3 1.1 Key Dates Team Registrations Close 11th March 2017 AGM 27th March 2017 Open Grade Competition Begins 1st & 2nd April % Affiliation Fee Due 10th May 2017 Affiliation Balance Due 8th June 2017 P1 Finals Day 12th August 2017 P2 - R3 Finals Day 9th & 10th September 2017 Competition Reiew Meeting 2nd October 2017 Special Competition AGM 30th October Competition Fees All team fees in the Open Grade Competition registration are fixed per team and will be calculated on a team bases. In addition to the registration fees, a player ley from HNZ will be charged for 16 players. Secondary School Competition registered players who are playing in the Open Grade also, shall receie a deduction on their HNZ ley. $200 deposit is required per team registration Fees that are not paid on time (dates can be found in the key dates) shall incur a 10% penalty. 4 Team Registration Where to register Clubs must register their teams through Sports TG no later than 12pm 11th March Number of teams Clubs can register the following amount of teams per grade and gender; P1 P2 & P3 1 Team 2 Teams R1, R2 & R3 Unlimited If you are registering more than 1 team, all teams must be ranked from highest to lowest, 1 being the highest. After Grading Round, the results will determine the teams rank i.e. If Kapiti 4 finishes aboe Kapiti 3 and were promoted, then they would become Kapiti Standings and Seeding Your grade is based on your final position at the end of the preious season. 1st place will promote up to the grade aboe and 8th place will moe down a grade. Exception to the rule are; If you hae the maximum amount of teams in that grade, the team in question will remain in the grade. P1 Promotion and Relegation will be determined by a P1 Promotion/Relegation game. The first eligible team in P2 will play 8th place in P New Team If you wish to enter a new team into the competition, they must be entered into R Exemption Teams may apply for an exemption to be place in a better suited grade, this will be based on a case by case basis and at the discretion of WHA. 5 Player Registration Where to register Clubs must register all players through Sports TG. All players must be registered before taking to the field. You must registered a player in 1 team by the 24th April The cut off date for any new players into the competition is 4 weeks before to the end of the competition round 29th July 2017 and 1st July for P Age Restrictions P1 - Must be 15 years of age as of the 1st January, the year the competition is played P2 - R3 - Must be 13 years of age as of the 1st January, the year of the competition. They also must be a bona fide Secondary School Student. Exception Clubs can seek an exemption for a Year 9 student who may be under the age of 13. Case by case basis and at the discretion of WHA. Complete an exemption form Players Transfer A players new club must complete the transfers through Sports TG, our online membership database. Players who are financial with their old club are eligible to be transferred. P1 players cannot compete in a lower grade within the same season, unless an exemption has been agreed by WHA. Please complete an exemption form Un-financial Players Any player who is un-financial with debts to WHA or their club will not be eligible for both club and representatie selection. If any club requires assistance with an un-financial player please contact WHA Visiting Players Students or other players returning to Wellington during term time holidays or a short duration (no more than 3 weeks) may be eligible to play club hockey upon completing a player exemption form and at the discretion of WHA Capital Representatie Players A Capital Representatie player cannot play in a lower grade than the preious season without prior approal from WHA. 3

6 Player Registration Grading of Players All players are permitted to play out of grade when playing up, as long as they play more games in their registered grade. i.e. P3 registered player must play more game for P3 than P2. No player can play in a lower grade than they are registered. Exception to this rule are the following; Resere Grade teams may nominate 4 players to play down in their lowest ranked team, from the next ranked team. Teams must both be in Resere Grades and the names must be ed to WHA by 24th July, 4 weeks prior to completion of the competition round. Goalkeepers P3 R3 may play down, if the incumbent keeper is unaailable, an exemption is sought by ing WHA the Wednesday before the game No player can register in 2 grades or more lower than they hae played in the preious 2 seasons. Exemption Players wishing to regrade 2 or more lower may apply for an exemption, at the discretion of WHA. Complete an exemption form If a player needs to be re-graded, the club may apply 3 times per season for one player, before 24th July, 4 weeks prior to completion of the competition round. Goalkeepers can play down on field, proided an exemption has been granted by WHA (Exemption form to be completed). This must be marked on eery match card also. 4

7 On Match Day Umpires Umpire are the sole judge of the match rules & duration in conjunction with the competition director. Umpires shall enforce the Rules of the Game 2017 as issued by the International Rule Board under the authority of the FIH, and also the 2017 Open Grade Handbook. Teams are required to proide umpires for eery match in which it plays. WHA will proide umpires when aailable, teams will be notified by WHA if umpires are appointed. 4.2 Number of Players A team cannot play more than 16 players total, including part of the match substitutions. A match cannot start unless either team has a minimum of 7 players, this includes a goalkeeper. A team who do not hae the minimum number of players to play or proceed a game, will default the game. 4.3 Electronic Match Sheets Teams must complete the Electronic Team Sheet before the start of the game. This can be done on a laptop or mobile. If any changes occur, teams will hae 24 hours to change the details. The score and penalty cards will be inputted from the umpires and results officials Match Cards Match cards can be found in the following locations; National Hockey Stadium Fraser Park Elsdon Maidstone Kapiti Tunnel at the northern end Hall outside the changing rooms Technical Bench (middle dugout) Container in the dugouts Technical Bench (middle dugout) Only players on the card may take to the field. Maximum of 16 players, minimum of 7 (must include goalkeeper) Match cards must be clearly printed with First Name, Surname and Shirt Number. Only 1 number per team. Teams must complete a match card before entering the field of play. Then hand it to either umpire. Teams must reiew the match card after the completion of the match & the Coach or Captains' sign their confirmation of the result before posting it in the score box. Goalkeepers playing down as a field player and Players nominated to playing down must be clearly marked Umpires must print and sign their name on the cards and check that penalty cards and injuries are recorded correctly. Umpires must place the card in the match box proided at each enue. 5

Report any incorrect information to WHA Equipment Each team will supply a ball for each match, one in each half. A coloured ball may be used as an alternatie if playing under lights. Uniforms It is strongly recommended that shin pads and mouth guards be worn. Players must not wear peak caps, although collapsible sun isors are permitted. Goalkeepers must wear protectie equipment and a different coloured shirt from that of both teams. Track pants may not be worn as a playing uniform for a player Blood Bin If a player is bleeding or has an open wound, they must leae the field and are not to return until the injury has been treated. Blood stained clothes must be replaced If blood stains occur on the field, they must be cleaned immediately; National Hockey Stadium In the tunnel Fraser Park In the foyer Kapiti Kiosk first aid box Elsdon and Maidstone do not hae alcohol aailable 4.10 High Stick Rule The high stick rule is only for premier grades 6

9 Defaults, Deferments and Cancellations Deferments A team may defer for official representatie fixtures if; 3 or more players are participating in an official representatie fixture for NHL, U21 and Senior Nationals U21 Tournament 6th/7th May & 13th /14th May or more players are participating in an official representatie fixture for U18 s (Capital and Wellington Representatie) U18 Quads U18 Tournament 28th May,, 8th/9th June, 14th/15th June & 24th/25th June 8th/9th July & 15th/16th July Any team wishing to defer for the aboe fixtures, must request an exemption 3 weeks prior to the match in question. Complete exemption form. A team may request a deferment if they hae 3 or more player representing a national fixture (NZ Teams), if the opposition agree to the deferment, WHA will grant the deferment and reschedule the game. Complete exemption form. Teams cannot seeks a deferment on consecutie weekends Deferments will be rescheduled by WHA to a Monday where possible Default If a team wishes to default a scheduled match, WHA must be notified no later than 1pm the Friday before the game. Failure to do so will result in a 2 point deduction, and a possible fine. A team winning by default - 4 points with 5 goals awarded. The defaulting team will incur the full of cost of the turf. If the teams are from the same club, the club will pay the fee and no points will be awarded. Any teams who default 2 games in succession, or 3 at interals, may at the discretion of WHA be withdrawn from the competition with no matches played by such team counting. A match cannot start or continue without the minimum 7 players including a goalkeeper. If after 10mins after the scheduled start time the team cant produce the minimum players, they will default. Cancellations WHA rarely cancel games. If a game has been cancelled before the scheduled start time, WHA will communicate this to the teams through our Phone App, Facebook and where possible club contacts. Custodians or an Umpire will make the final decision to cancel, if the decision was not made earlier. Cancelled games will be rescheduled where possible, if it is not possible, the game will be deemed as a draw. If a team refuses to play when conditions hae been deemed suitable, the other team will be declared the winners. A game in progress that has been cancelled, will recommence at the point of stoppage with the original match card players 7

10 P2 - R1 Competition Structure Grading Round The following is based on an 8 team Grade. If a grade has less than 8 teams, a different format will be implemented. Please find R2 and R3 competition format on Pages 10 and P2 - R1 Grading Round Seeding is based on end of season standings, promoted team become 8th and relegated team become 1st. Each team will play each other in their Pool, 3 games Pool A 1st 4th 5th 8th Pool B 2nd 3rd 6th 7th Grading Round 4 Based on your placing at the end of pool play, the following games will occur, 1 game Pool A 1st Pool B 2nd Pool A 2nd Pool B 1st Pool A 3rd Pool B 4th Pool A 4th Pool B 3rd Game W Game X Game Y Game Z Grading Round 5 The final game will be; Winner Game W Winner Game X Loser Game W Loser Game X Winner Game Y Winner Game Z Loser Game Y Loser Game Z Playoff for 1st & 2nd Playoff for 3rd & 4th Playoff for 5th & 6th Playoff for 7th & 8th Grading round 4 and 5 must hae a declared winner. In the case of a draw, teams will proceed immediately to penalty strokes. 6.3 Promotion & Relegation (Grading Round) Games will be played the week of the 8th May; P2 8th P3 1st P3 8th R1 1st R1 8th R2 1st R2 8th R3 1st If the game results in a draw, positions will not change. A team will not be eligible for promotion if the maximum amount of club teams are already in the grade and they are not inoled in the promotion relegation match. The next eligible top 4 team will replace them. 8

This must be done 3 weeks before the end of the P2 competition round, no later than Monday 31st July Eligible teams must not hae a team in P1 already. The eligible team must finish top 4 at the end of competition round, 1st place will get priority, then 2nd, followed by 3rd and likewise 4th. WHA will set the date and enue to be played, proposed date will be 23rd August WHA will appoint umpires to the P1/P2 promotion relegation games. In the eent of a draw, positions will not change. 9

16 Extra Time Procedures 10.1 Final Round Format The final games requires a result. In the eent of a draw, extra time procedure will be introduced minute break, 2 players must be remoed from the field (9 a-side) First period will be 5 minutes with 9 players (Goal Keeper included) Second period will be 5 minutes 7 players (Goal Keeper included) Golden goals rules apply, if a team score they win Players who hae not finished sering their suspension (green or yellow) time in full time may take part immediately in extra time. A player may be suspended by a yellow or red card in extra time but not a green Penalty Strokes (P2 - R3) If no goal is scored, the game will be go to penalty strokes (P2-R3) players from the team sheet will be chosen and gien to umpires (no red card players) All team members (bar stroke player and red card players) should stay behind 23m line Umpires choose the goal and will toss a coin with the captains to decide which team goes first. Stroke taker must stand behind and within playing distance of the ball before taking the stroke Goal Keeper must stand with both feet on the line and must not leae the goal line or moe either foot until the ball has been played Stroke will take place once the whistle has been blown No delay may occur when taking the stroke Stroke player must not feint at the ball and must push or scoop Stroke player must play the ball once and not approach the ball or goal keeper after taking their stroke If a stroke taker is suspended, their goal will not count. Any future strokes to be taken by that player will count as a no goal but any goals before the suspension will be counted. If a goalkeeper is suspended, they may be replaced by a stroke taker only. They must wear protectie head gear, and any other equipment. They can also continue to take strokes. If a stroke taker or goal keeper is incapacitated, they may be replaced by another player on the team sheet, excluding permanently suspended players. If the score is tied after 5 strokes, the same players must take the strokes again in any order, the team who went first in the 1st round will go second in the 2nd round. We play stroke by stroke; the winner will be the team who hae more goals after each team has taken the same number of shots. 14

17 Extra Time Procedures 10.3 Penalty Shoot Out (P1 ) If no goal is scored, the game will be go to penalty shootouts (P1) players will be nominated by the teams and gien to the umpires (no red card players) Umpire chooses the goal and will toss a coin with the captains, winner of the toss can decide whether to take or defend the first shootout. All team members may be on the field of play, but behind the half way line Manager and other shootout players must behind the 23m line and 10m away from the start of the shootout spot. Shootout Goalkeepers may be on the backline, outside the circle. Goal keeper starts on the goal line, shootout players starts on the 23m When the whistle is blown, both shoot out players may then moe in any direction The shootout is complete when; seconds hae elapsed The attacker commits an offence The goal keeper commits an unintentional offence, which will result in a retake by the same player The goal keeper commits an intentional offence which will result in a stroke being awarded, attacking player may be switched for another player on the team sheet who has not been suspended The ball goes out, includes if the goal keeper intentionally plays the ball out If the attacking player or goal keeper is injured at any point, they can be replaced by one of the players on the team sheet If the attacking goal keeper is suspended at any point, they can be replaced only by the 5 nominated players in the shootout. If the attacking player is suspended at any point, their goal and any future shootouts will count as a no goal. Any preious conerted shootouts will count as a goal. If the score is tied after 5 shootouts, the same players must take the shootouts again in any order, the team who went first in the 1st round will go second in the 2nd round. We play shootout by shootout; the winner will be the team who hae more goals after each team has taken the same number of shots. 15

18 Competition Finer Details 11.1 Team Seeding Grading Round No points will be carried oer into the Competition Round. Team Seeding during pool play will be based on match points Competition Round All teams start with 0 points. Team Seeding at the end of the competition will be based on match points. If at the end of the round, 2 or more teams hae same number of match points, they will then be ranked by the number of matches won. If there still remains equality between 2 or more teams then the following order will be used; 1. Goal Difference 2. Goals For 3. Matches Played between teams in question 4. Goal Difference between teams in question 5. Goals For between teams in question If there still remains a equality, a Penalty stroke competition for P2-R3 and Penalty shootout for P1 will determine the seeding's (rules can be found in FIH Rulebook) If more than 2 teams are inoled, they will play each other with at least 5 strokes/shootouts to take place. A ranking will then be established based upon the results, 3 points will be awarded to the team with the highest number of goals, 1 point for an equal amount of goals and 0 points to the team with the lowest. If a tie remains the teams haing the equal number of points in the penalty stroke/shoot out will be ranked according to rule If an equal position of 3 teams or more still remain, the same procedure will be repeated until the teams can be ranked. Final Round No points will be carried oer into the final round Competition Points Win - 3 Points Draw - 1 point Loss - 0 points Bonus Point for winning team with a 5 goal difference - 1 point A team winning by default - 4 points with 5 goals awarded A team failing to appear for a scheduled game, will hae 2 points deducted. Opposing team will be gien the win by default. 16

19 Competition Finer Details 11.3 Card System Umpires may issue the following cards (as per FIH); Green 2 mins suspension 1 point Yellow 5 mins suspension 3-6 points (3 when club umpire) Red Sent off 12 points All players are required to identify themseles to the umpires or WHA, failure to do so will result in a red card. If a club doesn't identify the player within 48 hours WHA hae the power to suspend the team. Players who swear on field may be temporarily suspended, no points will be awarded. Umpires can grant a minimum of 5 mins suspension time. These cards will be recorded and repeat offenders may be required to appear before Judicial Council. If a coach/manager or team official breaches the COC, Umpires may suspend a player from the field. This player will be chosen by the captain, and if the captain refuses they will be suspended. Points will be awarded to the offender and WHA will inform the club of the incident. Points allocated to a player will hae a playing season life, after that the points are automatically remoed, unless there is a judicial outcome awaiting. Players who reach 12 points, receie the following automatic suspension if the Judicial elect not to hae a hearing. Green & Yellow Red min 1 match suspension min 1 match automatic suspension Those who reach 12 points will be notified ia written notice through the club, of when there suspension will occur. WHA will confirm the suspension in writing ia the club and state any requirements for the player to appear before judicial. The Judicial Council may require the offender to appear before it & impose additional suspension if necessary. The player may challenge any card issued, with a $30 fee, which will forfeited if not upheld. 6 points will remain on their record for the duration of the season. The suspension will be automatic. WHA will confirm the suspension in writing ia the club and state any requirements for the player to appear before judicial. The Judicial Council may require the offender to appear before it & impose additional suspension if necessary. WHA will confirm the penalty in writing to the club secretary. 6 points will remain on their record for the duration of the season Judicial System The purpose of the Judicial Committee is to deal with any matters arising from breaches of the COC.
