OPENING The meeting was opened by the Chair at 19:01 hours, with a welcome extended to attendees and guests. 2. DECLARATION OF INTEREST The Chair outlined to the Council that in accordance with principles of good governance, the Board of CAMS has requested that at the commencement of all Council meetings that each member declare any matter that may amount to a conflict of interest and that such a declaration be included in the meeting minutes. 3. RATIFICATION OF PREVIOUS MINUTES WASC 0360 The minutes of the last State Council meeting, held 6 April 2017 are a true and accurate recording. Moved D Walker, second C. Bradtke. MATTERS ARISING FROM PREVIOUS MINUTES WASC 0317 Discussion Paper WA State Council Regulations Policy There is a national policy in discussion if implemented this will overwrite the WA policy, will discuss with T. Rowley at next meeting. WASC CAMS Awards Night de-brief & 2017 discussion This matter has been completed. Any suggestions must be submitted to the WA office. WASC 0354 WASC 0356 VSCC WA Letter of complaint to CAMS VSCC letter has been forwarded to the CAMS administration. P. Bartlett advised no reply received. N. Rahimtulla advised that the CAMS administration have advised to take the matter up direct with Permits. P. Bartlett advised that he has been dealing with Permits and things are improving, however still a way to go. Amendment to Appendix J 2017 WA Excel Cup Item noted as complete. 5. CORRESPONDENCE CAMS Speed Read released 1 April 2017 CAMS State E-Newsletter - released 15 March 2017 For latest minutes since previous State Council meeting, please refer to CAMS website. 6. REPORTS WASC 0361 WA CHAIRMAN It is currently a busy time in motorsport in WA, everything seems to be is going well. N. Rahimtulla provide an overview of the recent visit of the CAMS CEO WA. State Manager B. Pretty was in WA over the long weekend and came to Albany with L. Cornes, an update will be provided later in the meeting. Western Australia State Council Page 2 of 10
3 WASC 0362 WA OFFICE Tabled by S. Watkins State Awards Night The WA State Awards Night is booked for Saturday 20 January 2018 to be held in the Astral Room at Crown Burswood. Plans for the night include 3-course meal, arrival drinks and awards presentation. L. Cornes is currently looking into MC s any suggestions for suitable people please contact the state office. WA CAMS Boardroom Calendar A calendar showing when the boardroom is available for use has been added to the CAMS website, where State Council Minutes are located. To book the boardroom contact the state office wa@cams.com.au CAMS Officials Come & Try Days Final preparations for the CAMS Officials Come & Try days are ongoing. Registrations are still open for all that wish to attend see the website or contact WA state office. R/Racers Junior Drive Day Ricciardo s Racers Junior Drive Day is at Barbagallo Raceway on Sunday 16 July. Registrations are open. CAMS Updates See appendix A The Australian Motor Race Commission Next meeting is taking place on the 13th of June. If any of you have items for the agenda, such as discussion papers or issues, please pass them onto Lauren. Albany report L. Cornes and B. Pretty went to Albany over the June long weekend and attended several events that were held over the weekend. Thank you to VSCC, GSSM and SES for their hospitality. We appreciate the amount of work that goes into an event of that quality and are proud that clubs of this quality are affiliated with CAMS. WASC 0363 WASC 0364 WASC 0365 BOARD OF CAMS The last board meeting was held on 21 April CAMS Awards & Hall of Fame night will be held in March Draft State Executive Standing Orders, a committee set up to review the Standing Orders. Members are N. Rahimtulla N. Gowers, B. Pretty and T. Hackett. Changes to be looked at and new draft should be discussed at the next board meeting. It is envisioned that should everything go right the new orders will be implemented 1 Jan CAMS national office sale was conducted 25 May A new property that will allow for growth in CAMS will be located. FIA meeting reports have been submitted. Officials Strategy presentation done by CAMS Officials Manager, included where programme is at and where it is progressing. Well received by the members. CAMS CEO came to WA recently. Attended meeting with Minister of Sport along with L. Cornes, T. Benson & N. Rahimtulla, they discussed Motor Sport in WA and in particular funding. Thank you to L. 4 WASC 0366 WASC 0367 WASC 0368 WASC 0369 AORCOM To see the latest reports, visit AHMSC To see the latest reports, visit AOC Summary is on the website WA RALLY ADVISORY PANEL Tabled by R. Tapper Round 3 of the WA Rally Championship was run on the 4th June. Very successful event with the key advantage being that it is run on 100% private property, reducing the Road Closures Officials required and the administration of the approval process. Wendy Walker the Clerk of Course is looking at how to expand the event in the area. Our next rally is on 8th July back in the Wellington Dam plantations near Collie. Targa West is running a Rallysprint in Bunbury on 25 June with 95 entries. We are having very good discussion with DPaW re the grading of roads after events and the possibility of gaining additional areas for rallies or practise. WASC 0370 WA MOTOR RACE ADVISORY PANEL Tabled by J. Hurney The Panel recently met and some worthwhile discussion on a number of matters took place - refer published minutes. The Supercar meeting at Barbagallo was successfully run and, as usual, only happened due to the dedication of our wonderful volunteer officials. For WA the high point of the Supercar event was WA driver Peter Major winning the second of the Australian GT races in his Lamborghini Gallardo. There were no local categories racing at this year s Supercar event. Two weeks after the Supercar meeting a successful 2 day State Championship race meeting was conducted at Collie. An excellent entry of approx. 120 cars was received and despite cold and often wet weather there was some great racing and no major incidents. Effective planning prior to this event by venue Manager Anna and the senior officials resulted in much less crowding in the pit area and achieved undercover parking for the 3 open wheel categories. Some improvements to the venue had been made and the helpful attitude of Anna and the venue caretaker was most appreciated. Additionally Anna advised that that consideration is being given to some much needed repairs to the surface in the pit area which is in poor condition in a number of areas. Ms Dani Meyn did an excellent job as Clerk of Course in often difficult circumstances and Regularity competitor Rob Mitchell s assistance with scrutineering was most appreciated as was that of CMG President Rob Semple. It is getting increasingly difficult to encourage experienced officials from Perth to attend Collie race meetings and there was much negative comment on the flag marshalling on Saturday - mainly due to the many inexperienced local officials on the Western Australia State Council Page 4 of 10
5 flag points. This situation was alleviated on the Sunday by the welcome attendance of more WAFMA members. The next WA motor racing event is at Barbagallo Raceway on June 18th WASC 0371 WA OFFICIATING PANEL Tabled by D. Bell The Young Officials program supported by SOP and WASCC at the recent Perth round of the Supercars championship was once again a success. We had twelve participants who spent the Saturday morning moving around all the different areas and talking to officials about what they do and how they got involved. In the afternoon they each had a chance to work in a different area such as flag points, pit lane, starters box, recovery, etc. Two of the Young Officials came back on the Sunday to work in a role for the full day and several others have expressed an interest in doing more. They have all been registered with CAMS as trainee officials and will get their general licence as soona s they complete their online training module. This is a good way to get new and keen people on the start of their journey as a motorsport official. We are still keen to run a similar program at an event in a noncircuit discipline to try and boost officials numbers in other areas as well. Clubs and panel chairs, if you re needing more officials at events, please come and talk to me and we ll see what we can do to attract new officials. Lots of work has been done by Simone on planning the two Officials Come and Try Days at Collie Motorplex in June and at Barbagallo Raceway in July. These sessions are for people who are new to motorsport officiating and want to know more about what s involved but also for officials in one area who want to find out how to do something different. Please talk to Simone if you know someone who d be interested. WASC 0372 WASC0373 WA STEWARDS PANEL No report received WA OFF ROAD PANEL Tabled by H. Piercy The Carnarvon Motel Gascoyne Dash, 2nd round of the CAMS Carnarvon Motel West Australian State Championship, was held over the Easter weekend in Carnarvon. The Gascoyne Dash name is being used for the event again after being dropped since the river was not being used. Bikes were included again this year & the club is planning for next year, a point to point event which will run out to Gascoyne Junction on the Saturday & back to Carnarvon on the Sunday. A successful multi club short course event was held at Narrogin in May with good entry numbers and no problems. The 3rd Round of the CAMS Carnarvon Motel WA State Championship was held at Bencubbin last weekend, the 3rd and 4th. The event is very well supported by the Shire of Mt Marshall and the Shire actively promotes it as a major annual event for the town of Bencubbin. Although several of the state s top competitors did not enter due to the Finke Desert Race next week there were still 39 starters which is a good indication of the health of the discipline in WA. 6 WASC 0374 WASC 0375 WA MOTORKHANA ADVISORY PANEL Tabled by D. Elliot Round 1 of the Motorkhana held at Barbagallo recently, biggest number of entries in a long time with 49 entries. Everyone appreciated the venue and hopefully can hold more events at this venue. Round 2 was held at Albany, with 30 entries it was a successful event everything went well. WA MOTOR SPORT ADVISORY PANEL Tabled M. Grogan Hillbclimb was held in April. Drift held the latest Barbagallo Drift Assault over the long weekend, lots of interest and the events are going well. Regularity there was a meeting tendered with M. Paddison about changing name to attract younger people, this is a name change only and will not change the rules. Two Speed Events Series events were held at Albany with GSSM running the event on their own, thanks to CAMS WA and Melbourne for all the assistance you provided to the club. Events ran very smoothly. Thank you to Tony & Jane for all their help with the hillclimb timing GSSM employed a photographer with a drone who has released videos for the event, great way to promote the event and looking forward to seeing more of the videos Everything is going well, upcoming CAMS Club Challenge meetings have started will be a good event. 7. AGENDA ITEMS WASC 0376 WASC 0377 WASC 0378 CAMS SURVEYS HAVE YOUR SAY. Please encourage members and clubs to complete these surveys. GT VEHICLE ELIGIBILITY Announcements regarding GT Vehicle Eligibility have been released along with two documents with clarifications. These documents where provided to the State Council for their perusal. Discussion happened around the letters, suggestions that should there be an event that is not a championship and they wish to have 2GT vehicles, the clubs should put it in their regulations ask for dispensation. Formula 1000 Association Regulations D. Burns provided an update to his discussions with T. Price at CAMS office. Letter has been received from T. Price responding to the matter. The result is that there will be technical regulations done up for F1000 as a subset to Formula Libre, these are subject to Board approval. D Burns has looked at a draft copy of the regulations and do not believe they fall into Formula Libra. F1000 will be going back to ARMC asking for advice on the concept of why they are being put in Formula Libre. WASC 0379 CAMS 2018 STATE CHAMPIONSHIP At start of the year the Chair asked for an approved set of State Championships to be provided mid-year it is getting closer to when that is needed. All Panels to sit down with a copy of the Championship and Series policy and ensure that it is compliance with the policy. WA office is happy to provide a copy of the policy. If the State Championship does not comply with all of the regulations of the policy then it will not be a State Championship. 7 WASC 0380 WASC 0381 CAMS 2018 CHAMPIONSHIP SERIES Same as the above. Panels or organisers of the Championship Series to provide by 27 July 2017 Discussion Paper WASCC REGULARITY TIME ATTACK By C. Kneafsey A subcommittee has formed under the WAMSDAP with M. Paddison and are trying to get a Regularity Time Attack Series going. They have approached WASCC to host the event and it will be held on August 6 at Barbagallo. The event is less of a race and more of a car club meeting with car displays as well as track time. It will be open to all vehicles. State Council discussed how C. Kneafsey can get up the standing regulations and get the event out to people. Information will be sent to the CAMS WA office to distribute to clubs and members. 7. GENERAL BUSINESS WASC 0382 David Walker Contribution to Motorsport State Council Chair acknowledges and thanks D. Walker for his contribution to motorsport over many years. WASC 0383 WASC 0384 State Championship Numbers P. Bartlett spoke about a situation in Albany where a field of only 3 people could compete. The organisers spoke to the drivers and asked them their views on the matter. It was pointed out that they had the right to compete in the championship and they would make a spot for the drivers, however the driver chose to withdraw. The challenge with State Championships is trying to put cars into mixed fields, it may mean that events like this can no longer be a Championship event. McLaren Movie J. Newell advised that McLaren the movie is running at Warrick cinema from June. If clubs wish to do a group booking please contact J. Newell and he will put you in touch with the correct people. 8.
