The meeting was called to order by President Matt Clark at 12: members were present. 2. The 2018 meeting minutes were reviewed. A. Motion to approve: Steve Leber. B. Second: Jim Drotzmann. C. Approved. 3. The financial report was presented by Treasurer Steve Leber. A. Motion to approve: Greg Warren. B. Second: Mike Carda. C. Approved. 4. Announcements: A. 298 Registered members for new members in B. Notable Deaths in 2018: Dean Minder, Rodney Burke. C Hall of Fame Inductees: i. Brad Schramm, Winner ii. Honorary: Craig Severtson, Flandreau iii. Hall of Fame Committee: Gene Bierle, John Witcraft, Duane Miller, Rock Rockafellow. 1. John Witcraft was appointed to the Hall of Fame Committee to replace the late Rodney Burke. iv. There was discussion regarding including inductee biographies in the banquet program. SDUA officers to follow up when 2019 banquet nears. D SDUA Dick Ruddell Scholarship Winner: i. Jacob Devine, Brookings. ii. Scholarship Committee: Rodney Burke, Bert Ready, Joe Schlimgen. 1. Rock Rockafellow was appointed to the Scholarship Committee to replace the late Rodney Burke. E State Champions: i. Amateur: Canova (B), Renner (A) ii. American Legion Central Plains Regional Tournament: i. Sioux Falls Stadium: August 7-11, ii. Local Umpire Application: For anyone interested in applying for selection as a Local Umpire, please contact Chad Barman at cbarman@siouxempirebaseball.org. iii. Jesse Devine to follow up with Chad Barman with SEBA to get complete details regarding application. J State Tournaments: i. Amateur Mitchell: ii. A Sr. Legion Brandon iii. B Sr. Legion Groton iv. The Wells Fargo and First Fidelity accounts have been closed. L. PayPal is now an option for paying Membership Dues. i. Usage Fee: 2.9% + $0.30 per transaction (Dues: $30 x 2.9% = $ $0.30 = $1.17). ii. Checks and cash still OK. Please do not mail cash. M. High School Rulebooks (NFHS): Ordered through the $6.00 per book. Orders must be placed by March 1, 2019 for the 2020 NFHS Rule Books. N. The New Member Exam has been revised. It can now be taken and graded online. A hard copy version is also available and can be found on the SDUA website. O. SDUA T-Shirts are available for purchase. Contact Matt Clark for details or visit the SDUA website. P. Website Lots of new features. i. Discussed member privacy with contact information on our website. 3 rd parties may be gathering our addresses and spamming? ii. Jesse Devine to work with website designer to investigate options for a possible registration to view member s contact information. Q. The SDUA began honoring its 40-year umpires in These umpires were awarded a commemorative plaque as well as a lifetime pass to any SDABA or American Legion-sponsored state tournament. Rock Rockafellow elaborated on his honor to receive the award. All other recipients were very appreciative, and we received countless complements from fans, players, etc. ii. Matt Clark and Jesse Devine made the plaques for 2018 recipients. Bryce Holter volunteered to use these plaques as a school project for his students and make them moving forward. R. Per SDUA By-Laws, the SDUA is to use Robert s Rules for meetings. 5. Officer Reports. A. No specific reports from officers. Page 2 of 5

3 6. Report from Amateur Baseball. A. Rock Rockafellow: i. State tournament umpires did great job. 3 Umpire crews continuing to work well. ii. Accommodation concerns were discussed with the group. iii. State tournament game fees: $75 + state rate mileage ($0.42 per mile in 2018). B. Member concerns: i. Team struggle to find enough umpires, yet treatment of those umpires can be poor. ii. Suggest approving Black shirts in the State Tournament. iii. Follow up discipline for ejected players/coaches. 7. Report from High School Baseball. A. Brock Sundall: i. The application for post season selection will be on the SDUA website in the coming days. ii. Please contact Brock to make sure your application was received. iii. 3 new teams for iv. The Hybrid Pitching stance was approved by the coaches for v. An emphasis is being placed on the High School DH rule. vi. Catchers MUST wear a Hockey-Style mask. No exceptions. vii. Base coaches are not required to wear helmets. viii. The post season umpire selection/hiring process was discussed. 8. Old Business: A. Members of the Arbitrary (Appointed by President Clark): i. Joe Schlimgen: Term Expired. Joe was reappointed. ii. Rich Kotrba: Term Expires in iii. Steve Bertrand: Term Expires in B. Sportsmanship Plaques. i. The SDUA will continue to purchase sportsmanship plaques for the following leagues: 1. Amateur: Bob Deming 2. VFW B, A, and AA: Lou Thury 3. Legion Senior A and B, Junior A and B: We do not purchase sportsmanship awards, but instead purchase the Big Stick. C. Umpire Clinic Committee Report (Matt Clark, Dave Beste, Greg Warren, Alex Smart, John Witcraft, Jesse Devine) i. Matt Clark dissolved the committee. Moving forward, the District Umpires and Officers will set the Clinic agendas. 9. New Business: A. Changes to By-Laws: i. Change annual dues deadline to April 1 st of each year. Currently it is June 1 st. 1. Motion by John Witcraft, second by Bryce Holter to modify date to April 15 th. Passed. Deadline for annual dues will now be April 15 th. ii. Add a procedure for replacing a vacated office. Currently there is no procedure. 1. Motion by Alex Smart, second by Brad Peters to adopt by-law as presented. Passed. B is SDUA s 60 th Anniversary. i. Motion by Rock Rockafellow, second by John Witcraft to place advertisements in the Amateur, Legion and High School State Tournament programs noting our 60 th anniversary. Passed. C. Liability Insurance. Should the SDUA provide liability insurance for its members? i. The SDHSAA has confirmed that its registered officials are NOT covered for baseball by their insurance policy. ii. Premiums and coverage schedules were presented. iii. Motion by Bryce Holter, second by Alex Smart to purchase liability insurance for each SDUA member from RPS Bollinger for $750. Passed. 1. Coverage schedule can be found on our website. 2. Jesse Devine to investigate options of partial health and or disability coverage for future years. 3. work with provider to (See quotes for coverage details): Page 3 of 5

4 D. NFHS Rulebooks: i. SDUA ordered 175 Rulebooks for 2019 season. ii rulebooks must be ordered by March 1, iii. Motion by Johnny Kirchner, second by Mike Carda to order a minimum of 175 books and order more if necessary based on demand for the 2019 rulebook. Passed. iv. Second motion by Johnny Kirchner, second by Greg Warren to allow officers to use their discretion if/when more than 175 rulebooks may be needed. Passed. E. 25-year member commemoration. i. Motion by Alex Smart, second by Mike Carda to honor our 25-year members. Passed. ii. Officers to work with Bryce Holter to develop commemoration item and to work with each 25-year member to determine when to present each award. F. State Legion Umpires: Should the SDUA purchase Umpire shirts for Umpires working their first State Senior Legion Tournament. Currently the SDUA purchases Umpire shirts for Umpires working their first State Amateur Tournament. i. Motion by Dave Pursell, second by Johnny Kirchner to purchase 1 umpire shirt for a member working their 1 st Senior Legion (A or B) State Tournament or first State Amateur Tournament, whichever comes first. One shirt maximum per member. Any member who has already worked a State Senior Legion Tournament is not eligible. Passed. ii. Secretary to maintain list of umpires who have received a shirt. G. Winter Meeting Door Prizes. Should the SDUA provide door prizes for winter meeting attendees? i. Motion by Brad Peters, second by Steve Leber for SDUA to provide door prizes at the winter meeting. Passed. ii. Officers to determine types and quantity of prizes and will also look for sponsors for prizes. H. Recruitment and Retention. How do we recruit and retain members? Open floor discussion. i. Due to impending weather, this topic was scratched. I. Open Floor. i. Motion by Steve Leber, second by Alex Smart for the SDUA to work with the Central Plains Regional tournament to provide a presence at the tournament (member representatives, refreshments for working umpires, etc.). Officers to work with tournament officials to determine best approach. ii. Matt Clark: 1. Be Professional!! 2. Be on time for games you accept. 3. Per SDUA by-laws, all members are required to wear our uniform on the field, including shirt patch and SDUA cap. 4. The SDUA is looking into realignment with Districts and District Umpires. Details to follow. iii. Other members: 1. How do we discipline our members for misconduct? 2. Communicate with your partners before, during, and after your game(s). 3. Do not fraternize with fans between innings. iv. John Krogstrand was formally thanked for his assistance with the Liability Insurance details and for the SDHSAA s assistance to sell us NFHS rulebooks at a reduced rate from other suppliers. 10. District Umpires: District 1: Doug Ruesink, Castlewood District 4C: Dave Beste, Brookings Dan Lund, Watertown District 5A: Joe Schlimgen, Mitchell District 2: Ace Boschee, Aberdeen District 5B: Mike Carda, Huron District 3: John Krogstrand, Pierre District 6: John Wieseler, Yankton Jason Selchert, Gayville District 4A: Brad Peters, Hartford District 7: Austin Richey, Winner Al Hansen, Sioux Falls Greg Warren, Herrick District 4B: Duane Miller, Canova District 8: John Witcraft, Rapid City John Krogstrand and Austin Richey are new District Umpires for Congratulations Gentlemen! Jesse Devine elected Winter Meeting will be Sunday, January 26 th, 2020 in Chamberlain/Oacoma. 15. Drawing was held for SDUA T-Shirts.
