3 Competition Regulations 2018/19 Southern Touch League (STL) Competition INTRODUCTION These Regulations govern the terms and conditions of Southern Touch s (ST) 2018/19 STL Competitions. All competition games will be played, administered and governed by the Touch Football Australia (TFA) 7 th Edition Playing Rules, together with these Regulations and any other published policy of ST. If any inconsistency or conflict exists between the TFA Rules, these regulations and any published policy of ST, these Regulations and any published policy of ST will apply. ST reserves the right to amend, modify or change, at its discretion, these regulations prior to or during any stage of the competition.
4 Season Details Southern Touch s Competition Program for the 2018/19 summer season includes Men s Women s and Mixed Competitions in the Southern Touch League (STL). All STL Competitions (All Ages) will be played at Wentworth Park Sports Fields, Howrah 6:00pm and 9:30pm on weeknights. All STL Competitions will play a round robin format with finals (18 weeks in total), commencing from Monday 15 th October 2018 and conclude with Grand Finals on Friday 1 st March (Mixed) and Saturday 2 nd March (Men s & Women s) Divisional Awards of Premiers and Player of the Final will be presented at the playing venue following Grand Finals and Association Awards, such as Divisional Best & Fairest, at Southern Touch s Annual Awards Dinner on Saturday 2 nd March All teams will play 6-a-side (recommended 8 to 12 players) on a full sized Touch field with a senior sized ball under full Touch Football Australia 7 th Edition Playing Rules. Competition Scheduling Additional Night* Mondays 6:10pm; 7:05pm; 8:00pm; 8:50pm * This night will be utilised on a needs only basis for any Competition/s that cannot be scheduled wholly on their nominal night. In this instance the order of re-scheduling will commence with the lowest division in any competition and progressively work up. 6 Competition Notes Players are encouraged to respect the decisions of Referees and discouraged from any negative unsporting behaviour. All teams must have a team delegate/captain, who is 18 years of age or older and will be responsible for the management of the team. All players must be registered through the online system prior to participating in any match. ST will utilise a Top 3 Team Finals Format for any STL Division that has only 4 teams (i.e. the top 3 teams at the conclusion of the round matches will compete in finals and the fourth placed team will drop out). ST will provide suitably accredited Referees for all STL matches. Player Registrations & Eligibility Refer to the sections in the ST Competition Standards: Player Registrations & Eligibility ; and Finals. Players must be turning 13 years of age, as at 1 January the following calendar year, to participate in STL Competitions. Females may only participate in Women s and Mixed Competitions. Males may only participate in Men s and Mixed Competitions. Players may only participate in one match per competition per round, notwithstanding the following: Players aged 40+, at the commencement of the competition, will be permitted to participate in up to two teams per competition per round so long as one of these teams is competing in Division 1 Players aged under 17, (i.e. cannot turn 17 at any point during the competition season), will be permitted to participate in up to two teams per competition per round so long as one of these teams is competing in Division 1
7 Players have sought and been granted Dispensation from ST with the basis for such Dispensation to have no negative impact on the competition overall. First Division/Representative Players, as per definition, may not register and participate in the lowest Division in any competition. The makeup of STL Mixed Competition teams is subject to the following restrictions: Division 2: A maximum of five (5) players currently participating in a Men s or Women s Division 1 team Division 3: A maximum of three (3) players currently participating in a Men s or Women s Division 1 team Player Movement Provisions: To support development, players in Men s, Women s or Mixed Competitions are permitted to participate in a different team in an alternate Division, in lieu of their usual team, so long as: Player movement does not occur during Grading Rounds 1 4, excluding Division 1 players First Division/Representative players participating in Division 1 do not move below Division 2 Players are considered ready and able to participate safely in the Division; and Players are registered to the team they are to participate with before taking to the field for that team, registrations are via the online system Equalisation Provisions Teams that participated in the previous summer season s Men s and Women s Division 1 Grand Finals may not recruit First Division/Representative Players from other club teams, unless a transfer occurs in accordance with ST Competition Standard 72. Teams that participated in the previous summer season s Men s and Women s Division 1 Grand Finals may not recruit First Division/Representative Players, or equivalent, from outside of Southern Touch. Clubs should refrain from recruiting Junior players from other Clubs if their recruitment may impede their previous Club s ability to field a junior team/s, unless a transfer occurs in accordance with ST Competition Standard 72.
8 Finals Eligibility To be eligible to participate in any Finals Series with a team, players must have played in at least five (5) matches for that team during the season, prior to the first round of the Finals Series. Dispensations will not be granted for failure to meet this requirement. Players who are eligible to participate in a Finals Series for multiple teams that have played more than 50% of the season in the higher graded team, may not participate for the lower graded team during Finals, notwithstanding players classed 40 and over or under 17. In the instance that matches have been washed-out and/or abandoned, all players that are registered to the team at the time will have one match added to their season s tally of matches played for that team. Forfeit Received matches do count toward participation providing that the player is registered to the team at the time and does not participate with an alternate team in lieu this match. Competition Byes do not count toward participation. Registration Fees Registration Fees for all 2018/19 STL Competitions will be $1,450 per team (incl. $200 deposit). Junior Teams consisting of only players under 18 years of age (as at 9 th Nov 2018) will be eligible for a reduction of $350 resulting total team fees of $1,100 (incl. $200 deposit). Each team registration fee will incur the specified $200 deposit, which must be paid at the time of registering and before a team registration will be accepted. The balance of registration fees is due by the conclusion of Round 4 matches. There is a Late Payment Fee of $50, charged in addition to the nominal Registration Fee, that will be applicable to any team with outstanding registration fees after the conclusion of Round 4.
9 A new Steeden Classis Touch Ball is included in the team registration fee, which will be supplied by ST and may be collected from the Clubrooms at the playing venue prior to matches commencing. ST is able to issue a Tax Invoice on a 30 day account upon request. ST prefers Lump Sum payments as opposed to individual player payments. Team Registration Fees are payable by cash, cheque or debit/credit card in person at the playing venue during competition times or at the ST Office during normal office hours. Direct Deposit via EFT is also available and ST bank account details are as follows (all payments should be referenced with the payees team name): Acct. Name: Southern Touch BSB: Acct. No.: How to Register ST uses an online registration system, through SportsTG (formerly Fox Sports Pulse), which applies to teams, clubs, team members and fill-in /temporary players. To register visit the ST website and follow the links from the Online Registrations tab. Teams are registered first then players register to the team. There are slightly different processes for registering individuals to Club/School teams, being that players register to the Club/School and are then allocated to a team. ST provides online access at the playing venue to support this process. Team registrations close Sunday 30 September 2018 and must be accompanied by the specified deposit.
10 Important Information ST communicates to Team Delegates vie and mobile phone. Team Delegates This is to relay information that participant s need, so please ensure that Team Delegate and Alternate Contact details are up to date on the online system. See the Team Delegates & Team Captains section of the ST Competition Standards for more information about these important roles. Initial grading will be available from Wednesday 10 October (Team Delegates Meeting) and from the ST website on the proceeding day. Grading & Fixtures Grading Rounds are played Rounds 1 4, following which new fixtures, if required, will be issued for premiership Rounds When registering your team, be sure to provide ST with any relevant information about your team list, to assist ST with initial grading. Code of Conduct All participants, including players, coaches, referees, managers, spectators/visitors are required to uphold the TFA Code of Conduct which is part of the national Member Protection Policy. This also covers the principals of Play By The Rules, a national sporting initiative. This is for the benefit of all participants safety and enjoyment. Refer to the section in the ST Competition Standards on Managing the Code of Conduct for a summary of what s expected by ST. Judiciaries ST utilises the TFA Disciplinary Regulations to manage complaints and misconduct. The TFA Disciplinary Regulations are readily available from the ST website. There are specific Standards/Rules that cover what to wear (playing uniforms). What To Wear Refer to the section in the ST Competition Standards on Attire to ensure that you meet the requirements before ordering new playing tops, including correct numbering. If you experience any issues please speak to ST Staff. There are also safety related requirements concerning attire. Refer to the Safety & Security section of the ST Competition Standards.
11 Footwear must be worn when participating in Touch Football activities and the minimum standard for footwear are covered, laced-up shoes. Footwear If ST declares that matches are to be played under Wet Conditions then players will only be permitted to participate if they are wearing moulded or rubber soled footwear with tread (i.e. turf shoes, grass-cat shoes or moulded sole (football) boots with studs not exceeding 12mm, screw-in studs are not permitted. ST Game Cards carry a lot of information which is utilised for a number of different things. Game Cards The main requirement is that Team Delegates must make sure that their team lists are displayed correctly. If there are any issues please take up with ST Staff and then follow-up (make sure it s correct next match). Refer to the section on Game Cards in the ST Competition Standards. Referees will request that Team Delegates/Captains verify the team list on Game Cards which may be actioned before the match or at half-time. Always assume that games are ON and if it s wet and questionable, keep an eye on the ST website for updates/cancellations. Wet Conditions, Cancellations, etc. ST can declare matches to be played under Wet Conditions which means that they will be played however players will not be permitted to wear flat soled footwear. Refer to the Safety & Security section of the ST Competition Standards for more information. There are a range of other reasons that may lead to matches being cancelled. If any of these occur, ST endeavours to advise Team Delegates by no later than 5pm on the affected day and circulate similar communication to participants. Refer to the ST Competition Standards section on Game Results for further information. Please advise ST as soon as you know that your team will be forfeiting a match, remember that this affects your opponents, Referees and other teams participating on the night. Forfeits There is a recently added provision for the application of additional penalty points for un-notified forfeits (3 point deduction) if ST receives less than 2 hours notice that your team is forfeiting (this includes if 3 or less players are at the playing venue for the match). Refer to the ST Competitions Standards section on Game Results Forfeits for further details.
12 If a team member suffers any injury during a match, Team Delegates/Captains should ensure that the Referee records the details of the injured person and injury on the Game Card. Also, as soon as possible afterwards, the injured player is required within 30 days of the injury occurring to do 2 things: Injuries 1. Complete the ST Injury Report Form (available from the playing venue and the ST website. 2. Register the injury with the national insurer Sports Cover (contact details are provided on the Injury Report Form). It s better to do the paperwork and not require it than the other way around. Other Rules The ST Competition Standards also now describe how a Forced Sub is applied at ST (not currently defined in the TFA 7 th Edition Playing Rules). Refer to the section Managing the Code of Conduct in the ST Competition Standards. A number of terms have been defined and/or re-defined. These are to be read in conjunction with the Standards, refer to the relevant Appendix ST Terms and Meanings.
