1 DECEMBER 15, 2017 Dear CTFOA Officials, MESSAGE FROM JENN ROBERTS UHLIG On behalf of the CHSAA and myself, I would like to personally thank the CTFOA Officials who worked the 2017 Colorado State Cross Country Championships held at the Norris Penrose Event Center on October 28, In addition, I would like to thank the Cheyenne Mountain H.S. staff, athletes, students and parent volunteers for their help in making this year s event a success and especially to those individuals who prepare and maintain the course and finish line prior to and during the meet. MESSAGE FROM THE CTFOA PRESIDENT By now, you have probably heard that we have lost a veteran CTFOA official. It is with a great deal of sadness that we learned on Friday December 1, 2017 Ray Lutz a long-time friend, colleague, and Hall of Fame CHSAA Football, Basketball and T&F Official of the Year in 2015 passed away suddenly at his home in Calhan. Many times, in the past, Ray had been nominated by his colleagues to receive the CTFOA Official of the Year Award. However, as humble as Ray was, he always opted out of those nominations in favor of one of his colleagues to be honored instead of himself for their hard work, dedication, commitment and years of service to the sport of T&F. Approximately 35 years ago, Ray was my mentor as I began officiating football and T&F as he was for hundreds of new officials over the years. I m sure it was an arduous task, but he hung in there. As many of you, I will remember Ray for many years to come for his leadership, guidance, care, integrity, friendship and for making the sport of T&F better for thousands of athletes and coaches in the State of Colorado. Ray served as a Certified T&F Official for 40 years in the State of Colorado. A Celebration of Life will be held at the Calhan H.S. Gymnasium on December 22, 2017 at 1:00 p.m. to honor Ray. You are being asked to wear a Bolo Tie or stripes. I m sure your CTFOA polo shirt would be welcome as well. IS IT ALMOST THAT TIME OF YEAR AGAIN TO START THINKING ABOUT THE UPCOMING T&F SEASON? Yes, if you can imagine that! But first, we must enjoy the excitement, joy and everything that the upcoming holidays have in store for us. Therefore, on behalf of the CTFOA Executive Board and all of your colleagues, we wish you safe travels, time with family and friends and we would like to wish you a happy, prosperous, and healthy New Year! DID YOU GET PAID FOR THE REGIONAL CROSS-COUNTRY MEETS YOU WORKED IN THE FALL OF 2017 If you officiated at a Regional Cross Country Meet this past Fall and have not yet received payment, please contact Gary Strubel gharleyclassic@gmail.com as soon as possible and we will get that taken care of for you through CHSAA. COMPETITORS UNIFORMS (Update from the 2018 Rule Book You are being asked to review Section 6 Article 1 of the Rule Book located on pages 69, 70, 71. CHSAA supports the intent of the logo rule (athletes not advertising for various manufacturers), it also does not want this issue to prevent athletes from competing or incurring additional expenses with the purchase of a different uniform.) Coaches must inform their athletes of the uniform rules and have them resolve any violations prior to competition. Prior to any meet the ultimate responsibility rests with the coach to ensure legal uniforms are being worn. There is no valid reason for an athlete to show up in an illegal uniform. If an athlete is purchasing a component of the uniform or permitted attire, the coach must make certain the athlete and parent are educated on what will be rule compliant. Coaches and athletes will need to make a permanent fix so the uniform is compliant. Permanent solutions may include but are not limited to: tucking the waistband inside of the short and stitching the waistband permanently in this position, sewing a matching solid color material over the band to cover the logos, or any other permanent solutions that will not allow the logos to be seen. This information was included in the 2017 T&F PowerPoint presentation. 1
2 HAVE YOU BEEN ASKED TO PRESENT THE 2018 T&F RULES AT A WINTER SPORTS LEAGUE MEETING OR OUT OF THE BLOCKS COACHES MEETING? We have had 3 or 4 inquiries from 2017 CTFOA Officials who have been asked to present the 2018 T&F Rules at these clinics in a couple parts of the state this month at winter league meetings. One of the first questions I asked was, Are their track rules clinics being offered prior to Spring Sports Rules Clinics that have been the norm in the past? Because the 2018 certification process for officials has not yet been offered with the exception of paying dues and getting a background check, officials are not certified at this point to offer the 2018 Rules. With that being said, our certification process allows time once again this year for the CTFOA Executive Board to meet at CHSAA in mid- January 2018 as we have in years past to participate in the NFHS Video Rules seminar/power point presentation that is offered yearly which includes officials from all 50 states who also participate in this event. One of the objectives for this national video conference is to allow for participants to or call-in questions and get direct/immediate feedback from the NFHS Rules representatives that we all hear simultaneously from the NFHS. This is done in an attempt to help facilitate a more consistent enforcement of the rules across the nation. Once this NFHS video conference is complete, the CTFOA Executive Board then decides if the State of Colorado would like to make amendments to the rules that we feel could/should be enforced to a lesser or greater degree. Once this process is complete, K.C. Logan will put together the 2018 power point presentation that will be posted on the CHSAA website and used in Aurora and at Satellite Clinics across the state and possibly at Spring T&F Rules Clinics for coaches who were unable to attend the CHSCA Rules Clinic in Aurora. Therefore, an official who intends on presenting a rules clinic for coaches first must have attended one of two rules clinics in Aurora for officials or a Satellite Clinic designed for officials being offered across the state. In addition, officials must also meet the requirements outlined below prior to presenting the rules. Again, officials may NOT present a rules clinic for coaches until after the CHSCA CTFOA Officials Rules Clinics that will be offered in Aurora on January 26 and 27, 2018 and they must have met all of the requirements to serve as a Certified CTFOA Official in Those requirements to be a certified CTFOA Official are: (1) Pay dues for the 2018 Spring T&F which includes the 2018 Cross Country season, (2) Have an up to date Background Check on file with CHSAA, (3) Attend one of the two New Rules Clinics designed for officials at the CHSCA Clinic in Aurora or a Satellite Clinic being offered at sites around the state, (4) Pass the 100 question NFHS on-line test which opens on January 27, 2018 at 6:00 p.m. and closes on March 2, 2018 at 11:58 a.m. IS YOUR CONTACT INFORMATION CORRECT & UP TO DATE ON THE CHSAA CTFOA OFFICIALS LIST? We have been informed by some athletic directors, assignors and other officials that, when they have tried to contact officials to work meets, their s have been returned to them as undeliverable or your phone numbers have been changed and/or are no longer in service. Please check the CTFOA Officials list that is posted on the CHSAA website to make sure your contact information is correct. If your information needs to be updated, please contact Monica Tillman in the CHSAA officials office (mtillman@chsaa.org) and Gary Strubel (gharleyclassic@gmail.com) with your updated information and we will update your records. CHANGES COMING FOR THE 2018 CROSS-COUNTRY SEASON This past Cross-Country Season (2017) there were several schools who were looking to hire CTFOA officials prior to and during the regular season. There was even a greater need for some sites who were looking to hire CTFOA officials for their Regional Meets. Because the process of hiring 4 CTFOA officials as mandated by CHSAA this past season for Regional Meets became problematic for some, we have decided this year to start publishing a separate list of those individuals who are interested in working cross country meets in the Fall of It is our hope that by developing this list at the end of the certification process in early March 2018, it will make the process much easier and less time-consuming for schools in the Fall of 2018 to contact and hire Cross Country officials for these meets. With that being said, at some point you will be asked prior to the Spring T&F season (or shortly thereafter) if you are interested in working XC meets as a certified official. Once we get your feedback, this list will be compiled and published on the CHSAA and Coaches Website for easy access. Your name will still appear on the T&F officials list that we publish every year for T&F unless you notify us that you wish only to work XC meets. In that case we will remove your name and it will only appear on the XC list. 3 REGISTRATION STEPS FOR NEW OFFICIALS Spring 2018 (Track & Field Season) & Fall 2018 (Cross Country Season) Access chsaa.org Arrow over to Officials at the top of the screen in the red box. Arrow down to sports. Arrow over & down and click on Track. Click on New Officials Registration Form and print. Fill out form and make check payable to CTFOA in the amount of $50.00 if it is before June 30 of every year or $60.00 after that date. Mail registration and check in to: Monica Tillman at CHSAA ( ) 14855East. Second Ave. Aurora, Co Monica will then send you a Welcome letter with further instructions/materials. When you receive your letter from Monica, initiate your background check through Arbiter at a cost of $10.00 immediately. Register on Arbiter based on information you receive from Monica. Attend a Rules Clinic in Aurora (CHSCA Clinic) on January 26 or 27, 2018 (times of rules clinics for officials will be announced) or you must attend one of the Satellite Clinics that are (will be) scheduled around the state after the Aurora Clinics. A list of these clinics may be found on chsaa.org under the OFFICIALS link and/or in your CTFOA Newsletters. Take the On-Line 100 question test and pass with a score of 85% or higher. The test for the 2018 Spring Track & Field Season and the Fall 2018 Cross Country Season will open on January 27, 2018 at 6:00 p.m. and will close on March 2, 2018 at 11:59 a.m. When on Arbiter, Click on Account # at Arbitersports.com Contact Gary Strubel (CTFOA President) at gharleyclassic@gmail.com if you have questions or need help. 5 STEPS FOR SIGNING IN TO ARBITER Veteran officials from 2017 need to re-register once your dues have been paid for the Spring 2018 & Fall 2018 seasons. 1.
