4 Purpose Attachment C to the Hockey Queensland Operations Manual is designed to provide procedures and guidance to officials and participating associations to enable better understanding of competition regulations for Hockey Queensland tournaments. Supplementary to this Attachment are the Tournament Forms and Appendices. Hockey Queensland continually reviews and improves regulations, and this Attachment (and the supplementary documents) is revised annually and from time to time as new regulations are officially adopted. 1. Rules of Competition 1.1. All tournaments shall be conducted in accordance with these regulations, the current FIH Rules of Hockey and any FIH Variations to the Rules approved for use at State Competitions and in force on the first playing day of competition Refer to Appendix 1 of these Regulations for variations to FIH Rules applicable to Hockey Queensland competitions In all situations the first reference point is the HQ Operations Manual (including attachments) with the second point of reference being these HQ Tournament Regulations and Appendices Note: Items relating to competition specific items where specified with these HQ Tournament Regulations manual, take precedence over items of the same context within the HQ Operations Manual and Attachments. If neither the HQ Operations Manual nor the HQ Tournament Regulations manual specifically addresses the competition situation, then guidance is by default deferred to FIH rules and tournament regulations The various State Championship formats are set out in Attachment I of these Regulations. Hockey Queensland reserves the right to make amendments to tournament formats as required The Poligras Super League Tournament regulations and processes are set out in Attachment J. Hockey Queensland reserves the right to make amendments to the Super League format, rules and regulations are required. 3 P a g e

5 2. Tournament Equipment 2.1. Match Balls Each participating team is required to supply a HQ approved FIH-standard Kookaburra Match Ball for preliminary round matches and semi-finals Hockey Queensland will supply two Kookaburra match balls for the finals of all tournaments Training Bibs Hockey Queensland will provide one set of fluorescent training bibs numbered 1-18 per tournament for use an alternate strip because of uniform clashes. The tournament director will exercise discretion as to which team will wear the alternate strip Host Centre Responsibilities Tournament equipment to be supplied by the Host Centre is set out in Attachment B Host Centre Responsibilities & Venue Requirements of the Hockey Queensland Tournament Operations Manual. 3. Tournament Officials 3.1. Hockey Queensland will appoint the following Tournament Officials for all Tournaments: Tournament Director (TD) Technical Manager (TM) Umpire Manager (UM) Umpire Coaches (UC Maximum of 3) 3.2. Additional Tournament Officials may be appointed by Hockey Queensland if required 3.3. The Tournament Director has the full power and authority of Hockey Queensland in relation to all matters concerning the conduct of the tournament in accordance with these regulations. The Tournament Director shall be the final arbiter in all matters of contention arising during all Hockey Queensland tournaments 3.4. The Tournament Director will ensure that all participants abide by the relevant Code of Conduct and shall have authority to take action in accordance with the Code when required For further information refer to Attachment E Roles of Officiating Personnel of the Tournament Operations Manual 4 P a g e

6 4. Tournament Medals, Trophies and Awards 4.1. Medals and Player Awards For all HQ State Championships (unless specified otherwise), Hockey Queensland will provide the following: 20 medallions per Division (18 x Players + Coach and Manager) A Player of the Tournament Award A Player of the Final Award (Division 1) A Best Player Award for Division 2 (and any subsequent divisions) A Rising Star Award - chosen by the HQ Selection Panel (U13 & U15 State Championships ONLY) A Goalkeeper of the Tournament Award - chosen by the HQ Selection Panel (U13, U15, U18 and State Open State Championships ONLY) For Super League, Hockey Queensland will provide the following: 22 Gold and 22 Silver Medals for the Men s and Women s tournament A Player of the Tournament Award A Player of the Final Award A Leading Goal Scorer Award 4.2. Officiating Medals & Awards The following Officiating Awards will also be presented: Umpires of the Division 1 Final (U13, U15, U18, Open and Women s Masters) Umpires of the Division 2 Final (U13, U15, U18 and Opens) + any subsequent divisions Kim Thomasson & Julie Aston-Lucy Award for The Most Improved Umpire (U13 Girl s State Championships) The Most Improved Umpire (U13 Boy s State Championships) Young Aspiring Umpire (U15 Girl s State Championships) Young Aspiring Umpire (U15 Boys State Championships) 5 P a g e

7 Vicki Spice Award for The Most Promising Female Umpire (U18 Ladies State Championships) Colin Crain Umpiring Award for The Most Promising Male Umpire (U18 Men s State Championships) 4.3. Perpetual Trophies Hockey Queensland will provide perpetual trophies per division for each tournament, except where a Division is not expected to be played annually Winners of perpetual trophies may not take the trophy back to their home Centre. Teams are required to hand perpetual trophies to the Tournament Director after presentation once photographs have been taken. Should a team inadvertently take a perpetual trophy back to their Centre it must be immediately returned to Hockey Queensland at the Centre s expense. Perpetual trophies not returned after nine (9) months will be deemed lost. Lost or damaged perpetual trophies that require replacing will be at the expense of the previous year s winner. Hockey Queensland will invoice the Centre for the cost of replacement, plus the engraving for all previous winners Replica Shields HQ will supply replica shields or trophies to be retained by the winning Association of each HQ Tournament and each Division in each State Championship. It will be the responsibility of the winning Association to have the substitute shields or trophies engraved. HQ will organise to have all perpetual plates engraved. 5. Team Nomination and Entry 5.1. All processes pertaining to Team Entries for Hockey Queensland tournaments will be completed online. Only eligible team entries at the time of the deadline specified by HQ will be accepted for the relevant competition Registration of Association Teams (Team Nomination) Each participating team must be nominated online through Hockey Queensland s website by the deadline specified in Appendix The submission of a team nomination advises Hockey Queensland of the intent to enter an Association team/s into the relevant State Championships. 6 P a g e

8 The following information is required when nominating an Association Team for a State Championship: Non-Playing Team Manager each team must name a non-playing team manager who holds no other role with the team Team Personnel each team can name a maximum of 5 team officials who may participate in the tournament (including the team manager) Team Travel Information each team must provide all travel arrangements Participating centres must complete the nomination and provide all required information for each team the centre intends to enter into the State Championship The Championship Draw is based on the number of Association teams nominated. As such, late nominations of Association Teams may not be accepted by Hockey Queensland. Any late team registrations which are accepted by HQ will incur a $200 Late Team Registration Fee Withdrawals of any nominated team at any time following deadline for submission of Team Registration/Nomination will incur a $ Late Withdrawal Fee. For further details refer to Appendix Umpire Registration Within seven (7) days of team nomination/registration deadline, the Umpire Registration Form must be completed online There are 2 available options when completing this form (see ). Option 1 or Option 2 must be completed by the specified deadline or the Association will incur a $ penalty per team for a Late Umpire Registration Option 1: Umpire Registration (Confirmation of Availability) - To be completed by each umpire attending a Hockey Queensland State Championships - The umpire will use this form to confirm their availability for the tournament and provide important contact and accreditation details Option 2: Unable to Supply an Umpire - To be submitted by Associations who are unable to supply a nonplaying umpire of the required standard for a tournament and require Hockey Queensland to source an umpire to represent their Association. 7 P a g e

9 - The Association will incur a $ fee which is payable by cash only to the Umpire Manager at the Managers Meeting. This payment will be given directly to the umpire. - The Association will also be liable for any associated travel and accommodation costs for the umpire which has been sourced by Hockey Queensland. Hockey Queensland will endeavour to source a "local" umpire wherever possible to minimise travel/accommodation costs, however, this cannot always be achieved. The Umpire Manager will confirm any additional costs with the Association prior to the tournament If, by seven (7) days prior to the commencement of the tournament, an Umpire/Association has still not submitted the Umpire Registration Form (either Option 1 or Option 2), Hockey Queensland will deem that the Association is not supplying an umpire for the tournament and therefore, the Association will incur the full Umpire Levy of $ which will be utilised by Hockey Queensland to source an umpire Any changes to an Association s registered umpire at any time after submission of the Umpire Registration Form, will incur a further $ penalty. Exemption will be considered based on exceptional circumstances Any Association who has additional available umpires wanting to officiate at a tournament can submit the details of these umpires to Hockey Queensland via the Umpire Registration Form by selecting Additional Umpires Pick-Up List Team Entry (Form 1) Any additional umpires submitted for the pick-up list will be used by the Hockey Queensland Umpires Committee when required to source/appoint umpires to centres who are unable to supply an umpire. There is a $350 (+GST) Team Entry Fee applicable to competing teams in all State Championships (refer to Appendix 3). To constitute an eligible team entry, all of the following requirements must be met by participating teams Participating teams must complete Form 1 Team Entry via the Association s One Sport Technology Console as per the instructions provided to Associations by HQ to be deemed an eligible team Form 1 Team Entry must be completed prior to the deadline specified by Hockey Queensland in Appendix 2. 8 P a g e

10 Form 1 Team Entry must be completed for each team that was nominated for the Championship (see Section 4.2. above) A minimum of 11 players must be assigned to a team by the Team Entry deadline (this includes those players who have received a player clearance from their Primary Playing Association to participate for another Association) A team entry can include up to a maximum of 18 players eligible to take part in the tournament, provided two are goalkeepers wearing full protective equipment as defined in the Rules of Hockey. There may be no more than 16 field players included in a team entry for a State Championships All players included in a Team Entry must meet the Player Eligibility requirements outlined in Section Participating teams must follow any further regulations regarding team entry as outlined by Hockey Queensland prior to the tournament including the process for submitting Clearances as outlined below Team withdrawals at any time following the deadline for Registration of Association Teams (i.e. after the team has been nominated online to HQ) will incur a $500 financial penalty for late withdrawal. Refer to Appendix 3. Team Entries which do not meet the above requirements may be deemed ineligible by Hockey Queensland and may not be accepted to participate without financial penalty Submission of Final Team List (Form 7) Form 7 Pre-Tournament Team List is the final team list for a HQ tournament and must be submitted in full via to the Hockey Queensland Competitions Manager no later than the deadline specified in Appendix 2. Financial penalties apply to any late or incomplete Form The following information MUST be provided on Form 7: a) the names of up to 18 eligible players (including designated Goalkeeper/s). Maximum of 16 field players can be listed. One goal keeper (if 17 players) or two goal keepers (if 18 players) must be identified. b) shirt numbers for all nominated players (including goalkeeper/s) c) goalkeepers must be identified by placing GK next to the shirt number. E.g. 15/GK d) name and contact details of team manager plus up to four addition team personnel (Coach, Assistant Coach, Videographer) No alterations or additions to the named players and team officials on Form 7 may be made following the deadline for submission unless due to extenuating circumstances e.g. injury withdrawal. Form 7 cannot be submitted at the Managers Meeting. 9 P a g e

11 5.6. Additional Team Entry Requirements Participating teams are responsible for arranging their own team travel, ground transport and accommodation Any players who are granted a clearance by their Primary Association to represent another Association at a tournament will be added to the relevant Association team entry by Hockey Queensland Office Staff Each participating Association must ensure that all registered adult team personnel possess a current Queensland Blue Card if there are minors (persons under eighteen years of age) in their team/s Player Registration and Eligibility 6.1. The Hockey Queensland Eligibility Committee shall rule on the eligibility of players to represent associations at Hockey Queensland tournaments Player Eligibility For a player to be eligible to participate in a Hockey Queensland tournament they must: Be registered online with Hockey Queensland via their playing association Active in the Association Database with a 'PAID' Hockey Queensland Registration Fee Subscription (U10, Junior or Senior) sitting in the Shared Subscriptions tab of their relevant Club A member of a financial Hockey Queensland Association; and A person who is not under suspension or disqualification by any Association or any state association affiliated with Hockey Australia All players participating in an underage championship must be under the age as of the 1 st January in the year the championship is being played (i.e. a player who turns 15 from 1 st January onwards during the year of the championship is eligible to participate, whereas, a player who has already turned 15 by the 31 st December the year prior to the championship is ineligible) Should a situation related to player eligibility arise that is not covered by these rules, Hockey Queensland, after consideration of the particular circumstances, will determine the outcome according to the spirit of the game. 10 P a g e

12 A player can be registered with one team only at a tournament via the Team Entry Form. If an Association has more than one team entered, no player from one team may play any part of a match with any other team If, in a tournament, an ineligible player plays in a match, the player s team shall be deemed to have forfeited every match in which the ineligible player has taken part Player Clearances (to represent an Association other than the Primary Association) Each players belongs to a Primary Association (Playing Association) which is the Association affiliated to the club in which the player registered online to and paid the relevant 2016 Hockey Queensland registration fee (U10, Junior or Senior) A player is only eligible to represent their Primary Association in first instance at a State Championships, unless the Primary Association provides a clearance for a player to play for another Association, through online submission of Form 4 Player Clearance by the deadline specified by Hockey Queensland. The Primary Association will require the unique PIN Code provided by Hockey Queensland in order to submit Form 4 Player Clearance A player may be granted a clearance by their Primary Association for any of the following reasons: 1. The player wishes to represent their association of origin (formerly known as an Alternate Registration). Proof of origin must be provided if so required by the Primary Association. 2. Player who is dual registered (more than one (1) Association) and wishes to represent their Secondary Association (Primary Association has the right of first refusal on player selections for state championships). 3. Player has stood for selection for their Association but has not been selected/required. 4. The Primary Association of the player is NOT participating at a relevant State Championships and player wishes to participate with another Association. 11 P a g e

13 Local Association rules which apply to representative trials/selections must be taken into consideration when applying any of the abovementioned reasons for granting player clearances Should a player wish to play for an Association other than their Primary Playing Association, they must apply for player clearance from their Primary Association Form 4 Player Clearance must be submitted online to Hockey Queensland by the Primary Association of any player being cleared to play for another Association Player Clearance forms must be submitted prior to the dealing specified by HQ in Appendix 2 and must provide the reason the player is receiving a clearance from their Primary Association Should an Association refuse to grant a player clearance, the Association is required to inform Hockey Queensland in writing and provide justification for the refusal. Hockey Queensland reserves the right to review any refusal to grant a clearance The Hockey Queensland Eligibility Committee will certify as to the eligibility of all players before they participate in any match in the tournament Players who have received a clearance from their Primary Association will be added to the players listed in the Form 1 Team Entry for the Association they will be representing at the relevant State Championships. Hockey Queensland will publish a list of Player Clearances on the HQ website. 7. Player Eligibility for State Team/Squad Selection 7.1. Nomination Process - U13, U15 and U18 Queensland Team/Squad Selection Players do not nominate for selection for the Queensland U13, U15 and/or U18 squads/teams Unless otherwise specified by the completion of Form 2 Notice of Ineligibility for State Selection, all players participating at an U13, U15 and/or U18 State Championships are automatically eligible for State Team/Squad selection for the U13, U15 and/or U18 Queensland team/squad (provided that the player meets the age requirements for that team). 12 P a g e

14 Players wishing to be eligible for selection in the U13, U15 and/or U18 Queensland team/squad must participate at the corresponding under-age state championships (unless the player meets the requirements for Player Exemption as specified in Section 3.0 below) Players who do not wish to be considered for selection must complete Form 2 via Hockey Queensland s website by the deadline specified by Hockey Queensland Players are eligible for selection in Hockey Queensland teams/squads in their appropriate age group only In the U13 and U15 age groups, players may only play in one National Championship per year (excluding School Sport Australia Championships) 7.2. Nomination Process - Women s Masters Queensland Teams Any player wanting to nominate for state selection must submit an online nomination form via Hockey Queensland s website prior to the deadline specified on Appendix There is a non-refundable nomination fee of $25.00 which must be paid online (debit/credit card) when completing/submitting the Nomination Form To become an eligible player, nominees must submit an online nomination form (including payment) prior to the deadline specified by Hockey Queensland in Appendix 2 and must play at the Women s Masters State Championships Players who are unable to play at the State Championships may nominate for selection as additional players; such players will only be considered for selection in a Queensland team or for interstate clearance once the list of eligible players has been exhausted Late nominations, and nominations which do not include payment of the nomination fee will not be accepted by Hockey Queensland under any circumstances All players who have nominated for state selection must wear a ribbon at all times whilst playing matches during the tournament. Ribbons must be visible and must not clash with Captain s ribbons/bands If selected, players must be available for all pre-championship training and for all matches Exemption from the nomination process is only given to players who are attending a concurrent event as a QLD or Australian representative; to become eligible for selection, these players must still nominate as per the process above but are not required to play at the State Championships. 13 P a g e

15 Players will not be cleared to play for another state unless they have nominated for QLD and have played at the State Championships. Additional players will not be cleared to play for another state or territory unless there are no other eligible players available Nomination Process Queensland Country Team Selection Players do not nominate for selection for the Queensland Country Team Unless otherwise specified by the completion of Form 2 Notice of Ineligibility for State Selection, all players participating at the State Open Championships are automatically eligible for selection for the Queensland Country Team (provided that the player meets the country eligibility requirements as specified below) Players wishing to be eligible for selection in the Queensland Country team must participate at the State Open Championships (unless the player meets the requirements for Player Exemption as specified in Section 6.5 below) To be eligible for selection in the Queensland Country Team, a player must meet the following requirements: - participate at the State Open Championships in be primary registered in a country association in Queensland in 2015 (i.e. Not Brisbane) - must reside in a country region of Queensland - must not have represented QLD or any other state/territory at National U21 Championships or AHL Championships in the previous year Players wishing to be eligible for selection for the Queensland Country Team, but are unable to attend the State Open Championships due to financial, work/study, or personal reasons, and who intend on playing Super League in the same year, MUST complete a Player Exemption Form for the State Open Championships to be considered for selection (see rules for Player Exemption in Section 3.0 below ) Players who do not wish to be considered for selection must complete Form 2 via Hockey Queensland s website by the deadline specified by Hockey Queensland. 14 P a g e

16 7.4. Nomination Process Queensland U21 and AHL Squad Selection 7.5. Player Exemption Players do not nominate for selection for the Queensland U21 and/or AHL squads/teams Players may be considered for selection for these squads by attending the State Open Championships and/or the Super League tournament in Unless otherwise specified by the completion of Form 2 Notice of Ineligibility for State Selection, all players participating at the State Open Championships and Super League are automatically eligible for selection for the Queensland U21 squad/team (provided that the player meets the relevant age requirements) and AHL squad/team Players wishing to be considered for selection for the Queensland U21 and/or AHL squad/team who are unable to attend the State Open Championships or and/or Super League must complete a Player Exemption Form by the deadline specified by Hockey Queensland (see Section 3.0 below) Any player who is unable to participate at a State Championships due to exceptional circumstances but wishes to be considered for state selection must complete Form 3 Player Exemption no later than the deadline specified in Appendix Late requests for exemption will not be accepted, with the exception of exceptional circumstances. Late requests for exemption based on exceptional circumstances will be reviewed by the relevant selection panel prior to the tournament. Acceptance of late requests for exemption is at the sole discretion of Hockey Queensland Players will receive an confirmation once their online exemption form has been submitted. This must be retained as proof of submission. Players will not be advised of the outcome of any exemption request and the submission of an exemption request does NOT guarantee selection in a state squad/team. 8. Pre-Tournament Briefings 8.1. The Tournament Director will schedule a Manager s Meeting for each tournament. The details of the meeting will be provided on the draw It is compulsory for all Team Managers to attend the Pre-Tournament Manager s Meeting. Should the Team Manager not be able to attend, the team must nominate another person to attend and advise the Tournament Director of this prior to the Meeting. Failure to attend may incur a financial penalty as per Appendix 2. For further detail on Team Manager Responsibilities, refer to Appendix 5 15 P a g e

17 8.3. Team Managers must bring the following to the meeting: a) samples of the team playing uniform, including goalkeeper smocks and alternate socks b) any protective equipment such as face masks and hand protectors worn by field players c) goalkeeper equipment and player sticks (the Tournament Director may authorise this to be checked at another time) d) Signed copy of Form 5 Consent, Release & Indemnity e) Any Asthma & Other Medication Forms (Form 6) 8.4. The Umpire Manager will schedule a pre-tournament Umpires Meeting prior to the commencement of the first match of the tournament. The details for this meeting will be provided on the draw. It is compulsory for all umpires to attend the pretournament Umpires Meeting. 9. Composition of a Team 9.1. Teams shall comprise a maximum of eighteen (18) players whose eligibility has been declared on the Form 7 - Pre-Tournament Team List, provided two (2) are registered as goalkeepers wearing full protective equipment. Teams which include only one registered goalkeeper on the Form 7 Pre-Tournament Team List shall be limited to a maximum of seventeen (17) players. Registered goalkeepers may not be used as field players during the tournament A maximum of 18 players may be used by a team in a match, of whom two (2) must be goalkeepers wearing full protective equipment. If one of the goalkeepers becomes injured or is suspended during a tournament, that team can continue to use 17 players including only one goalkeeper. If a team chooses not to include a second goalkeeper in the 18 players, they are limited to using 16 field players in a match. If a player(s) has been suspended by the Tournament Director for one or more matches then, for those matches, the number of players the team concerned may use will be reduced by the number of players suspended. Teams are able to use their reserve goalkeeper as a video operator providing they are immediately able to take the field of play if required At a time and place to be agreed upon by the Tournament Director during the Pre- Tournament Manager s Meeting, each Team Manager must submit Form 10 Pre- Game Team List nominating the following: The eleven (11) players who will be on the field of play at the commencement of the match ; Subject to regulation 8.1 in relation to goalkeepers, up to seven (7) reserve players who will start on the team bench (unless one or more players has or 16 P a g e

18 have been suspended for that match in which case the relevant player(s) should be included on Form 10 but marked as Suspended ; The Captain and goalkeeper(s) for the match; The Team Manager for the match; Maximum of three (3) other team personnel which were nominated on Form 7 (eg Coach, Assistant Coach, Physiotherapist), only two of whom may be coaching staff (e.g. coach and assistant coach). A medically qualified Team Doctor may be added to the team bench for a match if such doctor has provided his/her qualifications to Hockey Queensland and was registered as the Team Doctor on Form 7. Only the nominated coach of the team for the match may audibly coach and instruct the on-field team players during that match Nominations on Form 10 can only be made from the players and team personnel whose names were registered on Form 7, excluding any person who has been suspended from participating in the match by the Tournament Director A nominated player for a match who becomes incapacitated during warm-up or practice may be replaced by a player whose name appears on Form 7 up to 5 minutes prior to the scheduled starting time of the match. The Team Manager must notify the Technical Officer on duty accordingly, who will inform the Team Manager of the opposing team A team may not begin its game with fewer than nine (9) players (including a goalkeeper). Extra time will not be allowed to complete a team Each team shall have a goalkeeper or player with goalkeeping privileges on the field, but no team may play with only field players Replacements In the case of serious injury or illness, where Centres have two or more Teams participating, they may replace the seriously injured or ill player by promoting a player from their lower Team/s to make thirteen (13) Players. Players promoted may not be reinstated to their original Team after having played 3 games with the Team to which they were promoted. Players replaced in this manner may take no further part in the tournament. Special Provision for Goalkeepers In the case of illness or injury to a Goalkeeper, a replacement Goalkeeper may be promoted from the same or a lower Division to a higher Division, and still play with their own Team. (i.e. play in two Divisions for the duration of the tournament) The Goalkeeper replaced in this manner may return to the field upon recovery. 17 P a g e

19 Where a Centre does not have another Team in a lower Division to supply Players in case of illness or injury and cannot reasonably call up a player from their Association, the Host Centre may, upon request, supply eligible Players to make thirteen (13) in a Team for the duration of the tournament A Centre with two (2) Teams in the one Division cannot exchange Players between these two Teams in any circumstances except for Goalkeepers as outlined above Prior approval from the Tournament Director must be sought in all instances for any replacement or promotion of players. 10. Team Uniform, Colours and Equipment Member Association Team Colours and Uniform Designs must be registered and approved by Hockey Queensland. A Uniform Register complete with images of the approved uniforms for each centre is available on the Hockey Queensland website. Refer to Attachment F for the Uniform Register The registered uniform includes the following items: Playing Top Playing Shorts/Skirt Primary Playing Socks Alternate Playing Socks Goalkeeper Smock No change to the registered team colours, uniform design or sock colour is permitted without written approval from Hockey Queensland. To request a change in the registered uniform, centres must complete Form 8 Request for Change to Registered Uniform by no later than the 28 th February in the year of the tournament No change in the registered primary and alternate sock colours will be approved unless the primary colour is dark and the alternate colour light or vice-versa Each team participating in a Hockey Queensland tournament must play all matches in the approved uniform for their Association, as per Attachment F1. In addition, teams must bring their approved alternate socks to the tournament. Should a team arrive at a tournament in an unapproved uniform, or without the approved alternate socks, the team may not be allowed to take the field and the Association will incur financial penalties (Refer to Appendix 3 for financial penalties) 18 P a g e

20 10.6. All participating teams must conform to Attachment F2 Sock Roster at all tournaments Any additional items of clothing worn by a player during a match, e.g. skins, other undergarments, must be the same colour as the adjoining piece of clothing or skin coloured. Black skins/bike pants are permitted for under shorts, skirts and skorts ONLY Bike pants or skins must not be visible below the hemline or skirts or shorts The Tournament Director and/or the Technical Manager shall assume responsibility for ensuring no uniform colour clashes occur. Teams must comply with any request from the TD or TM to change sock colour for a match should there be a colour clash between teams. Fluorescent coloured, numbered bibs provided by Hockey Queensland may be required to be worn where a more comprehensive change to uniform is required. If an amicable settlement is not possible regarding which team will be required to change uniform/wear the coloured bibs, this team will be decided by the toss of a coin. A penalty, as determined by the Tournament Director, will be incurred if teams fail to comply with this rule When warming up on the sidelines during a match, substitute players must wear a coloured bib or other form of clothing in a different colour to both teams For clear vision of the ball, the following rules apply: Players must not wear white socks Shoes must be predominantly dark in colour but not green. White shoes are not permitted. Shoes containing white manufacturer s logos, white lace-hole trims and/or white bottom and sides of the soles will be permitted. Goalkeepers must wear a shirt of a colour different of that of their own team and that of their opponents. The shirts may not be white. Leg guards, kickers and hand protectors may not be white. The stick, including tape added to it, may not be coloured white or green over the lowest 100 mm, as measured from the lowest part of the stick Each field player s number and goalkeeper s number must remain the same throughout the competition Field Players must wear a number on the back of their shirt. This number must be clearly visible from all parts of the field. This Numbers must appear in filled (not outlined) distinctive figure(s) and be: Not less than 16cm and not more than 20cm in height, on the back of the players shirt; and Not less than 7cm and not more than 9cm in height, if worn on the front of the players shorts/skirts at left thigh level. 19 P a g e

21 Goalkeepers must wear a number on the front and back of the shirt. This number must appear in filled (not outlined) distinctive figure(s) and be: Not less than 16cm and not more than 20cm in height, on the back of the goal keeper s shirt; Not less than 7cm and not more than 9cm in height, on the front of the goal keeper s shirt Two (2) spare sets of players clothing must be with each team involved in a match, including a shirt, skirt/shorts without number, plus suitable material for numbering in an emergency In relation to playing equipment worn by field players they must: Wear shin guards worn inside the socks and below the knee, at all times during a match; Wear any body protection (including leg protection) underneath/inside normal playing clothing; Any requirements in the Rules of Hockey related to single medical reasons or similar is subject to justification from an appropriately qualified medical professional being submitted in writing to, and approved by, the Tournament Director. The Tournament Director will ensure that teams submit all playing equipment prior to the commencement of an event; the requirements set out above and the general requirement in Rules of Hockey will be checked at this time. This includes sticks, goal keepers head gear, hand protectors, leg guards and kickers together with any protective equipment such as face masks and hand protectors worn by field players. No player (or in the case of a Shoot-out Competition, no player or Team Official) on the field of play may use or be equipped with any device to receive communication. Players must not wear anything which is dangerous to any player. Any item which, in the opinion of the Tournament Director or Technical Manager may cause danger, must either be removed or taped over if so directed. A penalty may be incurred if players fail to comply with this rule. Players must observe the Host Association Venue rules in relation to playing equipment, apparel and accessories 20 P a g e

22 11. Timing A match will consist of two periods of 35 minutes each and a half-time interval of 5 minutes, unless otherwise specified Timing of Matches Unless otherwise directed by the TD, each half of each game will be commenced and concluded by a central timekeeper For duration of play, refer to the draw for the relevant tournament format document and the tournament draw No time out shall be allowed for injuries unless indicated in the tournament format document (the TD may exercise discretion for time out in semi-finals, relegation matches and finals only) Where an injured Player (other than a goalkeeper) has been attended to on the field of play by a sports trainer, team Physiotherapist or other bench personnel at the direction of the umpire that Player shall leave the field of play forthwith and may not return for a minimum period of two (2) minutes. The Player may be substituted in accordance with the Rules of Hockey. Goalkeepers may receive only brief treatment on the field of play. Seriously injured goalkeepers must be removed from the field of play as soon as it is safe to do so. For further detail, refer to the State Championship Formats contained within Attachment I [1-5] 12. Admission to the field of play No persons other than the players starting the match and substitute players may be admitted to the field of play without the prior consent of the match Umpires, excepting that the match Technical Officer shall supervise the return of players receiving suspensions by Green and Yellow cards to the field of play The nominated coach of the team for a match and any other coaching staff on the team bench may not enter the field of play during playing time (i.e. during both regulation time and extra time) under any circumstances The nominated coach for the match shall coach from within the perimeter of the team bench unless all coaches nominated to coach a match at the tournament have been given permission by the Tournament Director at the Pre-Tournament Managers Meeting to stand outside and immediately in front of their team bench. If such permission is given, the nominated coach may not approach within two metres of the sideline, and must not impede the pathway of the umpires. The Tournament 21 P a g e

23 Director may also give permission for the nominated coach to approach the sideline in front of the team bench to give instructions during penalty corners. Coaches in breach of this rule may be directed to remain inside the perimeter of the team bench for the duration of the game by the Technical Officer on duty Substitute players may leave their seats to warm up in an area designated by the Tournament Director, usually along the sideline between their own team beach and the backline Team personnel who are not named on the team bench for a match, suspended players and officials, and other persons associated with a team may not approach the perimeter of the team bench during a match and converse with the players and officials nominated for the match on Form No incapacity treatment is permitted on the field of play except for brief treatment of goalkeepers, however the Umpires may authorise the Team Physiotherapist (or Team Medical Doctor if present), and the Team Manager or tournament first aid staff to treat and assist seriously injured players from the field When required the Umpires may authorise stretcher bearers to enter the field of play Should there be blood staining on the field, the Umpires shall immediately allow grounds staff or other authorised persons onto the field to disinfect and clean the affected area. Play shall not continue until cleaning has been completed Bleeding players and/or players with blood on any part their clothing must leave the field of play immediately. Team Managers must respond immediately to a request by technical officials to substitute such players. Players may not return to the field of play unless wounds have been covered and blood stained clothing has been washed or replaced. No player who has left the field of play because of blood on their person or clothing may retake the field until inspected and given permission by the Technical Officer on duty for the match. 22 P a g e

24 13. Points and Equality of Points Points For all HQ Tournaments (except Super League), the following points will be awarded for qualifying matches: three (3) points for a win, one (1) point for a draw and nil (0) points for a loss Equality of Points If Teams are equal on points the method for deciding upon positions of Teams after completion of the qualifying round shall be as follows: Shoot-Out Competition a) Goal difference - goals "for" less goals "against" If a tie still exists; b) Highest number of goals scored in the rounds If a tie still exists; c) Count-back (result of match in qualifying round) If a tie still exists; d) A shoot-out competition shall be played as outlined in 13.3 below In a shoot-out competition, five players from each team take a one-on-one shoot-out alternately against a defender from the other team as set out in this Regulation. The shoot- out competition comprises all series of shoot-outs required to determine a result. The following sets out both the playing Rules and the procedures to be followed: 1. Respective Team Managers nominate five players to take and one player to defend the shoot-outs from those on the Match Report except as excluded below. A player nominated to defend the shoot-outs can also be nominated to take a shoot-out. No substitutions / replacements are permitted during the shoot-out competition other than as specified below. 2. Team Managers sign the shoot-out competition form to confirm the nominations of the five players and the sequence of players to take the shoot-outs and submit the form to the Technical Officer on duty. 3. If the shoot-out competition takes place after the end of a match, the above procedures must be carried out promptly so that the first shoot-out can take place within five (5) minutes of the end of the match. 4. A player who is still serving a disciplinary suspension by the Tournament Director at the time the shoot-out competition takes place or has been excluded permanently (red card) during the match which leads to the shoot-out competition, cannot take part in that shoot-out 23 P a g e

25 competition. A player who has been warned (green card) or temporarily suspended (yellow card) may take part in the shout-out competition even if the period of their suspension has not been completed at the end of the match. 5. The Tournament Director will specify in advance the goal to be used. 6. The Tournament Director will specify at the pre-competition briefing meeting the method of timing shoot-outs taking account of the facilities available and the need to control time accurately. 7. A coin is tossed; the team which wins the toss has the choice to take or defend the first shoot-out. 8. All persons listed on the Match Report other than any player who has been excluded permanently (red card) during the match which leads to the shoot-out competition are permitted to enter the field of play outside the 23m area used for the shoot-out but must be at least 10 metres from the spot where the ball is placed at the start of the shoot-out. 9. The goalkeeper / defending player of the team taking a shoot-out may be on the back-line outside the circle. 10. A player taking or defending a shoot-out may enter the 23m area for that purpose. 11. Players taking a shoot-out and also defending the shoot-outs taken by opponents are allowed reasonable time to take off their protective equipment to take their shoot-out and subsequently to put back on their protective equipment. 12. Five players from each team take a shoot-out alternately against the goalkeeper / defending player of the other team making a total of 10 shoot-outs. 13. Taking a shoot-out: a) the goalkeeper / defending player starts on or behind the goal-line between the goal posts; b) the ball is placed on the nearest 23m line opposite the centre of the goal; c) an attacker stands outside the 23m area near the ball; d) the Umpire signals to an official to prepare for the time to start and blows a whistle to signal the start of the shoot-out e) an official with their back to the action starts a stopwatch f) the attacker and the goalkeeper / defending player may then move in any direction; g) the shoot-out is completed when: I. 8 seconds has elapsed since the starting signal; II. a goal is scored; III. the attacker commits an offence; IV. the goalkeeper / defending player commits an unintentional offence inside or outside the circle in which case the shoot-out is re-taken by the same player against the same goalkeeper/defending player; V. the goalkeeper / defending player commits an intentional offence inside or outside the circle, in which case a penalty stroke is awarded and taken; 24 P a g e

26 VI. the ball goes out of play over the back-line or side-line; this includes the goalkeeper/defending player intentionally playing the ball over the backline. 14. If a penalty stroke is awarded as specified above, it can be taken and defended by any eligible player on the Match Report subject to the provisions of Articles 17, 18 and 19 below. 15. The team scoring the most goals (or ahead by more goals than the other team has untaken shoot-outs available) is the winner. 16. A player may be suspended by a yellow or red card but not by a green card during the shoot-out competition. 17. If during a shoot-out competition (including during any penalty stroke which is awarded) a player is suspended by a yellow or red card: a) that player takes no further part in that shoot-out competition and, unless a goalkeeper / defending player, cannot be replaced; b) the replacement for a suspended goalkeeper/defending player can only come from the five players of that team nominated to take part in the shoot-out competition: I. the replacement goalkeeper / defending player is allowed reasonable time to put on protective equipment similar to that which the goalkeeper/defending player they are replacing was wearing; II. for taking their own shoot-out, this player is allowed reasonable time to take off their protective equipment to take their shoot-out and subsequently to put it on again. c) any shoot-out due to be taken by a suspended player is forfeited; any goals scored by this player before being suspended count as a goal. 18. If during a shoot-out competition, a defending goalkeeper / defending player is incapacitated: a) that goalkeeper/defending player may be replaced by another player from among the players listed on the Match Report for that particular match, except as excluded in Article 4 of this section (Clause 13.3) above or unless suspended by an Umpire during the shoot-out competition; b) the replacement goalkeeper: I. is allowed reasonable time to put on protective equipment similar to that which the incapacitated goalkeeper / defending player was wearing; II. if this replacement is also nominated to take a shoot-out, this player is allowed reasonable time to take off their protective equipment to take their shoot-out and subsequently to put it on again. 19. If during a shoot-out competition, an attacker is incapacitated, that attacker may be replaced by another player from among the players listed on the Match Report or that particular match, except as excluded above or unless suspended by an Umpire during the 25 P a g e
