OPENING These minutes cover AMSDC Minutes Numbers 0136 to 0148 Refer to table at end of minutes for actions to be taken The meeting opened at 1910 hours with the Chair welcoming Commissioners. 2. DECLARATION OF INTERESTS Chair reminded Commissioners that in accordance with principles of good governance the Board of CAMS requests that each member declare any matter that may amount to a conflict of interest and that such a declaration be included in the meeting minutes. 3. APPROVAL OF PREVIOUS MINUTES It was moved MH, seconded KH that. the minutes of the Teleconference of 29 February 2016 be accepted. motion carried. 4. RATIFICATION OF DECISIONS MADE BETWEEN MEETINGS Nil 5. WORKING GROUPS & COMMISSIONERS REPORTS 5.1 Speed Working Group (SEWG) Report JP informed the Commission that as the new Chairman of the SEWG he has now received past documents and intends to call a meeting in the near future. 2 Supersprint MH advised the Commission that correspondence has been forwarded to the Queensland Speed Panel on the National Supersprint meeting to be held at the Morgan Park Raceway at Warwick in 2017 and is awaiting response. 5.2 Auto Test Working Group (ATWG) Report AC, in a written report received prior to the meeting, confirmed the following 2017 Australian Championships: Khanacross 17/18 September Townsville organised by the Whitsunday Sporting Car Club; Motorkhana 24/25 September Perth organised by the Mini Car Club of WA In response to a query in the report about Alan Wheeley no longer being a member of the ATWG, the Commission requests AC to follow up this issue. 5.3 Enthusiast Working Group (EWG) Report Nothing to report at this meeting, other than the Touring Code (refer to Minute 0136 of these minutes). 5.4 Women of Australian Motor Sport (WAMS) Report KH stated there were no issues to report on for this meeting. 5.5 Commissioners Reports (on issues not covered elsewhere on the Agenda) The following written reports were submitted to the Commission prior to the meeting: MH on Speed Events in NSW; NR on some issues in WA; 6. COMMISSION S KEY INITIATIVES STRATEGIC PLAN Commissioners reports should include any actions on the Strategic Plan initiatives Reports on key Initiative are: Supersprints & Hillclimbs National Classes refer to Minute 0138 of these minutes National Standing Regulations & National Supplementary Regulations Template held over to 2017 (refer to Minute 0107 of 7 Dec 2015) refer to Minute 0139 of these minutes. Touring Code Code completed and issued but now subject to revision refer to Minute 0136 of these minutes. Drifting Standing Sporting (Standing and Supplementary) Regulations - refer to Minute 0137; Safety Issues (track, vehicle, participant); Club Level (training and practice); Competitor Level (Multiclub meetings); Higher Level (eg: Hi-Tec); Requirement of a Drifting Expert on AMSDC. Autocross Revision of Standing Regulations. Khanacross Revision of Standing Regulations; Introduction of new Class H refer to Minute 0140 of these minutes. 3 Regularity One of the key initiatives of the Plan s Regularity is how to promote/market the discipline as a sport entry level activity. NR described that the West Australian Sporting Car Club (WASCC), which conducts activities at the Barbagallo Raceway, is trying to attract the younger generation, especially those who have participated in Come and Try Days, to Regularity. The Club has issued a promotion letter and document on the basic requirements on how to take part in Regularity, and looking at participation fees; KH described how the Marque Sports Car Association Victoria (MSCAV) conduct Regularity within Supersprint meetings, with a full group (20/25 entries, subject to track density allowance) participating. The Club found it difficult to sustain a whole day of Regularity, not being able to attract sufficient competitors to make the day worthwhile financially; MH advised in his Commissioner s Report on a 6-hour Regularity Relay conducted in NSW over Easter, this being the first time this type of event being conducted in many years. A field of 16 teams took part and there is hope for the event to be conducted again in 2017; JY reported on high numbers in Regularity fields at Bathurst at Easter; and that a strong Regularity field has entered the Rennsport Motor Racing Festival at Sydney Motor Sport Raceway on 30 April; JP commented on Regularity being conducted in conjunction with race meetings in Tasmania. Improved Communication 7. MATTERS ARISING FROM PREVIOUS MINUTES Min 0136: TOURING CODE Prev Mins /3/15 The Touring Code was submitted to the National Regulation Advisory Committee (NRAC), which has expressed concern with: the definition of a Touring Assembly included in the Code; what the scope of a Touring Assembly should be, and JY presented an Information Paper on the issues and which included recommendations on the next steps to be taken. Following lengthy discussion the following was resolved: TA to investigate and clarify the protocol for presenting documents that require NRAC endorsement; JY to issue to Commissioners a Briefing Document he has prepared for submission to NRAC in response to its concerns and Commissioners responses are required by end of business on Monday 25 April; to discuss with NRAC a potential teleconference, and/or a meeting with all parties involved at the Face to face Meeting in July. Social Runs Social events include club meetings, working bees and social gatherings through club runs, show and shines and many other key social activities of clubs. CAMS Public Liability generally covers these events as part of a club s affiliation fees. These activities are NOT classified as Touring Assemblies nor appear in the National Competition Rules as they are not motor sport activities. JY reported that the Enthusiast Working Group will turn its attention to Social Runs once the Touring Code is finalised. 4 2) Commissioners to respond to JY document by 25 April ALL COMMISSIONERS 3) Discuss with NRAC possibility of meeting/s Min 0137: DRIFTING CLUB EVENT STANDING REGULATIONS Prev Mins reported this is work in progress. ACTION: Keep on agenda /3/15 / SMc Min 0138: SPEED EVENTS NATIONAL BASED CLASSES Prev Mins /3/ /2/15 The aim of the Commission is to have classes for Speed Events on a national basis as from See also Minute Capacity Of Group 3j Improved Production Cars Engines Over Six L /12/14 JP advised that a further Discussion Paper is being finalised and will be issued to Commissioners in the near future. NR reported that a summary of discussions with AMRC Chair, as an action from the 29 February Meeting at Minute 0121, had been issued and comments are sought from Commissioners (MH comments received). ACTION: 1) Re-issue Discussion Paper JP 2) Comment on paper on discussions with AMRC Chair ALL COMMISSIONERS Min 0139: SUPERSPRINT NATIONAL REGULATIONS STANDING & SUPPLEMENTARY Prev Mins /3/ /2/15 The aim of the Commission is to have these regulations on a national basis as from NR commented that this subject has stalled and requested JP, as new Chairman of SEWG to collate various issues and present a current working document. KH offered her assistance as required to progress this item. ACTION: Prepare and issue discussion paper JP MIN 0140: KHANACROSS NATIONAL STANDING REGULATIONS REVIEW NEW CLASS H Prev Mins At Minute 0123 of Meeting of 29 February 2016 a motion was passed that a Class H be added to the Khanacross National Standing Regulations AC presented a Discussion Paper with the following regulation for the addition of Class H: Superlite (eg: Polaris (RZR models), Can Am (Commander and Maverick models), CF Moto - (Z6, Z6 Spec R), Yamaha (Rhino & YXZ models), Arctic Cat Wild Cat 1000i H.O). Each vehicle must remain in standard specification as produced by the manufacturer unless a freedom is provided for in these regulations. Any modification from standard will initiate the requirement for the vehicle to comply with ROPS from Schedule J of the Cams Manual: (a) The Superlite class is for off road recreational vehicles with a seating capacity of two crew members, located side by side, steered by a steering wheel. b) A Superlite vehicle may be either two or four wheel drive. Superlite vehicles, as defined shall only be eligible to compete as a Superlite. The Paper outlined that the NSW Khanacross regulations have included this class for several years (where it is referred to as ATV instead of Superlite, the latter term now used in Off Road). 5 After brief discussion is was moved MH, seconded NR that The Discussion Paper now become a Decision Paper and that the above Class H wording be adopted the motion was carried. This decision will be effective as from 1/1/17, ACTION: Issue Bulletin Min 0141: CAPACITY OF GROUP 3J IMPROVED PRODUCTION CARS ENGINES OVER SIX L Prev Mins See also Minute 0138: Speed Events National Based Classes NR reported that the subject has been raised with the AMRC Chair but no response received to date so it will be raised again to try to determine where the AMRC stands on the issue. ACTION: Raise issue with AMRC Chair again NR Min 0142: TARGETED SCRUTINY EXTENSION TO INCLUDE CLUB AND MULTICLUB SPEED EVENTS ON AN OPTIONAL BASIS Prev Mins MH reiterated that this subject is intended as an option for clubs/multi-clubs and is of much benefit when a club conducts numerous speed events in a year and it makes sense to have competitors present their vehicles to the targeted scrutiny system as it saves considerable time at pre-event scrutiny when time is short. MH further stated that this was first raised in May 2015 and as there is no resolution in sight affected clubs in NSW are feeling frustrated and would like to have the issue resolved, at least for NSW, by the next AMHSC meeting. ACTION: Raise issue with SMc for a progress report at next AMHSC meeting Min 0143: NCR15 DEFINITION OF COMPETITION CLUB COMPETITION NOT BE PART OF ANY CAMS SERIES OR CHAMPIONSHIP Prev Mins Matter is still with the National Regulations Advisory Committee (NRAC). ACTION: Advise of outcome in due course Min 0144: MOTOR SPORT PASSENGER RIDE ACTIVITY (MSPRA) Prev Mins This Policy outlines CAMS guidelines and requirements for: (a) preparing and submitting an application to conduct a MSPRA; (b) operational and administrative requirements where a MSPRA is to be conducted; and (c) each MSPRA which is undertaken. The Policy has been approved by the CAMS Board and is being submitted to each Commission for final comments and suggestions for an implementation date. The Commission noted that the following will apply for SPEED and AUTOTEST: Autotest Speed Minimum Course Familiarisation Driven the course at least once prior to the commencement of the MSPRA Completed at least two laps or runs of the Course. Note: This may include a sighting lap or timed practice; Australian Motor Sport Development Commission Page 5 of 8

6 Minimum Automobile Separation As determined by the Clerk of Course 20% (rounded up to the next whole number) of the group 3 Course density stated on the Track Licence; Minimum Apparel As per the minimum requirements for the driver As per the minimum requirements for the Driver. Following discussion the Commission resolved that the Policy be adopted in full and be implemented as soon as possible but providing organisers with time to prepare for its implementation (eg: by issue of supplementary regulations, gaining availability of gear, if needed). It was suggested 1/7/16 would be a practical date. This issue is now complete as far as AMSDC is concerned. Min 0145: BURNOUT STANDING REGULATIONS Prev Mins to reissue draft regulations and Commissioners to respond to by 26 Apr. ACTION: Study regulations and comment to ALL COMMISSIONERS MIN 0146: SA HILLCLIMB STATE CHAMPIONSHIP NON-LOG BOOK VEHICLES Prev Mins 0133 Refer to Minute 0133 of Meeting of 29 February 2016 for details The question of whether a State Council may or may not rule on issues, such as with this subject, with state events (subject to safety considerations) is to be resolved by the Board. ACTION: Take up issue with Board / TA MIN 0147: AUSTIN 7 CLUB OF SA INC LETTER Prev Mins 0134 Refer to Minute 0134 of Meeting of 29 February 2016 for details Refer to Minute ACTION: Take up issue with Board / TA MIN 0148: AMENDMENT TO NCR166 SEPARATION OF DUTIES Prev Mins 0135 Refer to Minute 0135 of Meeting of 29 February 2016 for details It was resolved to recommunicate revised decision with the Commission between meetings and then represent the issue to the Board ACTION: Re-present issue to the Board after communicating revised decision with Commissioners 8. An Information Bulletin (dated 2 March 2016) on income tax for not-for-profit motoring organisations which is an issue that could impact on CAMS member clubs, and advised that, as WA Council State Chair he has requested that this information be sent to all WA affiliated clubs so they are aware of the implications. The bulletin was distributed to Commissioners prior to the meeting. 10.
