2 National Federation of State High School Associations Colorado High School Activities Association High School Soccer Officials Officials Code of Ethics 2017/2018 NFHS CHSAA HSSO Officials at an interscholastic athletic event are participants in the educational development of high school students. As such, they must exercise a high level of self-discipline, independence and responsibility. The purpose of this Code is to establish guidelines for ethical standards of conduct for all interscholastic officials. Officials shall master both the rules of the game and the mechanics necessary to enforce the rules, and shall exercise authority in an impartial, firm and controlled manner. Officials shall work with each other and their state associations in a constructive and cooperative manner. Officials shall uphold the honor and dignity of the profession in all interactions with student-athletes, coaches, athletic directors, school administrators, colleagues, and the public. Officials shall prepare themselves both physically and mentally, shall dress neatly and appropriately, and shall comport themselves in a manner consistent with the high standards of the profession. Officials shall be punctual and professional in the fulfillment of all contractual obligations. Officials shall remain mindful that their conduct influences the respect that student-athletes, coaches and the public hold for the profession. Officials shall, while enforcing the rules of play, remain aware of the inherent risk of injury that competition poses to student-athletes. Where appropriate, they shall inform event management of conditions or situations that appear to be hazardous. Officials shall take reasonable steps to educate themselves in the recognition of emergency conditions that might arise during the course of competition. Officials shall take precautions to avoid perceived conflicts of interest, in which a connection to participants (players, coaches, administrators) or schools may exist that could be seen as bias: Without the prior approval of the head coach of each team, an official shall not serve as a referee on a game involving a team from a school which that official has attended within the previous three year period, nor shall the official serve as a referee on a game from a school at which a child or step-child attends or has attended within the previous three year period. The referee should block those schools in ArbiterSports. Cover Commentary We had a few incidents reported to CHSAA last year regarding the need to protect the goal keeper. So, what does that mean, exactly. In my opinion, the photo on the front shows a fair challenge for the ball by both players. And, I am almost certain that the goal keeper will fall over that outstretched leg of #9. If an injury occurs due to this contact, you can be sure there will be a confrontation, probably a report to CHSAA, and possibly a review by a member of our HSSO discipline group. Please: this is not for placing blame, but rather to investigate what happened (in the eyes of the impartial officials), and, if necessary, a discussion on what could have been done differently. Not every game is recorded, but, when we have a video to review, we will share it. More often than not, the officials get it right, and for that, your HSSO Board thanks you. But, if it is wrong, please understand that your HSSO Board is here to help, not harass. So, keep your cool when those around you are not, keep good notes for your records, and be open to those who are trying to assure out coaches and players that we are working to provide the best game management possible.

3 Important! You are required to attend a preseason clinic, take the test, and submit a signed Code of Ethics sheet each year! The clinic schedules as of July 10 are on the next page. Others will be scheduled after July 10: go to chsaa.org, tab chsaa.org, officials, soccer to find the most recent list. Contact your Area Director if you do not see one in your area. There should be a code of ethics sheet in the packet sent by CHSAA (that this handbook was in). Bring that to the clinic, but, if you don t do that, you can send it to Mike Chipman by one of the following methods: mchipman@coorstek.com FAX: Mail: Sumac Drive, Golden, CO If you did not find that ethics sheet in the packet, send me an and I will return it as an attachment. TESTING is on line, and will be open after July 28 and ends prior to the spring season. When testing is open, go to Arbitersports.com and log in (if you cannot get there, contact Monica Tillman at mtillman@chsaa.org - I cannot help you get to arbitersports.com!). Go to the account - the testing can ONLY be found there (Colorado Central Hub) Click on the tab for TESTING, and look for the HSSO/CHSAA 2017 Soccer Test. Take the test over as long a period as you wish you can reenter that test multiple times while taking it (remember to save your work before leaving!). You can retake the test 2 more times. When you are done, there should be a button for submitting the test. Just finishing the test does not submit it. When you have submitted, it should then send you your result. If you do not like that result (you need to get 85% for active, 80% for provisional), then you can retake the test two more times. You should be able to see your specific score and questions missed after August 1 go to the same site and click the Review button, and scroll through the questions. If you insist on a paper test, send me a request by (mchipman@coorstek.com). Don t phone that request, as my phone cannot return a test to you - !

8 Rules Review for 2017 With another season (and school year) comes another round of rules changes and points of emphasis. Some are intended to better match the USSF laws of the game, some are intended to improve the safety of the players, and some, well, I just don t know why, so let s leave it at that. Remember, the object of HS soccer is participation, so please do not use minor issues to create major problems D If visible apparel is worn under the jersey and/or shorts, it shall be of a similar length, all alike and of a solid color. This also applies to compression sleeves and undershirts (usually long sleeve under short sleeve jersey), as well as slide shorts (but, these can be a different color, as long as all of them are the same color). NOTE! this is to be treated like the other uniform issues we have always had to deal with. The game is to be played, and the infraction noted in a supplemental game report. Do not give the coach a caution, and, unless easy to correct, do not prevent the player from participation. ON THE TEST: the answer is illegal, but there may be other nuances in the answers The use of a soft-padded soccer headband is permitted but not required. Schools, parents and students are free to make their own assessments relative to this piece of equipment. The relevant ASTM standard can be found at The rule change changes nothing, although the examples include larger examples: the head gear can be any color on any player, and NFHS still has no opinion on if they work. Both of these are legal F Electronic-communication devices including buzzer/beep flags and headsets may be used by the officials. These are by no means a requirement, but are allowed by CHSAA. It is recommended that you let both coaches know that you are using communication devices to better manage the game The ball shall be kicked while it is stationary on the ground in the center of the field of play and may clearly move in any direction. It has also been noted that a goal may not be scored by kicking the ball into the kicking team s own goal. A goal can be scored otherwise on a kick off All free kicks, with the exception of penalty kicks, may be taken in any direction. Free kicks are taken from the spot of the foul except for the reasons listed in , which are taken from the location of the ball when the referee stopped play. Free kicks resulting from fouls committed in the goal area are taken as described in or Indirect free kicks for offside (13-2-2b) are taken from the spot where the offending player interfered with play, interfered with an opponent or gained an advantage by being in that position. So, yes, an IFK for off side can be spotted in the defending half of the field. If it is close to midfield, let that be the place as always, do not obsess on the position of the ball if it is a yard or so from the actual spot, but 5 yards (or more) is probably important.

9 14.1.2,.3, and.4 No real change to the intent on how a penalty kick is set up or taken: A penalty kick shall be awarded when a foul, which ordinarily results in the awarding of a direct free kick, occurs within the offending team s penalty area All players except the kicker and the opposing goalkeeper shall be within the field of play but outside the penalty area and at least 10 yards from and behind the penalty mark until the ball is kicked The ball shall be kicked while it is stationary on the ground from the spot or any place on the penalty mark. To be in play, the ball shall be moved forward. The player taking the penalty kick is permitted to use a stutter-step or a hesitation move provided there is no stopping and there is continuous movement toward the ball. Failure to kick the ball as specified shall be considered a violation by the attacking team and the appropriate penalties shall apply. Stutter-stepping is not an interruption in movement. Appropriate penalty is usually an IFK. POINTS OF EMPHASIS We are continual asked to be aware of concussion management protocols, both the NFHS guidelines in the rule book and state law that specifically provides responsibility to the coach (and not to the referee, although we are asked by CHSAA to watch for symptoms and have questionable players leave the field as if an injury had occurred). Communication skills as a sports official are very important, and referees are strongly encouraged to take the proper steps to calmly let players and coaches know what he/she saw, and why the call or nocall was made. Confrontation is never appropriate, even when there is an ejection (red card): Stay Calm! If you are not sure of your status (active, provisional, JV), me to find out. We can fix it prior to the application time, but not after, if you are incorrectly listed. A preseason clinic (with a fee charged) will be given at the University of Denver at the end of July, see a separate mailing that will be sent to those who were paid by May 1. John Bissell is overseeing this. In addition to applying for post season (which is your responsibility!), there may also be a short refresher test sent prior to the start of the playoffs, and a simple fitness test sometime during the season (if you have done the USSF fitness test or the NISOA fitness test, let us know). These are used to help the post season assignors assess how best to use each of us that apply not a requirement, but couldn t hurt! Girl s season begins March 8, 2018 Look for more thoughts and advise during the season from the HSSO president, Bill Gessner.

10 Our goal is to provide high schools with the best officials in the state, with education and fitness to match the level of play. To that end, HSSO will continue to work to provide you with help, but please, ask! Please use the CHSAA supplemental game reports for communication of misconduct, (caution for coaches, ejections for anyone), and other issues of concern or note (using the supplemental game report). Find the access at: These are all reviewed by CHSAA, and athletic directors notified within a day, so, complete them within 24 hours! Coaches are also encouraged to report their evaluations of the officials after each game, both positive and negative. These are also reviewed by CHSAA and, if there are concerns, forwarded to the HSSO Board. If there is a question regarding the application of the rules (laws, for you purists), HSSO will provide an interpretation back to CHSAA, which gets forwarded to the athletic directors within a day. If needed, the referees may also be contacted (usually by ), so that the proper application of the rules are explained. If the coach review provides credible concerns about the actions of an official or official crew, the Board will contact the appropriate officials for additional input, and, depending on the specifics, may request a game evaluation. This is intended to provide each referee with an honest review, with the goal of improving every one of us going forward. DIRECTIONS TO HIGH SCHOOLS SOCCER LOCATIONS All CHSAA schools are listed on the web site: There, you can find phone numbers to call, and the location of the actual school. However, not all games are played at the home school site. Call the school ahead of time, and ask. Under your assignments at Arbitersorts.com, click on the site shown for the game. It will give an address, which, if you click on that, provides a map. Again, if you are not sure, call the school. Also at Arbitersports.com, if you click on the game number (after accepting, of course), it will provide you with the name of the other official(s), and contact information. They may have better information, plus, this is a good step to confirm that everyone will be at the game at the correct time. Finally, for those who are interested, the current HSSO Constitution is found at:

11 OFFICIALS FEES The fees adopted by the CHSAA Board of Control for the season are: Varsity Three-Whistle System (per official) $ Official Varsity (per official) $ Official Sub-Varsity (per official) $41.50 Sub-Varsity Three-Whistle System (per official) $38.50 TOURNAMENT FEES During regular season play, leagues and schools have the option to establish tournament fees with officials groups unless specified elsewhere in the above fee schedule. Those fees must be stated on contracts sent to officials prior to the tournament. TRAVEL ALLOWANCES Driver Mileage cents per mile (round trip), up to a total of 75 miles Carpool riders (75 miles one way or more) $10.00 each (there is no other payment for meals, etc) (For regular season contests, the most an official should receive for mileage reimbursement is 75 miles. This may not apply to post season contests where officials are assigned and paid by CHSAA (semifinals, finals). The school can choose to pay only one official, so carpooling is expected. Know this at the time of assignment, and, decline if you are concerned about the cost of driving separately. For Jefferson County (except Conifer, Elizabeth, Evergreen and Summit), Denver, Continental, East Metro (except Fort Lupton), Front Range (EXCEPT Fort Collins, Loveland, Poudre and Rocky Mountain), Frontier (EXCEPT Bennett, Clear Creek, Lake County, Middle Park and Platte Canyon), Metropolitan and Centennial leagues will not pay mileage between league cities, but will pay a travel stipend of $2 to each official between league cities. Colorado Springs schools will pay travel stipend of $2 to officials selected from the Colorado Springs Officials Association. An official that is assigned to two or more contests at a given site on the same day shall be paid one travel stipend or reimbursement INDIVIDUAL MILEAGE BUFFER No mileage will be paid to an official whose town of residence is 20 miles or closer to the host school. Full mileage (including the first 20 miles) will be paid to officials traveling over 20 miles. GUIDELINES FOR "NO-SHOWS" Each referee is paid $52 for dual varsity games, even if a third official was scheduled but did not show for the game: a single referee is strongly discouraged for varsity games. For a sub-varsity match where more than one official is scheduled for a contest and only one referee shows for the match, the one official should receive a 50% increase. An official who has no reasonable explanation for a no show will be subject to a penalty assessment equal to the fee schedule above. This penalty is charged by HSSO, but, is payable to the school or district applicable, and is forwarded to that school by HSSO. GOOD FAITH -- When a school makes a good faith effort to contact an official of a postponement or overbooking, no fee shall be paid that official. That same official shall have the opportunity to work the rescheduled contest. When an effort to contact an official has not been made, 50% of the standard fee, plus any travel allowance due will be paid to an official who shows up to referee the contest. Once a game or match is started, the official is entitled to the entire game or match fee. PRIORITIES -- When a site or date change occurs, the officials originally assigned should be the first given the chance to work the rescheduled game.

13 Mercy Rule January 1, 2015 Colorado Adoption The Mercy Rule is required for all regular season varsity games by CHSAA, and may be required for some junior varsity games. See the League Rules (next page, and on the CHSAA website for soccer officials) for guidance regarding JV, however, this list is subject to change without notice. Ask prior to a JV match. The Mercy Rule is also applies to all post-season play. Mechanics of the Mercy Rule: Once a 7 goal differential is reached, notify the time keeper that the Mercy Rule is now in effect, and time will not be stopped for goals, disciplinary action, penalty kicks, or minor injuries (use discretion on severity of injury as needed to stop the clock). If the team that is behind then scores a goal, reducing the difference to 6, then the clock will again be stopped per the normal game rules. When an 8 goal differential is reached, the team that is ahead will play with a maximum of 10 players, including the keeper. If a team is already playing short, it is not required to pull a player. If the team that is behind reduces the differential to less than 8, the team that is ahead may return to the level it was at before. (Note: if the team that is ahead is playing short due to a send-off, then it may not use the rule to regain players.) When a 9 goal differential is reached, the team that is ahead will play with a maximum of 9 players, including the keeper. If the team that is behind reduces the differential to 8, then the team that is ahead may return to 10 players. (Note: if the team that is ahead is playing short due to a send-off, then it may not use the rule to regain players.) When a 10-goal differential is reached, and if the game has completed at least one half (40 minutes) of play, then the game is completed. It is not necessary to start the second half, if the differential at the end of the first half is 10 goals or more. It is not required to report to CHSAA that the mercy rule was used in a game, but should be mentioned on an ejection report if it might have relevance to the ejection, or on a supplemental game report, if it is relevant to whatever is being reported.

14 Suggested interpretations of use of the Mercy rule and overtime (2 x 5 minute periods) for JV: It is best to verify prior to the start of any match if this interpretation is correct! 15 REPORTING PLAYER/COACH CAUTIONS AND EJECTIONS The CHSAA assesses penalties and maintains a five-year file on each school related to all aspects of conduct penalties and sportsmanship related incidents. This is done with the goal of supporting officials and maintaining the educational atmosphere of all activities. Because of penalties involved, 100% accurate reporting by officials is crucial. The following must be reported in writing: -- Player ejections, using the REFEREE GAME REORT or an that follows the guidelines provided -- Coach cautions and ejections, using the REFEREE GAME REPORT or an that follows these guidelines -- Instances of unsportsmanlike conduct by crowds before, during or after games, using the MISCELLANEOUS CONDITIONS GAME REPORT or an that follows the guidelines of the report form -- Game management and facility problems which detract from the proper administration of the game, using the MISCELLANEOUS CONDITIONS GAME REPORT or an that follows those guidelines -- Noteworthy instances of outstanding positive sportsmanship by players, coaches, crowds. Because of the penalties involved, be sure that the offense warrants the penalty. NEVER contact a coach or CHSAA following the game to reverse your decision. Be sure before you act, and before you report. PROCEDURES In an effort to provide proper accountability with the administration of CHSAA member schools and their support for exemplary sportsmanship, officials are to follow these procedures when it becomes necessary to eject any participant, or, to caution a member of the coaching staff from a game. Needless to say, we urge preventative measures. PLAYER: (Please include ALL requested information) If it becomes necessary for an official to eject a player from a high school game, the following procedure is to be followed: 1. Indicate to the player that they are being ejected from the game by showing the red card. 2. Notify the coach for each team of the ejection and the reason for the ejection. Please be specific. 3. Notify the school administrator at the site as needed for game control. 4. Notify CHSAA in writing, using the REFEREE GAME REPORT on the web page for soccer officials at chsaa.org, the sample in this handbook, or an that includes all the information requested by the form. a. Notify CHSAA office by 8:00 a.m. the next business day (Monday through Friday): Theresa Muniz, tmuniz@chsaa.org (Preferred!), Or fax your written report to (303) b. Attach any other information you have, including team rosters, if faxing the report. c. If you do not use the form (for example, if you use only), be sure to include everything the form requires, including date and time of the game, schools competing, coach s name, and other referee s name(s). You may explain reason for the ejection within the context of the rules. Notify the coach of his/her caution or ejection by showing the yellow or red card. If a coach has been ejected, ask that he/she remove themselves from the playing area immediately, assuring there is still a responsible person present. 2. Notify the site administrator as needed for game control 3. Notify CHSAA in writing, using the REFEREE GAME REPORT on the web page for soccer officials at chsaa.org, the sample in this handbook, or an that includes all of the information requested by the form. a. A game shall be terminated if there is not a suitable person available to serve as coach. Do not attempt to interpret the CHSAA policy pertaining to the ejection of a coach, or the resulting penalty to the coach, to anyone. You may explain the reason for the ejection within the context of the rules. Once your immediate information is received by CHSAA, the office will work with the school administration on the actions to be taken with player and/or member of the coaching staff. If you are contacted directly by the school administration, ask them to contact CHSAA first (Ernie Derrera), and to expect a reply from CHSAA. It is highly recommended that you keep copies of the report and team rosters until the end of the season.
