OPENING The meeting was opened by the Chair at 1900 hours, with a welcome extended to attendees. 2. DECLARATION OF INTEREST The Chair outlined to the Council that in accordance with principles of good governance, the Board of CAMS has requested that at the commencement of all Western Australia State Council Page 1 of 9

2 Council meetings that each member declare any matter that may amount to a conflict of interest and that such a declaration be included in the meeting minutes. No pecuniary interests and/or potential conflicts of interest were declared. 3. RATIFICATION OF PREVIOUS MINUTES WASC BUSINESS ARISING WASC 0054 The minutes of the last State Council meeting, held 2 April 2015, were a true and accurate record of the meeting. Moved J. Smith, seconded S. Sterner. CARRIED RAC Track The chairman reported that the cost for alterations to be done to the track is being awaited. It is a work in progress but well on track to getting to a point where it can be used for CAMS events. 5. CORRESPONDENCE CAMS State E-Newsletter - June CAMS Speed Read June For latest minutes since last State Council meeting, please refer to CAMS website. 6. REPORTS WASC 0055 WA CHAIRMAN Little to report as most items will be covered by other reports. BOARD OF CAMS A board meeting will be held shortly. AMSDC Report accepted as tabled by N. Rahimtulla. A face to face meeting was held in Melbourne on the 16 th May. The commission is looking at initiatives that it would like to see implemented over the next 12 months in line with the CAMS strategic Plan Topics to be looked at include: Super sprints and Hillclimbs National Classes National Sporting Regulations National Supplementary Regulations Template Drifting Regulations Regularity promotion/marketing as a sport entry activity Improved Communication These objectives will also require changes/additions to the Sporting Regulations and NCRS. Regularity Regulations that were submitted late last year have been delayed due to a number of issues affecting National Competition Regulations and its schedules and require amendments by CAMS administration before they can be released, which is well underway and will be effective from 1 st January 2016 Targeted Scrutiny the Commission is looking at recommendation to the CAMS Board that the option be extended to club and multiclub speed events to those clubs which wish to adopt the system. WA already has the system in place, and this would be an extension of the system. WASC 0056 AMRC Western Australia State Council Page 2 of 9

Bradtke The CAMS WA Historic Panel completed a telephone and forum to discuss needs and desires of the Historic Community, The forum allowed stakeholders such as competitors, promoters and clubs to discuss the 2015 Historic motor sport calendar so far and initiatives to boost the sport and build unity between competitors of the differing groups, classes, disciplines and associations within the sport. General consensus was such that the sport was generally happy with the current state and that there were no areas of concern, some discussion points were raised which have been directed to the Historic Commission via the commissioner for explanation or clarification as required. These relate mainly to vehicle eligibility and apparel requirements. The first round of the championship, The Icebreaker was held at the Collie Motorplex. This was promoted by Motoring South West. It was a well conducted meeting and ran smoothly and to the satisfaction of all concerned. Round II was the Northam Flying 50 and Mt Ommaney Hillclimb in April for the regularity discipline. An outstanding result for the promoting club the VSCC of WA. This has been followed by the Albany Weekender Albany Classic and Mt Clarence Hillclimb which were all conducted with much good sportsmanship shown between competitors and officials. All ringing endorsements of the amateur side of Motor Sport. The Albany event was of particular interest as it has seen a resurgence of some of the quality cars returning to circuit style events. Maximum capacity of entries was exceeded and the promoter is well into planning to expand the event for 2016 to accommodate additional entries. AOC WA RALLY ADVISORY PANEL WA MOTOR RACE ADVISORY PANEL Panel chair J. Hurney mentioned that a competitor had collapsed at the recent Collie event (off track incident). The medics did a fantastic job and saved the man s life, and thanks are to be given to the officials and medics who were present when the incident occurred. WA OFFICIATING PANEL Report accepted as tabled by D. Bell. We ran another successful Young Officials program at the V8 round at Barbagallo Raceway again this year. Numbers were down on last year but this gave us a chance to work with the trainees over a full day rather than the half-day format we used last year. Feedback from the participants suggests this is a better way to go. All the Young Officials now have their general official s licences and are available for any events in any discipline. All the participants this year showed quite a degree of motivation and a desire to get involved. If any organisers want to make use of the Young Officials in their events, please let myself or Fiona know and we can put you in touch with them. A specialist Course Presenter course was run the weekend after the V8 round and all participants were successful and their licences endorsed. 4 coming up next on the calendar on the 21 st June which has ten people booked to attend. Other training conducted that I know about is a communications upskilling module run by Barbagallo Raceway before the V8 round and also Wanneroo Flag Marshals ran an internal flags training module for their members. We are still looking for people to join the Officials Panel, especially from disciplines other than circuit racing and rally. Ideally we would like someone from each discipline on the panel so we can better look after officials in all areas of our sport. WASC 0063 WASC 0064 WASC 0065 WA STEWARDS PANEL R. Pearson noted that a steward had decided not to continue with his role but was hoping to get him back on board. WA OFF ROAD PANEL Report accepted as tabled by H. Piercy The 2015 Off Road season is progressing well at the moment. The first WA State Championship round at Perenjori was a successful event with good entries and no major problems other than having to move the start/finish area to an area which made it difficult everyone. The Nissan Car Club is exploring alternative venues for the 2016 event. For the Easter event, which was to have been the 2nd round of the WAORC, the Multiclub at Carnarvon was run as the Kalgoorlie event was not ready. The Kalgoorlie event will be held on the weekend of the 11th & 12th of July. The Carnarvon event was very well run and enjoyed by all who made the trip. The GORRC would like to run a State Championship event next year and succeeded in proving that they have the ability to be able to handle the higher level event. WAORRA ran a multi club short course event at Narrogin on the 2 nd and 3 rd of May which was well supported by the local community who provided meals and drinks all weekend. The 2 nd round of the WA State Championship was held over the last long weekend at Bencubbin. The entry list of 39 was excellent considering 17 local competitors had entered the Finke AORC round the weekend after so could not compete. The 60 kilometre laps had a good variety of terrain with some rough rocky sections making it hard going after 6 laps. Drug and alcohol testing was conducted on the Saturday morning with 10 drug tests and 30 breath tests being taken. The organisers had some problems with getting permission to use the railway access roads as the owners had a reaction to the fatal accident at Donnelly River a few weeks before. After help from the Mt Marshall Shire their permission was obtained so the event could proceed. WA MOTORKHANA ADVISORY PANEL Report accepted as tabled by D. Elliott The 2015 Championship is well underway with the popular Albany Round being held last Saturday as part of the Albany Classic weekend. Thanks again to CBH for the use of their truck assembly area and continued support of this event. It s interesting to note that the two Come & Try events at the beginning of the year have resulted in 10 newcomers entering Round 1 and and eight entering Round 2 (which is fantastic considering it was an away round). The next event (Round 3) is scheduled for July 19 at Perth Motorplex piggy-backing onto the McRae RallySprint. Many thanks to Ross Tapper and the guys at Targa West. Next year will be a big one for motorkhanas in WA with the running of the 2016 Australian Motorkhana Championship on October 1 & 2. We would encourage all past competitors to enter a couple of events in the next year with the view to having a go at AMC Visit for calendar details. Western Australia State Council Page 4 of 9

5 WASC 0066 WA MOTOR SPORT ADVISORY PANEL Report accepted as tabled by M. Grogan The Panel last met on the 7 th of April and discussed many issues including the following. Targeted scrutiny to expand to Regularity. Concern at the Drift events being conducted at Collie by D1WA Regularity development in WA was discussed and a sub panel is being formed by Steve Boyle and Rob Janney. It has been reported that the entries for regularity at Barbagallo at the last race meeting were very encouraging and we believe may be a sign of the times. Plans are under way for the AHC at the WASCC at Jacks Hill in early November and hopefully a naming rights sponsor will be announced very soon. A state speed event series round 4 was held at Jacks Hill track on the 18 th of April and it was well attended and was conducted on the longer version of the Hill Climb which is to be used for the AHC. The rounds 5 and 6 were recently held down in Albany at the Windfarm on Sandstone on the Saturday and the street sprint at the SRT transport complex on Monday and they were both a major success with a good number of locals entering which is a major aim of the series coming down to these quality venues and the we all taken aback by the debut of Gary West and his very powerful 1999 Pilbeam which is powered by a supercharged Junn Nissan motor fuelled by Methanal and was detuned for its first event to 650bhp it had a few small glitches but it will certainly cause a stir when it appears at Barbagallo Raceway on the 8 th of August. I would like to thank the Great Southern Street Machines for their continued support and we all are behind them in their endeavours to establish a permanent Motorplex in Albany. I would like to thank John Hurney, Daniel Littlewood and Phil Bolden who as the designated CAMS steward did an outstanding job. The panel is continuing to raise the profile of all of the disciplines under its umbrella with the emphasis on bringing our youth off the streets. 6 WASC 0067 WASC 0068 WASC 0069 WASC 0070 WASC 0071 Mini Car Club of WA Inc 2016 Australian Motorkhana Championship Application to conduct the 2016 Australian Motorkhana Championship in Perth, October 1 & 2, The AMC is rotated through the States year by year and CAMS should be aware that WA is the State set down for Putting to State Council is just part of the formalisation procedure. One reason for advising this so early is to assist in the prevention of a clash of this event with the Australian Khanacross Championship. AMSDC Minute 0012 February 2015 mentions this point and also the intent to try and avoid such a clash. The chairman asked for a motion to be carried endorsing the proposed dates and location for the 2016 Australian Motorkhana Championship. CARRIED Use of Unmanned Aerial Vehicles at CAMS permitted events Unless specifically permitted by CAMS, Unmanned Aerial Vehicles (UAVs) are not permitted to be used at a CAMS event and CAMS insurance does not cover any loss or damage which results from their use. This prohibition applies regardless of the size or use of those UAVs. The use of UAVs poses a number of safety and privacy risks which need to be managed. CAMS is currently in the process of drafting regulations to allow for their use in accordance with certain rules and regulations which will deal with those issues. In the meantime, CAMS may permit on application the use of UAVs on a case by case basis as part of the usual process of permitting an event. See full statement here: Illicit Drug Testing CAMS Integrity Office Fab Pulciani was in WA recently and visited the Bencubbin 360 to conduct illicit drug testing. While specific results can t be discussed, Fab passes on his thanks to Hugh Piercy, Dave Cowan, Mal Yeardley and Dieter Von Mollendorf for their help with organising testing logistically. Everything went smoothly and CAMS is grateful to the event organisers. Rally Clocks There are a number of old-style rally clocks in the WA office store. Ross Tapper has asked if anyone has a use for these, otherwise the clocks will be discarded as the technology is obsolete. Targeted Scrutiny Following a question last State Council meeting, CAMS has provided the following information on Targeted Scrutiny. The process is currently under review by CAMS but currently any club can adopt Targeted Scrutiny as long as the vehicles are log booked and the event is Statelevel or below. 7 The following extract from the Targeted Scrutiny Notes document explains the basic process for all stakeholders. Competitors As a competitor, the key things for you to note are: A New Vehicle Inspection is the equivalent of a Targeted Scrutiny Audit and introduces your vehicle into the Targeted Scrutiny system. Once your vehicle is in the system it is due for an audit every fourth event, but may be inspected at any event. Your vehicles log book records its Targeted Scrutiny history. It is your responsibility to present your vehicle at every event in a condition that meets the safety and technical regulations covering your vehicles category/class. By signing your entry form you are declaring the vehicle meets all regulations. The Targeted Scrutiny history section of the entry form helps the scrutineers work out their workload at a meeting and therefore make it more convenient for you during a race weekend take the time to fill this out accurately. Organisers As an event organiser, the key things for you to note are: Compile a summary sheet of entries and those, according to the competition history on entry forms, due for Targeted Scrutiny audits. Supply this to Chief Scrutineer prior to the event to help them know likely workloads and resources required at the meeting. Organise space for scrutineers at, or close to, documentation check area to enable convenient checking of logbooks and organising of audit appointments or issuing of Authority to Compete stickers. The Targeted Scrutiny forms set out a minimum standard for the items to be inspected during an audit. The Targeted Scrutiny history section of an entry form is intended to help the scrutineering team get an idea of its workload prior to an event. To assist this, the event organisers should supply the events Chief Scrutineer with a summary sheet prior to an event. The final list of vehicles to be audited at each event will be determined by scrutineers as documentation checks are completed. The system is designed to allow you to make a thorough inspection of a vehicle each time you audit it. WASC 0072 Nominations for Officials awards Nominations for Officials Awards can be made throughout the year, with a deadline of 30 September. Awards available include CAMS State Event of the Year, CAMS State Future Star Award and CAMS State Junior Official of the Year. 8 WASC 0073 Discussion/Decision Papers for State Council See Discussion Paper SC To bring WA in line with the rest of CAMS, the following process will be followed for State Council meetings going forward. The notice of meeting and call for agenda items will occur two weeks before each State Council meeting. Any General Business agenda items (not including panel reports) need to be accompanied by a Decision/Discussion paper. 8. Use of CAMS NCRs, logo and other information by non-cams organisations J. Hurney raised the issue that other regulatory bodies have been using CAMS NCRs. E. Arocca confirmed that NCRs constitute intellectual property and that if anyone finds other bodies using them as their own they should report it to Scott Schlink, CAMS Legal Counsel. The CAMS logo can be used by organisations affiliated with CAMS for CAMS permitted events. CAMS Event Entry System D. Smith said that Rally has been using CAMS EES for rally events and it s been working well. He raised one issue with the login system apparently not working as it should. E. Arocca to raise this issue with the creator of EES to ensure there is no issue. Commissions Making Contact and State Representation E. Arocca said that commissions had been restructured to be strategic bodies rather than representative bodies. There are not state representatives on commissions because the panels are designed to deal with state issues. The panels can refer issues that have national impacts to the relevant commissions for consideration and, if necessary, the relevant person may be invited to the commission meeting to speak on the issue. Fuel Cells J. Hurney raised the issue of fuel cells. The moratorium on fuel cells needing to comply with FIA regulations has been extended to 31 December It was suggested that the collection of information on fuel cells is problematic. E. Arocca suggested that CAMS could contact logbook holders directly to try and get fuel cell information from individual competitors. This will be handled from CAMS Head Office.
