4 ARTICLE I - RESPONSIBILITIES AND DUTIES PUYALLUP CAL RIPKEN BASEBALL LEAGUE BY-LAWS Section I - Board of Directors, as elected by the Membership (serves one year term). (hereafter referred to as the Board) A. The Board shall have the powers as described in the Constitution and these By-Laws. (Including the power to Amend these By-Laws and/or make other policies as it sees fit before, during, or after the season.) Decisions of the Board shall be by majority of the quorum of Board Members. Either in attendance at a Board meeting, or tallied by electronic means provided that a quorum participates in the meeting or the electronic voting. (Exception; a 2/3 majority of the Board vote is required to approve removal of a Player, Coach, or Board Member.) -A quorum is defined as 50% of the Board Members. Note: The board or President or 2/3 of the board shall have the right to call for written secret ballot votes on sensitive issues. B. Board duties shall include but not be limited to: 1. Approving or denying PCRB President Nominations and/or applications for Coaches, Managers, and vacant Board positions; 2. Approving or denying membership applications, regular season and post-season, coaching or managerial positions and committee heads or other leadership positions as recommended ; 3. Resolving grievances referred by the PCRB President; 4. Approving the annual budget, including determining the player and sponsor fees; 5. Determining if discip1inary actions are necessary for PCRB and policy infractions; 6. Conducting the annual business meeting and other meetings as deemed necessary to conduct PCRB business; 7. Approving or denying contracts or agreements; and 8. Establishing an audit committee available for regular and end-of-year audits. 9. Appoint Committees as the Board sees fit. i. The Elected Board a) The Elected Board Officers shall be composed of officers as stated in the Constitution, and these By- Laws (note Board may adopt additional Board positions as needed) nominated in October and elections held in November. Nominations may also be taken from the floor at the November meeting. Each board position is effective from election date to election date for a period of one year. b) The Board Officers shall have authority to administer the PCRB: 1. Solely within the powers granted by the Board; 2. For the express purpose of fulfilling the Board and PCRB constitutional intent; and fully accountable to the Board; and 3. Setting and enforcing of all PCRB rules and administering to the All-Star guidelines as set forth by the Board. Section II - Elected Officers (and appointed committees) A. Duties shall include, but not be limited to: 1. Soliciting necessary staff to administer the PCRB; 2. Recommending nominees to the Board for managerial and coaching positions for regular season and post-season play; 3. Developing the PCRB budget, including recommending player and sponsor fees; 4. Recommending PCRB purchases for uniforms, equipment and other contracts, i.e., umpire contracts, field usage; 5. Developing the PCRB schedule, including try-outs and conducting the draft; 6. Maintaining all PCRB equipment; 7. Organizing post-season All-Star activities and monitoring the process; 8. Organizing tournaments; 9. Performing duties as described in the specific officer s or committee head s duties; 10. Resolving grievances emanating from persons either affiliated with or not affiliated with PCRB; 11. Attending Board meetings - Board members: all; committee heads when requested to attend; 12. Meeting as often as necessary to administer the PCRB; 13. Recommending policies and procedures for each succeeding year, and 14. Supervising the PCRB fundraising activities. Note: The President, the Vice President, all Division Directors, and the Concerns director MUST have good working knowledge of: 1)PCRB By-Laws, Rules and Policies and 2) Babe Ruth League rules and Major League Baseball rules. 5 B. Officers 1. President Direct PCRB operations as prescribed by the Constitution and By-Laws, with authority to administer the PCRB rules and laws as empowered. Conduct and preside over Board and Executive Committee meetings. (The President shall not vote on Board matters unless there is a voting tie in which case the President will hold the tie breaking vote.); Prepare and file the annual Washington State non-profit corporation forms; maintain a PCRB business binder with the following documents available at all reasonable times for inspection by members when requested: i. Current charter from Babe Ruth League, Inc., ii. Original Articles of Incorporation from the Secretary of State iii. Application for Internal Revenue Service Tax Exempt Status iv. Certificates of liability insurance v. Paperwork for Medical Accident insurance vi. Bank signature authority, and vii. Other documents as deemed necessary by the Board 2. Vice President Duties shall include but not be limited to: i. Assist the President in conducting PCRB affairs. ii. Shall preside in the absence of the President. iii. Shall serve as the board s Rules Coordinator and be able to guide the board if disputes arise; a) Have good working knowledge of: 1. PCRB By-Laws, Rules and Policies 2. Babe Ruth League rules and Major League Baseball rules. 3. Secretary Shall record, maintain, and protect the minutes of all Board meetings and other meetings as deemed necessary for the President to conduct. The minutes shall stand as a legal record of the PCRB proceedings. They shall be typed, including date and stored in a binder for inspection by members when requested. Secretary shall also assist President, Publicity, Scheduling, and Registration Directors as needed. 4. Treasurer Maintains custody of the PCRB finances, including banking business for the PCRB. Under the direction of the Board, will record all PCRB financial transactions. The Treasurer shall maintain the following: i. A deposit schedule designed to account for the sources of all PCRB income to account for all components of a deposit; ii. A journal recording of amounts paid, which indicate the following information: a) To whom paid; b) What goods or services were purchased, and c) Receipts or billing references; iii. Prepare and file Internal Revenue Service forms; iv. Present Treasurer s reports at board and general membership meetings. v. Write checks to cover approved budget items. vi. All cash collections and transactions shall be tracked with a receipt. vii. Verify all sponsorship and player registration monies are counted and verified by at least one other Board member viii. Prepare any State or IRS required documents in order to keep the League s Non-Profit status. ix. Prepare the Annual Budget and present to the Board for approval. C. PCRB Division Directors (National, American, Rookie) 1. The PCRB Division Director duties shall include, but are not limited to: i. Assisting with registration, spring training, skills evaluations and the draft; ii. Coordinating spring training, skills evaluations and the draft for respective division; iii. Assisting Equipment and Uniform Directors in the disbursement and collection of such. iv. Assist the Scheduling Director as needed v. Work with President and Concerns Director to interview and approve nominated coaches in the respective divisions. vi. Act as liaison between coaches and the Board. vii. Assist Registration Team Agent with draft day 2. Concerns Director Page 5

6 The Concerns Director duties include, but are not limited to: i. Develop a system for concerns to be filed, educate board & members on the system. ii. Attempt to resolve the concerned individual s issue, however, if their concern is still not resolved; iii. Liaison between the member and the Board regarding the concern. iv. Keep the Board apprised of all concerns, resolved or unresolved v. Work with President and Division Directors to interview and approve nominated coaches 3. Uniform/Equipment Director: The Uniform/Equipment Director duties include, but are not limited to: i. Recommend seasonal equipment purchases, gather equipment purchase information, ii. Inventory equipment, and maintain equipment storage. iii. Distribute equipment, replace equipment as necessary, iv. Purchase equipment upon Board approval and gather equipment in post season; v. Coordinating the ordering and storing of PCRB uniforms, including post season uniforms; and vi. Coordinating the assignment and collection of uniforms. D. Committees: 1. Duties of Committee Heads (appointed by the Board and serve at the pleasure of the Board during its term: note Board may adopt additional committee positions as needed) 2. Publicity The Publicity Director duties shall include, but are not limited to: i. Provide local news media with: ii. PCRB news items; iii. PCRB event schedule, iv. PCRB champions; 3. Fundraising/Sponsorship The Fundraising/Sponsorship Director duties include, but are not limited to: i. Coordinate and oversee the fundraising efforts for the PCRB; ii. Solicitation of new sponsors; iii. Correspondence with previous sponsors for continued support; and iv. Coordinating fence sponsorship. v. Coordinate and oversee all fundraising aspects of PCRB. 4. Registration Team The Registration Director duties include, but are not limited to: i. Coordinating registration, including dates, times and places; ii. Properly assign players to teams; coordinating all roster collection; iii. Coordinating all birth verification needs. iv. Assisting with the draft procedures; v. Preparing Babe Ruth identification cards for lamination and managing the card book vi. In charge of skill evaluations with assistance from the Player Agent. vii. Providing proper PCRB personnel with completed, correct rosters; and viii. Preparing registration notices and packets for schools, and other groups; ix. Assisting in the assignment of sponsors and team names. x. Preparation of summer rosters 5. Umpires i. Coordinate the procurement of umpires for all divisions of PCRB to include All-Star season. ii. Hold an umpire meeting with coaches prior to the beginning of play. iii. Along with the Concerns Director, be the liaison to the Board for all umpiring issues. iv. Provide training for all Non-association umpires. 6. Safety The Safety Director duties include, but are not limited to: i. Procurement of all first aid kits and other safety items as deemed necessary ii. Recommend any safety rules to the committee for consideration. 7. Scheduling The Scheduling Director duties include, but are not limited to: Page 6

7 i. Develop league schedules for all divisions of PCRB to be reviewed and approved by the Board. ii. Develop PCRB Championship tournament schedule for all divisions. iii. Develop schedules and bracketing for any PCRB sponsored Tournaments. iv. Reschedule all rainout games for all PCR divisions. v. All above jobs will be with the assistance of the Division Directors vi. Be aware of Holidays, League Photo Day and Community and School events that will affect scheduling 8. Concessions The Concessions Director duties include, but are not limited to: i. Operate all functions of the concessions operation during both the regular season and post season tournament play held at PCRB locations. ii. Recruit Snack bar personnel for all active snack bars in the PCRB. iii. Acquire an adequate number of items for all PCRB Snack Bars iv. Ensure all monies from the Snack Bars are collected and forwarded to the PCRB treasurer. v. Organize the Snack Bars for any PCRB sponsored tournaments. vi. Ensure all concession stands are opened on time and locked/secured after games 9. Fields The Fields Director duties include, but are not limited to: i. Coordinate all field prep operations a. Procurement of the fields needed for PCRB to operate with as many teams as the Board organizes for the year. These procurements will require Board approval and may need the Presidents help. b. Procurement and oversight of the person hired or volunteering for field preparation with Board approval. c. Acquisition of items needed to have the fields ready to play (e.g. chalk, field dry, weed killer, bases, mound build-up, etc ) with Board approval. d. Organize all Work Party day(s) (along with League Directors) to ensure fields are safe and ready for play. 10. Summer The Summer Director duties include, but are not limited to: i. Recommend All Star and other summer team managers and coaches to the board (The board will have final approval rights of managers and coaches). ii. Assist summer managers in compilation of the required summer team documents (the book), a. Collect all Trail documents needed for the 10, 11, and 12 year old Traveling teams and organizing their binder for the State, Regional, and National Cal Ripken Tournaments. iii. Assist summer managers and coaches with team selection, scheduling, and provide other assistance as needed or requested. iv. Collecting tournament information for Summer baseball Managers/Coaches in order to assist them in choosing which tournaments to participate in. v. Work with Publicity and Website directors to inform leaguemembers about the Summer baseball selection process. vi. Distribute and collect Summer baseball nomination forms no later than half way through the regular season. Compile information onto 1 or 2 sheets to present to the Board during the Summer baseball selection process. vii. Help coaches Register local Summer baseball teams with a local league. 11. Website/IT The Website Director duties include, but are not limited to: i. Development and maintenance of the PCRB website. ii. Work with the Publicity director to ensure all PCRB news and information is accurate and coordinated. iii. Work with registration team to help facilitate registration process iv. Develop and maintain database in order to enhance communication between Board and league members. v. Assist managers with team stat input and other website training as needed. vi. Preparation and distribution of PCRB newsletter, fliers, and any other advertising the League does. vii. Place Announcements in papers or on website, in s, yard signs, or any other advertising regarding registration, and other times as needed (as directed by the President or the Board) Page 7

8 Section III - Managers and Coaches A. The PCRB shall consider managers and coaches responsible for actively fulfilling the following duties: 1. Acquire National Cal Ripken Coach Certification PRIOR to taking the field for practice or games: i. Any coach that has not provided a copy of his/her certificate WILL NOT coach until PCRB has it. 2. Submitting the PCRB roster when due; 3. May be asked to solicit and collect team sponsor fees by the PCRB deadline; 4. Assume responsibility for the player and their conduct off and on the field during PCRB activities; 5. Obtain the PCRB equipment and uniforms when requested; 6. Ensure that players do not abuse the PCRB equipment and uniforms; 7. Collect assigned equipment and uniforms and return same to the PCRB when requested; 8. Actively assisting with all PCRB fundraisers; 9. Accepting PCRB assignments; 10. Reporting game results as requested; 11. Supporting All-Star nomination and selection process; 12. Maintain, preserve and return the PCRB scorebook assigned to the team; 13. Serve on Tournament Housing Committee; 14. Promote positive sportsmanship and PCRB image; and 15. Report prior felony convictions to the PCRB President. 16. Assume responsibility that the playing and spectator areas are free of garbage upon vacating the field after any practice and/or game. 17. Attending PCRB meetings as requested 18. WSP background check will be performed on all coaches prior to start of the regular season each yr. 19. New Coaches shall be interviewed by PCRB. B. Maximum of One (1) manager and Two (2) coaches per team (per Babe Ruth/Cal Ripken rules). 1. All managers and coaches will report their intent (including team they will be affiliated with) to the board prior to the start of the skills evaluations. 2. NO coaches will be selected or named to a team between the skills evaluation and the draft. 3. All managers and coaches (including their team assignment) shall be approved by the board. C. Disciplinary Policy To provide quality play and maintain an acceptable play environment, we must set standards. Appropriate disciplinary action shall be applied consistently and fairly. Our disciplinary procedures include counseling, verbal and written warnings, notices of probation, suspension and dismissal. The action taken (or the order and/or number of actions taken) will vary depending on the seriousness of the incident and the Manager/Coaches past record with the PCRB). MANAGING AND COACHING IS A PRIVILEGE, NOT A RIGHT. The following acts may be grounds for disciplinary action up to and including dismissal. The list is not all-inclusive and is not placed in the order of severity of the offense; 1. Insubordination towards PCRB appointed umpires and/or PCRB officials; 2. Failure to observe the publicized and established rules and regulations; 3. Use of tobacco products of any kind during a PCRB function; 4. Use of or under the influence of alcohol, narcotics or unprescribed drugs; 5. Use of coarse language - profanity or abusive; 6. Stealing, using and willfully destroying or damaging any property of the PCRB including, but not limited to equipment and uniforms; 7. Failure to report accidents or injuries; 8. Failure to attend PCRB mandated meetings (any meeting called is PCRB mandated ); 9. Failure to participate in PCRB fundraisers; 10. Soliciting funds from sponsors other than initial request for sponsorship of the PCRB; 11. Disorderly, immoral or indecent conduct; 12. Personal conduct which brings discredit to the PCRB or actions strongly inconsistent with PCRB s philosophy or policy; or 13. Any other act that may endanger players, coaches or spectators. 14. Any direct violation of NYSCA (National Youth Sports Coaches Association) guidelines could result in dismissal not only from the PCRB but from NYSCA as well. Should dismissal be involuntary, it is your right to know the reason prompting such action. D. Complaint Procedure: Page 8

9 The PCRB has adopted an internal complaint procedure providing for prompt and equitable resolution of complaints alleging an action prohibited by PCRB rules and regulations. 1. Complaints must be in writing, contain the name and address of the person filing it and briefly describe the action alleged to be prohibited by the regulations, via a Complaint Form; 2. A complaint should be filed with the Concerns Director or appropriate Division Director within 72 hours after the person filing the complaint becomes aware of the alleged action; 3. It is the responsibility of any Board member who is taking a verbal complaint to consistently refer the person complaining to the appropriate Division Coordinator, rather than take the verbal complaint themselves. Assure the person complaining that such complaint will not be followed up on without a Complaint Form filled out and sent to the appropriate Division Director within the specific amount of time; 4. The Director or his/her designee shall conduct such investigations of a complaint as may be appropriate to determine its validity. These rules contemplate informal but thorough investigations affording all interested persons and their representatives, if any, an opportunity to submit evidence relevant to the complaint; 5. The Director shall issue a written decision determining the validity of the complaint no later than 72 hours after receipt of such complaint. Copies will be sent to the alleged perpetrator and person filing the complaint. The Board shall maintain the files and record complaints filed there under for a minimum of 8 years; 6. The Manager/Coach or person whom the complaint was filed against has 72 hours to respond to such complaint; 7. The person filing has the right to a prompt and equitable resolution of the complaint filed. Utilization of this complaint procedure is not a prerequisite to the pursuit of other remedies; 8. These rules shall be liberally construed to protect the substantial rights of interested persons, to meet appropriate due process standards and to assure compliance with PCRB regulations; 9. All verbal complaints should be referred to the proper Division Director for appropriate action. If the verbal complaint is made to a Board member, said member should provide the person complaining a Complaint Form with instructions to send it in within 72 hours or said complaint is not valid; 10. Three (3) complaints against a single person warrant a written notice to the person involved, possible counseling and must be brought before the Board for discussion of said allegations and possible disciplinary actions; 11. All complaint forms must be shown to the Manager/Coach or other PCRB official (to whom the allegation is against) omitting name and address of person making the complaint and have the Manager/Coach, etc. read, sign and make any comments they wish; and 12. Complaint forms will be kept in a personnel file for review in the following year(s) and taken into account when assigning Manager/Coach positions in the following year(s). Section IV - Scorekeepers A. Each team shall be assigned a PCRB scorebook, in which only PCRB games are recorded and which must be turned in at the end of the season for All-Star selection purposes. B. The home team keeps the official book for the game. C. Compare scores and pitching between innings. D. Each scorebook shall show: 1. All players by their last name (shown in the book first), first initial and their uniform numbers; 2. Innings pitched in the previous games and an opposing coach s signature certifying such innings; and 3. Umpire s name(s) and signature for the game; 4. Home Book shall maintain the official start & end times as announced and verified by the Umpire. Section V - Protest Committee A. The Board shall appoint three (3) persons to consider written protests concerning game rule interpretations or infractions of PCRB game rules. B. The PCRB shall entertain such protests only if received in writing by the PCRB President within 48 hours after the game at issue. C. The PCRB requires that a $10.00 check, payable to Puyallup Cal Ripken Baseball, accompany the protest. If the committee upholds the protest, the PCRB will refund the $10.00 and conversely will withhold the check if the protest is denied, and deposit it in the League bank account. Section VI - Tournament Committee The Board may appoint a Tournament Committee, who will work for the PCRB in the event the League sponsors an annual tournament. Page 9

10 ARTICLE II - GENERAL MEMBERSHIP Section I - Make-up, Duration, and cost A. Membership is comprised of all Board members, managers, coaches, parents and players at large. B. Membership must be renewed annually and expires on December 31 of each year. C. Membership fees will be determined by the board annually. Late registrations may be assessed a late sign up fee as determined by the board. Section II - Application A. The Board will review written requests (applications) for membership from any person interested in furthering League objectives. These individuals will assist the board but not be voting members. B. The Board shall establish the player registration deadline date each year. 1. Any player who signs up after the deadline will be assigned a team by the board. C. The League will accept applications from Managers and Coaches each year and may require that they go through an interview process. 1. The board must approve applications from managers and coaches prior to contact with youth. Applicants must meet the following conditions to be considered: i. Pass a WSP criminal background check which the League will perform. ii. Have no Felony Convictions iii. Obtain Cal Ripken Coach certification iv. Attend any other coaching clinics as required by the board D. A League approved coach returning to a team vacated by a manager has first right of refusal to mange the team they are returning to. ARTICLE III - GRIEVANCES Section I - Who May File a Grievance A. Any person aggrieved by an act of a PCRB member or person acting for or on behalf of the PCRB shall bring the grievance to the attention of the PCRB President or any Board member in writing. B. The grievance must be completed on a PCRB Complaint Form. C. If a person files a grievance against a Board member the member shall refer the matter directly to the President for resolution. D. The PCRB President may decide whether or not: 1. The PCRB has resolved the grievance; and/or 2. To refer a grievance to the Board for action. E. If grievance is against the President then the Vice-President shall preside. (If no VP, the board Presides.) Section II - Process A. The PCRB President shall refer a grievance to the Board, when the President determines a grievance is unresolved to the satisfaction of the aggrieved person. B. The Board shall hear a grievance within ten (10) calendar days after the President refers the grievance to the Board. C. When the Board hears a grievance, the Board shall: 1. Conduct a closed-door meeting with the aggrieved party and their representative; and 2. Resolve the grievance at the hearing unless the Board requires more information to resolve issues. D. At the grievance hearing, both parties may have witnesses appear; both parties may caucus during the proceedings. E. The Board decision regarding the grievance is final. F. The PCRB Secretary shall keep a record of the hearing and its results. ARTICLE IV - MEETINGS The President shall conduct all Board and other meetings. A. The President will not preside over a grievance hearing that involves the President. B. Board meetings may be called by the Board President, a majority of the board, or 25% of the membership. ARTICLE V - REMOVAL FROM OFFICE OR PCRB MEMBERSHIP Section I Officers, Managers and Coaches Page 10

11 A. The Board shall determine if personal behavior merits removing an elected or appointed person from their PCRB responsibility. (A 2/3 majority vote of the board is required for removal.) 1. Causes for removal include, but are not limited to: i. Conduct, which in the opinion of the Board misrepresents the PCRB Constitution, By-Laws goals and operating procedures; ii. Felony conviction during the calendar year; iii. Failure to report a prior felony conviction to the PCRB Board; iv. Ejection from two or more games: v. Failure to attend three (3) meetings in a row without excused absences; vi. Allowing players to compete with false or assumed credentials; and vii. Extreme unsportsmanlike conduct. B. The membership also has the power to remove a board member (or the board in its entirety) by majority vote provided 51% of the members believe that the board or board member is not acting in the best interest of the league and of the kids who play in the league. Section II - Other Consequences The Board shall determine whether to suspend or revoke a person s PCRB membership separately from a decision to remove the person from office, and will determine what other consequences to impose. Section III - Players A. The Board has sole authority to dismiss a player from the PCRB. B. Dismissal may result from: 1. Wantonly or intentionally destroying PCRB property or facilities used by the PCRB; 2. Theft of PCRB property or property belonging to persons attending a PCRB activity; 3. Any verbal or physical abuse while affiliated with the PCRB or attending a PCRB activity; 4. Flagrant disregard for PCRB sportsmanship; and/or 5. Substance abuse as described below. C. Disciplinary Action 1. A player or coach ejected from a game will be subject to review by the Board; who may impose additional restrictions if warranted. Players ejected from a game for conduct violations will be suspended from playing in their next attended game; said player must sit in the dug-out area the entire game, in full uniform, announced to the umpire and opposing manager/coach before said suspension is fulfilled 2. Any player or coach participating in a game from which he/she has been suspended will result in a forfeit of that game and possible additional disciplinary action; 3. Any coach who removes his team from the playing field prior to the completion of a game, or who causes a game to be forfeited because of his conduct toward the umpire(s) shall be subject to review by the Board; 4. If, for some reason, it becomes necessary to consider the dismissal of a player for disciplinary reasons, the coach must submit, in writing, a letter detailing the reasons to the Board for their review; 5. A player may be disciplined and kept out of a game. The coach must first notify the Board of the disciplinary action. The parents and player should also be informed in advance of the game of the disciplinary action and the reasons for the action; 6. A player may be removed from a game for misconduct. The manager/coach must notify the umpire and the opposing team coach immediately at the time of the removal. The player s name and the reason for the disciplinary action should be recorded on the game score card which is mailed to the PCRB. Section IV - Illegal Substances A. The PCRB prohibits a manager, coach, player, umpire and fans from smoking, chewing tobacco products, drinking alcohol or drug activity during any PCRB activity. Use of drugs or alcohol is grounds for immediate removal from the activity and further disciplinary action as determined by the board. Failure to immediately stop tobacco use when asked is grounds for dismissal from the activity and possible disciplinary action. B. The PCRB prohibits players from possessing tobacco products, drugs or alcohol products at any PCRB activity. Upon discovery, the PCRB requires a manager or coach to confiscate the goods and report the action to a Board member within one (1) calendar day following the incident. ARTICLE VI - PCRB MEDICAL AND LIABILITY INSURANCE Purchase of Insurance: Page 11

12 The PCRB shall purchase the liability and medical coverage offered through Babe Ruth League, Inc. The PCRB shall also purchase other insurance products as the board sees fit (such as Directors and Officers coverage). ARTICLE VII - EQUIPMENT RETURN, PARENT, MANAGER AND COACH S LIABILITY Unreturned Uniforms and Equipment A. The PCRB shall hold parents of rostered players and managers and coaches liable for returning equipment and uniforms issued by the PCRB and subject to return. B. The PCRB may elect to hold the registration of any player and refuse to allow a manager/coach to return who are in blatant disregard of the return policy. C. The PCRB may initiate Small Claims Court action against such persons who do not return uniforms or equipment upon request within a reasonable time. D. If the board deems it necessary it may impose monetary deposits for the guarantee of uniform/equipment return. ARTICLE VIII - UMPIRES Umpire Selection and Contract A. The PCRB may contract with an umpire association to furnish umpires for PCRB sanctioned games, including the All- Star season provided; 1. The fees are reasonable in the Board s opinion, with an attempt to secure as many volunteers as possible. 2. The contract allows the PCRB a grievance process related to umpire assignments. ARTICLE IX - UNIFORMS Section I - Composition A. The PCRB will provide and assign teams regular season uniforms consisting of: 1. Major League replica pro logo jerseys (striving to keep the same teams among all divisions as much as possible). 2. Color coordinated ¾ sleeve undershirts and belts 3. Hats Note: (It should be stressed to ballplayers that these are for PCRB play only and should not be worn to school or for their own personal use during the season.) B. The PCRB will provide the manager and up to two (2) coaches with a team matching jersey and hat. C. Baseball Shoes: 1. Rookie, Minor and Major Divisions will wear rubber cleats. No metal cleats are allowed 2. It is recommended that all players wear an athletic supporter and athletic cup. D. All male catchers must wear athletic supporter and cup. E. The Board shall approve names, colors and logos for the All-Star teams and uniforms. Section II - Uniform Retention A. At the conclusion of each regular season, each player shall return their entire assigned uniform with the exception of the3/4 sleeve shirt and team hat which they may keep for their own personal use. B. The League shall hold parents of rostered players as well as managers and coaches liable for not returning uniforms as issued to them. 1. The League may initiate legal action against such persons who do not return uniforms within a reasonable time when requested. Section III - Team Options A. A team may arrange for extra apparel, i.e. jackets, at their own expense. B. A team or sponsor shall inform the Board before furnishing extra apparel. C. Adjustable cloth hats (poplin) will be supplied for Rookies, Minors and Majors. Players may not take the field without PCRB issued uniforms, including PCRB issued hats. Section IV - Acquisition A. The PCRB shall acquire the regular season team uniforms B. For the All-Star season, each player shall purchase their own Jersey at PCRB cost. 1. This may be done with the help of sponsors. Page 12

13 Section V - Quality A. The PCRB shall emphasize quality and affordability in the selection of uniforms. Section VI - All-Star Uniforms A. Approved sponsor s name/logo shall be screened on patches and attached to the right shoulder or tastefully printed on the front of the jersey/shirt. B. Numbers shall be on the back. C. The Executive Committee shall approve the team colors, hat colors, and uniforms. ARTICLE X - EQUIPMENT Section I - Babe Ruth Requirements A. The PCRB shall comply with equipment rules published by Babe Ruth League, Inc. to include, but not be limited to: 1. Using official Babe Ruth baseballs (if available); and 2. Adhering to all other Babe Ruth rule book durable equipment requirements. Section II Suppliers A. The PCRB shall buy baseballs from the most economical supplier, regardless of location. B. The PCRB shall not purchase equipment (bats, catcher s gear, helmets. etc.) and uniforms from one single dealer. C. The PCRB may choose to solicit bids for the baseballs, equipment and uniforms. Section III Storage The PCRB shall provide storage for the PCRB equipment Section IV Equipment Return and Inventory A. The PCRB shall set a time and location for return, and inventory all equipment. B. The PCRB shall establish a standard team and PCRB operations list of required equipment upon which to base the PCRB inventory. C. The League shall hold parents of rostered players as well as managers and coaches liable for not returning equipment as issued to them. 1. The League may initiate legal action against such persons who do not return equipment within a reasonable time when requested. ARTICLE XI - PCRB ORGANIZATION STRUCTURE Section I PCRB Size A. The PCRB shall provide for the regular season as many teams as possible based upon held availability for games, sponsorship and qualified coaches. B. Maximum of eight (8)12 year old players on any one team. Section II Team Size Divisions (Rookie, Minor and Major) 1. Regular Season - Minimum of twelve (12) players to a maximum of fifteen (15). 2. All-Stars - Thirteen (13) to fifteen (15) players on a team, all the same age. Section III - Divisions A. Rookie Division: Shall consist of seven (7), eight (8), and nine (9) year olds. Nine (9) year old players may declare themselves available for the Minor Division draft at the skills evaluation. B. Minor Division: Shall consist of nine (9), ten (10) year olds, and those eleven (11) and twelve (12) year olds who tried out for the Major Division and did not make a Major Division team based on their skills evaluations. C. Major Division: Shall consist of ten (10), eleven (11) and twelve (12) year olds only. Ten (10) year old players may declare themselves available for the Major Division draft at the skills evaluation. D. The PCRB shall establish a skills evaluations system to evaluate the players competing in the draft for the respective divisions. E. The PCRB shall determine the number of Major teams based upon the number of players eleven (11) and twelve (12) years of age which merit playing Major caliber baseball. 1. If more than ten teams are required to accommodate the Major caliber players, the Board shall divide the Major teams into two Major divisions. Page 13

14 2. Criteria for such action will include, but not be limited to: i. Player s residence; and/or ii. Equality of talent among the Major teams to ensure that each division receives competitive teams. F. The PCRB shall prohibit any games of any type between Minor, and Major Division teams. ARTICLE XII - PLAYER DRAFT Note: The Drafts will proceed even if coaches are not available. In that event, Board members, or other interested parties will assist with forming teams. Section I - Purpose A. The purpose of the player draft system is to help develop parity among PCRB teams. B. Who participates in the skills evaluations draft: 1. Any new player to a PCRB level who is registered to participate in Rookie, Minor or Major, Division. 2. Any returning player who elects to change teams will be eligible for the skills evaluations draft. C. Who is protected from the draft: 1. Any nine (9), or twelve (12) year old who were officially registered on a PCRB team the previous year in the same division, and who return to that same team. If the team happens to change names due to uniform availability, those players are still protected. 2. A player whose manager/coach is not returning is still protected on the existing team or assigned randomly, with all other returning, protected players, to another team should that team need to be dissolved for number (of teams in division) purposes. Section II - Skills evaluations Draft Procedures A. Requirements 1. All new or unattached players will participate in a series of baseball skills (i.e. throwing, fielding ground balls and fly balls, base running, hitting etc.). 2. Each player will be evaluated by the appropriate PCRB coaches. After each player has performed the skills evaluations series, they will be contacted by the Manager/Coach of the team for which they were drafted. 3. Players/Parents will be contacted soon after the draft regarding placement. Section III - Rules A. The Major Division will consist of no more than ten (10) teams. PCRB size may be modified by Board approval. B. All other divisions will consist of any number of teams based on player representation. C. All teams will have a minimum of 12 players. D. A maximum of eight (8) players of the same age may be on a team roster. E. Each player drafted must play for that team throughout that year s season. Exceptions: (1) Any nine (9) year playing on a Rookie Division team, and participating in the Minor draft, may be invited to join a Minor team sometime throughout the season. The Rookie Manager/Coach must relinquish all rights to this player. If the Rookie player who is asked to move up refuses to join the requesting Minor team, he/she is unavailable to any other Minor team during that season. The player cannot select another team and will finish the season in the Rookie Division. (2) Any eleven (11) and twelve (12) year old playing on a Minor division team, and who participated in the Major draft, may be invited to join a Major team sometime throughout the season. The Minor Manager/Coach must relinquish all rights to this player. If the Minor player who is asked to move up refuses to join the requesting Major team, he/she is unavailable to any other Major team during that season. The player cannot select another team and will finish the season in the Minor Division. F. Ten (10) year old players may request to play in the Major Division. G. An attached player must sign up by registration deadline. Any attached player signing up late will not be considered a roster protected player. H. Rostered players (also referred to as attached or protected players ) do not need to attend skills evaluations or go through the draft. These players are: 1. Players from the previous season teams that remain with those teams at the same PCRB level. 2. Manager s child, Coach s child Note: Siblings, whose age is in the same division, are automatically sibling protected. However they are not required to play on the same team. Parents of these siblings should work with coaches (and the board if necessary) for the best situations possible. Note: these arrangements need to be brought to the board s attention in writing prior to the draft. I. Any player eleven (11) or twelve (12) years of age not drafted by a Major team will enter the Minor Division by random placement at the completion of the draft, placing any siblings together first. Only the committee or Board may place an 11 Page 14

15 or 12 year old player in the Minor division. Only two twelve (12) year olds may be on any Minor Division team, except with Board approval. Twelve (12) year olds shall not be allowed to pitch in the Minor League. J. Waiting List 1. Late sign-ups and players that are signed up but do not attend skills evaluations will be placed on a Waiting List at random (with a maximum of ten (10) on the Waiting List for each division). This list will be compiled by the Registration Director and maintained by the Division Directors at division level. Managers needing players throughout the season will be assigned players from the Waiting Lists in the order they were put on the list. The exception is on special procedures for Major Division teams. See Article XIII - Drafting During Season. 2. Those players who were evaluated, but did not make a team (or those 11 and 12 year olds who were dropped to the Minor Division) must all make teams prior to continuing down the Waiting List to those who signed up late and did not try out. 3. Depending upon the number of players on the Waiting Lists, the Board has the option to: i. Form a new team from these players; ii. Expand the roster limits and assign players; iii. Definition of a Waiting List Player a. A player who tried out and did not make a team; b. An eleven (11) or twelve (12) year old player dropped to the Minor Division for reasons other than skills, is considered on the Major Division Waiting List; c. A player who signed up late; or d. A player who did not attend a skills evaluation and is not already attached to a team. K. All division teams should have a minimum of 12 players after the draft is completed, if there are players available. If not, the Board will assign players to fill out the rosters from the Waiting List. Section IV Skills evaluations Procedures A. Skills evaluations organizer will be the Division Director. B. Managers/Coaches of the drafting division will select skills evaluations drills and order of the drills. Division Director will oversee the skills evaluations. C. Each player will be numbered and their name, age and number placed on a skills evaluations form prior to the skills evaluations. D. Drafting of players will be done at a specified time following the skills evaluations; (only at the player draft meeting). E. Any non-protected player who does not participate in Skills Evaluations shall be name placed in hat draw by league official for team assignment in age appropriate division 7, 8 and 9 Rookie; 10 minor; 11and 12 Major. (no exceptions to this rule). Section V Drafting Procedures A. Division Directors will organize and oversee the drafting process with the help of the President. B. Each PCRB level (Rookie, Minor and Major,) will hold a separate draft. C. Only PCRB Board members, managers, coaches and Board-approved person may attend the draft. (No one under the age of eighteen (18) allowed, no exceptions). D. Each team s rostered (protected) players will be listed with the Secretary prior to the draft. E. Player Protection: 1. A player not wanting to return to their previous year s team may request, at registration, to be placed into the draft. At this time they are classified as an unattached player and the team for which they played for the prior season would be restricted from drafting that player. 2. A player may be protected from one (1) manager or coach at their request, but cannot be protected from another player. Request must be in writing and the Board must approve it. If written protection agreements are not finalized at least 2 weeks prior to the draft, the player cannot be protected. Board has final say and may make final arrangements if necessary in best interest of all. F. Siblings 1. Siblings of any player on an existing roster or players selected in the draft will be allowed to be placed on the same team. Siblings of a player already on a team roster will automatically become a rostered player on the same team provided the siblings parents and coaches agree. 2. When siblings are unattached they may be separated onto different teams. In this case, they will be treated as any other unattached player. 3. At parental request, siblings may be separated onto different teams. This request must be in writing and prior to the draft. In this case, they will be treated as any other unattached player. In this case the team which selects the first sibling will be restricted from selecting the second. G. The pool of draft eligible players is made up of unattached players from sign-ups that have participated in the skills evaluations. H. Coaches drafting position selected by lottery. Page 15

16 I. All teams will receive a first and fourth (or fifth if three rostered coaches) round pick. The manager s and coach s children will take up draft round two (2) and three (3) (and four (4) if three rostered coaches). J. Coaches if eligible for that round, will draft in numerical order by round, reversing numerical order each round until the rosters are filled to twelve (12) players or the draft s eligible poo1 is depleted. Draft selection is started by the team drafting in position #1 through the team drafting in the last position in numerical order and then in reverse order for the next round. Repeating this process until all teams are filled. For example; a six (6) team division with twelve (12) players each: Round l: #l - #6 Round 2: #6 - #l Round 3: #l - #6 Round 4: #6 - #l Round 5: #l - #6 Round 6: #6 - #1 Round 7: #1- #6 Round 8: #6 - #1 Round 9: #l - #6 Round 10: #6 - #l Round 11: #l - #6 Round l2: #6 - #1 K. After the draft has been completed, trades may be made if mutually acceptable by both Managers involved. The maximum number of players (8) at any age level must be maintained. These trades must be made with the Registration Director s approval and before leaving the draft room. No trades will be allowed after leaving the draft room. ARTICLE XIII - DRAFTING DURING SEASON A. If a team loses one or more players during the season for whatever reason, the Manager has two (2) options: 1. Finish the season with a minimum of twelve (12) rostered players; or 2. Take a player from the Waiting List, if any available. B. Procedure 1. The procedure must be done through the Division Director. Players are put on a Waiting List in the order in which they register and are pulled off the list in the same order. 2. The roster move must be approved by: i. The player agreeing to move up; ii. The parents of the player. iii. The maximum number of players (8) at any age level must be maintained. 3. The eleven (11) and twelve (12) year old players in the Minor Division must be depleted before going on to the Major Division waiting list. (Except where skills are the reason they played down.) 4. To fill the now vacant Minor Division roster, the next player available on the Waiting List would be assigned to that Minor Division team from which the original player was drafted. 5. In the event that there are no Minor Division players, ages ten (10), eleven (11) or twelve (12), consenting to be drafted up, the Major Division team manager may take the next available player from the Waiting List. (Except where skills are the reason they played down.) 6. A player who does not accept moving up when drafted to a Major Division team is ineligible the remainder of the season to be drafted up again. 7. Roster moves of players during the season by either drafting or selecting from the Wailing List will be monitored by the Division Coordinator and Registration Coordinator and may need to be approved by the PCRB Board. ARTICLE XIV - TEAM RELEASE PROCESS Section I - Procedure A. The PCRB shall prohibit any player transfers from a Major Division team to a minor Division team after the draft, except with special Board approval. B. The PCRB will authorize a rostered player to leave a team for the following reasons: 1. Before the draft, (however, not to play on another team within the league unless the move is made prior to that season s skills evaluations.); 2. After the seasons end. 3. A move from a minor Division team to a Major Division team, (in the event the Major Division team elects to replace a lost player, with the assistance and approval of the Division Coordinator.) C. If a player wishes to be released from a team: 1. The parent must notify the PCRB President in writing; 2. The PCRB will notify the Manager of the release. 3. Managers/coaches/parents may not approve a player moving from one team to another. Managers/coaches cannot make player trades after the draft is completed. Page 16
