2 Welcome To The New VRT/LMS/USAV Academy! OFFICIAL TRAINING SITE FOR DELTA REGION REFEREES AND SCORERS This season, VolleyballRefTraining.com has more than 35 officiating clinics, training materials, quizzes and exams. New for is the ability for viewers to use their ipads and other tablets. More importantly, is the automatic integration between USA Volleyball s learning management system (now branded as USA Volleyball Academy) and USAV s membership database (Webpoint) this means your certification will be posted quicker to your membership record and team roster! It is important for you to read this Officiating Guidebook thoroughly to understand the steps to becoming a certified Delta Region Official. Referee and Scorer certifications are divided into two categories; Professional Officials (adults who desire to work for pay) and Club Officials (players and adults of a Junior Volleyball Club). Professional Officials are held to a higher standard, therefore training and testing is more detailed.

3 How to Get Trained, Tested & Certified for the Season Using USA Volleyball Academy The ONLY WAY to watch VRT (Volleyball Ref Training) content AND take exams to earn credit that will appear on your team roster is: 1) Login to your USAV member account with your username & password (same information you used to join or renew your membership.) 2. When your personal membership page opens, go to Event Management, then Region Ref/Score Clinics (on the left). 3. Register for all the clinics you want. 4. You will receive an from USA Volleyball Academy similar to the one below (check your spam folder) acknowledging you have registered and giving you a link to the training & testing site. Sample when you have properly registered. In addition to officiating content being available via USAV Academy, all materials can still be viewed directly on VRT ( BUT, no credit is received for viewing the materials there. Tracking only occurs when materials are viewed within the Webpoint system.

4 PROGRAM OBJECTIVE One of the new charges of the Delta Region is educating, training, and evaluating officials for the sport of volleyball. Delta Region will provide Training Officials at selected sanctioned events for official training, supervision and ratings. The Delta Region uses USA Volleyball Academy s official training & education site as our official clinic/exam system. The clinics introduce the rules of the game to our members and provides them with the guidance and support to make their tournament experiences structured, fair, and hopefully, more enjoyable. 5 HOW DOES IT WORK FOR INDEPENDENT, PROFESSIONAL OFFICIALS? Those individuals who are not associated with a Junior Club may register with USA Volleyball and the Delta Region to become a Professional Official. These independent adults (age18and above) may register with the Delta Region with a half-price membership of $27. All professional officials must undergo a background screening every two years (additional details on page 5 of this guidebook). Background screenings cost the individual an additional $17.50 every 2-years. When registering to become a Professional Official said individuals should choose Delta Referee as their club of choice. By selecting Delta Referee, you will automatically be assigned to the Webpoint data base to receive updates and information regarding officiating opportunities. DO NOT CHOOSE UNDECIDED as your club of choice you must choose Delta Referee to be included as someone who desires to work for pay at Delta Region events! All Delta Region Professional officials (those who will work for pay) are required to complete the SafeSport online training course prior to working events. The online course can be found at After completion of the course, officials are to the Delta Region office a copy of their completion certificate.

6 HOW DOES IT WORK FOR JUNIOR CLUBS? Each team in the Delta Region is required to have at least two certified referees and one certified scorekeeper listed on the team roster. Different levels of officiating certification are available through the Delta Region. Please review each certification requirement outlined in this Official s Guidebook. With the increasing expectation of quality officials for volleyball matches, it is the recommendation of the Delta Region Board of Directors that certified coaches or certified chaperones of Junior Teams accept the role of primary referee (R1) for their team. Junior Officials may serve as a secondary referee (R2). We believe that this is the best direction for us to take for the protection of the younger players and the integrity of the game. We encourage all Junior Programs to embrace this concept and participate fully as a club. Certifications of Club Officials for Junior teams are to fulfill requirements for officiating duties. Individuals who successfully complete the club certification process will receive the Delta Region lowest certification. Club Officials are not allowed to work events for pay.

7 BACKGROUND SCREENINGS REQUIRED FOR ALL ADULT OFFICIALS Officials who will be working in the Delta Region must be registered through USA Volleyball. It is the policy of the Delta Region that individuals officiating sanctioned events must submit to a background screening as determined by USA Volleyball. The Delta Region of USA Volleyball will not register, or allow to be registered, any individual who refuses to consent to a background screen if he or she intends to participate in Delta Region sanctioned events. A background screen is not required for individuals classified as junior players or members not associated with juniors activities. Background screenings are effective for two years.

8 Only certified USAV Referees and Scorekeepers or In-Process candidates may be used in sanctioned USAV competition (this includes early sanctioned events). Only those In-Process officials that have completed online clinics and testing may serve as officials in order to receive ratings and complete the certification process. In-Process candidates may serve as officials for only one year. Any exceptions would have to be approved by the Delta Region Commissioner and/or Referee or Scorekeeper Chair. Teams that compete in any Delta Region sanctioned event are required to provide certified officials or pay a fee to the tournament host so an official can be hired to complete their assignments (if a certified official is not available for hire, the team will not be able to compete in the event). The team scheduled to officiate will provide trained linespersons and a trained assistant scorekeeper. All Delta Region Professional officials (those who will work for pay) are required to complete the SafeSport online training course prior to working events. 9 Certified Professional Officials are expected to make every effort to be available to work tournaments in the region. Professional Officials using the certification to referee collegiate matches and not working within the region are considered to be serving unsatisfactorily. To maintain regional certification, one requirement of Regional Referees is to officiate at least one year at the Delta Region Bid Qualifier within the two-year certification period. Conduct of all officials shall be at the highest standard at all times. The Commissioner reserves the right to review any complaints filed against an official or player. All Professional officials shall complete the SafeSport training courses and tests prior to working Delta Region events.

10 Introduction to Volleyball Officiating It takes a corps of trained personnel to officiate a volleyball match. Those officials are referred to specifically as: First Referee (R1) - The first referee carries out his/her functions standing on a referee's stand located at the opposite end of the net from the score table. The first referee directs the match from the start of the official match protocol until the end of the match. The first referee has authority over all players and officials from his/her arrival at the court until the conclusion of the match. Second Referee (R2): The second referee takes a position on the side of the court opposite and facing the first referee. The second referee is the primary liaison between the referee crew and the coaches, players, scorekeeper, and event management, and provides a valuable perspective because it is impossible for the first referee to get a clear view of all the action on the court. Line Judges: Two line judges are used in most matches. They are positioned at the intersection of an end line and a sideline, one to the first referee's right and one to the second referee's right. The line judges give information to the first referee regarding the location of the ball when it hits the floor, the legality of the path of the ball as it crosses the net, and which team touched the ball last. Scorekeeper and Assistant Scorekeeper: The scorer uses the official score sheet to record all points earned, substitutions made, and sanctions imposed during a match. The assistant scorer is also known as the Libero tracker, and records the exchanges of the Libero and other players during the match. Sometimes the term "officials" is used synonymously with "referee". Used correctly, the term "official" should be used to collectively refer to any of the above officiating corps. The term Professional Officials refers to individuals who are not associated with a club and who work for pay at USAV events.

Free public access to the training material is available at but viewing courses here will not count toward your certification!! 12 BEGINNING REFEREE REQUIREMENTS for PROFESSIONALS BEGINNING ADULT REFEREES Be a current member in good standing within Delta Region - USA Volleyball with a current background screening. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration and then Beginning Referee Clinic for Professional Referees which will include the following courses: NEW REFEREE CLINICS INTRODUCTION TO SCORING CONCUSSION LINK Attend a referee clinic as scheduled by the regional referee chair. Receive a score on a USAV C on-line examination (all exams must be corrected to 100% with rule references). Receive one (1) passing rating as a first referee and one (1) passing rating as a second referee from a USAV National, Junior National or Regional referee. First year of referee certification is considered an In-Process year. Have a general knowledge of the rules, mechanics & techniques used by USA Volleyball referees. Understand the basics of transitioning and positioning as an R2. Complete the SafeSport online training course prior to working events. The online course can be found at After completion of the course, officials are to the Delta Region office a copy of their completion certificate. Certification is valid for the two (2) year printing of the Domestic Regulation Book (rule book).

13 TO RETAIN A PROVISIONAL REFEREE CERTIFICATION RETAIN PROVISIONAL REFEREE CERTIFICATION The first certification of an individual who intends to work as R1 or R2 in sanctioned USA Volleyball events for pay. Training will focus on rules, techniques and mechanics for the R1 and R2 positions, keeping score and recognizing a concussion. Professional referees will need to complete the following to retain certification: Be a current member in good standing within Delta Region - USA Volleyball with a current background screening. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration and then Referee Re-certifying Clinic for Provisional & Regional Referees which will include the following courses: REFEREE RECERT CLINIC NEW RULES R2 TRANSITION/POSITION SCORERS CLINIC CONCUSSION LINK Receive a score on a USAV C on-line examination (all exams must be corrected to 100% with rule references). Receive one (1) passing rating as a first referee and one (1) passing rating as a second referee from a USAV National, Junior National or Regional referee. Understand the basics of transitioning and positioning as an R2. Complete the SafeSport online training course prior to working events. Failure to complete the above listed requirements by the published ratings and test date may result in the forfeiture of your Provisional referee rating. All referees are subject to evaluation by the Delta Region Referee Chair Certification is valid for the two (2) year printing of the Domestic Regulation Book (rule book).

14 ADULT REGIONAL REFEREE REQUIREMENTS for PROFESSIONALS BECOME A REGIONAL REFEREE REGIONAL REFEREE: Experienced referee who works for pay, understands the rules, uses the most current techniques and desires advancement with USA Volleyball. These Professional referees should complete the following for certification: Be a current member in good standing within Delta Region - USA Volleyball with a current background screening. Must serve two years as a Provisional Referee In the process of successfully retaining the Provisional referee rating, receive a recommendation to the region referee chair as a Regional referee candidate. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration and then Referee Clinic for Professional Regional Referees which will include the following courses: REFEREE RECERT CLINIC NEW RULES R2 TRANSITION/POSITION SCORERS CLINIC CONCUSSION LINK Receive a minimum grade of 80% on the USAV A on-line examination (all exams must be corrected to 100% with rule references) Receive a recommendation by a Regional or higher referee to attend the regional rating process at the Delta Region Championships. Officiate at least one year at the Delta Region Bid Qualifier within the two-year certification period. Complete the SafeSport online training course prior to working events. All referees are subject to evaluation by the Delta Region Referee Chair. Certification is valid for the two (2) year printing of the Domestic Regulation Book (rule book).

Receive one (1) passing rating from a National or Junior National referee. Officiate at least one year at the Delta Region Bid Qualifier within the two-year certification period. Complete the SafeSport online training course prior to working events. 16 PROVISIONAL SCORER REQUIREMENTS for PROFESSIONALS BECOME A PROVISIONAL SCORER Steps for first year & Provisional Adult Scorekeepers who desire to work for pay at USAV events. These Professional scorers should complete the following for certification: Be a current member in good standing within Delta Region - USA Volleyball with a current background screening. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration and then click on Scorer Clinic for Professional Provisional Scorekeepers and take the following courses: INTRODUCTION TO SCORING LIBERO CONTROL Complete the assigned exam until a score of 100% is achieved. Participate in a clinic annually covering techniques and procedures of scoring for USA Volleyball rules. Successfully complete one rating on a match annually. Each scorekeeper that will be performing officiating responsibilities during the season, should be trained and critiqued by an experienced official. Serve as an In-process Scorekeeper for one year. Complete the SafeSport online training course prior to working events. The online course can be found at After completion of the course, officials are to the Delta Region office a copy of their completion certificate. NOTE: A Provisional scorer must be certified in this capacity for one year prior to applying for Regional certification. All scorekeepers are subject to evaluation by the Regional Score Chair Certification is valid for the two (2) year printing of the Domestic Regulation Book (rule book).

17 REGIONAL SCORER REQUIREMENTS BECOME A REGIONAL SCORER REGIONAL SCORER: Experienced scorekeeper who understand the rules, uses the most current techniques and desires advancement with USA Volleyball. These Professional Scorers must complete the following for certification: Be a current member in good standing within Delta Region - USA Volleyball with a current background screening. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration and click on Scorer Clinic for Professional Provisional Scorekeepers and take the following courses: INTRODUCTION TO SCORING LIBERO CONTROL Annually pass an online scorer examination. Complete the assigned exam until a score of 100% is achieved. Be currently certified as a Provisional/Regional scorer. Complete requirements as prescribed by the regional scorer chair. Participate in a clinic annually covering techniques and procedures of scoring for USA Volleyball rules. Successfully complete two ratings on a match within a two-year period. Work a minimum of one match at the Delta Region Bid Qualifier within a two-year period. Complete the SafeSport online training course prior to working events. Certification is valid for the two (2) year printing of the Domestic Regulation Book (rule book).

18 Official Uniform for All Professional Referees and Scorers As the official is representing the Delta Region, exceptional care should be taken to insure an overall good appearance. Unless otherwise instructed by the Chair, the official uniform required at all Delta Region competitions shall be the official USAV uniform as outlined in the USA Volleyball Official Guide: Short-sleeved or long-sleeved white polo shirt with Volleyball Certified embroidered in navy on the left sleeve or shirt provided by event organizer. Dark navy pants or slacks (with navy or black belt). Jacket/Sweater with Volleyball Certified embroidered on left chest (optional). All white shoes and socks (below anklet height socks/contrast trim or logos not permitted). Dark navy shorts (optional for warm weather and only when approved by the tournament coordinator). Patches (only currently approved certification patches shall be displayed).

19 JUNIOR CLUB REQUIREMENTS Delta Region policy requires that Junior Team Officials be trained before they participate in a match as part of the work crew. Club Directors are responsible for the practical training of their club officials. Region Rosters will include the team s certified officials. The following members of the work team will be indicated on a team roster: Adult Referee, Junior Referee & Scorer Please note: Each team must have a certified R1 adult referee listed on the team roster. This person may be the coach and or team chaperone. Each person who will function during the season as a 1st referee, 2nd referee or scorer must be trained, and must view the online clinic and take the online exam at the conclusion of the clinic for each function that they will be performing during the season. It is recommended half of each team complete the referee training and half complete the scorer training. In addition, it is also recommended that the entire team complete the Assistant Scorer & Line Judge training.

20 CLUB DIRECTOR RESPONSIBILITIES To be in compliance with Delta Region Junior Officials Policy you must do the following: Get the Officials Certification Process out to your Club in a timely manner but No Later Than December 15 th. Certifications should be completed by January 31, Keep a current list of Junior Members, Coaches and Adults that are certified as R1, Junior R2 and Junior Scorers (available through Webpoint). Guarantee Junior Line Judges and Junior Assistant Scorer/Libero Control have accomplished relevant clinics. ENSURE ALL Members have completed online clinics & exams. Instruct all Head Coaches to carry copies of the team roster & team membership cards to all Delta Region tournaments and present either or both to R1 when requested. Ensure that a certified, rostered adult is working as an official in some capacity during the teams officiating work assignment. Example: as an R1, R2, scorer or assistant scorer.

21 JUNIOR PARENT OR COACH R1 CERTIFICATION Becoming an R1 also qualifies the Junior Parent or Coach to Line Judge & Keep Score Be a current member in good standing within Delta Region - USA Volleyball with a current background screening. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration: JUNIOR FIRST REFEREE CLINIC JUNIOR SECOND REFEREE CLINIC SCORERS CLINIC JR LINE JUDGE CLINIC NET & CENTER LINE RULES LIBERO CONTROL REFEREEING U14 Complete the assigned exams until a score of 100% is achieved. Demonstrate the ability to officiate (R1,R2, and keep Score). Each Junior Parent/Coach that will be performing officiating responsibilities during the season, should be trained and critiqued by an experienced club official. NOTE: A Junior R1 is to cover the club assignments during competition only and may not work for pay. Certification is good for the two-year printing of the DCR rule book.

22 JUNIOR PLAYER R2 CERTIFICATION Becoming an R2 also qualifies the Junior Player to Line Judge& Keep Score Be a current Junior member (players only) in good standing within Delta Region - USA Volleyball. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration/ Referee Clinic for Junior Players (R2) This will include the following courses: JUNIOR R2 CLINIC SCORER S CLINIC NET & CENTER LINE RULES LIBERO CONTROL JR LJ CLINIC Complete the assigned exams until a score of 100% is achieved. Demonstrate the ability to officiate (R2, Score). Each Junior R2 and Scorer that will be performing officiating responsibilities during the season, should be trained and critiqued by an experienced club official. NOTE: A Junior R2 is to cover the club assignments during competition only and may not work for pay. Certification is good for the two-year printing of the DCR rule book.

23 JUNIOR PLAYER, COACH OR PARENT SCORER CERTIFICATION Be a current member, in good standing with USA Volleyball. The Junior Scorer certification covers Junior Players, Coaches and/or Parents. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration: SCORERS CLINIC LIBERO CONTROL Complete the assigned exam until a score of100% is achieved. Each Scorer that will be performing officiating responsibilities during the season, should be trained and critiqued by an experienced club official. NOTE: A Junior Scorer is to cover the club assignments during competition only and may not work for pay. All scorekeepers are subject to evaluation by the Regional Score Chair Certification is valid for the two (2) year printing of the Domestic Regulation Book (rule book).

24 WANT TO BE A LINE JUDGE OR TRACK LIBERO? Be a member in good standing with USA Volleyball. Adults must have a current background screening in order to perform duties courtside. View the appropriate online Indoor Official s Clinic by logging onto your USAV Member Account and clicking on Event Registration: JUNIOR LINE JUDGE: Adults or Junior players calling lines at Junior tournaments LIBERO CONTROL: Junior players or adults working as Libero tracker in Junior tournaments Complete the assigned exam until a score of 100% is achieved. Demonstrate the ability to officiate (Line judge, Libero tracker). Each line judge & Libero tracker that will be performing officiating responsibilities during the season, should be trained and critiqued by an experienced club official. Note: There is not a certification for Line Judge or Libero tracking, therefore course completion will not show up on the team roster or the individual s membership card. Club Directors will be responsible for certifying a team s Line Judges and Assistant Scorers/Libero Control.

25 JUNIOR CLUB REQUIREMENTS SUMMATION Be a member of in good standing with Delta Region & USA Volleyball. Take relevant Official Clinic & Exam (R1, R2, Scorer) by January 31st. Each team must provide a certified R1 Referee (must be rostered adult), certified 2 nd Referee, certified Scorer plus a trained Assistant Scorer/Libero Control and two Line Judges. A certified, rostered adult should work as an official in some capacity during the teams officiating work assignment. Example: as an R1, R2, scorer or assistant scorer. DIRECTORS: Submit completed roster with Certifications to all Tournament Directors for Delta Region events you enter. Enjoy a structured, FUN and fair season!
