 8:00 am. Each document must be properly completed. A $ fine will be sent whenever an association delivers a document with missing and / or late information. It is the responsibility of each association to send the document in a timely manner The association hosting home games must send the white copy of the game sheet by mail to the League s Director of Operations. The document must be sent by the Friday following the match. A $ fine will be imposed whenever an association delivers the document late. Version 4.0 Adopted on February Page 33 of 34

34 Article 32 Referees 32.1 The League is responsible for the assignment of referees to all games (exhibition, regular season and playoffs). All referees' fees will be invoiced to associations via the regional referees' associations except for the league championship finals. Article 33 Games 33.1 Teams must first apply to the League before holding activities outside regular season (exhibition match, jamboree, etc.) The referees must mark on the scoresheet the numbers of the players who receive major penalties for roughness, unnecessary roughness, unsportsmanlike conduct or who are ejected Each hosting association must provide a person who will act as a score keeper during the games. Such person will ensure that the scoresheet is duly completed and will be responsible of validating major penalties and ejections with the referees at the end of the game The score keeper is a neutral person who must not intervene during the match except for the tasks requested by the referees. In addition, they must be identified on the score sheet No scoresheet can be modified after the end of the game by anyone other than by referee that was assigned to the match. Article 34 Nomination of all-star players MVP 34.1 At the end of the season, each team must complete the MVP document issued by the League to record a specified number of MVPs from their team Each Elite Division team must mandatorily send either the team s head coach or one of the team s coordinator for the annual MVP All-Star meeting.
