2 2019 College Sport Wellington Futsal - Playing Conditions The By Laws of College Sport Wellington (CSW) shall apply to any situations not covered within the Futsal playing conditions; thereafter the Capital Football regulations. 1. Games 1.1 All matches are played in accordance with the FIFA Futsal laws of the game, unless otherwise stated in this handbook. 1.2 Game length is 20 minute halves, with a two minute half time. 2. Competition Points 2.1 Win = 3 points Draw = 1 point Loss = 0 points 3. Defaults 3.1 All defaults must be advised no later than 12.00pm on the day of play to both College Sport Wellington ( david@collegesport.org.nz or ) and the opposing school s Sports Coordinator. 3.2 College Sport Wellington s (CSW) policy is to fine schools who do not correctly notify a default by the designated time at the set rate of $20 + GST per team. 3.3 A default shall be recorded as a 5-0 loss. 4. Supervision 4.1 All teams or individuals participating in any CSW sanctioned or affiliate activity must be under the direct supervision of a Coach or Manager authorised by the Principal [or appointee] of their school of representation. 4.2 The coach / manager is responsible to the school for the welfare and behaviour of those students in transit to, from and during any such activity. 5. Eligibility - Team and Player Registration Requirements Refer to College Sport Wellington By-law 2, 3, 4, and 5 for full requirements. 5.1 All schools are to enter their registered team list on EnterNOW, by the required date. 5.2 Teams can register up to 10 players, with the exception of Premier teams who can register 12 players. 5.3 A player may only be registered in one team per term. 5.4 A player cannot play for a lower graded team than that they are registered in. They can play for a higher team. 5.5 Corrections, additions and deletions to team lists are to be advised to CSW BEFORE such players can play for their new team. 6. Equipment and Uniform 6.1 Teams are required to wear a strip/uniform either their PE shirts or football uniforms. Bibs may also be used 2

3 6.2 Players are to have the correct equipment: sports shoes or trainers shin-pads long socks shorts 6.3 All players must wear shin pads as part of mandatory equipment in accordance with the laws of the game. 6.4 Players that do not have the correct equipment or uniform, run the risk of the referee and court manager not allowing them to play. 7. Referees 7.1 Capital Football is responsible for providing a match official for all matches. 8. Grade Structure teams only two round robins of pool play only team pools three weeks of pool play followed by crossover pool quarter finals, semi-finals, and Finals & 6 team pools five weeks of pool play followed by Finals on week six. If there are multiple pools in a division, then there will be crossover finals. 8.4 All crossover pool games are considered friendly s, and there will be no competition points awarded. 8.5 CSW and Capital Football reserve the right to change the structure above at any time, due to court availability and to ensure students have meaningful sporting experiences. 9. Premier Grade 9.1 A Premier grade for senior girls and boys will only be offered at ASB Sport Centre in Term One. 9.2 The Premier grade will be played on a full size futsal court 9.3 The Premier grade is restricted to eight senior boys and six senior girls teams. 10. Differentiation of Tied Teams 10.1 If two or more teams are tied on round robin competition points, their respective placing on the points table will be determined by applying the following criteria: a) Goal difference. b) Number of goals scored. c) The head to head result between the teams equal on points. d) Coin toss If any of the tied teams have defaulted a game(s) in the round robin competition, they shall automatically be disqualified from consideration. 3

Drawn playoff match 11.1 If the scores are tied at the end of regular time, there is no extra time In the case of a drawn quarter final or semi-final match, the winner of the match will be the team that was the highest ranked team at the end of pool play In the case of a drawn finals match, a penalty shootout shall be used to determine the winner. 12. Results and Score Cards 12.1 The referee will provide a score card for team captains to sign at the end of the game The score card will record the score, and any match incidents (including disciplinary) The score will be entered online by CSW. 13. Complaints and Process 13.1 Refer to the College Sport By-laws 27 and Discipline 14.1 All matches are played in accordance with the NZ Football Disciplinary Code Any player booked (yellow card) shall be identified on the match card Two (2) yellow cards in the same match will result in that player being sent off and therefore incur an automatic one (1) match suspension If a player is sent from the court the player is automatically suspended from all futsal (including ALL College Sport and Capital Football Leagues) until the team he/she was sent off from plays another game. The suspension can be added to if the offence is of a serious nature, i.e: violent conduct Any player sent off a second time during the season for any offence shall be required to appear before the Wellington Secondary Schools Football Judiciary in the week following their transgression, and shall be ineligible to play in any game until such time that they have appeared If for some reason games are cancelled which affects a players stand down period College Sport Wellington reserve the right to adjust this where they see fit in fairness to the player. The application of all suspensions relates to any futsal match under the jurisdiction of Capital Football and is to be served immediately. They shall not be reliant on any referees report. However, referees shall furnish a report and these shall be used as evidence in the case of appeal. 4
