In September 2012, the National Youth Soccer Month campaign celebrates its tenth year of educating the public about the joys, rewards and benefits of playing youth soccer, and offers a variety of resources to learn more about youth soccer and get involved. We hope that visitors to the youthsoccermonth.org site will join us in September and all year as we reach out to soccer enthusiasts throughout the United States with our messages about youth soccer and the many advantages of the sport. In Oklahoma, we hope When the Adult and Youth Divisions met August 25 at the Best Western Hotel in Stroud, the seven countries and the Adult leagues attending were provided copies of a draft of new bylaws for OSA. The principle goals of these amendments are to create a more streamlined State organization, responsive directly to the Clubs, with more Club participation on the Committees that make the rules and define the operation of soccer in Oklahoma. OSA members are reminded that the bylaws distributed to them are a draft and input that all our clubs, leagues, and teams find ways to promote youth soccer not only during September, but all year long. Be sure to share any activities you host with OSA by ing that information to oksoccer@oksoccer.com. We hope that you will choose a unique way to celebrate soccer in September and spread the message about your positive experiences. On this website you will find ideas and materials to use for your celebration and increase public awareness of the many benefits of playing youth soccer. Oklahoma Soccer Association Bylaws Draft Distributed is requested from all clubs and leagues in Oklahoma Soccer. Representatives from the member Clubs across the state will be members of the committees. A copy of this bylaws draft will be available on the OSA website s front page and the current bylaws are also available on the OSA website for comparison and for discussion at upcoming meetings being scheduled to introduce the bylaws. The following is a summary of the proposed bylaws: The bylaws will restructure OSA from an Executive Board Goals of Youth Soccer Month Raise awareness of Youth Soccer and the benefits of playing the game. Emphasize soccer as the number one youth participation sport in America and a leading contributor to the healthy lifestyle of millions of American families Bring kids and families of all ages and all abilities together for fun, friendship and fitness. Highlight the various programs available to children iter- see Soccer Month, page 2 with seven members to a ten member board comprised of 5 officers and 5 elected Directors. The 5 officers would be a President; Vice-President representing Adults; Vice-President representing Youth; Treasurer; and Secretary. The Elected Directors would be as follows: Youth Recreation; Youth Competitive; Adult Competition and Tournaments; Games, Discipline and Appeals; and Risk Management. Ten Committees will oversee specific areas under the new organizational plan.

Youth Soccer Month celebrations can be found at soccer practices and tournaments, businesses, nonprofit and community centers, shopping malls, schools, private homes..just about anywhere that kids who play soccer and those involved with those kids may gather. People who organize Youth Soccer Month Celebrations are soccer volunteers and administrators, parents, coaches, players.anyone who wants to celebrate our sport. Youth Competitive Committee the Youth Vice-President will appoint a chair of this committee. The committee will oversee all youth competitive activities such as competitive leagues, competitive state tournaments and national championship series competition, the OSA academy program, and the statewide development program. Please don't forget to order your shirt for yourself or your team and have it Edmond Soccer Club Hosts Regionals in 2013 US Youth Soccer is proud to announce that Edmond, Okla., and Oklahoma Soccer Association will host the 2013 US Youth Soccer Region III (South) Championships as part of the US Youth Soccer National Championship Series, the country's most prestigious national youth soccer tournament. The games will take place at the ESC Complex in Edmond, Okla. The championships are expected to draw more than 3,600 players and an estimated 12,000 spectators. The US Youth Soccer Region III Championships consist of US Youth Soccer State Champions from 14 states, including the host Oklahoma Soccer Association, drawn wildcard entries as well as US Youth Soccer Southern Premier League wildcard teams. Following individual state championship tournaments, the regional championships are the second leg of the US Youth Soccer National Championship Series. Committee members will appointed with approval of the Board of Directors. Finance Committee the Chair will be the Treasurer and one member each nominated by the Youth and Adult Vice- Presidents. The committee shall review and make recommendations regarding financial policies and procedures. The draft has been distributed to the officers of the seven countries comprising OSA as well as the Adult division members.. Meetings to discuss the bylaws draft will be scheduled over the next several months for review, input, and discussion.

5 New Clubs To Join Oklahoma Soccer Chandler Soccer Club was approved for membership in OSA at the August AGM meeting. The club will be a member of Frontier Country and Jeff Caruthers has already moved to set up the club s initial referee and coaching sessions. Soccer growth in the areas around Oklahoma s metro areas continues to grow and OSA offers new clubs many benefits in membership. Madill Soccer Club has been reactivated as a member of Lake Country, according to Allen Emery, the club s Area Referee. Located between Ardmore and Durant, the club has seen interest in soccer grow and has rejoined OSA for this ESC Hosts Regionals, continued It is always exciting to begin planning future US Youth Soccer Regional Championships, and part of that initial planning is choosing the best possible host city for each of our four regional championships, said John Sutter, President of US Youth Soccer. Oklahoma City was a great host for the 2007 US Youth Soccer Region III Championships and we look forward to working with them again in 2013 for an even better tournament. The U.S Soccer Foundation is pleased to announce the opening of its 2013 Annual Grants cycle on Tuesday September 4, Grant applications will be accepted until Friday October 5, 2012 at 4:00pm EST. The U.S. Soccer Foundation awards grants, on an annual basis, to support both soccer programs and field building initiatives in underserved areas nationwide. Since its inception, the U.S. Soccer Foundation has provided over $57 million in financial support to soccer programs in all fifty states and the District of Columbia. The US Youth Soccer Coaching Department has introduced the latest coaching resource with How to Write a Training Session Plan. The manual will help guide coaches in conducting the most efficient and effective training sessions for their team and compliments previous US Youth Soccer coaching resources such as the Player Development Model, Vision document and Skills School technical manual. "This resource on how to design a training session plan, coupled with the many other coaching resources from US Youth Soccer, will help any coach through a soccer season," said US Youth Soccer Director of Coaching, Sam Snow. "The US Youth Soccer Coaching Department resource center, coaching articles, lesson plans, DVD s, books and documents SMOKE SIGNALS 5 US Soccer Foundation Grant Applications Available 2013 Annual Grants Program The Annual Grants application is available from September 4, 2012 to October 5. US Youth Soccer Releases Latest Coaching Manual such as the Player Development Model offer a wealth of ideas for appropriate soccer experiences. How to Write a Training Session Plan will help coaches organize that information into an effective session and season. This manual is useful to any coach, but especially those beginning their formal coaching education in the courses given by their US Youth Soccer State Association." 6 6 OKLAHOMA SOCCER ASSOCIATION Oklahomans Capture Veterans Cup Championship For Over 60 s Above are the Oklahoma team members who traveled to San Diego in June to play in the 15th annual Veterans Cup. Led by Damon Fell, the team captured the Over 60 bracket. CONGRATULATIONS! The 15th edition of the USASA National Veterans Cup was held on June 26-July 1, 2012 at Frances Ryan Park, in Escondido, North San Diego County, California. 95 teams registered to compete for titles in 12 different Women's and Men's divisions. This year's team participation increased by 50% as players were super excited about California and all it had to offer in between their soccer games. Teams that attended this year's tournament experienced plenty of sun, competitive soccer, outstanding food, and excellent refereeing. In addition, the beer garden was packed on a daily basis with players watching the competition of the European Championship soccer games, not to mention several German players from Chicago singing national folks songs. The National Committee worked hard to be even more prepared this year and used their experiences from last year working together as their guide. Their expectations were set high in order to meet and, hopefully, exceed the excellent standards that were set for this traditional tournament founded in Based on the overwhelmingly positive response and feedback we have received this year from many participants we believe we accomplished this goal. This year's venue continued to maintain the high bar that was set by Sanford, FL, in regards to the excellent combination of Oklahoma s Over 60 Champions facilities, accommodations, entertainment, and organization offered by a local host. The Cal South Soccer association put their best team forward to organize this event. Every day we saw an unbelievable effort and execution from an event coordination standpoint. For me, personally, what stood out the most were the following: The level of soccer competition was the best ever. The California teams were excellent and pushed several of the historical power houses to their limits. The referees from all over the country brought their best performances in many years. Many teams commented on how good the ref crews performed. Location. How can you beat the magnificent weather Adult State Cup Set For February 2013 At the Annual General Meeting in Stroud on August 25, the Adult Division of OSA voted to hold the State Cup Open for Adults on the weekend of February 26-27, Reza Namavar, Adult Division president, and the members present felt that the early date would allow the winning team access to the US Adult Soccer regional championships held in March. According to Namavar, the Adult Division attempts to provide assistance to the winning team as it represents Oklahoma in the regional tournament and did so with last year s team, BA Reserves, in their travel to the site. The site of the 2013 tournament has not yet been announced, but the winner of the regional tournament would advance to the national tournament held in July each year. The Adult Division has hosted two tournaments each year over the past few years, according to Namavar. The fall event was a league championship tournament and the spring tournament was an Open. The fall event will no longer be held. and views? It was just a perfect setting to play the beautiful game of soccer! Oklahoma members of the squad included Rudi J. Alono, Dale Deuvall, Damon Fell, Jerry Green, Kurt Hanger, Bill Hardie, John Knox, Alfred Mocket, Mahmood Rad, Ron Snyder, Allen Totten, Larry Waters, and Mike Wolinski. 7 OUTSIDE THE LINES Edwin Smith injured a vacation trip to Colorado turned into a lengthy hospital stay in Englewood, Colorado. After many weeks of treatment, Edwin returned home recently and wishes to thank everyone for the many thoughts, prayers, and concern for his recovery. Edwin is a well known referee for club, high school, and college matches in the state. Welcome back, Edwin, and get well. Dria Hampton transfers former ESC player and daughter of Jimmy Hampton transferred to Florida State University this fall to play for the Seminoles. She has started the first 3 games for the #1 ranked Florida squad. Elyse Hight starts in goal for Notre Dame in addition to starting as a freshman for the Fighting Irish, Elyse, who played club soccer with Edmond, was also named the Big East Goalkeeper of the week. Now that Oklahoma has college soccer squads in most all of our colleges and universities, it s often hard to determine which to team to watch on any given day. For that reason, OSA has provided you a link to the NSCAA scoreboard that will allow you to view schedules for the men s and women s teams across the state. When you open the site, you will be given the options of checking Division I, II, or III. Click on the Available Teams folder and each school in that Division will appear. Patrick Ahearn injured in jet ski accident Norman High School cross country captain and 08 Referee has lost part of his leg and suffered a serious head injury in a ski jet accident in Destin, Florida. In critical condition for a lengthy period of time, Patrick and family returned home in August. Westmoore High School s cross country team held a fund raising benefit for Patrick and presented the money at the first practice meet of the season. October 16, Kansas City Mark your calendar for a drive to Kansas City to see the Men s National Team play Guatemala at 7pm at Livestrong Sporting Park in Kansas City, Kansas. It would be wonderful if a large group of Oklahoma Soccer folk would make the trip. The men s schedule is at the following site: The women s schedule is at the following site: Locate your favorite team and join in the fun of watching many of Oklahoma s youth playing at the collegiate level. Oklahoma refs traveled to Plano for the International Plano Soccer Tournament under the direction of Aaron Whitewolf. Aaron shared these comments about the trip. We took 12 referees this year to Plano which is turning out to be a great training ground for the young guys. It is good for them to go and see a much higher lever of soccer they normally see on a regular weekend. They had games from u-12 through u19 most of the games were u16-u19. Mike Queri, Adam Bass and I were there to give them advice or to calm them down if they needed it after a tough game. We did a total of about 36 games in two days. They gave us three fields and let me decide who did what games. Oklahoma referees are establishing themselves as some of the finest in the region based on comments from Assignors and Assessors at Regionals and National tournaments. Congratulations to those who made the trip. The first 'Getting To Know' segment features senior midfielder Dria Hampton, a transfer from the University of Oklahoma. Florida State welcomes 12 new players in 2012 including 11 freshmen and one transfer. Two student-athletes joined the Seminoles a semester early enrolling during the spring 2012 semester, while this year's class also includes four international players. After our annual fitness run on August 4th, I was at a referee meeting in Oklahoma City where I heard several Referees complaining about how long the recert class time was. According the USSF Referee Administrative Handbook, the recert class time is 5 hours every year. We combine the class time with the fitness run to meet that requirement. Guess how much classroom time we ll have next year! We meet once a year and not sure why it is so much to ask of our upper level referees. I guess if you feel the process is too much to ask of you then perhaps the Grade 8 is more appropriate for you. You may be surprised to hear this but I also receive s and texts frequently from Referees wanting to tell me about what one of their fellow officials has done off the field. Guess what? I already knew about it. 99.9% of the time it comes from the person involved. Please stop being a 3rd grader and telling on your fellow officials. It only makes you look bad, not them. Especially if it is not related to soccer and happened off the field in their every day personal life. Please read your copy of the Referee Code of Conduct in your handbook. The SRC has a few changes to announce this fall season. Jim Brittain will assign OPL matches on the east side of the state and Craig Cherry will assign the west OPL matches. 10 10 OKLAHOMA SOCCER ASSOCIATION Law 1 The Field of Play Interpretation of the Laws of the Game and Guidelines for Referees Commercial advertising Present text Commercial advertising shall be at least 1 m (1 yd) from the boundary lines of the field of play. New text Advertising on the ground shall be at least 1 m (1 yd) from the boundary lines of the field of play. Upright advertising shall be at least: 1 m (1 yd) from the touchlines of the field of play the same distance from the goal line as the depth of the goal net, and 1 m (1 yd) from the goal net Reason There should be no upright advertising within a onemeter area surrounding the goal net to allow an unrestricted view of the goal for match officials. The proposal was approved with some discretion for certain stadiums where a full meter distance behind the goal may not be possible without major stadium work. Advice to Referees The above change would be a concern primarily for matches played at the highest competitive level. However, the underlying reason for the change (an unrestricted view of the goal for match officials) should be considered applicable to any equipment, structures, or other conditions which might similarly obstruct the view of the match officials. LAWS OF THE GAME 2013 Law 3 The Number of Players Laws of the Game New text If a named substitute enters the field of play instead of a named player at the start of the match and the referee is not informed of this change: the referee allows the named substitute to continue the match no disciplinary sanction is taken against the named substitute the number of substitutions allowed by the offending team is not reduced the referee reports the incident to the appropriate authorities. Reason It is not rare that a substitution is made prior to the start of the match and after the referee has been informed of the names of the players and substitutes. This is normally due to an injury of a player during the warm-up. If the referee is informed of the substitution, this is permitted but it is necessary to clarify how to proceed if the referee is not informed of the change. Advice to Referees The terms named player and named substitute refer simply to names being on the official roster given to the referee in advance of the match. In the absence of local rules of competition which would make the roster unalterable, names can be switched from player to substitute and substitute to player before the match actually begins. This addition to Law 3 clarifies that such alterations, even if not reported to the referee before the start of play, can be taken without being considered a form of misconduct or affecting competition rules limiting the number of substitutions. However, the match report should include full details of such a roster change. Law 4 The Players Equipment Laws of the Game Present text Stockings New text Stockings if tape or similar material is applied externally it must be the same color as that part of the stocking it is applied to. Reason An increasing number of players are using excessive amounts of tape externally on their socks. This can be a multitude of colors and completely changes the look of the sock. This can cause confusion, particularly for assistant referees who may need to look at the sock to determine who last played the ball before it went out of play. Advice to Referees This new requirement applied to player socks is similar to restrictions on the visible color of clothing a player might wear under the shorts or the jersey. Team socks can come in many different patterns and colors, some of which may make enforcing this change difficult. Referees are advised to understand the underlying purpose of the change (excessive use of tape and tape colors which change the look of the sock) and implement it accordingly. Reason There have been a number of occasions where goals have been scored from uncontested dropped balls. This has put a great deal of pressure on the referee as he has to allow the goal to stand. We then have the unseemly situation where the opposition allows the team to score from the kick-off without any players trying to stop them in order to rebalance the game. Advice to Referees Referees must clearly understand what was changed as regards dropped balls and what was not. It remains the case that the dropped ball restart must be retaken from the original location if, directly from the drop, the ball enters either goal with no player having made contact with the ball. The purpose and effect of this revision was to not allow a goal to be counted if, after the ball see Laws of Game, page 11

11 Laws of the Game, from page 10 is in play after being dropped by the referee, a player kicks or otherwise plays the ball directly into a goal. If the ball enters the player s own goal, the restart is a corner kick; if it goes into the opposing team s goal, it is a goal kick. The change covers only those situations where the ball is played directly into a goal: if the play involves more than one action, it was not kicked directly into a goal and the goal would therefore be counted. Examples of this scenario would include (but are not limited to) a player receiving the ball from a drop and taking two or more touches on the ball before the ball goes into the net; or receiving the ball from a drop, flicking the ball up from the foot to the head, and then heading the ball into the net. In fact, a hand ball could be inconspicuous but certainly very important. Furthermore, it is difficult to define what is meant by blatantly and therefore to have a uniform interpretation, especially by referees from different countries or continents with very different experiences. Deleting the word blatantly and providing that if the hand ball prevented the opponent from gaining possession the player must be cautioned, makes the interpretation easier. Advice to Referees The International Board s explanation for this clarification needs no further comment. Why do you see so much pink every October? October is Breast Cancer Awareness Month, which is an annual campaign by major breast cancer organizations to increase awareness of the disease. This includes educating the public about early detection, the cause, diagnosis, treatment, and support for survivors. The US Youth Soccer Coaching Department has introduced the latest coaching resource with How to Write a Training Session Plan. The manual will help guide coaches in conducting the most efficient and effective training sessions for their team and compliments previous US Youth Soccer coaching resources such as the Player Development Model, Vision document and Skills School technical manual. "This resource on how to design a training session plan, coupled with the many other coaching resources from US Youth Soccer, will help any coach through a soccer season," said US Youth Soccer Director of Coaching, Sam Snow. Many soccer teams plan on wearing pink shoes, pink jerseys, pink shorts, or pink socks during October. Join the volunteers who are expressing their support for cancer survivors and their families by wearing pink in October or at your team s matches. 12 12 OKLAHOMA SOCCER ASSOCIATION Responsible Sports: Handling Rejection Last month, a Responsible Sports Parent wrote to our panel of experts to ask: "My 8-year-old son tried out for his soccer club's travel team. He did not make the cut. He is still very welcome to play in house rec. However, he has reached an age where he realizes his recent rejection means that on some level he is not as good of a soccer player as he thought he was. He asks "Why was I not good enough for the team?" How do you reply without impacting him negatively?" - Melanie, a concerned parent. We asked two of our experts to weigh in. Susan Boyd US Youth Soccer parent blogger, had this to say: Dealing with rejection is never easy. But in this case I think there's some really good news. Until kids reach puberty, a few months difference in age can mean a huge difference in developmental abilities that push one kid beyond another. At the youngest ages these differences can be all the more glaring. Compare a one year old to an 18 month old in things like small muscle skills and speech. There's a huge disparity! Plus kids develop at different rates. One 8 year old might be 3' 6" and another exactly the same age might be 4' 4" - a substantial difference which can make the smaller child more timid and the larger child more aggressive when out on the field. That's why no parent should think that where their child fits in at the younger ages will be where their child fits in at the older ages. My response to my child would be: "It's not that you're not good enough. You are a really good soccer player. Right now some players have developed strengths you don't have yet because you are still growing. But if you love soccer, and I think you do, then you should continue to play, give yourself the time to grow, and learn the skills that will make you even better." My answer goes for parents as well. Be patient, give your kids the best opportunities they can get in soccer so when they do "grow up" they will be prepared for the doors that will open to them. I went through this with my own son who was born December 27th and in the lower 50 percent in height and weight, so seemed to always lose out to a kid born in February. But with perseverance he ended up being a Gatorade player of the year in his senior year and made the ESPN Rise 2nd team. It's not so bleak to be cut when you're 8. Your child has lots of years of soccer ahead of him and lots of chances to improve to the point where he can start making those traveling teams. Tina Syer, Chief Impact Officer from Positive Coaching Alliance answered: Dear Melanie, Did the coaches who made the selection for this soccer team give your son any explanation when he was informed he did not make the team? I realize your son is asking you for an explanation, but the people in the best position to give him this information are the coaches. Being only 8 years old, your son has plenty of time to improve his game, and by asking these coaches for specific feedback, he is showing that he is the kind of person/player who wants to work to improve his game (and signaling to these coaches that they ll see him at tryouts again next year). This sort of resilient attitude can help him in all facets of his life now and forever. The fact that he is asking you, "Why was I not good enough to make the team?" is a lot better than sulking and announcing that he is done playing soccer. Support your son to get the feedback from the coaches that he deserves and then, when he puts in the time and effort to improve in these areas, let him know that you see his hard work and progress. What appears to him as a major setback this season may actually cause him to reach even higher levels of play in the future, even though that can be hard to see now. A wonderful number appeared on the television weather report the other night: 59. That s the possible low temperature for next week and I m so ready for that. I m ready to break out the fall clothes and wear long sleeved shirts again. Nature played games with us about two weeks ago and gave us a brief taste of Fall by sneaking in about 4 days of mid-80 degree weather. It completely upset my biological clock and I would drive to work and park the car WITHOUT lowering the windows. Watts What By Dale Watts, Editor Much to my surprise I would exit the office at 5pm and once the door opened to 100 degree heat I was brought back to the reality that it s still September in Oklahoma and we still have lots of hot days left. Didn t keep me from griping at my stupidity of leaving all my windows up so the car s interior could reach a sauna-like temperature of 130 degrees. And that s another point that bothers me the exterior temperature gauge on my car dutifully reminds me that the outside temp is 112 degrees. As if I haven t already noticed that the vinyl dashboard is melting! I really hope we can play soccer over the next three weeks in temperatures more moderate than what we ve endured the past two months. Some college teams were playing during the afternoon on turf fields! Have you ever stepped onto one of those artificial surfaces when the temperature is in the high 90 s? The surface can reach 130 degrees shoes will melt! Somehow the players manage to survive but fans and parents are left looking skyward for any random cloud that might pass over. Smart parents/fans bring umbrellas but those aluminum bleachers are well known for their heat transfer to your lower body parts. I found it amusing that Edmond s Beat the Heat Tournament was played on one of those weekends where the average temperature was in the 90 s. 90 s? In years past that would have been pretty warm. We re so used to the heat now that when the temperature drops to 95 we all think it s a cool front. So, with the season underway and our young ones headed to the soccer complexes, perhaps we need to consider some appropriate steps to alleviate the Oklahoma version of Death Valley. see Watts What, page 13

Place shaved ice stands between fields and allow players to grab a snow cone on each ball out of play. Note: the time for the match will continue to run during these brief delays. 5. Agree that each team will play 1 v 1 under a shade tree and that those not playing will wait in the car until their turn. If there are not enough trees at the complex, locate one at a nearby park and complete the match at that location.
