1 Phone: Fax: October Annual News, Report & Election Ballot More Road Use Than Ever Unfortunately, It s Time for More Signage This year many new driveways, houspads and homes sprouted up all around Fern Forest. This means more residential traffic on all of the roads. This community could use more STOP signs & street name signs, as several residents have pointed out. The FFCA Board agrees, and is asking for volunteers to help install posts to mount them on. Feel free to install a post and request a sign in your part of the neighborhood. For street names, you can donate $50 and request which intersection/street name you d like to see done. An additional $50 would pay for a post. If your intersection doesn t have or get a stop sign soon, you ll need it. ATV s: All terrain vehicles have been heard and seen all over Fern Forest roads this year. Fast moving atv s cause potholes and accelerated road damage. They also make our roads dangerous for pedestrians. Police have responded to calls regarding fast moving atv s and dirt bikes. FFCA does not condone ATV use on Fern Forest roads, and asks for everyone s cooperation. Thank you. Vandalism: Road signs & markings attracted vandals for some reason, this year. A few signs were run over and some were stolen, reflective dots have gone missing from the center lines on the main roads. Some of this has been repaired by busy people who have better things to do, who are dedicated to having safe roads. Thank you volunteers who install, maintain and replace signs & dots as necessary. Mahalo. Junk Yards & Abandoned Vehicles are addressed by the County. FFCA has no authority to enforce laws. If you know of an abandoned vehicle you want removed, call County Police Dispatch to report it. You may report it to FFCA, but no action will be taken. If you do report one to FFCA, please follow up with a report when it is removed. FFCA greatly appreciates the County for removing about a half dozen recently abandoned vehicles from Fern Forest roads in Additionally, the County is getting tough on junkyards. Apparently, storing more than a dozen vehicles on your Fern Forest property is against County code, whether or not they re in working order. It is inappropriate use of agricultural land, enforceable by a fine of $100 per day. Reportedly, the County planning department has imposed this fine on at least one Fern Forest property this year. FFCA Business Report - October 01, 2006 Admin costs, regular gravel & road maintenance continued as usual through Additionally, FFCA-2006 budgeted for three road improvement projects (additional paving) and the construction of a small, hollow tile (cement block) storage shed for archiving records. That has been determined an overly optimistic estimate of this year s budget, and the storage building is postponed. Another unforseen impact on road work this year was the continued rising cost and temporary shortage of paving materials. The quote for this year s paving plan is nearly double per foot over last years cost. It is $40K over budget. The board voted to borrow from the bank to finish paving plans on the main roads, and to pay the loan back in Having this liability at the end of the year protects FFCA from an income tax. Paving Captain s Drive and Kahauale`a to the last intersecting streets was planned many years ago. $30K Leila project: A new, first-time-ever, budget line item was set aside for a side-road paving project. Selecting this site was done simply by realizing the amount of residents that drive this section of road, compared with all other roads. No formal survey was done, but it is obvious to anyone who is familiar with Fern Forest traffic and local population densities, that this road gets used more than any other. Adjoining Leila are three populated side roads, and Bottom Road, Ala Naualani. The intersection of Leila with Captain s Drive is heavily used, and requires regular maintenance. Potholes reemerge frequently. Speeding traffic occurs here too, throwing gravel out of the holes soon after it s been placed. Making Leila better, at least a little bit, will help emergency vehicles move quickly towards an emergency. This is the concern board members hear the most. Emergency vehicles won t go, or take too long to arrive, on our roads. $3, additional donations were collected, and the overall feeling was 2 lanes are better than one. There are no other plans new or old, for any other paving.

4 Facts: There are 2,584 parcels on 44 (point-something) miles of private road in Fern Forest. For these, there are a total of 1,957 property owners (several multi-parcel property owners). Here are roads maintenance account / delinquent account details through October. 174 Active Liens 21 Liens Filed (2006) 93 Liens Due: 1998 (1), 2000 (1), 2001 (18), 2002 (34), 2003 (14), 2004 (25) 21 Liens Released (2006) 14 Lien Releases Due/Filed, not yet recorded 65 Properties transferred (through escrow this year) 53 Properties in escrow (25) in 2006 (28) from 2005 Election, Proposed Bylaws Revision, Optional Survey For 2007, the Board would like to have seven (or more?) board members. This year it has been difficult to make a quorum at meetings, and most of the monthly meetings became Executive Committee meetings in order to keep ordering gravel and to take action on necessary decisions. There are four carry over board members from 2006 that will complete their terms at the end of Carry-over board members for the term are: Penny Blair (end 2 nd term), Joseph Kamanu (end 1 st term), Wendell Kaleimamahu (end 1 st term), Mark Royer (end 2 nd term). Two persons volunteered to be candidates. You may vote for both, one or neither of them. You may also volunteer to be an alternate by writing your own name in and coming to monthly meetings. Also please remember to vote on the Bylaws revision and complete the optional survey if you would like to. Thank you.
