4 PERUTUSAN DATO` MENTERI BESAR SELANGOR Assalamualaikum Warahmatullahi Wabarakatuh. Salam Sejahtera Syukur Alhamdulillah, dengan izin-nya, Kerajaan Negeri Selangor melalui Majlis Sukan Negeri Selangor berjaya menganjurkan Kejohanan Berbasikal Tour de Selangor 2017 sebagai satu usaha dalam memartabatkan sukan berbasikal Negeri Selangor. Penganjuran kejohanan seumpama ini menjadi satu platform sukan pelancongan dengan mempromosi lokasi dan produk pelancongan tempatan dengan penglibatan secara langsung pasukan, pegawai serta media tempatan dan antarabangsa. Di kesempatan ini saya ingin merakamkan ucapan terima kasih kepada pihak Majlis Sukan Negeri Selangor kerana memberikan saya peluang untuk mencoretkan sepatah dua kata dalam ruangan ini. Syabas diucapkan kepada Majlis Sukan Negeri Selangor yang sentiasa bekerjasama dengan Persatuan Berbasikal Negeri Selangor bersama berganding bahu dan sentiasa KOMited dalam menyediakan kemudahan dan kepakaran teknikal dalam usaha membangunkan sukan berbasikal di Negeri Selangor ke tahap yang lebih maju dan membanggakan. Kerajaan Negeri Selangor sedia menyokong dan memastikan kemudahan yang terbaik dapat disediakan kepada para atlet berbasikal agar mereka berpeluang menjalani latihan yang sistematik dan berterusan. Pada penganjuran kejohanan yang berprestij ini, saya juga mengucapkan tahniah dan syabas kepada pemenang di atas kecemerlangan dan kejayaan yang dicapai. Kepada mereka yang tidak berjaya, diharapkan anda tidak menyerah kalah dan semoga segala usaha yang ditunjukkan akan membuahkan hasil pada masa akan datang. 5 PERUTUSAN PENGERUSI JAWATANKUASA TETAP PEMBANGUNAN GENERASI MUDA & SUKAN, KEBUDAYAAN DAN PEMBANGUNAN USAHAWAN Assalamualaikum Warahmatullahi Wabarakatuh dan Salam Sejahtera. Saya memanjatkan setinggi rasa syukur ke hadrat Allah S.W.T kerana dengan limpah kurnia serta izin-nya, kita semua berpeluang menyaksikan penganjuran Kejohanan Berbasikal Tour de Selangor 2017 yang cukup berprestij. Ingin saya ucapkan ribuan terima kasih di atas kesempatan dan ruangan yang diberikan untuk saya mencoretkan sepatah dua kata. Kerajaan Negeri Selangor sentiasa bersedia menyediakan kemudahan dan prasarana dalam usaha membantu membangunkan sukan berbasikal di Negeri Selangor. Di samping itu, Majlis Sukan Negeri Selangor juga sentiasa berusaha memperbaiki dan meningkatkan keberkesanan sistem pengurusan dalam melahirkan atlet-atlet dan pegawai sukan yang berkualiti dan berdaya saing. Kejohanan Tour de Selangor 2017 merupakan platform terbaik bagi pembangunan sukan berbasikal Malaysia kerana ia menjadi pentas bagi pasukan-pasukan negeri dan kelab untuk memberi cabaran kepada pasukan-pasukan nasional dan kontinental jemputan sekali gus memberi peluang kepada para atlet untuk mengharumkan nama Selangor di persada sukan tanah air dan antarabangsa. Dengan penganjuran kejohanan ini, pendedahan dan pengalaman dapat diberikan kepada golongan belia yang terlibat secara langsung. Semoga dengan usahasama yang baik di antara semua pihak terutama Kerajaan Negeri secara am-nya, dan Majlis Sukan Negeri Selangor secara khusus-nya, Negeri Selangor akan dapat melahirkan generasi atlet dan tokoh sukan berbasikal yang KOMited dan berdaya saing pada masa akan datang. Harapan saya semoga usaha dan matlamat utama kita untuk meletakkan Selangor di dalam kalendar UCI ASIA TOUR, seiring dengan siri jelajah lumba basikal berprestij lain telah berhasil dengan jayanya. It will be held from 17 th October st October Article 2 Type of event The event is open to athletes of the Men Elite and Men Under-23 Category. The event is listed on the UCI Asian Tour calendar and is registered as a class 2.2 event. 83 Specific Regulations special instruction STAGE 1st 2nd 3rd WINNERs *Wearing the race leader s jersey : 1 points per stage Article 3 Participation As article of the UCI regulations, the event is open to the following teams: UCI Professional Continental Teams, UCI Continental Teams, National Teams, and Regional and Club teams. As per article of the UCI regulations, teams will be represented by 6 riders together with 2 officials. As per article of UCI Regulations, National, Regional and Club teams and their respective riders may not start in competitions abroad unless they hold authorization in writing issue by their federation (except teams and riders from the same federation as the event organiser). This authorization must carry the dates of validity and the names of the riders concerned. The rider from the club must hold the valid license that stated the club names on the licenses. The provisions in this article shall not apply to riders covered by the provisions of article All participating teams must have insurance coverage for all their team members during the period of the race, the organiser will be responsible only for the first aid and/or transit to the nearby hospital in case of any accident or health problems, the medical expenses outside those mentioned should be borne by teams or federations concerned. Article 4 License and Jersey Control and Team Managers Meeting Team representatives are instructed to confirm their starters and collect their race number between 1300hrs to 1430hrs on 16th October 2017, Monday, at License and Jersey Control to be held at Patio 7, Hotel Concorde, Shah Alam, Selangor. The team Managers meeting, will be organised in accordance with article of the UCI regulations, in the presence of the Members of the Commissaries Panel, is scheduled from 1500hrs to 1600hrs on 16th October 2017, Monday at Patio 7, Hotel Concorde, Shah Alam, Selangor. Article 5 Radio-tour Race information shall be broadcast on the Radio Tour Channel, the frequency of which shall and will be notified during Teams Manager Meeting. Article 6 Neutral technical support Tour De Selangor 2017 Neutral Service will be provided by Jamie Bike Centre Team and will comprise of three cars which shall carry nine (9) 11-speed spare wheels and six (6) Spare Bicycles. Article 7 Race incidents occurring in the last 3 kilometres In the case of a duly noted fall, puncture or mechanical incident in the last three kilometres, the rider(s) involved shall be credited with the time of the rider(s) in whose company they were riding at the moment of the incident. His or their placing shall be determined by the order in which he or they actually cross the finishing line. 077

84 special instruction Specific Regulations If, as the result of a fall in the last three kilometres, a rider cannot cross the finish line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the incident. Article 8 Finishing time limits Taking into account the characteristics of each stage, the finishing time limit is 12% for every stage. A rider dropping out of the race may not compete in the remaining stage. Article 9 Feeding Due to climatic conditions prevailing in Malaysia, feeding from the team cars shall be permitted after 30km until 10km before the finish behind the car of the President Commissaire or as otherwise indicated by the Commissaire. Article 10 Time Bonuses Time bonuses (applied only to the general individual classification) are awarded in every stage. Time Bonuses for the stage finishes and intermediate sprints are awarded as follows: 1st 2nd 3rd STAGE FINISH DAILY INDIVIDUAL STAGE DAILY INTERMEDIATE SPRINT Article 11 General Individual Time Classification The general individual time classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration, in accordance with article of the UCI regulations. Where two or more riders make the same time in the general individual time placings the placings obtained in each stage shall be added, and as a last resort, the place obtained in the last stage ridden shall be taken into consideration. The leader of the general individual time classification will wear the YELLOW jersey. Article 12 Points Classification A Point classification is established by adding together the points obtained in each stage finish, as well as the intermediate sprints in accordance with article of the UCI regulations. 078

85 Specific Regulations special instruction Points for the intermediate sprints in each stage will be awarded as follows: 1st 2nd 3rd 4th INTERMEDIATE SPRINT Points at the finish of each will be awarded, EXCEPT for Stage 1 KOM Summit Finish as follows: 1st 2nd 3rd 4th 5th 6th 7th 8th 9th 10th STAGE FINISH The leader of the general individual point s classification will wear the BLUE jersey. In the event of a tie in the general individual point s classification, the following criteria shall be applied in order until the riders are separated: 1. The number of stage wins; 2. The number of wins in intermediate sprints; 3. The general individual time classification. Article 13 KOM Classification The KOM classification is established by adding together the points obtained in each KOM classification in accordance with article of the UCI regulations. Points for the KOM classification will be awarded as follows: CATEGORY OF CLIMBING 1st 2nd 3rd 4th 5th 6th 7th 8th 9th 10th CATOGERY CATEGORY The leader of the KOM classification will wear the RED jersey. In the event of a tie in the KOM classification, the following criteria shall be applied: 1. the number of first places in the highest category climbs; 2. the number of first places on climbs in the next inferior category and so on; 3. the general individual time classification. Article 14 Best Young Rider classification The best Under 23 Rider classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration. Only Under-23riders may take part in the Best Under-23 rider classification. Where two or more riders make the same time in the general individual time placings the placings obtained in each stage shall be added, and as a last resort, the place obtained in the last stage ridden shall be taken into consideration. The leader of the classification will wear the WHITE jersey. Article 15 Team Classification In accordance with article of the UCI regulations, the daily team classification shall be calculated on the basis of the sum of the best three individual times from each team. In the event of a tie, the teams shall be separated by the sum of the places required by their top 3 riders on the stage. If the teams are still tied, they shall be separated by the placing of their best rider on the stage classification. 079

86 special instruction Specific Regulations The team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated: 1. The number of first places in the daily team classification; 2. The number of second places in the daily team classification; etc. 3. The placing of their best rider in the general individual classification by time. Any team reduced to fewer than three riders is eliminated from the general team classification. The Tie-break procedures for the classifications are as below: Article to is taken into consideration. Article 16 Prize Money A total of Malaysia Ringgit MYR 85, (MALAYSIAN RINGGIT: EIGHTY FIVE THOUSAND NINE HUNDRED SEVENTY THREE AND CENT FIFTY ONLY) will be awarded in prize money at the event. The prize money shall be paid via telegraphic transfer to the Team s designated account (WITHIN 90 DAYS AFTER THE LAST STAGE). The Team Manager is to submit details of the Bank Account and consent to the Organizer for this purpose. All prize money will be deducted 2% CADF, and 6% Government Tax (GST) Article 17 Anti-Doping The UCI Anti-Doping regulations are entirely applicable to the event. Riders and Teams Officials should check daily whether they are required for any daily anti-doping controls. A list of riders to be controlled will be posted next to finish line and outside the Doping Control Station the place and address of Anti-Doping room will be announced by UCI Doping Control Officer (DCO) during the Team Managers meeting. Article 18 Awards Ceremony In accordance with article of the UCI rules, the following riders must attend the official awards ceremony after each stage: 1 st, 2 nd and 3 rd finishers of each stage The leaders of the following secondary classifications: Individual General individual classification by time for Best Young Rider classification (WHITE JERSEY) Individual King of Mountain Classification (RED JERSEY) Individual General Classification by points (BLUE JERSEY) Individual General Individual classification by time (YELLOW JERSEY) The riders shall present themselves at the podium in a limit of maximum 15 minutes after crossing the finish line. In advance of the start of each stage (after 1st Stage), the previous day s stage winner and jersey wearers must appear in appropriate racing clothing for presentation to the public. 080

87 Specific Regulations special instruction Moreover, at the event finish, the following riders must also present themselves at the final awards ceremony; The top three (3) finishers of the stage 1 st, 2 nd, and 3 rd riders. The winners of the following secondary classifications: The General Individual Classification by Time. 1 st, 2 nd, and 3 rd riders. The General Points classification 1 st, 2 nd, and 3 rd riders. The General King of Mountain classification 1 st, 2 nd, and 3 rd riders. The General Individual classification by time for Best Under-23 Rider 1 st, 2 nd, and 3 rd riders. The General Team Classification 1 st, 2 nd, and 3 rd teams. Article 19 Penalties The UCI penalty scale is the only one applicable. Article 20 Cycling and the Environment The Organiser wishes to remind all parties involved in the race to be sensitive to environmental concerns. As over 70% of the Race Route will pass through Primary and Secondary forested areas, the environmental impact of the Race must be minimized. All teams are reminded to be respectful of places of worships i.e. mosque, temples etc. Proper conduct is strictly to be adhered and in no circumstances should any team member relieve and/or expose themselves at or around these places other than the designated areas. In accordance with article of the UCI regulations, there shall be strictly no littering at any Staging Area, Start / Finish venues, Feed Zones and throughout the Race Route. All litter is to be disposed in a responsible and hygienic manner after arriving to finish area. The organiser will establish Waste Zones 500m before the FEED ZONES START, 500m after the FEED ZONES FINISH and 500m before the last 10km to finish for all stages, as indicated in the daily race schedule. Please be reminded that causing damage to the flora and fauna is strictly prohibited. 081
