3 INTRODUCTION The purpose of this publication is to provide transportation analysts, planners and other researchers a ready reference for Annual Vehicle Miles of Travel (AVMT) used for a multitude of applications. AVMT is calculated by multiplying the Annual Average Daily Traffic (AADT) by the roadway segment length, and then multiplying this figure by 365 to produce segment AVMT. Segment AVMT for a route or other category is then summed to calculate a category total. The table of contents will provide the user an easy reference for the data summaries most commonly used, including County and Functional Classification totals. The AVMT data has been developed by the Nevada Department of Transportation, Roadway Systems Division in cooperation with the Nevada Department of Transportation, Traffic Information Division, the U.S. Department of Transportation and the Federal Highway Administration. It is based on the Highway Performance Monitoring System (HPMS) sample plan and is considered representative of all roadway functional classifications regardless of ownership. Traffic volume data was developed in accordance with Nevada s Traffic Monitoring System. Historically, some of the more important applications of AVMT data have been used in the formula utilized to distribute gasoline taxes to local governments and as the foundation of every cost allocation study developed at the Nevada Department of Transportation for the past 20 years. These studies provide the Nevada Legislature critical information when determining appropriate taxes and user fees relevant to highway transportation. Other important uses include, but are not limited to, the calculation of collision rates in conjunction with collision data, truck travel calculations, economic growth indicators, and as a check against tax reporting on diesel fuel consumption. 4 SUMMARY OF CHANGES FOR 2018 AVMT PUBLICATION (2017 HPMS DATA) GEOSPATIAL DISCLAIMER There is a noticeable change in all Nevada counties due to a more complete and accurate geospatial representation of the routes in our Highway Performance Monitoring System (HPMS). In the past, Roadway Systems has done its best to reconcile the Annual Vehicle Miles of Travel (AVMT) calculations with the State Maintained Highways of Nevada, Descriptions and Maps (aka Description Index). However, the HPMS calculations are based on a linear referencing system (LRS) and the Description Index is a representation of Engineer Stationing. Therefore, a reconciliation between the two is not possible at this time. Our future goal is to reconcile the Description Index with our LRS while maintaining the route records (based on plan sets) separately in the Milepost Index. IMPORTANT CHANGE: The federal agencies mentioned on page 22 do not report their mileage geospatially by county to the Nevada Department of Transportation (NDOT). In the past, the federal mileage was included within the local functionally-classed rural mileage. Because NDOT cannot spatially locate these federal miles, we cannot accurately report AVMT on them and they have been separated from the state AVMT totals and mileage.
