8 Competition other rules OTHER IMPORTANT RULES : Minimum number of players to start and/or continue play: At the start of a match a team must consist of at least 5 players. Failing to do so will result in a loss of 0-15 for that match. During play a team cannot consist of less than 5 players on the pitch. Failing to do so will result in a loss of 0-21 unless the current score against is higher. In that case the current score will be taken into account. Penalties: a red card or a red card resulting from 2 yellow cards in the same match automatically result in at least 2 matches suspension. The head of referees (referee manager) will decide how many matches suspension in conjunction with the EUSA Technical delegates and the representative of the Croatian Rugby Federation. 3 yellow cards in 2 or more different matches automatically result in 1 match suspension. No Show / Abandoning a match whilst playing: If a Team wilfully refuses to play, or wilfully abandons a Match in progress, without the prior consent of the referee, then, subject to confirmation by the SCAC Committee, that Team will be expelled from the Tournament. Match Durations: The Group stage and Second stage matches will last 2 x 7 minutes with a 2-minute half time interval. The men and women finals for places 1 and 2 will both last 2 x 10 minutes with a 2,5 minutes half time interval.

9 Competition other rules OTHER IMPORTANT RULES : Points awarded and Ranking regulations during Group, second and Final stages: Play on the first two days of the Tournament (and on the third day in the morning for the women teams) will consist of Matches between Teams in the same pool on a round robin basis. No extra time will be played in pool Matches. Points will be awarded for these Matches on the following basis: Win = Draw = Loss = No show If at the conclusion of the Group stage, two Teams are equal on competition points for any position in the Group ranking, such position in the Group will be determined on the result of the Match between the two equal Teams. The Team that won that Match shall be deemed to have finished higher in the Group competition table. 3 points 2 points 1 point = 0 points

10 Competition other rules OTHER IMPORTANT RULES : If the Match between the two Teams equal on competition points at the end of the Group stage was a draw, then the following process shall be used to determine the placings. The margin of points scored for and against by each respective Team in all Group Matches shall be considered. The Team with the highest positive margin of points shall be ranked higher in the Group competition table if the tie remains unresolved then: The margin of tries scored for and against by each respective Team in all Group Matches shall be considered. The Team with the highest positive margin of tries shall be ranked higher in the Group competition table: if the tie remains unresolved then: The Team that has scored the highest number of points in the Group shall be ranked higher in the Group competition table: if the tie still remains unresolved then; The Team that has scored the highest number of tries in the Group shall be ranked higher in the Group competition table: if the tie still remains unresolved then: The tie will be resolved by the toss of a coin between the Team Mangers concerned

11 Competition other rules OTHER IMPORTANT RULES : Second & Final Stage for Men and women teams: During the second stage (ranking) competitions, in the event of a Match being drawn at the end of normal time, extra time will be played until a winner is determined. A two (2) minute water break will be held at the end of normal time and before re-commencing the Match. The extra time is played in periods of five minutes. After each period the Teams will change ends without interval. In extra time the Team which scores first will immediately be declared the winner without further play. A toss by the Team Managers and the Referee will be conducted to determine which team will kick off the commencement of the extra time and to choose which end the team will kick off from.

12 Competition other rules OTHER IMPORTANT RULES : Team Jerseys Colour Clashes All participating teams must have 2 sets of jerseys in colours, predominantly distinct from one another. Where pre- determined colour clashes do occur, the alternate colours must be registered. The following rule shall be observed by Participating Unions and the Teams: For all matches where there is a colour clash, the away team will wear the alternate kit. Uniforms should meet World Rugby regulations. Each team should bring two sets of jerseys in different colours. A player wears a jersey, shorts and underwear, socks and boots and may wear shin guards, mitts (fingerless gloves), shoulder pads, a mouth guard or dental protector, a headgear and bandages and/or tapes to cover or protect any injury. The Studs of players boots must conform with the World Rugby Specifications and a player must not wear a single stud at the toe of the boot. Detailed information relating to the permitted specifications for clothing and studs may be found in The World Rugby Specifications ( Laws of The Game).

13 Competition format COMPETITON FORMAT: Men Rugby 7s Tournament: The men are with 8 participating teams. Group stage: 2 groups of 4 teams (Group A and Group B). Both groups will play Round Robin format during the group stage on the first and second day of the tournament. At the end of the group stage the team with the best results will end as #1 in Group A or B, the team with the second best results as #2 in Group A or B, etc. Second stage: The teams ranked #1 and #2 in Group A and Group B will continue in second stage for Final placement # 1 to 4. They will play semi-finals (#1 group A vs #2 Group B & #1 Group B vs #2 Group A). Winners will go to the final and losers will play for 3rd and 4th place. The teams ranked #3, #4 and #5 in Group A will continue in second stage for Final placement # 5 to 8. They will play semi-finals (#3 group A vs #4 Group B & #3 Group B vs #4 Group A). Winners will play for 5th and 6th place in final ranking and losers will play for 7th and 8th place in final ranking.

14 Competition format COMPETITON FORMAT: Women Rugby 7s Tournament: The women are with 6 teams in Zagreb. The teams will be placed in 1 group (Group A). Group stage: Round Robin format in which the women teams will play all the other women teams. Second and Final Stage: The teams ranked #1 and #2 in Group A will play the Final for end ranking #1 or #2 of the tournament. The teams ranked #3 and #4 in Group A will play the Final for end ranking #3 or #4 of the tournament. The teams ranked #5 and #6 in Group A will play the Final for end ranking #5 or #6 of the tournament.

15 Competition MATCH COUNTDOWN: The teams must submit a list of players and their accreditations, 30 minutes before the start of the game, at the referee table. During half time of the match before the team match the toss will be done for the next match. The team officials or another representative of each team playing the following match will be requested to attend the toss. The teams must be in place to enter the pitch at least two minutes before the start of the game. Teams must be on the match venue at least 15 minutes before their match starting time. They will show their accreditation passes to the match officials on the match courts in the tents beside the courts for inspection.

16 Competition protest PROTEST: Head of Delegation may protest in written on behalf of their athletes or team. Protest must be accompanied by a deposit of 200 EUR (refundable if justified) and submitted to the EUSA representative, as follows: within 20 min after match on match issues; within 1 hour after published official daily sport results and statistics for the published issues, whenever during the EUC on non technical issues. Protest on referee or match official decision is not permitted.

INDIVIDUAL AWARD: Diploma of participation MVP - MOST VALUABLE PLAYER (Men/Women Individual player) Will be decided upon by the TD and assistant TD after having consulted with: - the Managers of the participating teams - the Head of Referees - and with the participating officials from the Croatian Rugby Federation.

19 ENNO HARMS FAIR PLAY AWARD Each EUG participant can propose individual or university team for the fair play gesture or behaviour happened during this EUC. Please do not hesitate to fill the Enno Harms Fair Play Award proposal and give it to the EUSA representative. EUSA was awarded by European Fair Play Movement with ORDER OF MERIT for its constant contribution in field of Fair Play.

21 Determination of EUSA Annual Ranking List The points are attributed to the teams based on the final standing of the competition. For each NUSA, only the highest placed team gets points. Accumulated points are calculated for NUSA. Points accumulated within the last four (4) years determine the EUSA Ranking List, published annually by the EUSA Office. Points scheme is published in the EUSA Rules and Regulations for the EUG - Edition 2016, paragraph "EUSA Ranking List" (page 16).

23 Determination of the seeding for the draw The recent National Champion for each NUSA is considered within the EUSA Ranking List. If there is more than one (1) team from the same NUSA, all remaining teams are all together in the last pool for the draw (no difference between them). The NUSA National Champion is seeded in accordance with the EUSA Ranking List.

The reaming teams will be drawn into groups. The draw first will be done for all first positions in groups, then second positions, third etc. Teams from the same country shall, whenever possible, be placed in different groups.
