4 INTRODUCTION It is my pleasure to once again introduce the 2011 Handbook, having been re-elected as league secretary at the AGM earlier this year. Our league continues to thrive and, we expect, it will continue to do so well into the future. The signs remain good. However, as always, this can only happen, if people make it happen. We are continuing to build up a good number of people, who are willing and able to help to make the league function. It is always good to see new people coming forward. The more there are of us, the easier it will be for us all, so please think about helping out: don t just wait until the next time that we are asking for greater involvement. Last season was very successful, with better weather, and a good and willing spirit, all competitions were completed, and a great deal of excellent cricket was played. Many thanks to you all, and congratulations to everyone who took part. We have structured our leagues this year, so as to further enhance the likelihood of successful completion, by attempting to reduce fixture congestion and overload for the young players, for whom we are responsible. This may mean fewer fixtures for some, but hopefully there will be an overall benefit. Please let us know what you think, as the season progresses. What we also need is continued commitment from all clubs in helping our community to function better, for the benefit of us all. Please read the rules again, to refresh your memory. Each year we have a few sensitive matters with which to contend, Last year, we had some issues regarding player eligibility. To help with this, a new rule was passed at this year s, with a large majority, which states: No player shall play for more than one club in the competitions managed by the Nottingham Youth Cricket League, irrespective of whether the relevant teams are in different leagues or in different age divisions.. There is an exception for girls in certain circumstances. Please read Rule 17 of the main rules. Another recurring issue is the belief that there is no LBW rule in pairs cricket. There is. We advise that you use your judgement in its application but our rules have been amended so that they clearly state that: All games shall be played in accordance with the official Laws of Cricket, including the LBW rule, appropriately interpreted, except to the extent they are varied as follows:, which we hope will avoid any onfield issues. Please note that we now expect all clubs to use the play-cricket web site for result submission. It is not yet a condition of league membership but we expect that it will become so before too long. 33 LEAGUE RULES and PLAYING REGULATIONS

34 LEAGUE RULES 1. Name. This League shall be called the Nottingham Youth Cricket League and shall consist of as many clubs as shall be decided annually by the Management Committee. 2. Object. To promote interest and competition in junior and youth cricket. 3. Meetings. The Annual General Meeting will normally be held in the month of January in each year. Other meetings shall be held as advised. Clubs who fail to attend meetings (as required by notification) shall be dealt with as the Management Committee thinks fit. 4. Management. The League shall be governed by a Management Committee, comprising of the Chairperson, General Secretary, Treasurer, Divisional Secretaries, and Youth Representative Team Managers. The Management Committee shall be vested with full powers of actions in matters affecting the League, and its decision will be final. All Officers will be elected at the General Meeting. Proposals for rule changes must be forwarded to the General Secretary, in writing, by 31st December. 5. Subscriptions. The annual subscription to the League and K.O Cups fees will be as determined at the Annual General Meeting. Subscriptions are to be paid on application to the League. Membership of the League shall become effective when subscriptions are paid in full. An application to the League, at any age division, will also be taken as an application to any League Cup competition taking place for that age group. [Please note that the u-13 and u-15 county/national cup competitions are run completely independently] 6. Teams. Each club may enter a single team in each age division, except in those competitions where pairs cricket is played, where a club may enter two teams, providing each team has a completely separate squad. 7. Finance / Custody of Assets. The Treasurer shall keep an account of all income and expenditure and shall submit accounts at the Annual General Meeting. The Banking Account(s) shall be in the name of the League and withdrawals made in the name of the League on the sole signature of the Treasurer, General Secretary or Chairman. Auditors shall be elected annually - they shall not be members of the elected Management Committee. 8. Dissolution. Should the League be dissolved all funds in hand after settlement of all debts shall be donated to the Nottinghamshire Cricket Board Youth Committee. All trophies of the League will be given to Nottinghamshire Cricket Board Youth Committee. 9. Any deficit of the league shall be born equally between member clubs at the date of the deficit. 10. Each club is responsible for its own insurance liability. 11. Within these rules, the term division means an entire age group within the overall Youth League structure; the term league applies to any league within an age division. 12. It is the responsibility of the manager of the winning team to enter and confirm the results at within three days of the match being played. In the event of a tied match, this becomes the responsibility of the home team 13. The Management Committee will arrange the initial fixture list for each season. If a fixture is rearranged and advised to the Divisional Secretary before 25th April then the new fixture date will be regarded as the original.

35 LEAGUE RULES (cont d) 14. Should a fixture rearranged after 25th April fail to be played for whatever reason, the team originally cancelling the fixture will forfeit the points, except when both teams confirm that the failure to play is for wholly weather-related reasons, in which case the points shall be shared. The relevant divisional secretary must be informed of all cancellations and rearrangements. 15. If a game is cancelled within 72 hours of its scheduled start, for reasons other than the weather, the match will be automatically forfeit by the team cancelling it, unless it is rearranged with the consent of the opposition. 16. A game in which a start is not possible or which is started but not completed, due to the weather, shall be rearranged, not necessarily played, within 7 days by mutual agreement. The relevant Divisional Secretary should be informed of any games cancelled and the rearranged date. All league fixtures must be played in good time, normally before 20th August, to allow arrangements to be put in place, if required, for the season s divisional finals. The relevant Divisional Secretary or, if necessary, the full Management Committee will decide all disputes. 17. Player Qualification. No player shall play for more than one club in the competitions managed by the Nottingham Youth Cricket League, irrespective of whether the relevant teams are in different leagues or in different age divisions. The only permitted exception to this rule is for girls who are members of clubs without a team in the NYCL Girls League. A breach of this rule may result in the deduction of points, or, in the case of cup competitions, disqualification. A permanent transfer is permitted mid-season, notified in writing and signed as agreed by both clubs and the NYCL Committee. 18. The England & Wales Cricket Board strongly recommends that all clubs with junior and youth members should appoint a Child Welfare Officer. Each club is responsible for ensuring that team managers, coaches and other volunteer helpers have undergone required CRB Checking. See the ECB publication Safe Hands Welfare of Young People in Cricket, October Close fielding. u-13 players - NO fielder, except the wicket keeper, shall be allowed to field closer than 11 yards, measured from the middle stump, except behind the wicket on the offside, until the batter has played at the ball. Should any fielder come within that distance the umpire MUST STOP the game immediately, and instruct the fielder to retreat to the required distance. u-15 players - NO fielder, except the wicket keeper, shall be allowed to field closer than 8 yards, measured from the middle stump, except behind the wicket on the offside, until the batter has played at the ball. Should any fielder come within that distance the umpire MUST STOP the game immediately, and instruct the fielder to retreat to the required distance. The Management Committee collectively and individually disclaim any responsibility, real or implied, for any act arising out of league activities. GIRLS LEAGUE The exact format to be played in a Girls League game may be determined by the managers of the particular teams participating in any game. However, the default rules that shall apply are those of the u-11 pairs league.

36 UNDER 10 & 11 PAIRS DIVISIONS PLAYING REGULATIONS All games shall be played in accordance with the official Laws of Cricket, including the LBW rule, except to the extent they are varied as follows:- 1. Under 11 Division - Players are to be under 11 years of age on the 31 st August prior to the current season. Under 10 Division - Players are to be under 10 years of age on the 31 st August prior to the current season. GIRLS - May play up to two years older than her counterparts at any age group. 2. Under 11 Division - The pitch shall be 20 yards in length. Under 10 Division - The pitch shall be 20 yards in length. 3. The ball shall weigh 4¾ ozs. 4. The stumps shall be 27 above the ground and 8 wide. 5. Each team shall comprise 8 players, except for the under 12 division where each team shall comprise 10 players. 6. Each game shall consist of one innings per side. 7. Each innings shall be of 16 overs duration, which may be reduced to 12 overs if weather intervenes. 8. The batting side shall be divided into pairs. Each pair shall bat for 4 overs (3 overs in a 12 over game); pairs shall change at the end of the 4 th, 8 th, and 12 th overs (in a 12 over game at the end of the 3 rd, 6 th and 9 th overs). 9. Batters shall have unlimited lives but each loss of a life shall result in 6 runs being deducted from the total. No batter who is out for any reason shall face the next ball. Batters shall change ends at the fall of each wicket except on the last ball of an over. 10. Each player on the fielding side must bowl at least one over, with the exception of the wicket keeper. No player shall bowl more than three overs. 11. Each team shall commence its innings with a score of 200 runs. 12. Wides and no balls: except in the final over, two runs shall be awarded for a wide or a no ball and no extra ball shall be bowled. In the final over the normal Laws of Cricket shall apply, a single run being awarded for a wide or no ball, and an extra ball bowled. Other runs scored from a wide or a no ball shall be determined according to the normal Laws of Cricket. 13. The winning team shall be the side scoring the higher number of runs, after deductions for the fall of wickets.

No fielder, except the wicket keeper, shall be allowed to field nearer than 11 yards measured from the middle stump, except behind the wicket on the offside. 16. In the event of the umpires being satisfied that a player is incapacitated their place may be taken by a reserve, who shall bat and / or bowl in their place. If no reserve is available another player shall bowl any over due to be bowled by the injured player without exceeding their quota. The captain of the fielding side shall choose one of the players in the first three pairs (u-10/u-11) to bat a second time in the last pair. 17. If two or more teams finish equal on points, the winner of the match between any such teams will be placed the higher, otherwise the team with the higher run ratio (net runs scored divided by net runs conceded) will be placed the higher. 18. It is the responsibility of the manager of the winning team to enter and confirm the results at within three days of the match being played. In the event of a tied match, this becomes the responsibility of the home team. 19. All batters must wear a helmet whilst batting. Wicketkeepers must wear a helmet when standing up to the stumps.
