4 1. INTRODUCTION The International Rally of Johor 2017 will operate under the regulations of the 2017 FIA Regional Rally Sporting Regulations. Parc Ferme All Parc Ferme will be established at the Johor Circuit. Ceremonial Start and Finish Flag-Off will be held on Friday, 11 August at the Johor Circuit Ceremonial Area and the Podium Finish will take place on Sunday, 13 August at the same venue. Scrutineering Scrutineering will be held on Thursday, 10 August from 0930hrs to 1800hrs at Motor Image Subaru Service Centre in Plentong. Schedule will be posted on Wednesday, 9 August at 0900hrs. 2. SERVICE PARK 4.1 about the new Service Park For the first time, we will be using Johor Circuit in Pasir Gudang which is a racing track as our Service Park area. Therefore, each car will be provided with one (1) pit each throughout the rally. It is located about 19km from the new Official Hotel (Holiday Villa Johor Baru City Centre) but it is nearer to the Pasir Gudang Port which is the entry and exit point for most of the foreign rally vehicles. Pasir Gudang town is just next door (5 minutes drive) with most of the facilities required during the rally will be available. Side events consist of drifting challenge and sprint race will be organized from Friday, 11 August until Sunday, 13 August. It will be run from the morning and only will be temporarily stopped during Ceremonial Start & Finish and also during SS1 and SS8. Teams who wish to be allocated a servicing position alongside another team must advise the Organiser by Friday, 4 August. 4.2 Check List of Service Park Details (Layout is included in Appendix 7) i) Type of Surface :Cement floor ii) Facilities :Banks & ATM machines, private hospital, clinics, workshops and spare parts shops, shopping complex, international brand fast food outlets available in the town. iii) Food :Food trucks and kiosks selling variety of local & western cuisine will be operating in the Service Park area from Thursday, 10 August. All transactions will be conducted only in cash in Malaysian ringgit. iv) Fuel :Less than 5 minutes drive to the nearest fuel station. v) Officer-in-charge :Mr. Charles David (Asst. Clerk of the Course) 4.3 Smoking, Fireworks, Fires and Open Flames Smoking is permitted in designated smoking area only. No fires, barbeques or open flame outdoor cooking or candles are allowed in the pit and its vicinity during the event. 5

7 4.4 TOUCHnGO card for the toll during transport stage The transport stage between the Service Park and the rally stages in Kota Tinggi during the rally will be using the Senai-Desaru Expressway. Since it s a cashless highway, a prepaid TouchnGo card is required to pay for the tolls. A counter selling the prepaid card will be available at the Secretariat from Tuesday, 8 August. 5. RECONNAISANCE A convoy two pass reconnaisance has been scheduled for Thursday, 10 August. Prior to reconnaissance, competitors will be required to register at the Secretariat and complete the Reconnaissance Registration Form. This form is also available on the event website and may be ed to the Permanent Secretariat prior to the rally week. 5.1 Timetable Reconnaissance for Competitors 1. Fill up your car with petrol before your start; 2. Petrol and food available near the Service Park; 3. Refer to the Road Book and the Overall Rally Map to work out your route between the stages. 6. SHAKEDOWN Shakedown is compulsory for APRC competitors and will be held on Friday, 11 August as part of the promotional purposes. Shakedown for other competitors is by invitation. 8 7.5 Media Centre Facilities Rally results will be provided from the event website and can be accessed off laptop provided in the Centre for this purpose. Wireless connection is available throughout the hotel for use to upload and download data. 8. FUEL AND REFUELLING ZONES 8.1 General conditions Fuel shall comply with the provisions of Article 9 of Appendix J, Article 252 of the FIA International Sporting Code. The maximum content of lead permitted in Malaysia is 0.013g/litre for retail petrol. 8.2 FIA fuel The use of FIA fuel is permitted but will not be made available by the Organiser. 8.3 Distribution during the rally During the event, refueling may be carried out only in the refuelling zones designated by the Organiser in the road book. There will be two refueling zones during the whole duration of the rally :- a. Refuel Zone both Legs : Out of Service Park in Johor Circuit; b. Remote Refuel Leg 1 : Tai Tak office football field; c. Remote Refuel Leg 2 : Mawai office. 9. IMPORT OF VEHICLES AND SPARE PARTS 9.1 VEHICLE REGISTRATION INTERNATIONAL COMPETITIORS All internationally registered vehicles imported into Malaysia require compulsory Third Party Insurance in order to use Malaysian roads. The issuing of TPI also applies to vehicles temporarily imported for rallies. Third Party Insurance is obtainable from our preferred insurance brokers. 9.2 TEMPORARY IMPORTATION OF VEHICLES AND PARTS All rally and support vehicles, tyres, parts and all components can be temporarily imported into Malaysia without incurring customs import duty or sales tax under an ATA Carnet or FIA / AIT Carnet de Passage en Douane. ATA Carnets are issued by the chamber of commerce in exporting country. Details for the export of the vehicles should be available from your local chamber of commerce. All items that are not re-exported within the period detailed on the Carnet will be liable for the Customs duty and tax. Consumables such as fuel, oils and tyres are liable to applicable taxes. All values must be at the normal price of the country of export. 9.3 IMPORT PROCEDURE FOR ATA CARNET & GUARANTEED DOCUMENT The Malaysian customs department insist that the ATA Carnet should be completed in English and list each item individually, showing serial numbers, values, country of origin, quantities and the number of containers in which they are packed. All tyres imported must be listed as either new or used. i. Description of car registration number, make/model, color, engine and chassis number. ii. Road registration log book. iii. Packing lists and invoices for car and parts. iv. Full shipping documents complete with insurance and invoiced value. v. International entrant Malaysian Port or Border Custom Workshop or destination specified by entrants for handling / in-clearing Ship cargo vi. For custom Clearance Send all documents (Copies and originals) 10. HOTEL / ACCOMMODATION RESERVATION OCEDU FOR ATA CARNET The Organisers have successfully negotiated special rates with the rally official hotel, Holiday Villa Johor Bahru City Centre. To enjoy this facility, kindly place all room bookings via the Hotel Reservation Form which is available for download on the event website. 7

9 11. SCRUTINEERING / SEALING AND MARKING 11.1 Pre-Event Scrutineering Date : Thursday, 10 August Time : hrs Location : Motor Image Sdn. Bhd. Plentong 11.2 Final Scrutineering Date : Sunday, 13 August Time : 1700hrs Location : Johor Circuit Service Park 11.3 Preparation prior to Scrutineering Competitors should position their cars at the entrance to the scrutineering bay in accordance with the published schedule, and follow the direction of the officials present. In the case that the entrance is crowded with the vehicles of other competitors and entry on time is not possible, a member of the team concerned should find the post marshal and notify him or her of this fact. All competition numbers, optional advertising and plates must be affixed prior to scrutineering, placed as shown in the diagram in this event Supplementary Regulations or by mean of Bulletin. 12. START PROCEDURE 12.1 Ceremonial Start Date : Friday, 11 August Time : 2000hrs Place : Johor Circuit 12.2 Procedure and Instructions A representative of the team may deliver the car to the pre-start park which will be open from 1800hrs to 1900hrs. The penalty for late arrival is RM50.00 per minute. Crews are allowed to wear their team attire and be present with the car in the pre-start park at least 15 minutes before the ceremonial start time of the first car. During the Ceremonial Start, all cars will be flagged off at intervals of between 30 sec to 45 sec. Right after the Ceremonial Start, all competing cars will be directed to a designated Holding Area next to the Ceremonial Start area for the start of SS1 (for SS1 and SS8, the following cars will only start after the preceding car has completed or been cleared from the stage.) 13. FINISH PROCEDURE 13.1 Ceremonial Finish Date : Sunday, 13 August Time : 1600 hrs Place : Johor Circuit 13.2 Programme 1600hrs 3 rd and 2 nd placed APRC Registered competitors across ramp, interviewed, and park as directed. 1st placed APRC Registered competitors across and remain on ramp and interviewed. Podium ceremony for APRC Registered competitors National anthem(s) played with flags raised and traditional champagne spraying Team of 1 st placed APRC Registered Competitor invited to join crew on ramp for team photo. The remainder of the international event competitors will then proceed across the finish ramp in overall classification order. If the overall event winner is not an APRC Registered, there will be an additional podium ceremony after the APRC ceremony. 3rd and 2 nd placed MRC competitors across ramp, interviewed, and park as directed. 1st placed MRC competitor across and remain on ramp and interviewed. Podium ceremony for MRC competitors 8

10 1 st placed national anthem played with flags raised and traditional champagne spraying Team of 1 st placed MRC Competitor invited to join crew on ramp for team photo. The remainder of the MRC competitors will then proceed across the finish ramp in overall classification order Procedure and Instructions On arrival at the final regroup, competitors will be held and reorganised into the correct order for crossing the finish ramp. Competitors shall follow instructions from marshals to proceed onto the finish podium. The following presentation procedures will be undertaken for the first three APRC Registered Competitors. If the overall event winner is not an APRC Registered Competitor, there will be an additional podium ceremony after the APRC ceremony. The MRC ceremony will follow with the same procedures for the first three MRC Competitors in overall classification. Third in the APRC classification drives to the top of the podium and stop with nose of the car dropped onto the exit site. The crews gets out and stands either side of the car with doors open and are interviewed by the MC. After the interview, they drive off the podium to the parking area (as directed by the marshals) where the team representative takes care of the car. Crew returns to the waiting area on foot. The same procedure is repeated for the crew positioned second. The APRC winning crew drives to the top of the podium and parks with nose of the car dropped onto the exit side. The crew will then exit the car, close doors and are interviewed. The car remains on the podium until the end of the podium ceremony. The wining crews (first, second and third) are then called to stand behind the appropriate level of podium. Crews are invited to ascend to their places in order of third, second and winner. Garlands are presented starting with the third place. The national anthem of the APRC winning driver will be played after all garlands have been presented. If the anthem of the winning APRC manufacturer is different to that of the winning driver, the manufacturer s anthem will be played following the driver s anthem. After the national anthem(s), the crews will be given six bottles of sparkling juice for the traditional champagne fight. The winning crew can then return to their car along with team personnel for a team photo. The winning car is driven down the ramp by a team member and taken to final scrutineering. Other competitors will then pass over the ramp in finishing order with podium ceremonies for MRC Competitors. Vehicles required for final scrutineering will be taken under supervision to the scrutineering venue. Other vehicles will be placed in the final Parc Fermé as per the regulations. 14. PR Activities There are a variety of promotional activities planned for the International Rally of Johor 2017 both prior to and during the event. The planned activities include : Friday, 11 August Shakedown, Johor Circuit 0945hrs 1145hrs Invited guests enjoy the opportunity to sit in the co-driver seat for a high speed blast around the designated Shakedown stage. Friday, 11 August FIA APRC Press Conference, Auditorium, Rally HQ 1400hrs All drivers are required to attend. Team managers, team members and sponsors are also encouraged to attend. Friday, 11 August Tourism Johor Welcome Cocktail, Rally HQ 1430hrs As a token of appreciation to the participants and sponsors of this event, the state government of Johor through Tourism Johor is hosting the Welcome Cocktail which will be held right after the FIA APRC Conference. 9

11 Friday, 11 August Autograph Session, Ceremonial Start, Johor Circuit 1830hrs 1930hrs A session already been planned before the Flag-Off ceremony at the Pre-Start park area to encourage the local rallying fans to meet and greet all rally drivers at each drivers own rally cars. It may also include unofficial photo session and selfies with them. Please ensure you bring promotional posters and materials to this session. Drivers and teams are encouraged to bring your own promo materials for the autograph session and also any giveaway souvenirs for the spectators. Please show your courtesy to these rally enthusiasts and try to accommodate their request at your level best. Event posters will also be available. 15. 12 15.5 Towing Service The Organisers have arranged complimentary towing services from Wednesday, 9 August until Sunday, 13 August (for immobile recce and rally cars only from Kota Tinggi to the Service Park) For any other towing requirements, please contact the Organisers for assistance. 16. LIST OF USEFUL FACTS AND SERVICES on Johor and Malaysia visit : : : HISTORY OF JOHOR The state of Johor lies at the southern most part of Malaysia. It is the third largest state in Western Malaysia. To the Siamese, Johor is "Gangganu" or "Treasured Stones". It was also once known as the "End of the Land" as it occupies the tail portion of mainland Asia. Its present name, Johor is derived from an Arabic word "Jauhar" which means Precious Stones. Climate Malaysia is a tropical country. It is hot and humid all year round. The temperature usually lies between 27 to 30 degrees Celsius. Not to forget, be prepared for the torrential rain. Time Zone Greenwich Mean Time hrs. Currency The legal tender accepted in Malaysia is Ringgit Malaysia (RM). The denominations are : Coins : Five, Ten, Twenty and Fifty cent. Notes are One, Five, Ten, Twenty, Fifty and One Hundred ringgit. Banks are open from Monday to Friday 0930hrs to 1600hrs except for selected outlets which operates on the weekend. Selected Automatic Telling Machines operate 24 hours a day and accept all major credit cards. Credit Cards are accepted in most shops but travellers are advised to check first with the proprieter. The current exchange rate is approximately US$1.00 = RM4.30. Any currency (including cash, travellers cheques, bankers draft, bearer cheques, bills of exchange, promissory notes, postal order or money order) of less than US$10, may be freely brought into or taken out of the country. If you intend to bring into or take out any amounts greater than that, you must declare this at the Customs counters. Any person not in possession of a Passport or Travel Document that is recognized by the Malaysian Government must obtain a Document in lieu of Passport. Application for the Document in lieu of Passport can be made at any Malaysian Representative Office abroad. Holders of Travel Documents like a Certificate of Identity, Laisser Passer, Titre de Voyage or a Country's Certificate of Permanent Residence must ensure that their return to the country, which issued the document, or the country of residence is guaranteed. The documents shall be valid, for more than six (6) months from the date of entry into Malaysia. Foreign nationals who require a Visa to enter Malaysia must apply and obtain a Visa in advance at Malaysian Representative Office before entering the country. Visa which has been granted is not absolute guarantee that the holder will be allowed to enter Malaysia.
