Jason Josey, Director HERO
About HERO Master Operators- Who are they? training hours, field hours How many will be working? What s their role? HERO s role in Traffic Incident Management History of HERO What can other 1 st responders expect Working with other responders and motorists Master Operators from the South Metro

HERO as a key to TIM HERO is concerned with PUBLIC SAFETY Preventing secondary crashes through good TIM Assisting motorists to clear roadways Traffic Incident Management requires UNIFIED COMMAND Everyone has a specialty: Police=Investigation Fire= Suppression and stabilization of scene EMS=Triage, treatment, transport TOWING=Road Clearance HERO= Traffic Management
HERO Master Operators in Northwest Corridor HERO is currently staffed with 92 Operators, but that number is There are currently 16 Master Operators Training for Basic HERO Operators is 380 hours Master Operators have received over 500 training hours! We anticipate more than 5 M.O.s operating in the NWC 24/7
HERO Master Operators NW Corridor Master Operators in the Northwest Corridors will be BUSY! Patrolling for motorist assists Conducting Reversible Lane Closures and Reversals Augmenting the HEROs in the General Purpose Lanes Coordinating with the GDOT TMC..and other tasks

Chief Tom Gardner, Henry County Fire
Summary of South Metro Express activity As of March 7 th : 13 Disabled vehicles 3 have been towed Average time for removal is 15 minutes Average Transition time for HERO MOs is 65 minutes Citizens are stating no relief on general purpose lanes 96,578 motorists have used the system Henry County Fire has not had to respond to a call in the South Metro Express Lanes (opened 1/28/17) 46
Recurring incidents South Metro Express In total 8 different gates have been struck Several warning gates that were struck by a Hit and Run driver HERO has cleared the damaged gates Maintenance has restored all damages gates within 12 hours Some banners on warning gates have fallen off 47
Challenges in the South Metro Express 27 Different sign malfunctions some with wrong message, others blank Handful of wrong way drivers entered at Jonesboro Roadturned themselves around Commercial Motor Vehicles using the lanes not supposed to
Top 10 pieces of Advice for 1 st Responders 10. Documentation and Peach pass administrator/manager for each agency vehicles. (who gets tag numbers, and admins peach passes in Fire Dept. or EMS) 9. Needs, Traffic management equipment, cones, traffic vest, equipment specific or general for interstate/express lanes. 8. Use all Resources you can find (GaDOT, other State/Federal documentation, Parsons) 7. Documentation and guidelines (EAG s, padlocks, gates, Codes, turn arounds, exits, time to travel) 6. Possible weekly ride (does not disrupt traffic) 49
Top 10 pieces of Advice for 1 st Responders 5. Ask lots of questions, and What if s? 4. Table tops, with not only chiefs/supervisors, but the driver/ff/emt s. (anyone involved, including 911 Dispatchers) 3. Possible Response model (a base plan, it will change) 2. Communication plan, and daily communication checks. (not only local dispatch, but with on the ground, unit to unit) And the #1 piece of advice: Get lots of training, (may seem redundant, try to get all parties involved) 50
Figure This. Sometimes, first responders can set up a Traffic Incident Management Area and motorists still find a way to hit the firetruck!
Capt. Hawk Hagebak (ret), Parsons (Cobb Police)
How training will be created and conducted Who knows most about YOUR Operations? YOUR RESPONDERS Your Subject Matter Experts (SMEs) will help create training scenarios and solutions. They ll tell, I ll do Rolling out a training to those who may operate within the corridor. SPECIFIC for their area. Multi-disciplinary training Police, Fire, EMS, HERO, Towing & others Through collaboration we ll be successful 53
Training is on the way As early as MAY of 2017 Basic Training for 1 st Responders Tabletop Exercises Familiarization-maps, charts, diagrams LATER- as late as January 2018 Field Exercises for 1 st responders Emergency Access Gates Elevated Structure HERO will have SIGNIFIGANTLY more training than others Reversals, closures, maintenance, etc. 54
Training and Meetings Training on how to enter and stay safe within the system Multiple meetings and training with emergency/first responders Towing needs Getting to know each other BEFORE an incident 55
TIM Teams in Cobb and Cherokee Traffic Incident Management Teams were important before, but now they just got Traffic Incident Management Teams- Cobb has a very active TIM Team, meeting quarterly. Cherokee is building theirs. It may be important to meet monthly The TIME Task Force Quarterly meeting is next month APRIL 5, 2017 from noon to 1:30 pm (lunch served at 11:30 am) Cobb County Safety Village- more about this later 56

Frequently Raised Concerns Fire Departments do not have access to water lines within the Express Lanes: They also don t have access to water in the General Purpose lanes of the interstate. They ll need to use whatever tactics they are using now to mitigate vehicle fires on the interstate. i.e.;for vehicle fires, two fire engines should be dispatched for incidents needing more than 1,000 gallons of water. A Fire Tanker Truck or other special equipment used to transport large amount of water to a fire should be used for incidents requiring more than 2,000 gallons of water. 59
Frequently Raised Concerns How will it work for Towing Operators in the Express Lanes? Just like it works in the general Purpose Lanes, agencies will call for the contracted towing/recovery operators for that area. Peach Passes will be needed on all Towing/Recovery vehicles used in the Express Lanes. Towing/Recovery Operators will not be exempt from the Express Lane rate, even if responding to an incident. Contract work will need to be done to compensate Towing/Recovery Operators for this added expense and effort. 60
Frequently Raised Concerns We all have to get a PeachPass? Yep, all users of the Express Lanes need to register their vehicles on an active Peach Pass account, even those that will be exempt from paying tolls. Exempt vehicles include: Emergency vehicles these must be on-duty, in route to an emergency. Military vehicles in uniform with an order or certificate of an order for duty Registered transit vehicle including stateregistered vanpools School buses 61
Frequently Raised Concerns How will we get to traffic crashes? Just like you do now, generally going to an entrance and riding with the flow of traffic to get to the scene. What if the lanes are completely blocked? You ll have other access points to enter the Reversible Express Lane, you will be able to coordinate directly with HERO and the Georgia Traffic Management Center to reach the best one. What if there s a traffic crash on a bridge? Just like you do now, respond and work the crash. 62
Frequently Raised Concerns What protections will be in place at each express lanes access point to prevent motorists from going in the wrong direction when the lanes are reversed? To prevent motorists from going in the wrong direction, there will be a combination of warning and barrier resistance gates at every express lane access point, as well as signage and warning gates at every express lanes exit ramp. In addition, there will be 24-hour full video coverage (including night vision) of the entire Northwest Express Lane System. To view cameras, responders may access the Georgia 511 website at or using any smart-phone application through the Georgia 511 app. 63
Frequently Raised Concerns What s the speed limit going to be? The speed limit in the Express Lanes will mirror those of the General Purpose Lanes. Many, many more questions will come up. You and others in your discipline will be part of the team to create many of the answers and craft partnerships to overcome obstacles. Training will cover those scenarios your Subject Matter Experts bring to the table. 64
Important Numbers/Websites for more info For general information and construction updates. Real time access to traffic information and cameras, alerts, information on planned closures, etc The 511 Georgia app available in the AppStore or Android Play Store.
