2 US 9 Bicycle and Pedestrian Access to ransit Corridor Study echnical Memorandum Prioritization of Locations for Short erm Bicycle and Pedestrian Safety Enhancements for ransit Access In the continued effort to identify opportunities to improve safety and accessibility for pedestrians, bicyclists, and transit users along potions of US 9 through Pinellas County, this portion of the US 9 Bicycle and Pedestrian Access to ransit Corridor Study is focused on identifying specific locations along the corridor that may merit additional analysis and/or evaluation in order to identify short term solutions aimed at enhancing safety and transit access. Previous efforts of the corridor study have been generally concentrated on defining corridor wide conditions and needs, whereas this effort is intended to shift some of the focus from the macro level to a more micro level. his technical memorandum provides a summary of the framework used to identify and prioritize these locations. he locations along the corridor were identified based on existing bus stop locations, including signalized intersections and locations with pairs of bus stops that require crossing US 9 in order to complete one leg of a round trip. he locations were then ranked/prioritized using a composite ranking score based on bus stop ridership data and pedestrian and bicycle crash data. It is anticipated that the prioritized locations will subsequently be considered for further detailed analysis (e.g., field reviews and/or transit/roadway safety audits) in order to identify feasible enhancements aimed at improving overall safety, with an emphasis on pedestrian and bicycle access to transit. Identifying Bus Stop Locations Using an assumption that the majority of transit riders along US 9 are making round trips, it would be appropriate to assume that crossing US 9 is probably necessary to complete many of the trips taken along US 9. Existing Pinellas Suncoast ransit Authority (PSA) bus stops along the US 9 corridor were grouped based on cross corridor proximity within a linear distance of approximately 75 feet to establish locations where potential corridor crossings are occurring. Using these parameters, 59 bus stop groups, or locations, were identified along the US 9 corridor. In the absence of comprehensive and reliable pedestrian and bicycle crossing/count data, current stop level ridership (average weekday boardings and alightings) was calculated for each of the locations and was used to gauge potential crossing demand. able lists the top locations along the corridor bases on ridership. For example, US 9 at Curlew Road has a transit ridership ranking of 8 and a pedestrian and bicycle crash ranking of, earning it a composite score of 9. he basic intent of the composite score is to identify locations along the corridor that exhibit a higher number of transit riders along with higher frequencies of pedestrian and bicycle crashes. Stop locations were ranked/prioritized, according to their composite scores. able 3 provides a list of the top stop locations along US 9, based on the composite score rankings. For display purposes, all bus stop locations along US 9 were assigned to a ranking tier based on their composite ranking score, using a natural breaks (Jenks) methodology. Map illustrates the ranking tiers of the bus stop locations along the US 9 corridor, included with the tier descriptions are the corresponding composite score ranges. 5 ext Steps As previously mentioned, it is anticipated that the locations identified through this process will be considered for further analysis in order to identify feasible enhancements aimed at improving overall safety, with an emphasis on pedestrian and bicycle access to transit. Any future evaluation or analysis should be coordinated between the Florida Department of ransportation and the Pinellas County Metropolitan Planning Organization.
