1 2017/2018 PAC Notes from Board Meetings August 6 th, 2018 Phillips 66 fields: 5238 Northwest Dr. PAC MEMBERS PRESENT: Hana Schutz, Kate Wearn, Lance Calloway, Lance Hein, Megan McClellan, Kate Wearn, Nicole Brown Hillary Thomas, Ami Strain, Susan Wright, Beth Kealy, Penny Rosen, Chris Quinn, Winnie Rosbach, Amy Richbaw, Jen Larmer, Rich Holdridge EXECUTIVE BOARD MEMBERS PRESENT: TECHNICAL STAFF PRESENT: Derrick Ayers, Noah Braun Technical Director Report See Attached Review of Questions/Comments from Previous Meetings 1. Club needs to do a better job with communicating with Managers/Treasurers? Maybe a meeting so people can ask questions instead of just being given a book on what to do. Maybe a mentor program with senior manager/treasurers? A: I agree always room for improvement. With tryouts spanning 4 weeks, its hard to have a meeting at the beginning of the season. However, I make myself available for phone/ or individual meetings to help with the start up of the team. Experience managers are asked for assistance if there is something I can't help with. A meeting will be held in August for both managers and treasurers before the Fall season. 2. Confusion on how to pay. (This should be cleared up after explaining how to do it). Wondering if there is a way to do everything online for both registration/team fees so they don t have to write checks to multiple people? Someone recommended Freshbook and wonder if we have looked into anything like that? A: At this point, the club fees can be set up for auto payments on Stack Sports. However there are fees for using the payment plan and some do not want to pay those fees. Team fees are not set up to be accepted via Stack Sports, but could be if the club wanted to go that route. 3. Lack of Communication for the 24hr marathon. It came up too quickly. $50 vs. $75, what happens if folks don t pay? Is it really a donation or an expected fee? Where is the money going? Everyone said the kids had a blast but felt everything surrounding the event could have been done better.

2 A: Noah apologized for the confusion and said it was a miscommunication when all the information was being sent out. Part of the funds is being donated to Special Olympics. 4. If the club pays for extra coaching is there a commitment that coach has to sign to stay with the club so we get our money worth? A: I assume the "extra coaching" refers to coaching education. This is part of our staff compensation. It helps increase the knowledge base for our current coaches, and helps attract and retain quality staff; which benefits our players. We do not ask for this money back if a coach leaves. 5. Concern over the three practices a week because they feel it is too much, especially for the younger kids. Where the parents polled and will this be changing when the kids go back to school? A: In order to develop our players to a higher level, we need to spend more time training. In the most simple terms, the more time you put into something the more you will improve. Three sessions a week is the standard for premier clubs across the country. 6. Issue with early morning trainings for the summer. Were the parents polled because morning hours do not work for parents that work. A: Teams have held morning training sessions during the summer for a number of years. Any questions or concerns about the training schedule should be addressed to the team coach for their consideration. 7. Baker Blast- Huge issue with this tournament. Why are Rangers required to attend this tournament? With no tiers or groups games were not fair so teams got demolished. Bathrooms were not cleaned or dealt with appropriately and the fields/parking were horrible. (Advised this was Whatcom Sports and Rec not a Rangers event so tournament/field issues need to be addressed with them) Why did teams have guest coaches instead of their actual coach? Some felt the guest coach really did not coach. A: Rangers does not run or administer any tournaments or facilities at this time. Any concerns or issues with the facilities at P66 Soccer Park should be addressed to Whatcom County Sports and Rec. We entered teams into this event because we feel that we need to support an event in our local community. Much of the revenue generated by Baker Blast and Rimland goes to upkeep of P66 Soccer Park and in turn helps to keep our facility rental cost in check. 8. Why are two teams practicing with one coach? That is not what parents are paying for. A: At times we have two teams train together. This is known as Academy Style Training or Pool Training. It allows coaches access to more players, gives players a chance to train and compete with players outside of their team, gives the coaches time and numbers to work on larger group concepts, and teams are able to scrimmage for the last part of training.

3 9. What is the philosophy of Rangers for kids that play other sports? What is the TD telling the coaches and is it the same message across the board. Will kids be getting penalized for missing training? A: Rangers does not have any policy prohibiting any player from playing another sport or taking part in other activities. That said, we are a premier, competitive soccer club and we are tasked with developing soccer players. Players that participate in other activities need to be able to manage their schedule and communicate effectively with their coaches. Playing time is earned by attending training and working hard with a good attitude. Players that miss training should expect to have reduced playing time. This has been consistently communicated to players, coaches, board members, and families through the club wide s and coaches meetings for the past year. 10. Out of state tournaments-how were they picked? Did parents have any say in which ones they do? They could have been given more time for fundraising if different tournaments were chosen. A: The Technical Staff works to select tournaments that are at appropriate levels of competition and will provide a good experience for our players. We also take into account staff availability and try to stagger events so that we have players available for all games. We travel to events that are out of state to give our players a broader experience. It promotes team bonding, teaches players how manage their rest, recovery and nutrition while traveling, and provides coaches more opportunities to meet with their teams. This travel is common for all sports, whether teams sports or individual sports. 11. Why do Rangers have a blanket policy regarding no kids being allowed to guest play on other teams? Isn t that a disservice to the kids to not allow them to play with other teams (more touches on ball) in other tournaments (playing against other teams), especially if there is no conflict with their own team at Rangers? A: We don't allow our players to guest play with other clubs because it is the first step to illegally recruiting players by other clubs. We also do not use guest players from other clubs because it is our responsibility to develop and give opportunities to Rangers players. As an example: Imagine that your child was the top player on the Blue team and the Gold team was short on players for a tournament. Instead of asking your child to play with the Gold team and giving them that opportunity, we used guest players from another club. Would you feel that we valued your child as a member of the club? I think that clubs that use guest players from other clubs are doing a disservice to the players in their club. It shows that they are more interested in trying to win a tournament than they in helping and developing their own players. We are going to take care of our players, those are who we have a responsibility to develop. 12. When will raincoats be available for younger sizes? Why are backpacks different when they should be the same for three years?

4 A: Prostock is continuing to try to source an Adidas raincoat for youth sizes. I will follow up with them about this. Update as of 7/21/18: Prostock has the Tiro Youth Rain Jacket available for sale on the apparel site: Prostock did tell me that there are limited sizes available from Adidas, and there just isn't another option right now from Adidas. So, while there are some rain jackets as available now, sizes are limited. Backpacks are different because Adidas changed them. Sometimes this happens. Adidas won't guarantee that all items in our required kit are available for 3 years. Its just the way it goes, and we might have more problems with this kind of thing due to our 3 year uniform cycle. Most clubs do 2 year cycles. 13. Some issues with teams getting their kits done. ProStock is blaming the communication with the kits getting done in a timely manner because they are struggling with communication with the Ranger/Pro Stock rep. Pro Stock not getting the right information on which teams needed gear first. A: I (being the Ranger/ProStock rep) haven't heard that teams are having trouble getting their kits done. All I can say to this is that if anyone has any specific problems, please contact me at suzannemunson@comcast.net. I, along with Derrick and Noah, met with Prostock in early Spring to determine the timeline of when uniforms needed to be completed for which tournaments. The earliest tournament was supposed to be Baker Blast. After that meeting, and after teams were formed in late May, some teams decided to do earlier jamborees and tournaments than Baker Blast. There really isn t much we can ask of Prostock when the schedules change at the last minute. And, all in all, the process went pretty smoothly this year, and, again, I have received very few complaints, and nothing that wasn t easily rectified. And, important to note that,in general, Prostock will always prioritize the youngest/brand new teams first, as these are the teams that don t have any gear yet. Older teams with new players will be prioritized after the youngest teams. 14. Why do we have Gatorade on uniforms? Don t feel comfortable with their kids advertising and running around like a billboard. What does the club get for the advertising and do all the kids/families see the donation money? A: Walton Beverage pays our club $15,000 per year for the opportunity to place its Walton Beverage logo on the sleeve of our jersey and the Gatorade logo on the front of the jersey. The money Walton pays to the club annually offsets general club expenses in an amount equal to $26.50 per player. In other words, it allows the club to keep the registration fees as low as possible, and, in this particular case, $26.50 lower. Additionally, many soccer clubs (select, premier, and professional) across this state and the country use this technique to help fund their operations. 15. Regarding Phillips 66- fields need work, parking lot needs work, why can t teams use scoreboard for games on turf? (These questions need to be directed to Whatcom Sports and Rec (Marc Ronney) not Rangers

5 A: Whatcom Sports & Recreation operates Phillips 66 Soccer Park. Our club works closely with Whatcom Sports & Recreation regarding Phillips 66 Soccer Park, and our club s input does not fall in deaf ears. Ultimately, though, the final decision regarding Phillips 66 Soccer Park is with Whatcom Sports & Recreation. New Questions and Comments addressed at this meeting. Derrick Ayers and Noah Braun answered the questions: 1. Concern over coaches not being at warm-ups or using guest coaches for tournaments? This is common practice to use other coaches from the club when a coach has multiple teams he is coaching. It is acceptable to miss warm-ups (especially as the kids get older) because the expectation is that the kids can begin warm-ups on their own. 2. What is the policy of the local tournaments and are we required to play? Rangers want to continue to support the local tournaments and in doing so it helps to keep our facility costs (field use) down. Understanding the issues with the tournament, Rangers is planning n working with the WSR to see what can be done to make the tournaments better. There were other discussion topics that were associated with the questions that were asked and answered from the June meeting. (See above) No need to re-write them. We are still looking for two PAC reps to join fill the vacancy on the Rangers Board. We have one rep that had confirmed she is interested. If you would like to be considered please let us know. Next PAC Meeting will be Monday October 1 st at 7pm Phillips 66 Clubhouse: 5238 Northwest Dr. Reminder NO MEETING in September due to Labor Day! The PAC meetings are open to ALL WFC Ranger Parents and we welcome anyone who wishes to attend. June 25, 2018 Phillips 66 fields: 5238 Northwest Dr. 16. Derrick and Noah are available for them everyday for discussion both before and after practices. They currently have monthly coaches meetings where specific topics are discussed. Example topics- coaching philosophies, housekeeping, team culture, and bullying prevention. There are also weekly s that go out to the coaches. 24 HR Marathon- No more Car Wash: It is official the team is going to be doing a 24 hour marathon (indoor soccer) that the entire team will participate in. The date is still being finalized. (See attached for more into)

10 How many times does the PAC need to meet, monthly, every other month or quarterly? It was determined that the PAC will continue to meet monthly. We will however continue to monitor what the attendance is like and may skip during months with major holidays/breaks in the season. February 2018 Phillips 66 fields: 5238 Northwest Dr. PAC MEMBERS PRESENT: Lori Radvany, Rich Holdridge, Cathy Beecham, Nancy Schubeck, Jen Larmer; Dawn Reedy, Kelley Goodman, Nick Bryngelson, Lynn Pillitteri, Erin Wells, Scott Zander EXECUTIVE BOARD MEMBERS PRESENT: TECHNICAL STAFF PRESENT: Technical Director Report Attached Review of Questions/Comments from Previous Meetings 1. Do we know how long Phillips 66 fields will be unavailable when getting fixed? We were informed from WSR that the fields will not be closed during construction. The only reason that we would not be able to use the fields is due to the drainage issue. We have moved as many games as possible off of P66. We are trying to get access to the HS fields at Bellingham and Squallicum, but they have limited availability and some policies that make it difficult to scheduled training and games. 2. Why do we change uniforms every 3 years? Most clubs have uniform schedules of only 2 years. We specifically select a kit that lasts 3 years. By doing so, we are guaranteed the same uniform will be available for that 3 year period. 3. With the jurisdiction changes, what will happen to the white team coaches? Will it start with the next tryouts? I will also point to the that went out. The that went out should cover most of this. All current White teams will continue to be offered as long as they have the numbers to support a viable roster. The coaches will likely continue with the returning White teams, or possibly be assigned other teams as appropriate. 4. Car Wash tickets opt out. Why can t we do this at registration? More to come on this at the March PAC Meeting. 5. Concerns about coaches should be taken to that coach, if appropriate, and the player/parent is comfortable doing so. If they are not comfortable going directly to the coach, please reach out to Derrick Ayers, TD. December 4, 2017

Field drainage is being addressed by Whatcom Sports & Recreation as they are responsible for the fields. Games are cancelled by Marc Ronney or staff and are generally closed for risk of injury to the players or damaging the field. 2. Player time - The policy will be updated and released to the club. 3. Goal safety - The TDs have been in communication with Marc Ronney about the sandbags and goal upkeep. He has assured us they are working to keep up with these concerns. 12 Is there a Ranger Code of Conduct? The TDs are working on the Ranger policies and will take this request into consideration. This topic was discussed by the Board and TDs and it was agreed that the TDs will consider this as they continue to update policies. Is there a RCL policy about playing to league games on the same game. The TD said no. How much communication should the parents expect from the coaches? Coaches should be providing feedback after games and how practices relate to how the games are going. If you feel like you are not receiving enough communication from the coach, please reach out to the coach directly or the coach and TDs. Who makes the decision on whether a field is playable or not? The example was of snow or too much water on the field. The TD said it is up to the individual facility staff to make the decision. Once the game has started it is up to the referee to make the decision. The TDs are working with Travis and Jamie on developing a club wide calendar to document the winter break, tournament schedule, etc. It will be based on age groups. We are moving away from training for events such as tournaments. The focus will be training for development. An will go out to the club in the near future about this. The College Recruitment seminar on went really well with over 100 players/parents attending. There have been 2 RPD Jamborees. They went well and there will be more in the future. It will be used for setting goals and it is suggested the kids use these for evaluating how they are growing each year. Coaches to meet with the kids to discuss. Going forward there will be 2 more with a total of three over the year. What is the policy for play time? The TDs are working on establishing a policy and will add it to the coaches manual. If a child is unhappy with their play time, please reach out to the coach first and copy the TD. Please always allow the 24 hour rule. High School Keepers are not required to go to the keeping practices during the high school season but are happy to attend should they want to. If your manager is having a hard time scheduling games with another club they are welcome to reach out to the TDs for assistance. Coaches have a responsibility to allow opportunities to play and practice up. If a player feels they need more training they should reach out to their coach. Suggestions for the marathon was passed on to the appropriate Board and marathon coordinators. The new Ranger Website will be started shortly. Phillips 66 astro turf fields - There is a plan to install a trench which will provide better drainage. There was a question about adding a net behind the grass field side goals to stop balls from going over. There is no plan to add this at this time. There was a suggestion of having the Car Wash Tickets Opt Out process done during the yearly registration process. This is being considered by the Board. Can the GU12 blue team move up to a higher division? The girls aren't getting enough challenge out of their games. The TDs review these types of suggestions and makes decisions on a case by case basis. In this instance, the team has been moved to a higher division. New Discussion and Updates from Ranger Board Marathon was a great event. Our teams showed up with great numbers. Thank you to everyone who participated to make this even great. 15 trainings re one way to do this, but we have to work out the best way to do this given our current structure. After Christmas we should see group trainings. Can we ask the Coaches to get the PAC person for their team organized right away so they can attend the June meeting? We will encourage the coaches to do this. RPD Specific How did the RPD Tryout numbers compare to previous years? 2016 boys 140, girls boys 95, girls 90. We had a good numbers at the RPD tryouts. We selected players that were a good fit for the program, and left room to add more players through the summer. Can we get RPD Shelters? The club does not own any benches or tents. Ranger teams purchase their own. We could purchase a couple and keep them at the park if the club deemed they are needed. The PAC would like to have the technical staff do an assessment of the RPD program and provide an update. We revised the set up for RPD by changing to a pool system and adding festival weekends. We have provided handouts on both topics. General Questions/Comments: Please direct all questions about RPD coach Carl Williamson should be directed to Brad Swanson, President at: rydersdad2005@hotmail.com Is there a policy about coaches being alone with just one player? Yes, there is a volunteer code of conduct they must read and acknowledge when they register. From the code: *When waiting for a player's parent to pick them up, do not have the player sit in the car with you. Instead have the child sit in the car and you wait outside the car for the parent to arrive. *When travelling out of town with a squad of players, take more than one adult along. Avoid being isolated in a private area, such as a hotel room with a player. If a player needs to talk with you, tell them you will talk with them in a public area, such as a lobby or hallway, or when another adult is present. *When travelling out of town with a team, a coach should not be roomed with any players. One person in charge of Facebook page? We need a designated person for social media that is tweeting and updating Facebook about exciting things happening with the program at least 3-4 times per week. A stipend (or reduction of fees) to a parent to be the designated point person on this was suggested. The 'volunteer' system isn't working. It is a great marketing tool and we aren't using it. One suggestion for the person is Cheri Roby (parent of 04 gold player). Why doesn t Rangers do video review? Is there a policy about this? Review is complicated at the youth level. At the moment we do not have a projector/screen that is adequate. Depending on the depth of the review, the software needed is very costly. It is also difficult to get the quality of video needed to conduct video review. Games need to be filmed from an elevated vantage point that can include the full width of the field in view; filming from the field level doesn t provide the proper view of the field. 5. What is the policy around shared equipment for the teams such as benches and shelters? Can there be some type of swap meet at the end of each year? It s up to the teams to decide if they will share equipment. There isn t a Ranger policy. Great idea on swap meet, maybe someone could volunteer to organize. Word of mouth along with to managers have been used to sell equipment between the teams. Can the Treasurer s and Managers Manuals be updated and include a template for managing the finances for a team? Can new manager/treasurers be teamed up with experience managers/treasurers? The club has manuals for both the manager and treasurers (treasurer updated each year). The manager manual could use a few updates, but the bones are current. Charleen, the registrar, will be working on it over the season. Included in the treasurer manual is a sample budget and current fees charged teams for fields and referees. Support is available at any time from registrar. She is also happy to , phone call or meet whenever needed. Yes, we do have experienced team personnel that I can ask for help with items not familiar. They have especially helped with RCL and Affinity. There will be a meeting in August before the Fall season for team personnel. Multiple Sports Kids Rangers supports and encourages multiple sports kids. If you have questions or concerns about this, please reach out to individual coaches.

16 Employment matters? Employment matters typically go through the Technical Directors (TD). The Ranger program currently follows the Washington Youth Soccer Association background check process prior to hiring coaches. The Board is currently reviewing the policy to ensure all of the players are protected. New Discussion and Updates from Ranger Board Rich Holdridge was selected as the New PAC Board Rep. Still looking for cool stories from players/parents/managers/coaches to post on the Facebook page Dough Night was a huge success! We earned $4, Not bad for a couple hours worth of work.
