OPENING The Chairman opened the meeting at 10:00am (AEST) 2. DECLARATION OF INTEREST The Chair outlined to the Council that in accordance with principles of good governance, the Board of CAMS has requested that at the commencement of all Council meetings that each member declare any matter that may amount to a conflict of interest and that such a declaration be included in the meeting minutes. No pecuniary interests and/or potential conflicts of interest were declared. 3. Reply received and now up to Motorkhana Panel to change the wording of 4H Class and make another Class for these cars. G. Emerton to follow up how the panel standing orders will be communicated to panels for the appropriate feedback. Panel Chairs received panel standing orders and are not happy with some of the wording of clauses. Discussion about new Standing Orders for Panels which have been distributed to Panel Chairs but not the State Executive, but there are some wording changes that are needed. Agreed that they be distributed to SE and M. Hicks will draft changes needed. Responses to M. Hicks by Friday 28/10/16. M. Anderson to put forward the Panel Chairs recommendation to the CAMS Administration for the State awards night to be held in February. M. Anderson to call for volunteers for Awards Sub-committee. MOVED: M Hicks SECONDED: B. Wootton CARRIED NSWSCE 0280 MOTORKHANA / KHANCROSS Motorkhana Panel have secured some sponsorship, which will be used to give juniors free entry. Juniors must be accompanied by a paying adult. A. Collier gave a report on the Taiwan Gymkhana event. He was accompanied by two of CAMS young achievers, Charlotte Poynting and Calum Jones. You drive cars supplied, which are left hand drive. Kart Track venue is as big as SMSP. The two young people were very popular, great ambassadors for Australia and Asians were lining up to have photographs with them. Airfares were covered 50/50 by CAMS and the organisers. $100 entry fee but competitors were fed and well looked after. The organisers would like to have a challenge in 4 different countries. Approached A. Collier about Australia holding a round, and he told them that it would require a lot of planning and perhaps in 2018 it could be achieved. NSW CAMS BOARD MEMBER G. Emerton reported on Board Meeting held in QLD and Forum with State Council as occurred in NSW earlier this year. Future planning for QLD Raceway. Concern about non CAMS licenced venues. There was supposed to be a forun with SA Council but after feedback from those already held it is going to be a presentation by Eugene Arocca to SA State Council. GE now appointed to RallyCorp Board which looks at governance of the company and the Australian Rally Championship, and AMSC. NSWSCE 0289 NSW OFFICE REPORT Call to clubs and panels for date submission for the 2017 calendar. Panels asked to submit their Champions ASAP so that they can be contacted about the Awards Night to be held on 3 rd December 2016 at Parramatta Novotel. 4 NSWSCE 0290 NSW / ACT STATE COUNCIL EXECUTIVE MINUTES Meeting of Saturday 22 nd October 2016 COMMISSION REPORTS Australian Hillclimb Championship at Collingrove Park in S.A. 26 th & 27 th October Motor Race Commission Target Scrutiny has been there as WIP for too long. G. Emerton said that there were people here prepared to assist Scott McGrath to make it happen. M. Hicks said that he had had a telephone conversation with Scott McGrath and that he had said that he would forward the documents to those people to look at. Improved Production Regs not catering for current production cars so need to be looked at. 8. GENERAL BUSINESS NSWSCE Supersprint Decision Papers: I Williams Class changes to bring them into line with National Classes. Operational changes. Keeping the two part Sub. Regs. M. Wootton CAMS Club Challenge Australia SA in 2015 ran a successful challenge at Collingrove Park, so it would seem that it was felt to be a good idea and proposed to be rolled out Nationally, but held within each State. NSW event to be held at Ringwood Hill Climb. M. Healy said that it was strange that neither the Commission nor State Council had been informed. M. Anderson advised that further information will be provided once available. M. Hicks said there needs to be more communication to the Council and also the clubs who are preparing their calendars for next year. NSW State Council Executive are disappointed that they have received no communication and information on the proposed event. Request for removal of an official s Area Coordinator accreditation CAMS office received request by Rod Eastern that his Area Coordinator accreditation be removed. MOVED: D. Healy SECONDED: C. 5 NSWSCE 0295 NSW / ACT STATE COUNCIL EXECUTIVE MINUTES Meeting of Saturday 22 nd October 2016 Ratification of 2017 Panel Chairs The Executive were required to elect the 2016 NSW panel chairs. The nominees were Bradley Burton and Nicholas Nikiforoff. The State Executive discussed the nominees in the absence of N. Nikiforoff and E. Nikiforoff. Nicholas Nikiforoff was elected as Off Road Panel Chair. I. Williams stated that he would resign as panel chair if the voting rights of Panel Chairs were implemented in its current form for Need to try and get Drifters under CAMS J. Fletcher CARRIED NSWSCE 0296 Decision Paper: Ratification of 2017 State Council & Executive meeting dates 2017 Meeting Dates to be recommended to the State Council are: State Council and State Executive, Saturday 11 th February 2017 State Council and State Executive, Saturday 8 th April 2017 State Executive, Wednesday 7 th June 2017 State Council and State Executive, Saturday 19 th August 2017 State Council and State Executive, Saturday 14 th October 2017 State Executive, Wednesday 6 th December 2017 Proposed dates accepted except for date in April amended to 8/4/17. To be presented before State Council for ratification. NSWSCE 0297 The CAMS Constitutional review M. Hicks asked would the Board would view a submission from a Council rather than as an individual one more worthy of note. NSW is the most forward thinking and progressive Council of all of them. If there is a group that would like to look into preparing a submission it would probably be looked at favourably. Submissions need to be in by November. It will take 4 State Councils to agree to change any of the main items of the Constitution. 9. OTHER BUSINESS NIL 10. 7 2016 NSW Motorkhana Championship Auto Test Report Andrew Collier 22 nd October 2016 The NSWMC has completed its seven round season for The year was a little disappointing with lower than usual competitor numbers in the Sydney based rounds. The outright winners of the Championship were 1 st Corinne East Johnston (Honda Special), 2 nd Warwick Butt (Mini Special) and 3 rd Phil East (Honda Special). Next year s calendar is almost complete with only a couple of clubs left to confirm dates. We have secured a sponsor for the next four years of the NSW Motorkhana Championships. The money will be used to encourage junior participation by subsidising their entry fee. There will be conditions to this which are currently being worked on, so stay tuned! The 2016 Australian Motorkhana Championship was run in Perth over the weekend of the 24 th and 25 th September with Scott Bennett from WA 1 st, Corinne East Johnston NSW 2 nd, and Aaron Wuillemin VIC in 3 rd. Next year s AMC will be in QLD NSW Khanacross Series The NSWKS has two rounds of its 8 left to run. The first is a rerun of a rained out event on the 5 th June which is now re-scheduled to 13 th November at Hampton organised by HDCC. The final round is also HDCC at Hampton on Saturday November 26 th. Currently the top three runners in this series are: 1 st Bill Brown (Jackson Special), 2 nd Aaron Elliot (Subaru) and 3 rd Toby Ivanovic (Subaru). The NSWKS has been enjoying healthy competitor numbers in 2016 confirming at as a popular low cost motorsport. The 2016 Australian Khanacross championship was held in Proserpine, QLD over the weekend of the 17 th and 18 th September. The outright victors were 1 st Wayne Morton (Daihatsu Charade), 2 nd Steve Van der Brug (Subaru WRX STI), and 3 rd Noel Caplet (Subaru Liberty). Next year s AKC venue is currently undecided. 8 NSW HILLCLIMB ADVISORY PANEL REPORT TO NSW STATE COUNCIL 22 ND OCTOBER 2016 The first club hillclimb at the resurfaced Gunnedah Hillclimb held on 28 th August went well. reports from people who attended was that there were no major problems on the day. Fairbairn Park, Round 7 of the championship was well attended with 49 entries, and only 4 not registered in the championship. SDMA did a good job and their timing screen in the café area is always well received. Panel has resolved the rounds for next year. 9 We Have arranged to complete the NSW Championships about a month earlier next year so competitors who wish to run in the Australian HCC will have approximately a month gap instead of the week that we have ended up with this year Panel has also resolved that the Rules for next year will be the same as for this year as the championship has been well supported and there has been no problems or complaints during the year. The panel introduced an interclub competition this year and will continue with this again hopefully creating more interest when the results are published after the final round at Dapto on Sunday 23 rd October. The final placings in several of the classes and for outright will not be determined until after Dapto, so this has kept interest in the Championships going until the last event for the year The NSW Hillclimb website is well supported. 10 NSW Motor Race Panel Report Darren Barlow 21 October NSW MRC Round 7 (Final Round) was run on the weekend of September. Over 240 competitors (including Aussie Racing Cars) resulting in a great weekend of racing. State Championships are now decided having been completed at the last round (some still having additional racing at stand-alone meetings later in the year), and will be awarded at CAMS dinner 3 December Overall competitors has increased in 2016 compared to 2015 due mainly to strong numbers in Production Touring and Improved Production NSW MRC Rounds (Currently agreed) R1 - SMSP Mar 4-5 R2 - Wakefield Apr 1-2 R3 SMSP (GP Layout) Apr R4 - SMSP May R5 SMSP (GP Layout) Jul 1-2 R6 - Wakefield Aug R7 - SMSP Sep R8 - Wakefield Oct Categories make up the NSW MRC including Supersports, Formula Cars, Improved Production, Formula Cars, Sports Sedans, Production Touring, Superkarts, HQ Holdens, Formula Vee, Formula Ford. Categories currently finalising nomination of preferred racing weekends. Due to the availability of 8 rounds in 2017 the NSW MRP is considering adding the following categories at selected meetings in 2017, depending on competitor and promotor interest. Excels / Pulsars / Alfa s etc.

11 NSW STATE COUNCIL AND STATE COUNCIL EXECUTIVE OFF ROAD REPORT October Warialda which was to have been the sixth round of the Championship, had to be cancelled, due to the unusually heavy rainfall in the weeks leading up to the event. The pit area was partially underwater and the rest was too boggy to hold the number of entries anticipated, so the organisers regretfully cancelled the event for this year. Trophy Karts held their second round at Colo Park in August. This event was well run and very successful with just a few minor scrutiny issues. Two officials were assessed and their next round was to have been in September at Ardlethan, but once again Mother Nature had her say and Ardlethan was also under water, so the event was cancelled. The next round of the NSW Championship was conducted at Nabiac on the 15 th & 16 th October and reached their maximum entry number two weeks before the event with 9 reserves. This round will see the Championship for 2016 finalised, with most of the classes requiring this round to decide the winner. Nick Nikiforoff CHAIR NSW Off Road Panel

12 NSW Rally Panel Report to the State Executive October 2016 Events NSWRC/DRS Both the NSWRC and DRS has lost another two rounds due to wet weather Bathurst Rally (September) and Brindabella Stages (October) were both cancelled. As a result, the NSWRC will be four rounds in total for 2016, with the final round to be run at Rally Australia in mid-november. The DRS will be four rounds in total for 2016 (down from seven), with the final round to be the Minidulla Rally in early November. Registrations Series Registrations for 2016 have exceeded expectations once again, and surpassed the numbers achieved in As of 12 th October, registrations are: Rally NSW Promotional Work Rally NSW engaged a professional media team to cover the Rally of the Bay (round 3 NSWRC, August 2016). The team produced brilliant results over the event weekend and following weeks, with a number of highly professional, engaging videos being released. The team was engaged on a very small budget for the event, with a view to working with Rally NSW in 2017, provided that more funding is available. Rally NSW is using the outstanding results from the Rally of the Bay media coverage to seek new major sponsors for 2017, with proposals being distributed to a number of potential partners. Organisers & Competitors Forum The Panel is organising an informative and interactive forum for organisers and competitors for January The forum will be held on the day of the 2016 Presentation in Western Sydney. The agenda includes information sessions and sessions designed to encourage feedback and guidance from participants on future areas of focus for the Panel Presentation Is currently being organised for late January/early February Competition Conditions and Calendar Both are attached for the State Executive review and approval. The 2017 Competition Conditions have not changed significantly from Summary of key changes: Removal of the Pacenote Rally Series Changes to Class/Categories, based on Class/Category participation in 2015 and 2016 Minimum rounds to count increased from 3 to 4, due to increase in total number of rounds on the calendars Rallysafe is now compulsory for State level events in 2017 The 2017 is looking strong once again: 6 rounds for the NSWRC 6 rounds for the DRS (with a seventh possible) 7 rounds for the RSS (with an eighth likely) The Calendar is in draft, ready for first distribution. The calendar has been aligned with other motorsport calendars in NSW to minimise event clashes.

13 Frontal Head Restraints The Panel is aware that Frontal Head Restraints will become mandatory for all levels of rallying as of 1 January The Panel is actively working to understand the full scope of this change (e.g. whether it applies to rallysprints as well as rallies), and is investigating ways the Panel can support the introduction of this change now, to reduce the impact and shock to competitors in 12 months time.

14 NSW Supersprint Advisory Panel Report to NSW State Executive 22/10/16 1. Round 6 of the NSW Supersprint Championship was conducted at Wakefield Park on Sunday 11th September, hosted by the Mini Car Club. 83 competitors started on what was a great day with competitors achieving up to 61 laps due to utilising best practices as recommended by the Supersprint Panel. No Type Records were broken on a day which saw three Class Records fall. Tommy Yick smashed his own Class 1A record in his Lotus Elise by almost 3 seconds with a time of Chris White shaved.03 seconds off the Class 4B record in his Mazda MX5 with a time of and Tony King took just over a second off his Class 6A record set last year in another Mazda MX5 with a time of Round 7 of the NSW Supersprint Championship will be hosted by the NSWRRC on the Amaroo Circuit at SMSP on Sunday 16 th October. This will be the final round for this year. 3. The NSW Supersprint Club Championship lead has changed again and the MX5 Car Club, who have amassed 2,712 points, now lead ARDC by just 22 points going into the final round. HSV/HDT Owners, who are on 1,120 points and are well ahead of NSW Road Racing Club who currently sit in 4th place and look certain to take out 3rd place in the Club Championship. 4. A Pre-Log Book Inspection Day for Road Registered Cars has been organised to be held in the Scrutineering Garages on the SMSP Amaroo Circuit on Sunday 5 th February Bookings can be made via the website. Thanks to the ARDC and both the Scrutiny and Supersprint Panels for making this possible. 27 road registered cars received log books through the same initiative held in February this year resulting in the proportion of cars in the Target Audit System now being 2/3 of the field of a Championship Round. 5. The Panel has worked with the ARDC to have an area specially designated as a refuelling area for competitors on the SMSP Amaroo Circuit to use. Such an area is a requirement of Schedule N, Part 2, Item 1 of the CAMS Manual. Supplementary Regulations for 2017 will also be updated to conform to this requirement. This area will be available for Round 7 of our Championships. A diagram is attached. 6. The Panel will be submitting changes to both Types and Classes for the 2017 Championships to the State Executive for approval. These have been designed to bring the NSW class structure closer to the classes to be used in both the National and Victorian Championships. These changes should not disadvantage any of our current competitors and reflects current trends in the competitor mix. For the NSW Supersprint Advisory Panel Ian Williams Chair

16 NSW STATE COUNCIL & STATE COUNCIL EXECUTIVE MEETING NSW SOP REPORT 22 nd October 2016 There is a steady flow of requests for assessment for upgrade to Bronze Level, but a decline in the number requesting upgrades to Silver in recent months. Unfortunately some officials and assessors as well, seem unaware of the correct method of upgrading officials. Quite a few assessments have been carried out where the official has not even done the course, either on-line or face to face, and they have not applied to CAMS NSW to ask for an assessment, therefore these have been rejected by CAMS. We ask that you all remind your various panels, clubs and officials, that there is a correct procedure for applying for upgrades. Ideally the official should complete whatever course is required, and if they wish to be upgraded, should download the form from CAMS website and forward to nsw@cams.com.au nominating some events that they would like to be assessed at. If they are not computer savvy they may ring Matt Anderson and Matt will organise their assessment. At least two to three weeks notice is preferred not two days, as an assessor needs to be organised. They may nominate an assessor if they know one who will be attending the events they nominate. We would also ask that you circulate amongst your panels and clubs, that if there are any assessors who have not been asked to carry out assessments for some time that they contact Matt and indicate if they are still happy to do assessments. Next year with the assistance of CAMS NSW, and the various clubs, the SOP would like to conduct an Officials Open Day to encourage new people to come along and see what being an official is all about. These have been conducted in other states, and with the co-operation of all our clubs and officials maybe we can gather interest here in NSW. We need suggestions of a venue where clubs could set up displays and officials could come and talk about their roles as officials. We do not want this to just attract people for the bigger events but also the grass roots level of our club motorsport. Officials are all getting older and we need new young and enthusiastic people to take their place. I would also like to remind you of the Fabulous Officials program. If you are having end of year Presentations this would be a good time to nominate one or more of your officials as a Fabulous Official. The only cost to your clubs is your time in nominating and giving reasons for the nomination, and your club will be sent a framed Certificate accompanied by a letter as to the reasons they have been awarded a Fabulous Official. 17 I, with the help of the CAMS NSW office will organise to get the award/s to your club in time for your Presentation. Running courses for officials has been difficult to organise as there are so many motor sport events on throughout the year, but please encourage your officials to keep putting their names down for these courses and every endeavour will be made to find a satisfactory date for all concerned. If you are notified of a course coming up please do not put your name down for it unless you are certain (barring unforseen circumstances) that you will attend. Several courses have recently been nominated and by the time the course is run the original has shrunk to 2 or 3, because there is one or motorsport events on the same date. People who give up their time to present a course are naturally upset when this happens, without counting the cost of hire of room and lunch etc. I have had some officials complain to me that there are no courses in their area. We cannot organise a course in every town, but are endeavouring next year to aim for Regional centres, so that surrounding areas can be accommodated. The first courses in regional areas will be a Course Presenters Course in Kempsey on the Saturday and an Assessors Course in Tamworth on the Sunday, which will hopefully pave the way for more Assessors and Course Presenters in country areas. 18 NSW Scrutiny Advisory Panel Report to NSW State Executive/State Council 22 nd October ) Some time ago, after the failure of a number of fabric towing eyes during Circuit Racing Recovery operations, the Panel expressed concern, to CAMS Technical, as to the safety and security of such items, as a result of deterioration and/or insecure mounting. The matter has been discussed at a recent AMRC Teleconference (August 2016), the decision reached being that an article will be included in a future edition of Speed Read. 2) As reported at the August State Executive Meeting, Panel Members will be assisting the AMSDC, the NSW Supersprint Panel and the NSW Hillclimb Panel in facilitating the introduction of Targeted Scrutiny into Club and Multi-club Speed Events, on an optional basis. Preliminary discussions have been held amongst the interested parties as to the best means of progressing this. 3) Panel Members will be assisting the NSW Supersprint Panel with its next Logbook Inspection Day, in February (Refer to the NSW Supersprint Panel Report for more information.) 19 1 CAMS NSW Stewards Panel Report to State Executive/Council October 2016 Volunteer Expenses Reimbursement Policy The revised Policy is now in effect. It now covers steward expenses for 2 stewards for State Championships as well as State Series events. For any expenses that do not fall within the Policy, authority must be sought prior to the event. A good system of pre-approvals was in place prior to David Mori s departure from CAMS. I REQUEST INFORMATION ON WHAT THE PROCESS FOR PRE-APPROVAL NOW IS Steward Appointments 2017 The process for 2017 NSW Steward appointments has begun with the calling for EOI for 2017 Series Stewards. Throughout this process due consideration must be given to a number of issues including but not limited to; cost, steward experience, succession planning, steward match to a particular event or series, geographical location. With these issues in mind the series for 2017 to which the Panel will attempt to appoint Series Stewards are as follows:- State Races Championship Supersprint Championship Hillclimb Championship Off Road Championship State Rally Championship Rally Sprint Series north RallySprint Series south Khanacross Series Motorkhana Championship Drop Box All stewards are reminded that they can now access the Stewards Panel Drop Box. 20 NSW State Council and Executive Chairman s Report 22 October 2016 This meeting marks the fourth anniversary since I was elected to the role of chairman of the State Executive and it has been another challenging year. Firstly I would like to express my thanks to the members of the executive who have served this past year who have pitched in and worked hard to make motor sport in NSW better and helped keep the wheels of the sport rolling. In the same vein I would also like to thank Ben Pretty and his team at CAMS including Babs Anderson who has recently moved south to the National office, Sean Fitzgerald and newcomer Matt Anderson who has replaced Babs in the NSW office. As usual they have done a great job and been a real help in growing club level motor sport in NSW It has been a long winded but thankfully successful road to changing the terms for those serving on the state executive both as members of the executive and for those in the role of chair and deputy chair. We have successfully moved them to three year terms using a rolling changeover system so that each year on third of the available places will be up for election ensuring experienced members can be retained and give the benefit of their experience to the executive. Moving the roles of chair and deputy to three year terms was a little more complex having to gain a consensus across all state councils nationally. This was achieved recently and has now been ratified by the board. This has moved us into line with board terms and will allow those elected to get on with the tasks at hand and not have to worry about repeatedly standing every 12 months. In August I attended the annual meeting of state chairs in Melbourne hosted by CAMS CEO Eugene Arroca where a number of key matters were discussed. These included: Championship Policy State Panel Standing Orders State Council Executive Standing Orders NSW has Standing Orders for Executive CAMS is working on a template for all States. See attached for discussion. Three year terms State Council Chairs and Deputy Discussion about all the State Councils about getting on the same page with election of Chairpeople and deputies. Licence Application Wording ( re fit and proper person clause) NCR 83 Discussion on changing the wording Late issue of permits Competitor Licences and Passbooks VFRS/Insurance Issues It was a worthwhile and valuable get together with other state chairs and had a number of positive outcomes as a result of the meeting Work has continued this year in attempts to secure new motor sport facilities for the state. It is a long and frustrating path. Establishing infrastructure of this magnitude is never easy and there have been continuing delays with the Luddenham Raceway development in Sydney s west with the owners now

21 saying that the main circuit will be developed later down. Clearly Ben Pretty has done a lot to help the club circuit proposed for Luddenham. Meantime I have continued to work with CASAR Park to help move this proposed track to the construction phase. The DA for the track has been lodged however the Central Coast council despite being very supportive in many areas now requires a long term fauna appraisal and survey of the site which will take at least six months adding significantly to the time frame.. I have position on the board of CASAR to ensure CAMS interests are advanced. I have also been working to secure multi use operations at both these facilities and have suggested and urged them both to consider building a dirt circuit, motorkhana facilities and other features to cater for the widest range of motor sport possible I hope that I am elected to serve another term as I believe there is still more work to be done and I have enjoyed the experience of working with the Executive and the Council as well as the CAMS team during the past three years. 22 Australian Motor Sport Development Commission. Report for NSW State Council on 22 nd October Attached is a summary of the AMSDC Teleconference of 22 nd August This summary and minutes of that meeting are available in the Commission section of the CAMS website. On Monday the 5 th of September an extraordinary tele-conference was held to discuss the further implementation of Frontal Head Restraints (FHRs). In a report prepared by the CAMS Technical Department it was stated that as an entry level discipline that FHRs were deemed to be unsuitable for the Autotest Discipline. With regard to Speed Events the Commission s position is that these events should also be considered as Entry Level Disciplines and that the use of FHRs should not be made compulsory at this point in time. The Commission recognises that further work on the question of the use of FHRs in Speed Events needs to be undertaken and will become an agenda item at future tele-conferences. Minutes of this meeting should be on the CAMS website in the near future. Our latest tele-conference was held on the 10 th October, a summary and minutes of that meeting should appear on the CAMS website before the end of this month.
