BACKGROUND At its meeting of 27 March 1996, Regional Council approved the final report and recommendations of the Environmental Assessment (EA) Report for the Southwest Transitway Extension undertaking from Baseline Station to Strandherd Drive.

3 2 The report was submitted to the Ministry of the Environment (MOE) who released the report for public comment on 13 December 1997 with the deadline for submission of comments on 11 February One year later, in February 1999, the MOE released their review document of the EA and invited public comment on their review, and further comment on the undertaking and the original EA, to be submitted by 26 March Comments were received which almost exclusively related to the Park and Ride facility at Fallowfield Road. Following the Ministry s review and resolution of outstanding issues by the Region, the Minister s approval is expected in the very near future. For OC Transpo to provide an adequate level of transit service for the new Park and Ride facility as proposed by the EA report at Fallowfield Road, bus travel times on Woodroffe Avenue must be significantly reduced. This may be achieved by constructing a dedicated Transitway, or by the implementation of transit system improvements along Woodroffe Avenue which include the construction of bus-only lanes and transit priority measures at signalized intersections. OC Transpo have requested that staff make this initiative a high priority in their 1999 work plan. The attached sketch (Figure 1) illustrates the location and extent of the bus-only lanes proposed. Accordingly, it is intended to proceed with the design and construction of the bus-only lanes from the Baseline Transit Station to the Fallowfield Park and Ride as an interim measure prior to the eventual construction of an exclusive Transitway parallel to Woodroffe Avenue. Chapter 5 of the EA Report - Alternative Methods of Carrying Out the Undertaking, concludes that.. approval should be given to the Bus-Only lane option between Norice/CN tracks and Fallowfield. This will permit transit improvements to be introduced where desirable, initially as Bus-Only lanes and later upgraded to a Transitway. Chapter 8 - Mechanism for Changes to the Approved Undertaking, will be the appropriate reference to reintroduce the concept of bus-only lanes for that road section omitted in Chapter 5, i.e. from the Baseline Transit Station to Norice Street, and also to investigate a more economical and cost effective cross-section for the rural section from the Nepean Sportsplex to the Park and Ride. SCOPE OF WORK Section I - Baseline Station to the Nepean Sportsplex The section of bus-only lanes between the Baseline Station and the Nepean Sportsplex (2.6 km) will be accomplished by a widening of the existing urban cross-section. The widening will be approximately 4.2m wide, sufficient to accommodate both buses and cyclists. The lanes will be required for the full length of this section on the west side, but only between the CN track north of Knoxdale Road and the Nepean Sportsplex on the east side. Some property acquisition will be essential to achieve this. This work will require the relocation of some utilities with significant

4 3 traffic signal work at the major intersections which provides an ideal opportunity to implement advances in signalization technology for the immediate advantage of the bus traffic in this corridor. Section II - Nepean Sportsplex to the Fallowfield Park & Ride The section from the Nepean Sportsplex south to the Fallowfield Park and Ride (3.0 km) will be investigated as a widening of the existing two lane rural section to a four lane rural section with the outer lanes reserved for bus-only use. The design fee for this section is significantly higher than for the adjacent sections primarily because of its greater length, the need for additional environmental planning and public consultation associated with the reduced rural cross-section, significant storm water management issues associated with the Black Rapids Creek, structural considerations and the traditional expense of securing Board Order Approval from CN Rail for the railway crossing. Project Schedule/Implementation It is intended that all design assignments will be completed and shelf-ready in 1999 for implementation in 2000/2001 or as soon as possible subject to the availability of funding. The completion of the bus-only lanes is intended to coincide with the opening of the Fallowfield Park and Ride facility. Where possible, utility relocation and signalization work will be carried out later in 1999 to minimize the duration of the main construction schedule to commence in CONSULTANT SELECTION In order to meet the objective of tendering the Woodroffe Avenue bus-only lanes for construction in 2000, it is essential that design proceed on all sections of the project simultaneously. Following a review of the Departmental database of consulting firms, six firms were requested to respond to a Request for Proposal issued on 05 March Those companies having the demonstrated expertise to successfully complete these design assignments were: Ainley Graham & Associates; Connelly McManus Engineering; Cumming-Cockburn Limited; Novatech Engineering Consultants; Robinson Consultants and Totten Sims Hubicki Associates. These firms have a proven capability of providing good service to the Region of Ottawa-Carleton, and are adequately staffed to undertake these tasks immediately. The Department reviewed the submissions for experience, relevant qualifications, methodology and level of effort proposed by the candidate consulting firms and recommends consultant appointments for the design of the project as follows: Totten Sims Hubicki Associates, Kanata, to undertake the detail design of the bus-only lanes on Woodroffe Avenue from the Nepean Sportsplex to the Fallowfield Park and Ride, a length of approximately 3.0 km. The design assignment fee of $715,000 plus an allowance of $50, for GST, brings the total fee to $765,050;

5 4 Novatech Engineering Consultants Ltd., Nepean, to undertake the detail design of the bus-only lanes on Woodroffe Avenue from Knoxdale Road to the Nepean Sportsplex, a length of approximately 1.0 km. The design assignment fee of $275,000 plus an allowance of $19,250 for GST, brings the total fee to $294,250; Cumming Cockburn & Associates Ltd., Ottawa, to undertake the detail design of the bus-only lanes on Woodroffe Avenue from the Baseline Transit Station to Knoxdale Road, a length of approximately 1.6 km. The design assignment fee of $180,000 plus an allowance of $12,600 for GST, brings the total fee to $192,600. In total, the distance from Baseline Station to the Fallowfield Park and Ride is approximately 5.6 km which, with the exclusion of the existing northbound bus-only lane from the CN crossing to the Baseline Station, results in approximately 10 km of proposed new bus-only lanes. The EA report makes reference to the capital expense of the bus-only lanes between Norice Street and the Fallowfield Park and Ride and estimates the cost to be $25 to $30 million. Staff have reviewed the fee proposals submitted by the consultants and are satisfied that they represent good value when compared to the capital cost of the project. CONSULTATION An extensive public consultation programme was undertaken throughout the Environmental Assessment and functional design stages of this project. Additional public consultation, including an information programme, is essential to the implementation of this project and will be continued throughout the design and construction stages of the project. Sheflin, Environment and Transportation Commissioner, confirmed there would not be Provincial funding provided for any transit or road project, regardless of commitments that may have been made in the past. However, he added it had been standard procedure that projects that were ready to go did move forward quickly should funding from other levels of government become available. The Commissioner provided numerous examples of projects that had been completed, noting the projects that had been funded under ad hoc programs involving Provincial or Federal infrastructure funds.
