1 FEBRUARY 2009 EXECUTIVE COMMITTEE ANNOUNCE COACHING STAFFS FOR THE 2009 ALL-STAR GAMES Ellis Scooter Register Doug Loughridge Jo Beth Mathis Rose Cheek Bentonville, Scott Reed of El Dorado, Clint Ashcraft of Siloam Springs, Chris Vereen of De Queen, Jeff Starks of Bigelow and Greg Kendrick of Charleston. The president of the Arkansas High School Coaches Association, David Carpenter of Junction City, announced the names of the head coaches and staffs for the 2009 Arkansas High School Coaches Association All-Star Football and Volleyball games, along with the staffs of the Cheer and Dance squads. The news conference was held at the Arkansas Activities Association office. This summer s games will mark the 54th year of All-Star competition for football and basketball and the 8th year of competition for volleyball. It is the first year for staff selection for cheer and dance. Tyson will be one of the co-named sponsors of the All-Star Games. State Farm Insurance is the sponsor of awards. Head coach for the Football squad is Ellis Scooter Register of Little Rock Catholic. Coach Register will be assisted by Randy Coleman of Jonesboro, Russell Smith of Helena Central, Jeff Jones of Lonoke, Greg Smith of Prescott, Tim Harper of Des Arc and David Estes of Little Rock Catholic. Head coach for the Football squad is Doug Loughridge of Charleston. Coach Loughridge will be assisted by Barry Lunney of State Farm Insurance is the sponsor of AAA championship awards. The 2009 All-Star Football game will be held on Friday, June 26, at Reynolds Razorback Stadium on the University of Arkansas campus in Fayetteville. Kick off is set for 7:00 p.m. Head coach for the Volleyball squad is Jo Beth Mathis of Jonesboro. Coach Mathis will be assisted by Doug Maxwell of Bryant, Margie McGee of Valley View and Crystal Bradley of Cave City. Head coach for the Volleyball squad is Rose Cheek of Siloam Springs. Coach Cheek will be assisted by Karen Smith of Lake Hamilton, Heather Clark of Mena and Tina Moore of Fountain Lake. The 2009 All-Star Volleyball game will be held on Wednesday, June 24, at Barnhill Arena on the University of Arkansas campus in Fayetteville starting at 7:00 p.m. John Pipkins of Mayflower will serve as the first head coach of the All-Star Cheer squad. 2 Fairview s Guess Named Superintendent of the Year Dr. Jerry Guess, superintendent of the Camden Fairview Public Schools, has been chosen as Arkansas Superintendent of the Year for The selection of Guess was announced Tuesday, December 16, at a meeting of the board of directors for the school district. The economy in south Arkansas was in shambles before the collapse of the national financial system, said Guess. We suffer even more now, and the economic strain on families makes our job in education more difficult. The award, presented annually by the Arkansas Association of School Administrators, recognizes chief school administrators who exemplify excellence and achievement in educational leadership. In presenting the award AAEA Executive Director Dr. Tom Kimbrell said, Dr. Guess is an outstanding educator and is greatly respected and admired by everyone. This recognition is one way to acknowledge his dedication, hard work and quality service to public education in Arkansas. In his years as an educator, Guess has been a classroom teacher, principal, assistant superintendent and has served as superintendent since Those who know him say his endless energy, enthusiasm, broad interests, academic abilities, administrative astuteness, natural leadership and superior people skills make him the engine that moves the Camden Fairview School District and the community. Serving as educational leader of a district with a vast percentage of economically disadvantaged students is a formidable task. 3 - Executive Committees Selects Twelve Honorees for 2009 Hall of Fame The Executive Committees for the Arkansas High School Coaches Association and the Arkansas Officials Association have selected 13 honorees to be installed in the Hall of Fame. The Hall membership now stands at 174. 4 The Mandy Coats Memorial Scholarship was established in 2004 and first awarded in 2005 to memorialize Nancy Amanda Coats. Born on November 14, 1977, in Pine Bluff, she was the daughter of Jimmy and Sandy Coats. After graduation from White Hall High School in 1996, Mandy attended the University of Arkansas at Monticello until her diagnosis with Batten s Disease. At the age of 26, Mandy joined her Lord on May 23, She was an active member of First Baptist Church in White Hall. Mandy s life was a constant testimony. She was a friend to all, because she accepted everyone around her without bias or prejudice. Her selfless display of love and energy, even when she had little energy herself, taught the true meaning of compassion. This pronounced concern for the well-being of others, in spite of failing health, defined Mandy. She shared her love for Jesus routinely and unashamedly how much she adored Him, how much He loved her, and toward the end of her life how ready she was to see Him. This scholarship was established to enable Mandy s spirit to live beyond her lifetime. Her greatest desire upon entering college was to grow intellectually so that she could help those around her. This scholarship will allow deserving students to achieve the opportunities that Mandy cherished but was never able to enjoy. The Scholarship Committee will review all applications with a tremendous amount of thought and prayer. Additionally, the Board may require an interview as part of the final selection process. Offering the opportunity to pursue higher education to ultimately change the lives of others keeps Mandy s memory alive. All applicants for a scholarship must meet the following requirements: Must be an Arkansas high school senior who is applying for a college scholarship for the freshman year; Must be an active member of a church and/or other Christian organization; Must plan to attend an accredited college or university on a fulltime basis; Must be of high moral character, exhibit a strong work ethic, and be intellectually qualified for the desired pursuit; Must have and maintain a grade point average of 2.0 or better (scholarship awards will be forfeited if the student s GPA falls below 2.0); Must be willing to accept a scholarship as a gift from God and be willing to later help others as a result. Mandy Coats Memorial Scholarship PROCEDURE: 1. Print three pages (this page, the application form, and the reference form). 2. Complete and sign the application form and return by APRIL 1 to the address shown. Also on a separate sheet, please answer the following questions: a. Why are you applying for this scholarship? b. How do your educational desires fit into your life s plan? c. List any honors, achievements, and/or awards from your church, school, or community. d. Describe your work experience if applicable. e. Describe the happiest moment of your life. f. Describe your most difficult life experience. How did you endure or overcome it? g. Feel free to share any other information that would be helpful to the Scholarship Committee in understanding your situation. 3. Send TWO copies of the reference form to individuals who are not related to you. One of these individuals should be a minister at your church or sponsor of your Christian organization. The other reference can be a friend, employer, or neighbor who would know your character or work ethic. Ask them to complete and mail directly to the address shown. 7 Coaches Now Allowed to Stand During Play in Volleyball considered legal contact with the ball. "In years past, the ball was only able to hit a player from the waist up in order to remain in play, but to reward great plays and provide more excitement for players and fans, a legal contact is now acknowledged as a touch of the ball by any part of the player's body," Oakes said. Two changes were made to Rule 5 regarding the deciding set and the second referee's responsibilities. In Rule 5-3-4d, captains will be called out before the deciding set for the coin toss by the first referee and teams will then be released to their benches. By allowing players to go to their bench rather than the end line during a coin toss, coaches will be able to more efficiently provide instructions and ensure players are ready to take the court for the final set. In a change to Rule 5-4-3b New 10, the second referee has the responsibility to manage illegal libero replacements. INDIANAPOLIS, IN One of several new rules changes adopted by the National Federation of State High School Associations (NFHS) Volleyball Rules Committee will permit head coaches to stand during play. The changes, which were subsequently approved by the NFHS Board of Directors, will take effect with the season. With volleyball becoming a growing spectator sport, resulting in more noise from crowds, this change to Rules and will allow coaches better communication with their players. "Previously, head coaches were only permitted to stand during a dead ball or time-out. As of the season, coaches may stand in the replacement zone during play," said Becky Oakes, NFHS assistant director and liaison to the Volleyball Rules Committee. With the head coach gaining the privilege to stand during play, Rule was revised to clarify when it is appropriate for an assistant coach to stand and the actions he/she may perform. In another effort to keep up with the growing popularity of the sport and crowd interaction, Rule was amended to address the color(s) of an official game ball. The current rule requires a solid white ball for competition. Beginning with the season, teams will now be given the option of using a colored-panel ball. The new ball cannot have more than three colors, one-third of which must be white. Each panel must be a solid color. "This rule is fairly well-received by both players and coaches," Oakes said, "and will help fans track the ball better, while also adding excitement to the game. Putting this rule into effect during the season will not force schools to adjust their budgets for the upcoming season, and will give the manufacturers time to prepare for placement of the NFHS Authenticating Mark and anticipated demand." To keep up with the fast pace of the game and provide more exciting rallies, Rule will now allow any part of the body to be 7 Rule , the procedure of substituting in and out of the set, will be changed next year. If more than one substitution is occurring, the substitutions shall be made in succession. Only one substitute shall be in the substitution zone at a time, while the second pair waits outside of the zone. "By having the first substitute ready in the substitution zone, it will help the scorer record who is coming in and out of the game. The second player will be up and ready, but will not be permitted into the substitution zone until the other players have been released," Oakes said. With a change in Rule 4-1-5, unadorned bobby pins, no longer than 2 inches in length, may be worn to control a player's hair. "Consistently in the past, hair devices had to be made of soft material to be permitted," Oakes said. "With the high request for bobby pins as a means of controlling longer hair, along with the unlikely event they would cause an accident, they will now be allowed." The Volleyball Rules Committee also identified editorial changes and points of emphasis for the upcoming season. The four points of emphasis identified for the season include the head coach standing, match officials' responsibilities, ball handling and the libero uniform. "The main editorial change for the upcoming season is Rule ,3, which changes the term 'game' to 'set.' This updates and reflects the current terminology of the sport and replaces all references in the rules to set," Oakes said. Volleyball is the third-most popular sport for girls at the high school level, according to the NFHS Athletics Participation Survey, with 397,968 participants nationwide. The sport also ranks third in school sponsorship with 15,009 schools sponsoring the sport. In addition, 46,780 boys participate in volleyball at 2,006 schools.
