Call to Order/Introductions Chair Buehler II. Approval of June 18, 2013 Meeting Minutes (Attachment A) Action requested: Approval of minutes III. Illinois Bike Safety Quiz (Attachment B) Ed Barsotti from the League of Illinois Bicyclists will present The free, first-of-its-kind website teaches users key safety techniques and relevant Illinois state laws in an interactive quiz-based format for various audiences: Adult Bicyclists, Motorists and Child Bicyclists. Action Requested: Informational IV. Des Plaines River Corridor Plan Update The consultant team has begun the initial public outreach to the Steering Committee with an online survey and interactive mapping tool (smap). Staff will provide an update on the planning project, the upcoming schedule and provide a demonstration of the smap website. Action Requested: Informational V. FFY Congestion Mitigation and Air Quality (CMAQ) Program Update (Attachment C) On August 2, the Chicago Metropolitan Agency for Planning (CMAP) released the draft FFY CMAQ program for public comment. Staff has drafted the attached public comment letter for the committee s consideration. Call to Order/Introductions Chair Buehler called the meeting to order at 10:40 a.m. and asked those present for introductions. II. III. Approval of the June 18, 2013 Meeting Minutes On a motion made by Mr. Spila, seconded by Mr. Kramer, the committee voted unanimously to approve the meeting minutes. Des Plaines River Corridor Plan Update Mr. Walczak reported that the NWMC and consultant team held the first Steering Committee meeting for the Des Plaines River Corridor Plan in late June. He outlined the goals and objectives that the Steering Committee discussed and recommended. He said that the consultant team is working on the existing conditions report and preparing the outreach vehicles. He informed the committee that there will be a project website, online survey and interactive mapping tool used to gather community and public input.
4 Attachment A Mr. Jennings asked about the smap tool. Mr. Walczak provided an overview of how the mapping tool will be used. Mr. Peebles noted that coordination with Lake County was discussed and makes a lot of sense. IV. FFY Congestion Mitigation and Air Quality (CMAQ) Program Update Mr. Staron reported that the CMAQ Project Selection Committee reviewed and recommended the staff proposed CMAQ program to the CMAP Transportation Committee. He said that five out of the eleven recommended bicycle facility projects are NWMC projects. He reported that these projects total just under $2 million in CMAQ funding. He said that another nearly $85 million is recommended for projects in the conference area. He said that the Skokie Valley Trail was not included in the proposed program. He noted that the project s air quality benefits ranked lower than all of the recommended projects. The committee discussed the possibility of public comment. Mr. Staron said that the only thing that might warrant a comment is the size of the program. He explained that CMAP staff could have potentially programmed more projects based on projected funding availability through FFY Mr. Jennings asked about the Milwaukee Ave. ART project. Mr. Staron responded that Pace is pursuing an Arterial Rapid Transit model for the Milwaukee corridor that will include enhanced stops, transit signal priority and other enhancements. Chair Buehler and the committee discussed public comment for the Skokie Valley Trail and options for the project moving forward. Chair Buehler noted that ITEP is the next likely source for potential funding. V. Illinois Bike Transportation Plan Mr. Staron reported that IDOT held a public meeting on July 9 to outline the progress on the state bike plan and solicit input from transportation professionals and the general public. He said that the consultant team is reviewing IDOT policies and comparing them to best practices and other states. He reported that the consultant team is looking at how well IDOT is incorporating the state s Complete Streets legislation in planning and engineering. He reported that there is an online survey currently live and that IDOT is hoping to wrap up the plan by the end of this year. VI. VII. Illinois Transportation Enhancement Program (ITEP)/Transportation Alternatives Program (TAP) Mr. Walczak reminded the committee that the online application for the 2013 Illinois Transportation Enhancement Program (ITEP) is open. He reported that the deadline for applications is Tuesday, August 20. Mr. Walczak further reported that CMAP will be opening a call for projects for the new Transportation Alternatives Program (TAP) later this week. He said that the $17.5 million program will be limited to bicycle and pedestrian projects in the sevencounty CMAP region. He noted that CMAP will be stressing project readiness, since a final Project Development Report must submitted to IDOT this fall for a project to be considered for TAP funds. He said that all bicycle and pedestrian projects that applied for CMAQ funding will automatically be considered for TAP funding without having to file a separate application. He reported that the anticipated deadline for TAP applications will also be Tuesday, August 20. Local Project Updates Ms. Monroe reported that construction in underway on the Hassell Rd. road diet, which will install bike lanes as part of the -Elgin Bikeway (Golf Rd. Corridor). He said that engineering is underway for the underpass along the CN tracks under I-90. Ms. Webb asked
5 Attachment A about a new ADA standard being used by IDOT. The committee discussed the pending PROWAG standards and directed staff to look into this issue. Mr. Walczak reported that Schaumburg is pursuing a crossing of I-90 at Roselle Rd., which should be constructed in 2015 or VIII. IX. Next Meeting Chair Buehler reported that the next meeting will be on August 20. Adjournment Chair Buehler adjourned the meeting.

Wacker Dr., Suite 800 Chicago IL To Whom It May Concern: On behalf of the Northwest Municipal Conference (NWMC), I am writing to comment on the proposed Congestion Mitigation and Air Quality (CMAQ) FFY Program. The NWMC is a council of governments serving the north and northwest suburbs of Chicago, with a membership of forty-two municipalities and one township, representing over 1.3 million Illinois residents. The NWMC would encourage CMAP to consider programming additional projects into the multi-year program. As discussed at the CMAQ Project Selection Committee, the total proposed program leaves un-programmed funding for anticipated cost increases and future calls for projects. Given the history of delayed CMAQ projects, the region s unobligated balance and unfunded regional priority projects like the Skokie Valley Trail, the NWMC recommends that CMAP consider programming additional projects in the FFY program.
