2 IFAB defines Handling the Ball as the DELIBERATE act of a player making contact with the ball with their hand or arm. ANY part of the arm below the shoulder is considered an illegal area with which to play the ball.

3 The chest area below the shoulder is an OK area to play the ball. Players will often argue that the ball hit here vs. the biceps of the upper arm

4 Handling is DFK foul. But it is not HANDLING every time the ball contacts a player s hand/arm. How do you know???

6 Handling the Ball Criteria to Evaluate DELIBERATE 1. Hand / arm to ball 2. Reaction time 3. Is the player s arm or hand in an unnatural position? 4. Is the player attempting to avoid the ball striking the hand or arm?

7 Criteria 1 Hand/Arm to Ball o o o Did the hand or arm play or move to the ball? -- Yes? or No? Did the player s action initiate the contact? -- Yes? or No? Was the player aware of the impending contact? -- Yes? or No?

8 Criteria 2 Timing The contact between the hand/arm and the ball was not due to a reflexive or protection action? -- Yes? or No?

9 Criteria 1and 2 If you are sure that the answer to any of the previous questions is Yes then it was Deliberate => it is a Handling Foul If you are sure the answer to all the previous questions is No then it was Not Deliberate => No Offense

10 Deliberate? Hand/Arm To Ball. YES Player Initiates Contact Re-adjusts body to block ball causing the ball to contact their hand/arm

11 Deliberate? Reaction Time Did the player have time to react? Distance Plays a Factor The less time a player has to react, the less likely there has been a deliberate act of playing the ball, i.e. no handling offense. Keys are reaction time AND distance.

12 Deliberate? not sure NOTE: If after considering Criteria 1 and 2, it is determined that a deliberate act has NOT occurred then a handling foul has NOT been committed therefore, any subsequent benefit that may occur is not an offense, e.g. if the ball were to fall to the player s foot.

13 Criteria 1 and 2 Note: If sure, there is no reason to have to consider any other factors, i.e. your decision has been made. If unsure, and only if unsure, then the following questions need to be considered.

15 Handling Guidance Deliberate? First question Was It Deliberate? If YES. then Handling! If NO. then NOT Handling! If not sure. go to next question

16 Handling Guidance Used when an official is not 100% sure if contact between the ball and a player s hand/arm was a deliberate act or not. Following are some further guidelines and tools for officials, only when not 100% sure if contact was deliberate or accidental.

17 UNNATURAL MOTION/POSITION? Is the player s hand/arm in an unnatural position? - Yes? or No? Is player s hand/arm in a position not normal or natural for the task at hand? - Yes? or No?

18 Criteria 3 Unnatural Position Not every player s natural running motion is the same Understand when running, what is unnatural for one player may not be unnatural for another player Unnatural position implies it was done deliberately

19 Criteria 3 Unnatural Position If the answer is Yes to either question, then it is a Handling Offense If the answer is No to both questions or you are still not sure, then other criteria must be considered.

21 Handling 1 Video Decision: Handling against the attacking player (light blue) to be restarted with a DFK Reasoning: The attacker has extended his arm out to the side in an unnatural position. The attacker deflects the ball wide and then turns and runs to collect the ball, while blocking off the defender and preventing him from being able to play the ball. As a result of his handling the ball the attacker has gained a double advantage unfairly.

22 Handling 2 Video Decision: Handling against attacking player (#5 in white) to be restarted with DFK Reasoning: By extending his arm straight out to the side (almost at shoulder level) in an unnatural position, the attacker is able to knock down the ball to his feet. As a result of his handling the ball, the attacker gains an unfair advantage Just prior to this a defender (in blue) jumps up with his arms outstretched, also in in an unnatural position. his actions did not result in ball / hand contact, so no offense was signaled.

23 Handling 3 Video Decision: Handling against attacking player (red/white strips) to be restarted with a DFK Reasoning: The attacker puts his arm in an unnatural position straight down to his side and is then able to guide the ball in front of him. This unfairly gives him a added step on the defender and also prevents the defender from being able to challenge for the ball.

24 Handling 4 Video Decision: Handling against attacking player (#21 in black) to be restarted with DFK Reasoning: The attacker raises his arm up to shoulder height in an unnatural running position and is then able to knock the ball down to his feet in front of him. The attacker has gained an unfair advantage and allows himself an undeserved play on goal.

25 As a defender, did the player put their hand/arm in a position to reduce the options, passing lanes, and/or space of an attacking opponent with the ball.

26 Defensive Tactics Did the player use hand/arm to occupy more space by extending reach? Did the player use arm as a barrier? Did the player take away space or passing lane from an opponent?

27 Defensive Tactics If the answer is Yes to any of the questions, then a Handling Offense has been committed If the answer is No to all of the questions or you are not sure, then Criteria 5 could be considered

28 All of these players in the wall are in a defensive protective posture. No player is moving and therefore none of them are attacking the ball. The left-most player has his arm raised and away from his body this is not protective.. This is taking up added space.. If ball contacts this player s arm. a deliberate act of handling has occurred because he has made himself bigger (whether that was his intent or not).

32 Taking Away Space? Defender was running towards the ball and as such when he raises his hand it cannot be considered as protective reflex.

33 Handball Bigger 3 Taking Away Space? The referee must take into consideration whether the defender s reaction is purely instinctive, i.e. taken to protect sensitive areas of the body, such as the face. In this video the defender was running towards the ball and, as such, when he raises his hand whilst running into the play, it cannot be considered as protective reflex.

34 Other Considerations Does the player use the hand or arm to block the ball? Does the player attempt to score a goal by handling the ball? Does the player prevent an opponent from gaining possession of the ball?

37 Since the player has jumped up in the air as part of play, he can no longer be considered as acting in a protective manner with respect to the ball being kick towards his face. He is deliberately moving his hand towards the ball.

38 All 4 players could be guilty of a deliberate handling offense. Players A, B and D each have left their feet and jumped up in an effort to defend the goal. Having jumped up they can no longer be considered to be in a defensive protective position, i.e. they are in effect attacking the ball. Any contact between the ball and their hand or arm is thus considered to be deliberate act, i.e. a handling offense.

39 Player C still has one foot on the ground, so he should still be considered as being in the protective mode. However, he has extended his forearm/elbow to take up more space. If the ball makes contact with his left forearm it would be considered as a deliberate handling offense.
