2 SUBARU NATIONAL ROAD SERIES 2017 SUBARU NATIONAL ROAD SERIES The National Road Series is the premier national league for road cycling in Australia. The series is a cornerstone to ensuring the national development pathway, domestic flagship event and commercial development of the sport. The series and its vision are aligned with Cycling Australia s 2020 strategic platform and supports the achievement of the 5 strategic pillars of Sport, Community, Commercial, Advocacy and Governance. SERIES VISION Cycling Australia with its partners and stakeholders will strive to achieve a national series of road racing which attracts national and international recognition. This will be achieved through: A focus on the highest standards of safety, competition and commercial success achievable; Ensuring all events and teams are professional, sustainable, committed, high performing organisations who value the purpose; Providing equal opportunities and recognition for men s and women s competition; Requiring events, teams and athletes to focus on a ruthless pursuit of excellence; Delivering competition that has international competitor and broadcast reach; Providing opportunities for desired pathways for athletes and teams looking towards the international stage. SERIES PURPOSE The National Road Series is the premier domestic cycling series in Oceania achieved through consistent and innovative delivery of the sport. It provides the highest standards of safety and racing for the best road riders in Australia which delivers an international pathway. The series events engage with communities across the country to delivery community, commercial and economic outcomes for all stakeholders. Cycling Australia, event owners, officials, team staff and riders must meet these standards to deliver the pinnacle road racing series in Australia. TECHNICAL REGULATIONS Cycling Australia (CA) Technical Regulations: These are the rules that all non-uci events in Australia must be conducted under. The 2017 National Road Series Regulations are to be read in conjunction with current above mentioned CA Technical regulations, however it is noted the need for specific set of regulations and rules regarding races that are specific to only the NRS. These are therefore set out in the following pages for all NRS events run in all Australian states
3 2017 NATIONAL ROAD SERIES REGULATIONS 1. NRS Teams include: a) UCI registered Continental teams b) Nationally registered teams and State institute teams that are registered with Cycling Australia (CA) c) International teams 2. The teams shall register the names of the riders and other team support members with CA via the online portal. All domestic riders must hold a current Gold License with CA, and international riders must have a current UCI License and international insurance. Teams must respect the following dates when registering an NRS Team: a) Women s Teams: Monday 19th December 2016 and Men s Teams: Monday 19th December 2016 or before, teams must register their interest to compete in the 2017 NRS. b) Women s Teams: Monday 19th December 2016 and Men s Teams: Monday 19th December 2016 or before, must have paid the NRS team registration fee: Men NRS Team Registration: $1000 per team Women NRS Team Registration: $600 per team c) Women s Teams: Monday 19th December 2016 and Men s Teams: Monday 19th December 2016 or before, teams must submit their registration documentation via the NRS Registration Portal. This must including team and staff roster, budget, rider contracts and team kit 3. The initial uniforms submitted will be registered as the team s approved uniform throughout the 2017 season.registered riders must compete in the team s approved un form (cycling jersey and shorts) as lodged at the commencement of the NRS. Any change to this uniform must be registered with CA at least 14 days prior to the next event and include an electronic sample of the new un form which will then become the only approved uniform allowed to be used by the team. 4. National Road Series Leaders jersey this jersey is only to be worn when leading the event. a) Jersey for: Series Leader (Elite Women, Elite Men) b) Jersey for: Young Rider (U23 Women, U23 Men includes U19) 5. There shall be a registration fee payable with the application as determined annually by CA. Registration of an NRS team will only be accepted and confirmed with receipt of payment of the prescribed fees, and the submission of the team budget and rider contracts as per section (2) above. 6. All riders registered in an NRS team are required to have a formal contract with the team, and a copy of this contract must be lodged with CA during the team registration process and sent to the following nrs@cycling.org.au 7. A 2017 Team Budget should be completed and submitted by all NRS teams during the registration process. This budget must be submitted during the team registration process via the online portal. 8. All registered riders and team officials must have completed ASADA Level 1 and Level 2 online accreditation and remain up to date at all time with ASADA accreditation requirements. 9. Teams shall comprise of riders in the Elite, U23 and U19 riders* categories. *See regulation Each NRS team shall comprise of; Men s - At least 6 and no more than 12 riders of the Elite, U23 and U19 categories. Women s At Least 4 and no more than 10 riders of the Elite, U23 and U19 categories 11. Any U19 category riders wishing to ride in an event that exceeds their maximum distance, outlined in CA regulation , needs to have their Head State Coach complete the Distance Exemption Form (available for download from Team Registration portal), approval must be granted by CA, race director and Chief Comm 14 days before entry is submitted to event promoter 12. Guest riders may compete with a team providing they are not registered with another 2017 NRS registered team in the series. A guest rider may only guest ride for one NRS team throughout the year, approval must be granted by CA before entry is accepted. A maximum of two (2) guest riders will be permitted per team per event. 13. A guest rider must wear the approved uniform for the team they are representing in that race. 14. Team management must inform CA of a sponsorship withdrawal ASAP. The riders and team personnel must also be informed during this process; until such notification is received the riders are not free to join another team. 15. Teams can enter into events; Men - A minimum of 4 and a maximum of 7 riders into each NRS event. Women A minimum of 3 and a maximum of 5 riders into each NRS event. *Each team is allowed a maximum of four (4) reserve riders per event. These riders must be listed on the team s entry form. A team is only permitted to enter replacement riders from its reserve roster or list. An Event Organiser may apply to Cycling Australia to vary the minimum and maximum numbers allowed in each event due to Police or local council restrictions or acceptable standards in their respective state
4 2017 NATIONAL ROAD SERIES REGULATIONS RIDER TRANSFERS 16. One (1) rider transfer window will be open to allow the movement of riders between teams: i. This window Commencing Monday 22nd May Concluding Friday 30th June During this period riders, contracted to an NRS team, may transfer to another team. All riders wishing to transfer must apply to CA in writing and have letters of support from both the outgoing and incoming teams. All transfers will be reviewed and approved by CA. Rider movement between teams outside of these periods will not be possible. This is to protect the interests of both rider and teams. EVENT REGULATIONS 17. Teams must register for each NRS race they wish to enter. This is done through the Race Promoter/State Association conducting the event. Promoters may charge teams and individuals an entry fee. 18. Only NRS registered teams may enter NRS events*. All other entries will be taken as individuals, and may be placed into composite teams approved by CA and the event organiser. Individual riders must wear their official club kit, or State/CA approved individual sponsored clothing (Note: This is to be indicated on riders CA license) i. An individual is a rider not registered in an NRS team ii. A rider of an NRS team may not enter as an individual OR compete in a composite team if his/her team is entered in the event. * Two (2) Local Wild Card team entries may be accepted by the event promoter/organiser. These wild card teams must be 1. Registered within the state of the race only 2. Will not accumulate NRS team rankings 3. Wild Card/ International teams can enter a maximum of 2 (two) only events without being required to become a registered NRS team. *Event Promoters may also accept up to 3 international teams. *Non NRS teams and individual riders are not awarded NRS team or GC points 19. In the case of the race distance not being completed in full, CA reserves the right to reduce the amount of ranking points distributed to teams and individuals. 20. The Team Manager or team Director Sportif must be in attendance at the official team registration and team managers meeting. Any teams not represented by the official roll call will be fined $250 by CA, and will have their convoy position withdrawn. 21. Team managers must insure that Rider Personal and Medical Information Form, completed by each rider. 22. Collusion by teams is not acceptable, and fines of $1000 will apply is a team is found guilty of the act. Please note this super seeds Annexure 9 of the CA Technical Regulations. 23. Riders contesting Individual Time Trials or Team Time Trials in an event ten (10) kilometres or under in distance, must compete on road bikes, no TT bikes are allowed. Riders can use equipment such as TT helmets and Disc Wheels (in line with the CA Technical Regulations), no aero or clip on bars are allowed. After receiving the Chief Commissarie s report for each NRS event, any breech of the CA and NRS regulations will be investigated by the Cycling Australia and if warranted, further sanctions maybe imposed

6 2017 SUBARU NRS POINT & RANKING SYSTEM INDIVIDUAL RIDER POINT ALLOCATION Tour Event: Final General Classification (Elite) Position Points Tour Event: Final General Classification (Under 23) *Under 23 Leader Points are calculated based on the rider s position in the final GC table above and the associated points allocated to the position in the top 20. Tour Event: Prologue, Stage results Position Points *Under 23 Leader Points are calculated on the riders final position within an events prologue/stage and the associated points to the position in the stage. POINT ALLOCATION GENERAL CLASSIFICATION ONE DAY CLASSIC Tour Event: Final General Classification (Elite) Position Points One Day Classic Under 23 *Under 23 Leader Points are calculated based on the rider s position in the final GC table above and the associated points allocated to the position in the top 15. TEAM POINT ALLOCATION Team rankings points are calculated by adding the individual rider ranking points of the top three (3) riders of a team in the final GC point allocation table for both the tours and one day classics. Example for a Tour Event Team A: Riders achieve the following final GC positions 1st, 3rd, 20th (1st = 200, 3rd = 125, 20th = 1 Total = 326 team points) Team B: Riders achieve the following GC positions 5th, 8th, 9th (5th = 85, 8th = 50, 9th = 40 Total = 175 team points) 10 11
7 NATIONAL ROAD SERIES DEFINITIONS NRS Race - A one day classic race or tour on the 2017 NRS calendar. Registered NRS Team - Teams that complete the NRS registration process, and are approved by CA after receipt of payment are considered a Registered NRS Team. NRS Series Leader - The NRS Series leader is a points-based competition for Individual riders. Points are collected for placings in NRS Races and the rider with the most points is deemed the leader. NRS Under 23 Series Leader - The NRS Under 23 Series leader is a points-based competition for individual riders who race in the U23 and U19 categories. Points are collected for placings in NRS Races and the rider with the most points is deemed the leader. NRS Teams Classification - The NRS Teams Classification is a points-based competition for Registered NRS Teams based on the following NOTES Only Registered NRS Teams are eligible to collect points toward the NRS Teams Classification. If a team not registered with the NRS places higher than a Registered NRS Team, those points shall not be allocated. All competing registered NRS riders are eligible to collect points toward the NRS Individual Series Leader NRS Race Promoters may accept entry from individual riders, who must wear their official club kit and or State/CA approved individual sponsored clothing ; however, the promoter may enter these riders in composite or locally sponsored teams. NRS Race Promoters may accept entry from two (2) local or regional teams registered with the respective State Association as Wildcard teams who all must wear the same team clothing. Composite teams, regional, International and UCI teams not registered with the NRS are not eligible to collect points toward the NRS Teams Classification. Any team reduced to fewer than three riders shall be eliminated from the general team classification. A tie on points between riders or teams at the end of the NRS season shall be resolved by counting up the total number of 1st places, 2nd places, 3rd places on the General Classification of each event for the season. > If the riders are still tied, the highest-placed final GC individual in the most recent race shall take precedence. > In the case of teams still being tied, the highest points ranking as per team point allocation rules in the most recent race shall take precedence
