36 THE SPIRIT OF CRICKET THE PREAMBLE THE SPIRIT OF CRICKET Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains. 1. There are two Laws which place the responsibility for the team s conduct firmly on the captain. Responsibility of Captains The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Player s Conduct In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player s captain, and instruct the latter to take action. 2. Fair and unfair play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required. 3. The umpires are authorised to intervene in cases of: Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair 4. The Spirit of the Game involves RESPECT for: Your opponents Your own captain and team The role of the umpires The game s traditional values 36

37 THE SPIRIT OF CRICKET 5. It is against the Spirit of the Game: To dispute an umpire s decision by word, action or gesture To direct abusive language towards an opponent or umpire To indulge in cheating or any sharp practice, for instance: a) to appeal knowing that the batsman is not out b) to advance towards an umpire in an aggressive manner when appealing c) to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one s own side 6. Violence There is no place for any act of violence on the field of play. 7. Players Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this.

41 ADMINISTRATION - GENERAL 1. ALCOHOL POLICY All under age Country Cricket Carnivals ie McDonald s Women s Under 15 and Under 18 Country Championships, Bradman Cup (Under 16) and Kookaburra Cup (Under 14) are alcohol free events. This means that alcohol is not to be consumed by adults during travel to and from matches, at matches, or in accommodation in front of under age players. Any infringement of this policy will be dealt with immediately by the Carnival Coordinator. As well, all teams must be aware of and comply with local authorities regulations which may prohibit the consumption of alcohol at any sporting ground. 2. APPOINTMENT OF UMPIRES The CCNSW Umpires Sub Committee will appoint Umpires to officiate at all Country Cricket NSW Carnivals and other selected matches. It is expected that all such Umpires will be full members of NSWCUSA and Cricket Australia Level 2 accredited, where possible. 3. BALLS Country Cricket NSW will supply Kookaburra brand cricket balls for all Country Cricket NSW programs. The balls may be red, or any other colour as determined at the discretion of the Country Committee of Management. 4. 42 ADMINISTRATION GENERAL Change of Bowling Type Where a bowler changes between medium pace (or faster) and spin/slow bowling during an innings- a) if the bowler begins with medium pace (or faster), the bowler is subject to the Playing Condition throughout the day; and b) if the bowler begins with spin/slow bowling and changes to medium pace(or faster), the Playing Condition applies from the time of the change, and all overs of spin/slow bowling bowled prior to the change shall not be taken into account in either the current spell or the innings limit 5. CLOTHING (COLOURED), EQUIPMENT, FOOTWEAR All teams participating in Country Cricket programs must wear predominantly white/cream clothing unless otherwise specified. Any partly coloured clothing must be approved prior to playing by Country Cricket NSW. Batting pads must be either white or cream. Club and sponsors logos may be displayed on the front of the playing shirts up to 100sq cm in area respectively or on the sleeves of the playing shirts. Players are only permitted to wear the cap of the Club/Association they are representing, or alternatively, a white cricket hat. Attention is drawn to the requirements of some ground authorities that do not permit the use of non-spiked footwear on turf wickets. Visiting teams are advised to contact Host Authorities to ascertain footwear restrictions. 6 CODE OF BEHAVIOUR The following guidelines outline the Code of Behaviour for players, umpires, parents and coaches involved in any Under age CCNSW Competitions. PLAYERS Play by the rules - and to the spirit of the rules. Cricket is a sport and should be played in a sportsmanlike manner. Never argue with an official. If you disagree, have your captain, coach or manager approach the official during a break or after the competition. Control your temper. Verbal abuse of officials or other players, deliberately distracting or provoking (sledging) an opponent is not acceptable or permitted in any sport. Abuse of equipment in displays of bad temper is not acceptable or permitted on or off the field. Be a good sport. Applaud all good play by your team or the opposition. Treat all players as you would like to be treated. Do not interfere with, bully or take unfair advantage of another player. Proper, approved cricket attire must be worn on the field of play at all times. The Captains are responsible at all times for ensuring that play is conducted within the spirit of the game as well as within the Laws. 42

43 UMPIRES ADMINISTRATION GENERAL Compliment and encourage all participants. Be consistent, objective and courteous when making decisions. Emphasise the spirit of the game rather than errors. Encourage and promote rule changes which will make participation more enjoyable. Be a good sport. Actions speak louder than words. Remember that you set an example. Your behaviour and comments should be positive and supportive. The Umpires are the sole judges of incidents considered to be contrary to this Code of Behaviour. In the event of a player failing to accept instructions of an Umpire, criticising his decisions by word or action, or showing dissent or generally behaving in a manner considered to be contrary to this Code of Behaviour, the Umpires concerned shall, in the first place report the matter to the other Umpire and to the Player's Captain requesting the latter to take action. The Umpire shall then report the incident as soon as possible to the Executive of the Player's team and to the CCNSW Management Committee who shall take any further action which is considered appropriate against the player concerned. PARENTS Remember that children play sports for their enjoyment, not yours. Encourage children to participate, do not force them. Focus on the child's efforts and performance rather than winning or losing. Encourage children to always participate according to the rules. Never ridicule or yell at a child for making a mistake or losing a game. Remember that children learn best by example. Applaud good play at all times. Support all efforts to remove verbal and physical abuse from sporting activities. Respect officials' decisions and teach children to do likewise. Show appreciation of volunteer coaches, officials and administrators. Without them, your child could not participate. COACHES Remember that children participate for pleasure and that winning is only part of the fun. Never ridicule or yell at a child for making a mistake. Teach your players to follow the rules. Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the players. Develop team respect for the ability of opponents and for the judgement officials and opposing coaches 43

PITCH COVERS POLICY The following conditions are set down for the use of covers. a) The cover shall be a minimum of 30 metres by 10 metres. b) The use of an underlay material shall be optional excepting that the use shall be the same in the period prior to each day of a match or carnival. c) That the cover must be laid by dusk on the evening of any day prior to a match day. d) That on any match-day the cover is to be removed at the discretion of the Curator or Ground Manager with regards to prevailing weather conditions. In good weather conditions the cover should be removed no later than 8:30am. The covers may be relaid on the morning of any playing day should weather conditions necessitate. e) That with the exceptions of Clauses (c) and (d) above at all other times the Curator be permitted to use the cover at his discretion in order to obtain the best possible conditions of play for each match-day. f) Covers shall be used for all representative matches. g) The Umpires shall assume sole control thirty minutes prior to the scheduled starting time for play and make all decisions regarding the use of covers after this time. h) After play has commenced the covers may be used as directed by the Umpires. Should the Umpires decide that the covers be used during the course of the match then it will be the responsibility of both competing teams to assist with any labour required. Until the scheduled time for the start of play the Host Authority shall be responsible for providing any labour necessary for the laying or removal of the cover. 8. DISPUTED SCORES AND DISPUTES In the event of a dispute as to the scores in any match, and notwithstanding the rights of the Umpires to act in accordance with the Laws of Cricket - Law 3.14 (Correctness of Scores) and Law 21.6 (Correctness of Results), the team manager shall, at the conclusion of the days' play, hand the scorebooks to the Match Referee. The Match Referee s decision shall be final and communicated to the Team managers, prior to the next round of matches. Where it is necessary for the Referee to resolve a dispute of any nature, the competition shall proceed in accordance with the Referee s decision. Team managers shall have a right of appeal. Any such appeal must be submitted to the Operations Manager Country Cricket in writing, providing full details of the dispute, the Referee s decision and the date it was received, within 72 hours of receiving the Referee s decision. The Operations Manager Country Cricket shall refer the appeal to the Judiciary/Protests and Disputes Sub-Committee of the Country Cricket NSW Committee of Management, who shall adjudicate at their discretion. 44

ELIGIBILITY For any player to be eligible to play in any Country Cricket NSW competition they must be registered with a Country Club or Association and have played at least 1 competition match within their respective Zone. Exemptions can be sought on application to the Country Committee of Management. For any age based competitions, the player in question must be under the prescribed age at midnight on 31st August of the cricket season in question. 10. LIGHTNING RULE Play shall cease immediately, in the event that a lightning flash is followed by thunder less than 40 seconds later. Play shall not resume until 30 minutes after the last lightning flash. Immediately following the suspension of play, persons may enter the field of play in order to lay pitch covers. However, no person may remain on, or enter, the field of play in the event a lighting flash is followed by thunder less than 30 seconds later, and shall remain off the field of play for the duration of the period that play is suspended under this playing condition. 10. MATCH REFEREE The CCNSW Committee of Management shall appoint a Referee for all Country Cricket NSW Carnivals. At the completion of play on each day of the respective Carnival the Referee will consider any reports lodged for alleged breaches of the NSWCA Code of Behaviour. The Referee may suspend the reported person/s for all or part of the remainder of the Carnival if in his/her opinion the nature of the alleged breach of the Code of Conduct contained in the report warrants such action. The Code of Conduct Commissioner will take into account any suspension imposed by the Referee when considering the report. For the Final of the Carnival the Referee will meet with the Umpires and Captains, prior to the commencement of the match, to secure uniform interpretation of these playing conditions, and to adjudicate, if necessary, should there be any dispute. The Referee will adjudicate on any dispute that may arise in the Final Match to determine the winner of the respective Carnival. In doing so the Referee shall consult with the Umpires concerned. The Referee s decision will be final and communicated to the teams involved as soon as possible. The Referee shall report details of all such disputes, including issues relating to disputed scores, and the Referee s rulings to the Operations Manager Country Cricket within 72 hours of the conclusion of the match concerned. Note: The following guidelines have been prepared to assist match referees in the performance of their duties: a) To ensure uniform interpretation of the playing conditions by holding (or being available to hold) pre-match meetings between captains, umpires and managers. b) To participate, in conjunction with the umpires, in calculating or recalculating, in accordance with the playing conditions, the reduced 45

46 ADMINISTRATION GENERAL number of overs to be bowled where commencement of play has been delayed, or play has been interrupted by weather or other conditions. c) To adjudicate with the umpires on any other matters which may arise which, under the laws of cricket and the playing conditions, are not the exclusive preserve of the umpires. 11. NET RUN RATE A team s net run rate is determined the following calculation: (runs scored divided by overs batted) less (runs against divided by overs bowled) If a side has been dismissed in less than the allocated overs, it will be considered to have batted for their maximum allocated overs. 12. OFFICIALS - NUMBER ALLOWED; RESPONSIBILITIES Each competing authority shall appoint a competent person as its manager, and shall be responsible for ensuring that adequate playing equipment is provided for its' team. As well they will be responsible for the conduct of their team for the duration of the Country Cricket event. Managers must ensure that they lead by example by setting high standards of personal conduct. A win at all costs attitude must not be encouraged. It is compulsory to travel with two officials per team. At younger age brackets ie Under 14, allowance is made for three team officials to travel with the team. 13. PARENTAL CONSENT It is strongly recommended that a form of registration be completed for any player who is playing above his normal age group, prior to his participation in this competition. Such forms shall be retained by the council/association/zone. 14. PLAYER CONDUCT a) Any person bound by the Code of Conduct shall not engage in disorderly or improper conduct or behaviour. b) A person who engages in disorderly or improper conduct or behaviour breaches this Code of Conduct. c) Disorderly or improper conduct or behaviour includes, but is not restricted to, a person: (i) (ii) (iii) (iv) Assaulting or attempting to assault, or abusing, either orally or physically, an umpire, player or spectator; Disputing, as distinct from questioning, an umpire s decision, or reacting in an obviously provocative manner towards an umpire; Using crude or abusive language, or hand signals or other gestures; Engaging in any form of conduct or behaviour detrimental to the spirit of the game or likely to bring the game into disrepute; or 46

47 (v) ADMINISTRATION GENERAL Refusing to supply that person s name and that person s address when required by another person who is lodging a report. d) The captain of a team shall ensure that the players (including the person acting as 12th man and any non playing member of the team) comply with the Code of Conduct. e) The captain of a team breaches the Code of Conduct if a player in that team engages in continuing disorderly or improper conduct or behaviour. f) Breaches of this Code of Conduct in rounds 1, 2, 3 and 4 of the SCG Country Cup and the McDonald s Country Plate and McDonald s Country Shield are to be referred to the judiciary of the association/club under which the player reported is registered to play. 16. PROTECTIVE EQUIPMENT (YOUTHS) Batsmen Any player aged under 16 years on 31st August prior to the cricket season in question must wear protective equipment at all times while batting. Such protective equipment is defined as a helmet with grille fitted, protector, leg-guards and batting Gloves. Fielder Any player aged under 16 years on 31st August prior to the cricket season in question must wear protective equipment at all times while fielding within 10 metres of the striker, except when fielding behind the wicket on the off-side. A youth wicket-keeper who is keeping over the stumps is required to wear a helmet with a fitted grill. Such protective equipment is defined as a helmet with grille fitted and protector. 17. RIGHTS OF COUNTRY COMMITTEE OF MANAGEMENT The CCNSW Country Committee of Management reserves the right to vary the following playing conditions and draw from time to time. The CCNSW Country Committee of Management shall have power to decide all questions arising out of the competition matches, not provided for in competition rules. 18. SIGHT SCREENS In matches where sight screens are available for use, it shall be the responsibility of the batting team to provide persons to move sight screens as required by the batsmen. In the event that this does not occur, the Umpire shall require play to continue without the sightscreen being moved. 19. SCORERS The management of each team must provide a non playing competent scorer for every match. This is not the responsibility of the Host Authority. A printed or handwritten score record will be available at all times during play. Any scorer wishing to score by computer shall prior to play, fully charge the computer s battery; during inclement weather, power the computer only by battery; at the end of every over, save all 47

48 ADMINISTRATION GENERAL records; during every scheduled interval, print a full score record; and at all times carry a spare ink cartridge, file storage device and scoresheets. 20. SELECTORS/SELECTIONS The Country Cricket NSW Selection panel shall comprise five selectors appointed by the NSW Country Committee of Management. The Chairman of Selectors shall be appointed by the NSW Country Committee of Management. A Selectors Roster shall be prepared for appointment of Selectors to the various Carnivals and fixtures associated with selection of NSW Country teams. 21. TEAM LISTS Before the toss for innings, the Captain shall nominate his players who may not thereafter be changed without the consent of the opposing Captain. Team lists so exchanged shall be handed to one official Umpire for his retention. 22. TRANSFER OF MATCHES (TURF TO SYNTHETIC) Where no play is possible due to wet weather in round 1 SCG Country Cup matches, rounds 1 and 2 McDonald s Country Plate and Country Shield and all rounds of the Bradman Cup, Kookaburra Cup, McDonald s Womens Under 15 and Under 18 Country Championships scheduled to be played on turf wickets, these matches may be transferred at the discretion of the host authority to synthetic wickets where such a facility is available. Visiting teams are to be advised by the host authority to this effect prior to the commencement of a Carnival and in the case of SCG Country Cup matches, McDonald s Country Plate and Country Shield matches the night prior to the match in order that they know rubber soled boots will be required. 48

49 McDONALD S COUNTRY CHAMPIONSHIPS and McDONALD S COUNTRY COLTS PLAYING CONDITIONS 2.1 Number of Overs 1 GENERAL PLAYING CONDITIONS Except as varied hereunder, Laws of Cricket 2000 Code (5th Edition 2013) will apply in all matches. 2 DURATION OF MATCHES AND COMPOSITION OF TEAMS All matches shall be of one day's scheduled duration. The matches will consist of one innings per side and each innings will be limited to 50 six-ball overs. A minimum of 20 overs per team shall constitute a match. Matches will normally be played during daylight hours. Day/Night matches may only be played with the prior approval of the CCNSW Committee of Management. 2.2 The Team A team shall consist of 12 players. Only 11 players are allowed on the field at any one time whilst the opposition team is batting. One player in each team shall not be permitted to bat. This player does not need to be nominated prior to the commencement of the match. Law 2.5 will apply except for three variations. a) Interchange of fieldsmen without restriction is permitted provided no playing time is wasted. b) If a fielder is absent for 8 minutes or longer of playing time, the player shall not be permitted to bowl until he has been on the field for at least the length of actual playing time for which he was absent. c) If a fielder is absent for 8 minutes or longer of playing time, the player shall not be permitted to bat, unless or until, in the aggregate, he has returned to the field and or his side s innings has been in progress for at least that length of actual playing time for which he has been absent or, if earlier, when his side has lost five wickets. 2.3 Player Eligibility To be considered for selection in a Zone side, the player must be registered with a team in that Zone and have played a competition match. Exemptions in writing can be sought to this playing condition. Players participating in the McDonald s Country Colts competition must be under the age of 19 at the 31 st August of the year in question. 3 EXCHANGE OF TEAM LISTS Before the toss for innings, the Captain shall nominate his players who may not thereafter be changed without the consent of the opposing Captain. Team lists so exchanged shall be handed to one official Umpire for his retention. 49

50 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS 4 HOURS OF PLAY AND INTERVALS 4.1 Hours of Play a) Day Matches 1st Session Innings Interval 2nd Session 10:00am to 1.30pm 1.30pm to 2:15pm 2:15pm to 5.45pm If the innings of the team batting first is completed when fewer than 30 minutes remain to the scheduled time for the innings interval, the interval shall take place immediately and the innings of the team batting second will commence correspondingly earlier. If the innings of the team batting first is completed 30 minutes or more prior to the scheduled innings interval, a 10 minute interval will occur and the team batting second will commence its innings and the interval will occur as scheduled. Country Cricket NSW reserves the right to amend the start and finish times of all matches. b) Day/Night Matches Where approved, Day/Night matches will consist of 2 sessions of play, each of 3 and a half hours duration, with intervals equal to those set for day matches. Actual playing times shall be approved by the CCNSW Committee of Management. 4.2 Extra Playing Time Provision has been made to allow an extra 75 minutes playing time which means the finishing time can be rescheduled. Overs can be recalculated in the case of lost time so that play does not continue past the end of the over in progress at 7.00pm, but can do if necessary to complete the over. 5. LOST TIME 5.1 Lost Time at Start a) Where the start of play is delayed up to 75 minutes, no reduction in the number of overs to be bowled will be made. However, the above hours of play and intervals shall be adjusted accordingly by the Umpires, in consultation with the Referee (where available). b) Where more than 75 minutes are lost prior to the start of play, the interval between innings shall be reduced as follows: Actual Playing Time Lost Interval minutes 30 minutes minutes 20 minutes 150 minutes or more 10 minutes 50

51 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS 5.2 Interval between Innings In 50 over matches where the innings of the team batting first concludes 30 minutes or more prior to the scheduled innings break, an innings interval (10 minutes) shall be taken, and the team batting second shall commence its innings. The luncheon interval shall then be taken as scheduled. 6 SUBSTITUTES In normal circumstances, a substitute shall be allowed to field only for a player who satisfies the Umpires that he has been injured or become ill during the match. However, in very exceptional circumstances the Umpires may use their discretion to allow a substitute for a player who has to leave the field or does not take the field for wholly acceptable reasons. If a player wishes to change his shirt, boots, etc, he may leave the field to do so, (no changing on the field) but no substitute will be allowed. A player who suffers an injury caused by an external blow (as opposed to an internal injury such as a pulled muscle) and has to leave the field for medical attention may, subject to the Umpires approval, bowl immediately after his return, irrespective of the length of time for which he has been absent. 7 LENGTH OF INNINGS 7.1 In an uninterrupted match: a) Each team shall bat for 50 (six-ball) overs unless all out earlier. b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the session (210 minutes), play shall continue until the required number of overs has been bowled. Unless otherwise determined by the Umpires, in consultation with the Referee (where available), the innings of the team batting second shall be limited to the number of overs bowled by it, at the scheduled time for cessation of the second session. The over in progress at the scheduled cessation time shall count as a completed over. The interval shall not be extended and the second session shall commence at the scheduled time. The Referee, after consultation with the Umpires, may increase the number of overs to be bowled by the team bowling second if the referee is of the opinion that events beyond the control of the bowling team prevented that team from bowling the required number of overs by the scheduled time for the cessation of the innings of the team batting first. c) If the team batting first is all out, and the last wicket falls after the scheduled time for the interval, the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first (the over in which the last wicket falls to count as a complete over). 51

52 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS d) If the team fielding second fails to bowl 50 overs or the number of overs as provided in clause 5.1 (a) by the scheduled cessation time, the hours of play shall be extended until the required number has been bowled or a result achieved. Unless determined otherwise by the Umpires in consultation with the Match Referee, and in discussions with the Scorers, penalty of six (6) runs per over may be awarded to the batting side for each over short of the required number at the scheduled, or rescheduled, cessation time. 7.2 In matches where a start is delayed by more than 75 minutes or where play is suspended: a) The object should always be to rearrange the number of overs so that both teams have the opportunity of batting for the same number of overs (minimum 20 overs for each team in 50 over matches). b) The calculation of the number of overs to be bowled shall be based on an average of overs per hour, in the total time available for play. The reduction in the number of overs to be bowled shall be determined by the Umpires in consultation with the Referee (where available). In determining the available time for play the Umpires, in consultation with the Referee (where available), may: - extend the hours for play to a rescheduled finish time of 7.00pm, noting that the over in progress at the close of play shall be completed reduce the innings interval as per the table in clause 5.1 (b) c) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of its innings as determined by recalculation of the overs to be bowled. d) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled, and clause 7.1 (b) shall apply in a 50 over match. e) If the team batting first is all out, and the last wicket falls at or after the scheduled time for the interval, the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first (the over in which the last wicket falls to count as a complete over). f) If the team fielding second fails to bowl the reduced number of overs, or the number of overs provided in clauses 5.1 (a) and 7.1 (d), the hours of play shall be extended until the required number of overs has been bowled, or a result achieved. g) If the innings of the team batting second is delayed or interrupted, and it is not possible for that team to have the opportunity of batting for the 52

53 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS 7.3 Recalculation of Overs same number of overs as the team batting first, the overs to be bowled shall be calculated at the rate of 4.2 minutes per over in the remaining time available for play. a) In all circumstances where it becomes necessary to calculate a reduced number of overs to be bowled, it is the intent of these playing conditions that overs will be calculated based on the time available for play using the figure of 4.2 minutes per over. b) Fractions are to be ignored in all calculations of overs. 8. DELAYED OR INTERRUPTED MATCHES 8.1 General a) The object shall always be to rearrange the number of overs so that both teams have the opportunity of batting for the same number of overs. (Minimum 20 overs each team, subject to the provisions of clause 7.3 (a) and (b) The calculation of the number of overs to be bowled shall be based on an average rate of overs per hour in the total time available for play. b) If the team fielding second fails to bowl the required numbers of overs by the scheduled cessation time, the hours of play shall be extended until the overs have been bowled or a result achieved, in accordance with clause 4.2. c) The team batting second shall not bat for a greater number of overs than the first team unless the latter has been all out in less than the agreed number of overs. d) A team shall not be permitted to declare its innings closed. e) Fractions are to be ignored in all calculations re number of overs. 8.2 Delay or Interruption to the Innings of the Team Batting First a) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of the first session, as calculated by applying the provisions of clauses 4.1 and 7.2 (a). b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled, and clauses 7.3 (a) and (b) shall apply. c) If the team batting first is all out and the last wicket falls at or after the scheduled time for the interval, 7.2 (e) shall apply. 53

54 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS 8.3 Delay or Interruption to the Innings of the Team Batting Second If it is not possible for the team batting second to have the opportunity of batting for the same number of overs as the team batting first, the overs to be bowled shall be reduced at the rate of overs per hour, for time lost. The hours of play shall be extended by the amount of time lost up to a maximum of 75 minutes in day matches and up to 75 minutes in day/night matches. Calculations because of any time lost thereafter shall be as per 7.2 (a). 9 INTERVALS FOR DRINKS Two drinks breaks per session shall be permitted, after the 17th and 34th overs. Each interval shall be kept as short as possible and in any case shall not exceed 5 minutes. Law 15.9 shall apply except that under conditions of extreme heat the Umpires may permit extra intervals for drinks. An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the Umpires. Any player taking drinks onto the field shall be dressed in proper cricket attire. 10 DECLARATIONS Law 14 will not apply in these matches. The Captain of the batting team may not declare his innings closed at any time during the course of a match. 11 FIELD RESTRICTIONS POWERPLAYS a) At the instant of delivery, there may not be more than 5 fieldsmen on the leg side. b) In addition to the restriction contained in clause 11 (a) above, further fielding restrictions shall apply to certain overs in each innings. The nature of such fielding restrictions and the overs during which they shall apply (here in after referred to as the Powerplay Overs) are set out in the following paragraphs. c) The following fielding restrictions shall apply: i) Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards (27.43 metres). The semi-circles shall be linked by two parallel straight lines drawn on the field. The fielding restriction areas should be marked by continuous painted white lines or dots at 5 yard (4.57 metres) intervals, each dot to be covered by a white plastic or rubber (but not metal) disc measuring 7 inches (18 cm) in diameter. 54

55 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS ii) During the first block of Powerplay Overs (as set out below), only two fieldsmen shall be permitted outside this fielding restriction area at the instant of delivery. iii) During the second Powerplay block only three fieldsmen shall be permitted outside the fielding restriction area at the instant of delivery. d) During the non Powerplay Overs, no more than 4 fieldsmen shall be permitted outside the fielding restriction area as outlined above in 11 (c). e) In the event of an infringement of any of the above fielding restrictions, either umpire shall call and signal No ball. f) Subject to the provisions of 11 (d), the Powerplay Overs shall apply for 15 overs per innings to be taken as follows: i) The first block of Powerplay Overs (block of 10 overs for an uninterrupted match) shall be at the commencement of the innings. ii) The second block of Powerplay Overs (block of 5 overs for an uninterrupted match) shall be taken at the discretion of either of the batsmen at the wicket. In an innings of scheduled duration of between 41 and 50 overs, it may not be completed later than the 40 th over (no equivalent restriction applies to innings of shorter scheduled duration.) iii) A batsman must nominate his team s Powerplay no later than the moment at which the umpire reaches the stumps at the bowler s end for the start of the next over. iv) Once a side has nominated a Powerplay, the decision cannot be reversed. v) Should the batting team choose not to exercise their discretion, their Powerplay Overs will automatically commence at the latest available point in the innings (i.e. in a 50 over innings, this will begin at the start of the 36th over). g) In circumstances when the number of overs of the batting team is reduced, the number of Powerplay Overs shall be reduced in accordance with the table below. For the sake of clarity, it should be noted that the table following shall apply to both the 1st and 2nd innings of the match. 55

56 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS Innings duration First Powerplay Second Powerplay Powerplay Total h) Each block of Powerplay Overs must commence at the start of an over. i) If play is interrupted not during the Powerplay Overs, then on resumption, it is necessary to determine how any remaining Powerplay Overs should be allocated. The total number of Powerplay Overs for the innings is derived from the table above. Any Powerplay Overs already taken prior to the interruption will be deemed to have been from the initial allocation followed by the batting sides allocation. The decision of the batting side of when to take any remaining Powerplay Overs is made in the usual way. j) If play is interrupted during the first Powerplay and on resumption the overs required to be bowled in that Powerplay have already been exceeded, then the second Powerplay will assume to have been taken immediately and will continue until it is completed. k) If play is interrupted during the first Powerplay and resumes during the second Powerplay, the second Powerplay will be deemed to have been nominated. l) If play is interrupted during a Powerplay and on resumption the total number of Powerplay overs has already been exceeded, then the fielding restrictions will be lifted immediately. Note: This is the only circumstance under which the Powerplay status can be changed during an over. m) If following an interruption while a Powerplay is not in progress, it is found on resumption that the recalculated number of Powerplay overs remaining equals or exceeds the number of overs to be bowled in the innings, then the Powerplay will commence at the start of the next over. n) At the commencement of each discretionary block of Powerplay Overs, the umpire shall signal such commencement to the scorers by rotating his arm in a large circle. If the batting side has chosen the Powerplay the umpire shall signal this to the scorers by tapping his hands above his head after the signal. 56

57 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS o) The umpire shall also indicate to the fielding captain before any signal is made that the batting side has chosen its Powerplay. 12 NUMBER OF OVERS PER BOWLER No bowler shall bowl more than 10 overs in an innings. In a delayed or interrupted match where the overs are reduced for both teams or for the team bowling second, no bowler may bowl more than one-fifth of the total overs allowed. Where the total number of overs is not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up the balance. In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler. Such part of an over will count as a full over in so far as each bowler's limit is concerned Restrictions on Young Bowlers Restrictions apply to young bowlers of medium pace or faster in regard to the number of overs, which are allowed in a spell and in a days play see Administration General on page 41 for more information. 13. NO BALL a) Law 24 in its entirety will apply b) A bowler is permitted to bowl 1 (one) fast short pitched ball per over which passes, or would have passed, above shoulder height of the striker standing upright at the crease. In the event of any further such delivery in the same over, either Umpire shall call and signal No Ball on each occasion. c) Any fast short pitched delivery which passes or would have passed over head height of the striker standing upright at the crease is deemed to be unfair. For any such delivery the Umpire at the bowler s end will call and signal No Ball on each occasion d) Laws 42.6, 42.7 and 42.8 will apply with regard to the bowling of high full pitched balls e) A penalty of one (1) run shall be awarded instantly on the call of No-Ball, and it shall be in addition to any other runs scored, any boundary allowance and any other runs awarded for penalties Free Hit after a No Ball (a) (b) The delivery following ANY No Ball shall be a free hit for whichever batsman is facing it. If the delivery for the free hit is not a legitimate delivery (any kind of No Ball or Wide), then the next delivery will become a free hit for whichever batsman is facing it. For any free hit, the striker can only be dismissed under the circumstances that apply for a No Ball even if the delivery for the free hit is called a Wide. Changes to fielding positions are only permitted if a different batsman is on strike for the free hit delivery. The bowler s end 57

58 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS Umpire shall signal a free hit by (after the normal No Ball signal) extending one arm straight upwards and moving it in a circular motion. 14 WIDE BALL - JUDGING A WIDE Umpires are instructed to apply a very consistent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket. Any offside or leg side delivery, which, in the opinion of the Umpire, does not give the batsman a reasonable opportunity to score, shall be called a wide. A penalty of 1 run for a wide shall be scored. This penalty shall stand in addition to any other runs which are scored or awarded. All runs, which are run or result from a wide ball, which is not a no ball shall be scored as wide balls. A delivery that passes outside the leg stump without any contact with the striker s bat or person shall be a wide, unless the ball passes between the striker and the stumps Any offside delivery which passes outside the line marked between the bowling crease and the popping crease (17 inches (43.18cm) from the return crease) shall be called a wide. See diagram page FITNESS OF GROUND, WEATHER AND LIGHT 15.1 Law 3.8, 3.9 and Law 7 in full will apply 15.2 Lightning Play shall cease immediately, in the event that a lightning flash is followed by thunder less than 40 seconds later. Play shall not resume until 30 minutes after the last lightning flash. Immediately following the suspension of play, persons may enter the field of play in order to lay pitch covers. However, no person may remain on, or enter, the field of play in the event a lighting flash is followed by thunder less than 30 seconds later, and shall remain off the field of play for the duration of the period that play is suspended under this playing condition. 16 TIME WASTING 16.1 Law 42.9 and will apply 16.2 Sight Screen Adjustment It shall be the responsibility of the batting team to provide persons to move sight screens as required by the batsmen. In the event that this does not occur, the Umpire shall require play to continue without the sightscreen being moved. 17 THE RESULT 17.1 Determination of Winner A result can be achieved only if both teams have had the opportunity of batting for at least 20 overs (preliminary matches), subject to the provisions of clause 8, unless one team has been all out in less than 20 overs or unless the team batting second scores enough runs to win in less than 20 overs. A match shall be a no result if both teams have not had the opportunity to bat for a minimum 20 overs because: 58

59 McDONALD S COUNTRY CHAMPIONSHIPS and COUNTRY McDONALD S COUNTRY COLTS PLAYING CONDITIONS a) The innings of the team batting first could not commence by 4.02pm daylight saving time b) The innings of the team batting second could not commence by 5.36pm daylight saving time or c) The innings of the team batting second would be reduced to less than 20 overs, as a result of an interruption to play after its commencement In any match in which both teams have had the opportunity to bat for the same number of oversd) The team scoring the higher number of runs is the winner. e) In any match in which both teams have had the opportunity to bat for a minimum of 20 overs, but have not had the opportunity to bat for the same number of overs, the result shall be determined by the run-rate of each team. f) A match shall cease when the team batting second passes the total number of runs of the team batting first, or is dismissed, or it receives its maximum number of overs 18.2 Qualifying for Final Each team will play the others in its' pool once and the team that has obtained the highest number of points at the completion of the preliminary rounds in each pool will qualify to contest the final. In the event that 2 or more teams in the same pool have equal points after completion of the preliminary rounds, the team with the best overall net run rate shall qualify for the final. In the event of wash outs in all preliminary round matches, the highest seeded team in that pool will progress to the final 18.3 Determination of Venue The right to host the final shall be determined by the NSWCCA Committee of Management Tie in the Final Where the Final is played out the winner of the match shall be declared the Country Championship winner. In the event that the Final is a tie or not played out, the following will occur. 1. Joint premiers 2. The team to progress to the State Challenge will be the Zone with the: Most number of wins, or if this is equal, Zone with the best overall net run rate across all matches played 19 Target Score If, for any reason, the team batting second has not had the opportunity to receive the agreed number of overs, the winner shall be determined by assessing whether or not a target score is achieved. The target score is determined by the Duckworth Lewis System. 59

(i) In order for the team batting first to gain one bonus point, it must achieve victory with a run-rate 1.25 times that of the opposition. (ii) In order for the team batting second to gain one bonus point, the victory must be achieved by the end of the 40th over (or in a reduced overs match, it must bat for no more than 80% of its maximum number of overs). (iii) In order for the team batting first to gain two bonus points, it must achieve victory with a run-rate 2.00 times that of the opposition. (iv) In order for the team batting second to gain two bonus points, the victory must be achieved by the end of the 25th over (or in a reduced overs match, it must bat for no more than 50% of its maximum number of overs). (v) Where matches are shortened and targets revised through the Duckworth/Lewis method, bonus run-rates and bonus defensive targets are derived as a function of the revised target score and maximum overs. 60

The lines are 30cm in length extending backwards from the popping crease and forward from the bowling crease. 62 SCG COUNTRY CUP, McDONALD S COUNTRY SHIELD and McDONALD S COUNTRY PLATE PLAYING CONDITIONS SCG COUNTRY CUP, McDONALDS COUNTRY SHIELD and McDONALDS COUNTRY PLATE PLAYING CONDITIONS Laws of Cricket 2000 Code (5th Edition 2013) shall apply except as varied below. 1. GENERAL The SCG Country Cup, McDonalds Country Shield and McDonalds Country Plate competitions will be conducted in a knockout format as determined by the CCNSW Committee of Management from time to time. The program of matches for these competitions can be found elsewhere in this Handbook. 2. DURATION OF MATCHES AND COMPOSITION OF TEAM SCG Country Cup, McDonalds Country Shield and McDonalds Country Plate matches shall be of one day's scheduled duration. The matches will consist of one innings per side and each innings will be limited to 50 six-ball overs. A minimum of 20 overs per team shall constitute a match. A team shall consist of 12 players. Only 11 players are allowed on the field at any one time whilst the opposition team is batting. One player in each team shall not be permitted to bat. This player does not need to be nominated prior to the commencement of the match. Law 2.5 will apply except for three variations. a) Interchange of fieldsmen without restriction is permitted provided no playing time is wasted. b) If a fielder is absent for 8 minutes or longer of playing time, the player shall not be permitted to bowl until he has been on the field for at least the length of actual playing time for which he was absent. c) If a fielder is absent for 8 minutes or longer of playing time, the player shall not be permitted to bat, unless or until, in the aggregate, he has returned to the field and or his side s innings has been in progress for at least that length of actual playing time for which he has been absent or, if earlier, when his side has lost five wickets. 3 EXCHANGE OF TEAM LISTS Before the toss for innings, the Captain shall nominate his players who may not thereafter be changed without the consent of the opposing Captain. Team lists so exchanged shall be handed to one official Umpire for his retention. 62

63 SCG COUNTRY CUP, McDONALD S COUNTRY SHIELD and McDONALD S COUNTRY PLATE PLAYING CONDITIONS 4 HOURS OF PLAY AND INTERVALS 4.1 Hours of Play a) Day Matches 1st Session Innings Interval 2nd Session 10:00am to 1.30pm 1.30pm to 2:15pm 2:15pm to 5.45pm If the innings of the team batting first is completed when fewer than 30 minutes to the scheduled time for the innings interval, the interval shall take place immediately and the innings of the team batting second will commence correspondingly earlier. If the innings of the team batting first is completed 30 minutes or more prior to the scheduled innings interval, a 10 minute interval will occur and the team batting second will commence its innings and the interval will occur as scheduled. b) Day/Night Matches Where approved, Day/Night matches will consist of 2 sessions of play, each of 3 and a half hours duration, with intervals equal to those set for day matches. Actual playing times shall be approved by the CCNSW Committee of Management. 4.2 Extra Playing Time Provision has been made to allow an extra 75 minutes playing time which means the finishing time can be rescheduled. Overs can be recalculated in the case of lost time so that play does not continue past the end of the over in progress at 7.00pm, but can do if necessary to complete the over. 5 LOST TIME 5.1 Lost Time at Start a) Where the start of play is delayed up to 75 minutes, no reduction in the number of overs to be bowled will be made. However, the above hours of play and intervals shall be adjusted accordingly by the Umpires, in consultation with the Referee (where available). b) Where more than 75 minutes are lost prior to the start of play, the number of overs to be bowled in each innings shall be reduced as follows, and innings intervals shall be adjusted accordingly. 64 SCG COUNTRY CUP, McDONALD S COUNTRY SHIELD and McDONALD S COUNTRY PLATE PLAYING CONDITIONS 5.2 Interval between Innings In 50 over matches where the innings of the team batting first concludes 30 minutes or more prior to the scheduled innings break, an innings interval (10 minutes) shall be taken, and the team batting second shall commence its innings. The luncheon interval shall then be taken as scheduled. All other matches the innings interval will be taken when the team batting first is dismissed. 6 SUBSTITUTES In normal circumstances, a substitute shall be allowed to field only for a player who satisfies the Umpires that he has been injured or become ill during the match. However, in very exceptional circumstances the Umpires may use their discretion to allow a substitute for a player who has to leave the field or does not take the field for wholly acceptable reasons. If a player wishes to change his shirt, boots, etc, he may leave the field to do so, (no changing on the field) but no substitute will be allowed. A player who suffers an injury caused by an external blow (as opposed to an internal injury such as a pulled muscle) and has to leave the field for medical attention may, subject to the Umpires approval, bowl immediately after his return, irrespective of the length of time for which he has been absent. 7 LENGTH OF INNINGS 7.1 In an uninterrupted match: a) Each team shall bat for 50 (six-ball) overs unless all out earlier. b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the session (210 minutes), play shall continue until the required number of overs has been bowled. Unless otherwise determined by the Umpires, in consultation with the Referee (where available), the innings of the team batting second shall be limited to the number of overs bowled by it, at the scheduled time for cessation of the second session. The over in progress at the scheduled cessation time shall count as a completed over. The interval shall not be extended and the second session shall commence at the scheduled time. The Referee, after consultation with the Umpires, may increase the number of overs to be bowled by the team bowling second if the referee is of the opinion that events beyond the control of the bowling team prevented that team from bowling the required number of overs by the scheduled time for the cessation of the innings of the team batting first. c) If the team batting first is all out, and the last wicket falls after the scheduled time for the interval, the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first (the over in which the last wicket falls to count as a complete over). 64

65 SCG COUNTRY CUP, McDONALD S COUNTRY SHIELD and McDONALD S COUNTRY PLATE PLAYING CONDITIONS d) If the team fielding second fails to bowl 50 overs or the number of overs as provided in 5.1 (a) by the scheduled cessation time, the hours of play shall be extended until the required number has been bowled or a result achieved. Unless determined otherwise by the Umpires in consultation with the Match Referee, and in discussions with the Scorers, penalty of six (6) runs per over may be awarded to the batting side for each over short of the required number at the scheduled, or rescheduled, cessation time. 7.2 In matches where a start is delayed by more than 75 minutes or where play is suspended: a) The object should always be to rearrange the number of overs so that both teams have the opportunity of batting for the same number of overs (minimum 20 overs each team in 50 over matches). b) The calculation of the number of overs to be bowled shall be based on an average of overs per hour, in the total time available for play. The reduction in the number of overs to be bowled shall be determined by the Umpires in consultation with the Referee (where available). In determining the available time for play the Umpires, in consultation with the Referee (where available), may: - extend the hours for play to a rescheduled finish time of 7.00pm, noting that the over in progress at the close of play shall be completed reduce the innings interval as per the table in playing condition 5.1 (b) c) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of its innings as determined by recalculation of the overs to be bowled. d) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled, and clause 7.1 (b) shall apply in a 50 over match. e) If the team batting first is all out, and the last wicket falls at or after the scheduled time for the interval, the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first (the over in which the last wicket falls to count as a complete over). f) If the team fielding second fails to bowl the reduced number of overs, or the number of overs provided in clauses 5.1 (a) and 7.1 (d), the hours of play shall be extended until the required number of overs has been bowled, or a result achieved. g) If the innings of the team batting second is delayed or interrupted, and it is not possible for that team to have the opportunity of batting for the 65

66 SCG COUNTRY CUP, McDONALD S COUNTRY SHIELD and McDONALD S COUNTRY PLATE PLAYING CONDITIONS 7.3 Recalculation of Overs same number of overs as the team batting first, the overs to be bowled shall be calculated at the rate of 4.2 minutes per over in the remaining time available for play. a) In all circumstances where it becomes necessary to calculate a reduced number of overs to be bowled, it is the intent of these playing conditions that overs will be calculated based on the time available for play using the figure of 4.2 minutes per over. b) Fractions are to be ignored in all calculations of overs. 8 DELAYED OR INTERRUPTED MATCHES 8.1 General a) The object shall always be to rearrange the number of overs so that both teams have the opportunity of batting for the same number of overs. (Minimum 20 overs each team, subject to the provisions of clause 7.3 (a) and (b) The calculation of the number of overs to be bowled shall be based on an average rate of overs per hour in the total time available for play. b) If the team fielding second fails to bowl the required numbers of overs by the scheduled cessation time, the hours of play shall be extended until the overs have been bowled or a result achieved, in accordance with clause 4.2. c) The team batting second shall not bat for a greater number of overs than the first team unless the latter has been all out in less than the agreed number of overs. d) A team shall not be permitted to declare its innings closed. e) Fractions are to be ignored in all calculations re number of overs. 8.2 Delay or Interruption to the Innings of the Team Batting First a) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of the first session, as calculated by applying the provisions of clauses 4.1 and 7.2 (a) b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled, and 7.3 (a) and (b) shall apply. 8.3 Delay or Interruption to the Innings of the Team Batting Second If it is not possible for the team batting second to have the opportunity of batting for the same number of overs as the team batting first, the overs to be bowled shall be reduced at the rate of overs per hour, for time lost. 66

67 SCG COUNTRY CUP, McDONALD S COUNTRY SHIELD and McDONALD S COUNTRY PLATE PLAYING CONDITIONS The hours of play shall be extended by the amount of time lost up to a maximum of 75 minutes in day matches and up to 75 minutes in day/night matches. Calculations because of any time lost thereafter shall be as per 7.2 (a). 8.4 Calculations of Target Score Refer clause 20 page 72 9 INTERVALS FOR DRINKS Two drinks breaks per session shall be permitted, after the 17th and 34th overs. Each interval shall be kept as short as possible and in any case shall not exceed 5 minutes. Law 15.9 shall apply except that under conditions of extreme heat the Umpires may permit extra intervals for drinks. An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the Umpires. Any player taking drinks onto the field shall be dressed in proper cricket attire. 10. APPOINTMENT OF UMPIRES 10.1 SCG Country Cup, McDonald s Country Shield and Plate Rounds 1, 2, 3 & 4 The host Zone Umpire Representative shall be responsible for the appointment of Umpires for SCG Country Cup, McDonald s Country Shield and Plate fixtures, with power to co-opt if necessary from other NSWCUSA affiliated associations. It is expected that all such Umpires will be full members of NSWCUSA and Cricket Australia Level 2 accredited, where possible. The best available Umpires shall be appointed to SCG Country Cup, McDonald s Country Shield and Plate matches SCG Country Cup, McDonald s Country Shield and Plate Carnival/Final Appointments The CCNSW Umpires Sub-Committee will appoint Umpires to officiate in the Quarter Finals, Semi Finals & Final of the SCG Country Cup, McDonald s Country Shield and Plate. 11 DECLARATIONS Law 14 will not apply in these matches. The Captain of the batting team may not declare his innings closed at any time during the course of a match. 12. RESTRICTIONS ON THE PLACEMENT OF FIELDSMEN 12.1 Two semi circles shall be drawn on the field of play. The semi circles have as their centre the middle stump at either end of the pitch. The radius of each of the semi circles is 30 yards (27.5m). The ends of each semi circle are joined to the other by a straight line drawn on the field on the same side of the pitch. 67

Each dot may be covered by a white plastic or rubber (but not metal) disc measuring seven inches (18 cm) in diameter At the instant of delivery, there may not be more than five fieldsmen on the leg side For the first 15 overs only two fieldsmen are permitted to be outside the field restriction marking at the instant of delivery For the remaining overs, only four fieldsmen are permitted to be outside the field restriction marking at the instant of delivery In circumstances where the number of overs for the team batting first is reduced, the number of overs in regard to the restrictions in 12.3 and 12.4 above shall be reduced proportionately in a ratio of 15:50 (30%) in accordance with the table on the below. Fractions are to be ignored in all calculations re the number of overs. Total Overs in Innings No. of overs for which fielding restrictions in 12.3 and 12.4 above will apply Where the number of overs for the team batting second is reduced, the restrictions in 12.3 and 12.4 will apply in accordance with the table above. 13. The offside of the striker s wicket shall be determined by striker s stance the moment the ball comes into play for that delivery. Any leg side delivery that passes outside the leg stump without any contact with the striker s bat or person shall be a wide, unless the ball passes between the striker and the stumps. 69

In the event that this does not occur, the Umpire shall require play to continue without the sightscreen being moved. 19 THE RESULT A result can be achieved only if both teams have had the opportunity of batting for at least 20 overs (preliminary matches), subject to the provisions of clause 8, unless one team has been all out in less than 20 overs or unless the team batting second scores enough runs to win in less than 20 overs. A match shall be a no result if both teams have not had the opportunity to bat for a minimum 20 overs because: a) the innings of the team batting first could not commence by 4.02pm daylight saving time b) the innings of the team batting second could not commence by 5.36pm daylight saving time or c) the innings of the team batting second would be reduced to less than 20 overs, as a result of an interruption to play after its commencement In any match in which both teams have had the opportunity to bat for the same number of oversd) the team scoring the higher number of runs is the winner. e) In any match in which both teams have had the opportunity to bat for a minimum of 20 overs, but have not had the opportunity to bat for the 70

71 SCG COUNTRY CUP, McDONALD S COUNTRY SHIELD and McDONALD S COUNTRY PLATE PLAYING CONDITIONS 19.1 Tie same number of overs, the result shall be determined by the run-rate of each team. f) A match shall cease when the team batting second passes the total number of runs of the team batting first, or is dismissed, or it receives its maximum number of overs In matches where both teams have had the opportunity of batting for the agreed number of overs, subject to the provisions of clause 8 the team scoring the higher number of runs shall be the winner. If the scores are equal, the result shall be a tie and the team which has lost the least number of wickets, shall progress to the next round. In the event of a tie in a Round 1, 2, 3 or 4 match, the team which has lost the least number of wickets will be declared the winner, and progress to the next round. In SCG Country Cup matches, if both teams have lost the identical number of wickets, the highest seeded team will progress to the next round. If both teams have the same seeding the away team shall progress to the next round. In McDonald s Country Shield and Country Plate matches, if both teams have lost the identical number of wickets, the away team will progress to the next round No Result SCG Country Cup In matches that are abandoned or declared no Result in Rounds 1, 2, 3 & 4, the team to progress to the next round shall be the higher seeded side. In matches that are abandoned or declared no Result in Rounds 1, 2, 3 & 4, where the teams have the same seeding, the team to progress to the next round will be the away team. McDonalds Country Shield and McDonalds Country Plate In matches that are abandoned or declared no Result in Rounds 1, 2, 3 & 4, the team to progress to the next round winner shall be the away team 19.3 Quarter and Semi Finals - SCG Country Cup Carnival The Country Committee of Management shall rank the 8 teams for the final series and complete a new draw on a 1 v 8, 2 v 7, 3 v 6, 4 v 5 basis. In the event of a tie in either the quarter or semi finals, the team which has lost the least number of wickets will be declared the winner, and progress to the next round. If both teams have lost the identical number of wickets, the team with the highest net run rate in all 2014/15 SCG Country Cup matches to that date, inclusive, will progress to the next round Semi Finals McDonalds Country Shield and McDonalds Country Plate The Country Committee of Management shall rank the 4 teams in both competitions for the final series and complete a new draw on a 1 v 4, 2 v 3 basis. In the event of a tie in the semi finals, the team which has lost the least number of wickets will be declared the winner, and progress to the next round. 71

72 SCG COUNTRY CUP, McDONALD S COUNTRY SHIELD and McDONALD S COUNTRY PLATE PLAYING CONDITIONS If both teams have lost the identical number of wickets, the team with the highest net run rate in all 2014/15 McDonalds Country Shield and McDonalds Country Plate matches to that date, inclusive, will progress to the next round SCG Country Cup Final, McDonalds Country Shield and McDonalds Country Plate Final In the event of a tie, both teams will be declared Joint Winners. 20 CALCULATION OF TARGET SCORE If due to suspension of play after the start of the match, the number of overs in the innings of either team has to be revised to a lesser number than originally allotted (minimum 20 overs), unless the provisions of clause 8 apply, then a revised target score (to win) should be set for the number of overs which the team batting second will have the opportunity of facing. This revised target is to be calculated using the Run Rate Method. A team s run-rate is calculated by dividing its total number of runs scored by its total number of overs received. a) For the purposes of run-rate calculations, each fair delivery bowled counts as one-sixth of an over. b) Where a team is dismissed before it has received its maximum number of overs, it is deemed to have received that number of overs. c) The team with the higher run-rate wins the match, regardless of the number of wickets that it has lost. 21. PLAYER RESTRICTIONS A player may be promoted to a team in a higher level competition during the season eg from Country Shield to SCG Country Cup, however once that player has been promoted, he cannot participate in the original competition subject to a clearance from Country Cricket NSW. This only applies to associations who have entered multiple sides in different Country Cricket NSW competitions eg between Cricket Albury Wodonga in the SCG Country Cup and Cricket Albury Wodonga Colts in the McDonald s Country Shield. eg John Smith plays round 1 for Cricket Albury Wodonga Colts in the McDonald s Country Shield and is promoted to Cricket Albury Wodonga in round 2 of the SCG Country Cup. He cannot return to the Colts side for round 3 unless he has been cleared by Country Cricket NSW. Associations who have entered Colts sides in the McDonald s Country Shield competition are limited to 3 players over the age of 23 as at the 31st August TRANSFER OF MATCHES TO SYNTHETIC PITCHES Refer to the Administration General section of the Handbook on page

75 UNDER 17 and UNDER 19 CARNIVAL PLAYING CONDITIONS 1. GENERAL The NSW Under 17 Country Carnival is a selection trial for the NSW Under 17 Country teams, leading to the selection of the ACT NSW Country Under 17 team & NSW Metropolitan Under 17 team. The Under 19 State Challenge is a selection trial for the ACT NSW Country Under 19 team & NSW Metropolitan Under 19 teams. Whilst there is a trophy for the winning team at the carnival, there will be a balance between playing until one team wins, and giving all players the opportunity to perform. The Laws of Cricket 2000 Code (5th Edition 2013) will apply. 2. PLAYING CONDITIONS The playing conditions for the Under 17 and Under 19 Carnivals will be determined by the State Cricket Department. Prior to the commencement of the Carnivals, these playing conditions will be distributed to all Zones and Umpires in a timely manner. 3. AGE LIMIT All players are to be Under 17 or Under 19 years of age as of midnight on the 31st August of the cricket season in question. 4. MATCH REFEREES Match referees shall be appointed at the sole discretion of the Cricket NSW Under 17 Match Committee & will have the discretion to adjust playing conditions as they see fit. 5. THE BALL Four piece Kookaburra brand balls as approved by Cricket NSW shall be used in all matches. All match balls to be returned to Cricket NSW officials at the completion of each innings. 6. TEAMS Twelve players may be named in each team, however, only eleven may participate as batsmen and only eleven players may field at any time. The State Cricket Department reserves the right to play additional players to meet specific purposes. 7. CODE OF CONDUCT Refer to page 110 of this Handbook for more information. 75

76 BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS ZERO ALCOHOL POLICY The Bradman Cup and Kookaburra Cup Carnivals are alcohol free events. This means that alcohol is not to be consumed by adults during travel to and from matches, at matches, or in accommodation in view or near under age players. Any infringement of this policy will be dealt with immediately by the Carnival Coordinator. 1. TITLE These Competitions will be known as the Bradman Cup (under 16s) or Kookaburra Cup (Under 14s). 2. GENERAL Except as provided hereunder, The Laws of Cricket 2000 Code (5th Edition 2013) will apply in all matches. Only those Playing Conditions as set out shall apply. 3. PROGRAM These Competitions shall be conducted in two Pools, as determined by the CCNSW Committee of Management. At the conclusion of the preliminary rounds the winners of both pools shall play each other in a final match to determine the winner of the competition. Refer Clause 15 page 83 for Determination of Finalists. CCNSW Management in liaison with the host authorities and Zone Administrators, may alter the Program in any manner deemed fit and report such action to the next meeting of the CCNSW Committee of Management. It is intended that all matches will be played on turf pitches. However, if adverse circumstances prevail, the host authority may arrange to transfer matches to synthetic pitches. Refer to Administration General page 48 for more information. 4. DURATION OF MATCHES, COMPOSITION OF TEAM AND EXCHANGE OF TEAM LISTS Kookaburra Cup and Bradman Cup matches shall be of one day's scheduled duration. The matches will consist of one innings per side and each innings will be limited to 50 six-ball overs. A minimum of 20 overs per team shall constitute a match. A team shall consist of thirteen players with only eleven players allowed to play. Eleven fieldsmen only shall be on the field of play at any one time. One player in each team not being the wicket keeper shall not be permitted to bat. One player in each team not being the wicket keeper shall not be permitted to bowl. 72

77 BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS The nominated non batters, non bowlers and wicket keeper are to be indicated on the team nomination sheet. Law 2.5 will apply except for three variations. a) Unlimited Interchange of fieldsmen from only the 13 players without restriction is permitted provided no playing time is wasted. b) If a fielder is absent for 8 minutes or longer of playing time, the player shall not be permitted to bowl until he has been on the field for at least the length of actual playing time for which he was absent. c) If a fielder is absent for 8 minutes or longer of playing time, the player shall not be permitted to bat, unless or until, in the aggregate, he has returned to the field and or his side s innings has been in progress for at least that length of actual playing time for which he has been absent or, if earlier, when his side has lost five wickets. Matches will normally be played during daylight hours. Day/Night matches may only be played with the prior approval of the CCNSW Committee of Management. Before the toss for innings, the Captain shall nominate his players who may not thereafter be changed without the consent of the opposing Captain. Team lists so exchanged shall be handed to one official Umpire for his retention. 5 HOURS OF PLAY AND INTERVALS 5.1 Hours of Play a) Day Matches 1st Session Innings Interval 2nd Session 10:00am to 1.30pm 1.30pm to 2:15pm 2:15pm to 5.45pm If the innings of the team batting first is completed when fewer than 30 minutes remain to the scheduled time for the innings interval, the interval shall take place immediately and the innings of the team batting second will commence correspondingly earlier. If the innings of the team batting first is completed 30 minutes or more prior to the scheduled innings interval, a 10 minute interval will occur and the team batting second will commence its innings and the interval will occur as scheduled. b) Day/Night Matches Where approved, Day/Night matches will consist of 2 sessions of play, each of 3 and a half hours duration, with intervals equal to those set for day matches. Actual playing times shall be approved by the CCNSW Committee of Management. c) Lost Time at Start i) Where the start of play is delayed up to 75 minutes, no reduction in the number of overs to be bowled will be made. However, the above hours of play and intervals shall be adjusted accordingly by the Umpires, in consultation with the Referee (where available). 77

78 BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS ii) Where more than 75 minutes are lost prior to the start of play each innings shall be reduced as follows, and innings intervals shall be adjusted accordingly. 5.2 Extra Playing Time Actual Playing Time Lost Interval minutes 30 minutes minutes 20 minutes 150 minutes or more 10 minutes Provision has been made to allow an extra 75 minutes playing time which means the finishing time can be rescheduled. Overs can be recalculated in the case of lost time so that play does not continue past the end of the over in progress at 7.00pm, but can do if necessary to complete the over. refer 7.2 and 7.3 on pages 79 and LENGTH OF INNINGS 7.1 In an uninterrupted match: a) Each team shall bat for 50 (six-ball) overs unless all out earlier. b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the session (210 minutes), play shall continue until the required number of overs has been bowled. Unless otherwise determined by the Umpires, in consultation with the Referee (where available), the innings of the team batting second shall be limited to the number of overs bowled by it, at the scheduled time for cessation of the second session. The over in progress at the scheduled cessation time shall count as a completed over. The interval shall not be extended and the second session shall commence at the scheduled time. The Referee, after consultation with the Umpires, may increase the number of overs to be bowled by the team bowling second if the referee is of the opinion that events beyond the control of the bowling team prevented that team from bowling the required number of overs by the scheduled time for the cessation of the innings of the team batting first. c) If the team batting first is all out, and the last wicket falls after the scheduled time for the interval, the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first (the over in which the last wicket falls to count as a complete over). d) If the team fielding second fails to bowl 50 overs or the number of overs as provided in 5.1 (a) by the scheduled cessation time, the hours of play shall be extended until the required number has been bowled or a result achieved. Unless determined otherwise by the Umpires in consultation with the Match Referee, and in discussions with the Scorers, penalty of six (6) runs per over may be awarded to the batting side for each over 78

79 BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS short of the required number at the scheduled, or rescheduled, cessation time. 7.2 In matches where a start is delayed by more than 75 minutes or where play is suspended: a) The object should always be to rearrange the number of overs so that both teams have the opportunity of batting for the same number of overs (minimum 20 overs each team in 50 over matches). b) The calculation of the number of overs to be bowled shall be based on an average of overs per hour, in the total time available for play. The reduction in the number of overs to be bowled shall be determined by the Umpires in consultation with the Referee (where available). In determining the available time for play the Umpires, in consultation with the Referee (where available), may: - extend the hours for play to a rescheduled finish time of 7.00pm, noting that the over in progress at the close of play shall be completed reduce the innings interval as per the table in playing condition 5.1 (c) c) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of its innings as determined by recalculation of the overs to be bowled. d) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled, and clause 7.1 (b) shall apply in a 50 over match. e) If the team batting first is all out, and the last wicket falls at or after the scheduled time for the interval, the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first (the over in which the last wicket falls to count as a complete over). f) If the team fielding second fails to bowl the reduced number of overs, or the number of overs provided in clauses 5.1 (a) and 7.1 (d), the hours of play shall be extended until the required number of overs has been bowled, or a result achieved. g) If the innings of the team batting second is delayed or interrupted, and it is not possible for that team to have the opportunity of batting for the same number of overs as the team batting first, the overs to be bowled shall be calculated at the rate of 4.2 minutes per over in the remaining time available for play. 79

80 BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS 7.3 Recalculation of Overs a) In all circumstances where it becomes necessary to calculate a reduced number of overs to be bowled, it is the intent of these playing conditions that overs will be calculated based on the time available for play using the figure of 4.2 minutes per over. b) Fractions are to be ignored in all calculations of overs. 8 DELAYED OR INTERRUPTED MATCHES 8.1 General a) The object shall always be to rearrange the number of overs so that both teams have the opportunity of batting for the same number of overs. (Minimum 20 overs each team, subject to the provisions of Clause 7.3 (a) and (b) The calculation of the number of overs to be bowled shall be based on an average rate of overs per hour in the total time available for play. b) If the team fielding second fails to bowl the required numbers of overs by the scheduled cessation time, the hours of play shall be extended until the overs have been bowled or a result achieved, in accordance with Clause 5.2. c) The team batting second shall not bat for a greater number of overs than the first team unless the latter has been all out in less than the agreed number of overs. d) A team shall not be permitted to declare its innings closed. e) Fractions are to be ignored in all calculations re number of overs. 8.2 Delay or Interruption to the Innings of the Team Batting First a) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of the first session, as calculated by applying the provisions of clauses 5.1 and 7.2 (a) b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled, clauses 7.2 and 7.3 shall apply. 8.3 Delay or Interruption to the Innings of the Team Batting Second If it is not possible for the team batting second to have the opportunity of batting for the same number of overs as the team batting first, the overs to be bowled shall be reduced at the rate of overs per hour, for time lost. The hours of play shall be extended by the amount of time lost up to a maximum of 75 minutes in day matches and up to 75 minutes in day/night matches. Calculations because of any time lost thereafter shall be as per 7.2 (a). 80

81 BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS 8.4 Calculations of Target Score Refer clauses 17 on page 85 9 Intervals for Drinks Two drinks breaks per session shall be permitted, after the 17th and 34th overs. Each interval shall be kept as short as possible and in any case shall not exceed 5 minutes. Law 15.9 shall apply except that under conditions of extreme heat the Umpires may permit extra intervals for drinks. An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the Umpires. Any player taking drinks onto the field shall be dressed in proper cricket attire. Team managers and/or coaches are permitted to enter the playing arena during drinks breaks. 10. RESTRICTIONS ON THE PLACEMENT OF FIELDSMEN 10.1 Two semi circles shall be drawn on the field of play. The semi circles have as their centre the middle stump at either end of the pitch. The radius of each of the semi circles is 30 yards (27.5m). The ends of each semi circle are joined to the other by a straight line drawn on the field on the same side of the pitch. Continuous painted white lines or dots at five yard (4.5m) intervals shall mark this fielding restriction area. Each dot may be covered by a white plastic or rubber (but not metal) disc measuring seven inches (18 cm) in diameter At the instant of delivery, there may not be more than five fieldsmen on the leg side For the first 15 overs only two fieldsmen are permitted to be outside the field restriction marking at the instant of delivery For the remaining overs, only four fieldsmen are permitted to be outside the field restriction marking at the instant of delivery Should 10.2, 10.3, 10.4 be breached either umpire will call and signal no ball at the instant of delivery 81

82 BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS 10.6 In circumstances where the number of overs for the team batting first is reduced, the number of overs in regard to the restrictions in 10.3 and 10.4 above shall be reduced proportionately in a ratio of 15:50 (30%) in accordance with the following table. Fractions are to be ignored in all calculations re the number of overs. Total Overs in Innings No. of overs for which fielding restrictions in 10.3, and 10.4 above will apply Where the number of overs for the team batting second is reduced, the restrictions in 10.3 and 10.4 will apply in accordance with the table above. 11. NUMBER OF OVERS PER BOWLER No bowler shall bowl more than 10 overs in an innings. In a delayed or interrupted match where the overs are reduced for both teams or for the team bowling second, no bowler may bowl more than one-fifth of the total overs allowed. Where the total overs are not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up the balance. In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler. Such part of an over will count as a full over in so far as each bowler's limit is concerned. 12 RESTRICTIONS ON YOUNG BOWLERS Restrictions apply to young bowlers of medium pace or faster in regard to the number of overs which are allowed in a spell and in days play. Refer Administration General page 41 for more information 12.1 Protective Equipment for Young Players Please see Administration General on page 47 of this Handbook for more information. 82

83 BRADMAN CUP and KOOKABURRA CUP PLAYING CONDITIONS 13 NO BALL a) Law 24 in its entirety will apply b) A bowler is permitted to bowl 1 (one) fast short pitched ball per over which passes, or would have passed, above shoulder height of the striker standing upright at the crease. In the event of any further such delivery in the same over, either Umpire shall call and signal No Ball on each occasion. c) Any fast short pitched delivery which passes or would have passed over head height of the striker standing upright at the crease is deemed to be unfair. For any such delivery the Umpire at the bowler s end will call and signal No Ball on each occasion d) Laws 42.6, 42.7 and 42.8 will apply with regard to the bowling of high full pitched balls e) A penalty of one (1) run shall be awarded instantly on the call of No-Ball, and it shall be in addition to any other runs scored, any boundary allowance and any other runs awarded for penalties Free Hit after a No Ball (a) The delivery following any No Ball shall be a free hit for whichever batsman is facing it. If the delivery for the free hit is not a legitimate delivery (any kind of No Ball or Wide), then the next delivery will become a free hit for whichever batsman is facing it. (b) For any free hit, the striker can only be dismissed under the circumstances that apply for a No Ball even if the delivery for the free hit is called a Wide. Changes to fielding positions are only permitted if a different batsman is on strike for the free hit delivery. The bowler s end Umpire shall signal a free hit by (after the normal No Ball signal) extending one arm straight upwards and moving it in a circular motion. 14. WIDE BOWLING - JUDGING A WIDE 14.1 Law 25 shall apply in full. The ball will be considered as passing wide of the striker unless it is sufficiently within his reach, on both sides of the wicket, for him to be able to hit it with his bat, by means of a normal cricket stroke when standing in a normal guard position. 15. THE DETERMINATION OF FINALISTS, RESULTS, POINTS AND VENUE 15.1 Finalists Each team will play the others in its' pool once and the team that has obtained the highest number of points at the completion of the preliminary rounds in each pool will qualify to contest the final. In the event that 2 or more teams in the same pool have equal points after completion of the preliminary rounds, the team with the best overall net run rate shall qualify for the final. Please refer to Administration - General page 46 for calculation of overall net run rate: 83

In the event that the match is a tie, the following will occur: The side losing the least wickets will be declared the winner, or If the wickets lost are the same, the side with the best overall net run rate for the duration of the Bradman or Kookaburra Cups (including the Final) will be declared the winner. Should the Final not be played out or not be played, joint Bradman Cup or Kookaburra Cup winners shall be declared. In this instance, the side to progress to the State Club Challenge Matches against the winner of the A W Green Shield or Harold Moore Shield will be: The side with the highest number of overall competition points, or If the points are equal, the side with the best overall net run rate will progress. 84

PENALTY FOR NOT BOWLING REQUIRED OVERS (SECOND INNINGS). If the team fielding second fails to bowl 50 overs or the number of overs as provided in clause 5.2 by the scheduled cessation time, the hours of play shall be extended until the required number has been bowled or a result achieved. Unless determined otherwise by the Umpires in consultation with the Match Referee, and in discussions with the Scorers, penalty of six (6) runs per over may be awarded to the batting side for each over short of the required number at the scheduled, or rescheduled, cessation time. 19. SIGHT SCREENS Where ever possible, all grounds should have suitable sightscreens. It shall be the responsibility of the batting team to provide persons to move sight screens as required by the batsmen. In the event that this does not occur, the Umpire shall require play to continue without the sightscreen being moved. 20 FITNESS OF GROUND, WEATHER AND LIGHT 20.1 Law 3.8, 3.9 and Law 7 in full will apply 20.2 Lightning Play shall cease immediately, in the event that a lightning flash is followed by thunder less than 40 seconds later. Play shall not resume until 30 minutes after the last lightning flash. Immediately following the suspension of play, persons may enter the field of play in order to lay pitch covers. However, no person may remain on, or enter, the field of play in the event a lighting flash is followed by thunder less than 30 seconds later, and shall remain off the field of play for the duration of the period that play is suspended under this playing condition. 21. TRANSFER OF MATCHES TO SYNTHETIC PITCHES Refer to Administration General on page 48 for more information. 85

QUALIFICATION OF PLAYERS For the purpose of this playing condition, country player means a player who is an active playing member of any club affiliated with the NSW Country Cricket Association. a) Any player taking part in the competition must be under the age of 16 years (Bradman Cup) and under the age of 14 (Kookaburra Cup) at midnight on 31st August of the cricket season in question, and must be a registered player of a Country Club or Association and have played a competition game within their respective Zone. b) A Country player may not play in both the Bradman Cup and A.W. Green Shield competition in any season. c) A Country player may only register and play with a team competing in the A.W. Green Shield competition having first made themselves available to play for the Bradman Cup or Kookaburra Cup team representing his association or zone and not having been selected for that team, and with the prior approval of the CCNSW Committee of Management. d) A Country player may only register and play with another team in the Bradman Cup or Kookaburra Cup representing an association or zone in which they are not a registered player, having first made themselves available to play for the team representing his own association or zone and not having been selected for that team, and with the prior approval of the CCNSW Committee of Management. e) A player who is given approval to register and play with the team in the Bradman Cup or Kookaburra Cup representing an association or zone in which they are not a registered player, may only do so for that season, and may not register and play with any other team in that competition in that season. f) Any player breaching (a) to (e) above is considered an ineligible player, and the team for which they have played for in the Bradman Cup or Kookaburra Cup will be deemed to have lost all matches in which they have played. 86

LAWS OF CRICKET Except as varied hereunder the Laws of Cricket 2000 Code (5th Edition 2013) shall apply in all matches except as varied below shall apply. 2. PROGRAM The Competition shall be conducted as determined by the CCNSW Committee of Management. At the conclusion of the preliminary rounds the two leading sides in age group shall play each other in a Final to determine the winner of the Championship. Refer to clause 11 on page 93 for Determination of Finalists. Transfer of Matches to Synthetic Pitches It is intended that all matches be played on turf pitches. However, if adverse circumstances prevail, the Host Authority may arrange to transfer matches to synthetic pitches. Refer to Administration General on page 48 for more information. 3. DURATION OF MATCHES, COMPOSITION OF TEAM AND EXCHANGE OF TEAM LISTS Matches shall be either 20 overs per side or 35 overs per side as per the competition draw. In 20 over matches, a minimum of 5 overs per team shall constitute a match, and in 35 over matches, a minimum of 15 overs per team shall constitute a match. A team shall consist of up to thirteen players all of whom are eligible to bat in an innings. Only 11 players are allowed on the field at any one time whilst the opposition team is batting. It is expected that all players field in an innings (unless injured or ill). All players are permitted to bowl. No player is permitted to bat more than once in an innings. Interchange of fielders without restriction is permitted, provided no playing time is wasted. 4. HOURS OF PLAY AND INTERVALS a) Matches will normally commence at 9am and 2.15pm each day, however, the host Region may vary these times to suit format of games and local conditions provided prior approval is granted by CCNSW. i) Innings Time 20 over a side matches The maximum innings time will be 75 minutes per side ie 3.75 minutes per over. There will be a 10 minutes innings break. 88

89 McDONALD S WOMEN S UNDER 18 and UNDER 15 COUNTRY CHAMPIONSHIPS PLAYING CONDITIONS ii) Innings Time 35 over a side matches The maximum innings time will be 135 minutes per side ie 3.85 minutes per side. There will be a 10 minutes innings break. b) Day/Night matches, if scheduled, will commence at a time as determined by the Host Authority and CCNSW. 4.1 DRINKS INTERVAL There will be no scheduled drinks breaks in Twenty20 matches however drinks can be given to players at the fall of wickets providing no time is wasted. In 35 over a side fixtures, a drinks break shall be taken at the end of the 18th over. In the case of extreme heat, an extra drinks break may be taken with the agreement of the Umpires. An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the Umpires. Any player taking drinks onto the field shall be dressed in proper cricket attire. 5. APPOINTMENT OF UMPIRES Umpires, for the Carnival and the Final, shall be appointed by the Host Zone Representative or the Secretary of the local umpires association. This shall be done in consultation with the NSW Country Umpire Advisor. 6. LENGTH OF AN INNINGS 6.1 Uninterrupted Over Matches a) Each team shall bat for its quota of either 20 or 35 overs depending on the format of the game, unless all out earlier. A team shall not be permitted to declare its innings closed. b) If the team fielding first fails to bowl the number of overs by the scheduled time for cessation of the batting teams innings, play shall continue until the required number of overs has been bowled. c) Unless otherwise determined by the Umpires the innings of the team batting second shall be limited to the same number of overs bowled by it, at the scheduled time for cessation of the first session. The over in progress at the scheduled cessation time shall count as a completed over. d) The interval shall not be extended and the second innings shall commence at the scheduled time. e) The Umpires may increase the number of overs to be bowled by the team bowling second if they are of the opinion that events beyond the control of the bowling team prevented that team from bowling the required number of overs by the scheduled time for the cessation of the innings of the team batting first. f) If the team batting first is all out and the last wicket falls at or after the scheduled time for the interval, the innings of the team batting second shall be limited to the same number of overs bowled to the team batting 89

90 McDONALD S WOMEN S UNDER 18 and UNDER 15 COUNTRY CHAMPIONSHIPS PLAYING CONDITIONS first at the scheduled time for the interval (the over in which the last wicket falls to count as a complete over). g) If the team fielding second fails to bowl the prescribed number of overs as provided in 4 (a) (i) and 4 (a) ( ii) by the scheduled cessation time, the hours of play shall be extended until the required number of overs has been bowled or a result achieved. 6.2 Delayed or Interrupted Matches General a) The object shall always be to rearrange the number of overs in the available time so that both teams have the opportunity of batting for the same number of overs, subject to the provisions of Clause 3 (minimum overs to constitute a match). The calculation of the number of overs to be bowled shall be based on an average rate of 16 overs per hour in the total time available for play. b) If the team fielding second fails to bowl the required numbers of overs by the scheduled cessation time, the hours of play shall be extended until the overs have been bowled or a result achieved. c) The team batting second shall not bat for a greater number of overs than the first team unless the latter has been all out in less than the agreed number of overs. d) A team shall not be permitted to declare its innings closed. e) Fractions are to be ignored in all calculations re number of overs Delay or Interruption to the Innings of the Team Batting First a) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of the first session, as calculated by the available time and clause (a). b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled, and 6.1 (b) shall apply. c) If the team batting first is all out and the last wicket falls at or after the scheduled time for the interval, 6.1 (d) shall apply Delay or Interruption to the Innings of the Team Batting Second If it is not possible for the team batting second to have the opportunity of batting for the same number of overs as the team batting first, the overs to be bowled shall be reduced at the rate of 16 overs per hour for time lost. Calculations because of any time lost shall be as per (a) Calculations of Target Score Refer clause 11.3 and 11.4 on pages 93 and

RESTRICTIONS ON THE PLACEMENT OF FIELDERS Field boundaries and markings in both 20 over and 35 over matches: 7.1 The maximum boundary size in all matches will be 50 metres. 7.2 Two semi circles shall be drawn on the field of play. The semi circles have as their centre the middle stump at either end of the pitch. The radius of each of the semi circles is yards (23m). The ends of each semi circle are joined to the other by a straight line drawn on the field on the same side of the pitch. Continuous painted white lines or dots at five yard (4.5m) intervals shall mark this fielding restriction area. Each dot may be covered by a white plastic or rubber (but not metal) disc measuring seven inches (18 cm) in diameter. 7.3 At the instant of delivery, there may be no more than 5 fielders on the leg side 7.4 TWENTY20 MATCHES a) For the first 6 overs only 2 fielders are permitted to be outside the field restriction marking at the instant of delivery b) For the remaining overs, only 4 fielders are permitted to be outside the field restriction marking at the instant of delivery c) No more than 5 players are allowed on the leg side at the instant of delivery d) In circumstances where the number of overs of the team batting first is reduced, the number of overs in regard to the restrictions in 7.1, 7.2, 7.3 and 7.4. (a) and (b) above shall be reduced proportionally as per the table below OVER A SIDE MATCHES a) For the first 11 overs only 2 fielders are permitted to be outside the field restriction marking at the instant of delivery b) For the remaining overs, only 4 fielders are permitted to be outside the field restriction marking at the instant of delivery c) No more than 5 players are allowed on the leg side at the instant of delivery d) In circumstances where the number of overs of the team batting first is reduced, the number of overs in regard to the restrictions in 7.4 (a) and (b) above shall be reduced proportionally as per below Total Overs in Innings T20 Restrictions per 7.4 (a) & (b) Total Overs in innings 35 overs 91 Restrictions per 7.5 (a) & (b)

NUMBER OF OVERS PER BOWLER No bowler shall bowl more than 4 overs in an innings in a Twenty20 match and 7 overs in a 35 over a side match. In a delayed or interrupted match where the overs are reduced for both teams or for the team bowling second, no bowler may bowl more than one-fifth of the total overs allowed. Where the total overs are not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up the balance. In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler. Such part of an over will count as a full over in so far as each bowler's limit is concerned. 8.1 Length of Break Between Spells No medium pace or faster bowler (broadly defined by one or both Umpires as those to whom the wicketkeeper would normally stand back) shall be permitted to bowl more than the number of overs in a spell 8.2 Restrictions on Young Bowlers Restrictions apply to young bowlers of medium pace or faster in regard to the number of overs which are allowed in a spell and in days play. Refer Administration General page 41 for more information 8.3 Change in Bowling Type Where a bowler changes between medium pace (or faster) and spin/slow bowling during an innings- a) if the bowler begins with medium pace (or faster), the bowler is subject to the Playing Condition throughout the day; and b) if the bowler begins with spin/slow bowling and changes to medium pace(or faster), the Playing Condition applies from the time of the change, and all overs of spin/slow bowling bowled prior to the change shall not be taken into account in either the current spell or the innings limit 8.4 Protective Equipment Young Players Refer Administration General page 47 for more information. 9 NO BALL a) Law 24 in its entirety will apply b) A bowler is permitted to bowl 1 (one) fast short pitched ball per over which passes, or would have passed, above shoulder height of the striker standing upright at the crease. In the event of any further such delivery in the same over, either Umpire shall call and signal No Ball on each occasion. c) Any fast short pitched delivery which passes or would have passed over head height of the striker standing upright at the crease is deemed to be unfair. For any such delivery the Umpire at the bowler s end will call and signal No Ball on each occasion 92

93 McDONALD S WOMEN S UNDER 18 and UNDER 15 COUNTRY CHAMPIONSHIPS PLAYING CONDITIONS d) Laws 42.6, 42.7 and 42.8 will apply with regard to the bowling of high full pitched balls e) A penalty of one (1) run shall be awarded instantly on the call of No-Ball, and it shall be in addition to any other runs scored, any boundary allowance and any other runs awarded for penalties. 9.1 Free Hit after a No Ball (a) (b) The delivery following any No Ball shall be a free hit for whichever batsman is facing it. If the delivery for the free hit is not a legitimate delivery (any kind of No Ball or Wide), then the next delivery will become a free hit for whichever batsman is facing it. For any free hit, the striker can only be dismissed under the circumstances that apply for a No Ball even if the delivery for the free hit is called a Wide. Changes to fielding positions are only permitted if a different batsman is on strike for the free hit delivery. The bowler s end Umpire shall signal a free hit by (after the normal No Ball signal) extending one arm straight upwards and moving it in a circular motion. 10. WIDE BOWLING - JUDGING A WIDE 10.1 Law 25 shall apply in full. The ball will be considered as passing wide of the striker unless it is sufficiently within his reach, on both sides of the wicket, for him to be able to hit it with his bat, by means of a normal cricket stroke when standing in a normal guard position The maximum number of balls in an over will be THE DETERMINATION OF FINALISTS RESULTS, POINTS AND VENUE 11.1 Finalists At the end of the preliminary rounds, the teams that have obtained the highest number of points will qualify to contest the Final. In the event that 2 or more teams have in the same pool have equal points after the completion of the preliminary rounds, the team with the best overall net run rate (refer rule 12.2 below) shall qualify for the Final Calculation of Net Run Rate Refer to Administration General page 46 for more information 11.3 The Result A result can only be achieved if both teams have had the opportunity to batting for a least 5 overs in a Twenty20 match, and for 15 overs in a 35 over a side match subject to the provisions of Clause 6.1 (b) and (b) (pages 89 and 90) unless one team has been all out in less than 5 overs in a Twenty20 match or 15 overs in a 35 over match. A match shall be a no result if both teams have not had the opportunity to bat for either a minimum of 5 overs in a Twenty20 match or 15 overs in a 35 over match because: a) The innings of the team batting second would be reduced to less than 5 overs (Twenty20) and 15 overs (35 overs a side) as a result of an interruption to play after it s commencement. b) In matches where both teams have had the opportunity of batting for the agreed number of overs, subject to the provisions of Clauses 6.1(b) and 6.2.2(b) (page 90) and the scores are equal, the result shall be a tie. 93

94 McDONALD S WOMEN S UNDER 18 and UNDER 15 COUNTRY CHAMPIONSHIPS PLAYING CONDITIONS Delayed matches Calculation of Run Rate and Target Score If due to suspension of play after the start of the match, the number of overs in the innings of either team has to be revised to a lesser number than originally allotted (minimum 20 overs), unless the provisions of 6.1(b) or (pages 89 and 90) apply, then a revised target score (to win) should be set for the number of overs which the team batting second will have the opportunity of facing. This revised target is to be calculated using the Run Rate Method. A team s run-rate is calculated by dividing its total number of runs scored by its total number of overs received. a) For the purposes of run-rate calculations, each fair delivery bowled counts as one-sixth of an over. b) Where a team is dismissed before it has received its maximum number of overs, it is deemed to have received the maximum number of overs. c) The team with the higher run-rate wins the match, regardless of the number of wickets that it has lost Points Win Tie in preliminary matches No Result (wash out) Loss Wickets taken Runs scored 11.6 Tie in the Final 4 points 2 points each team 2 points each team 0 points 0.1 per wicket 0.01 per run In the event that the Final is a tie, the following will occur to determine a winner: The side with the highest number of points at the completion of the preliminary rounds or If the number of points are the same, the side losing the least wickets will be declared the winner, or If the wickets lost are the same, the side with the best overall net run rate for the duration of the Championships will be declared the winner. 12. QUALIFICATION OF PLAYERS a) Eligibility for the Championships is limited to players of Country Origin, which is defined as an athlete whose first registration was with a club that is affiliated to the NSW Country Cricket Association. A player is eligible to represent the Zone with which she was first registered. A player not registered with any Zone during the preceding season, may represent the Zone she is registered with for the current season or intends to register with for the current season. b) A player may only nominate to stand for selection in one Zone per season or in their respective combined region. c) Where a player is not selected for her nominated Zone, her nomination will be held by the Operations Manager Country Cricket, so that Zone s unable to nominate a full team may apply to the Operations Manager Country Cricket for one of these players to compete for their Zone. For example, if a player has nominated to play in Western but was not selected for the Western team, she herself may not nominate to play for another Zone. However, she may be placed with a Zone(s) centre after permission has been sought by her Zone(s) and granted by CCNSW. d) In the event that sides cannot be filled, Country Cricket NSW reserves the right to allow players from other areas to participate in the Championships subject to approval by the Country Committee of Management Age Limits All players are participating in the Women s Under 15 and Under 18 Country Championships are required to be Under 15 years or Under 18 years of age as of midnight on the 31st August of the cricket season in question. The minimum age of a competitor in the Under 15 Division is 12. Teams competing in the Under 15 Division may apply for age exemption for a maximum of 2 over age players to play to assist with player development. Exemptions can also be sought for under age players to play. Applications for special consideration are to be forwarded to the Operations Manager Country Cricket prior to the Championships for approval. 95

REIMBURSEMENT & REMUNERATION POLICY 1.1 Committee of Management The members of the Committee of Management shall be eligible for the following reimbursements: a) Payment of travel expenses at the adopted cents/kilometre rate for motor vehicle travel or, where required, air travel to attend the following events: (i) (ii) (iii) (iv) (v) (vi) Cricket Council Annual General Meetings within the Zone he/she represents. Annual General Meeting and Post-season meeting of the Zone he/she represents. Meetings of Committee of Management of Country Cricket NSW. Annual General Meetings, Special Meetings and the Annual Dinner of Country Cricket NSW. Quarterly Meetings, Annual General Meetings and Special General Meetings of Cricket NSW. Functions where representing the Chairman. b) Payment of accommodation/meal expenses associated with (iii), (iv), (v) & (vi) above. c) Payment of dinner expenses for member and partner at the Annual Dinner. 1.2 Chairman The Chairman shall be eligible for the following reimbursements: a) Payments for travel as set out under Committee of Management as well as the following events: (i) (ii) (iii) (iv) (v) Finals of Country Cricket NSW feature events. Annual General Meetings of Cricket Zones Country Cricket Australia meetings. Functions where invited as a representative of Country Cricket NSW. Matters relating to the business of Country Cricket NSW. b) Payment of accommodation expenses as set out under Committee of Management together with accommodation expenses associated with all of the above plus those of the Chairman s partner in respect of (iv). 97

98 1.3 Deputy Chairman OPERATIONAL POLICIES & PROCEDURES The Deputy Chairman shall be eligible for the following reimbursements: a) Payments for travel as set out under Committee of Management as well as the following events: (i) (ii) Functions where representing the Chairman. Matters relating to the business of Country Cricket NSW. b) Payment of accommodation expenses as set out under Committee of Management and those in respect of (i) and (ii) above. 1.4 Delegates Delegates shall be eligible for the following reimbursements: a) Payment of travel expenses at the adopted cents/kilometre rate for motor vehicle travel and provision of accommodation where appointed as a proxy for a member of the Committee of Management in respect of (a) (iv), (v), (vi) and (b) under 1.1 Committee of Management above. b) Delegate s travel and accommodation expenses to attend the Annual General Meeting, Annual Dinner and any Special Meeting of Country Cricket NSW shall be the responsibility of the respective Zone or the individual. c) Any costs other than those referred to in paragraphs a) and b) above are to be met by the delegates Zone/Association. 1.5 Selectors Members of the Country Cricket NSW Selection Panel shall, subject to (c), be eligible for the following reimbursements: a) Payment of travel expenses at the adopted cents/kilometre rate for motor vehicle travel to attend the following events: (i) (ii) (iii) (iv) The respective Zone carnival or trial for selection of the SCG Country Cup or McDonald s Country Colts sides from within the Selector s Zone. McDonald s Country Championship Carnivals and Final. McDonald s Country Colts Carnivals. Matches where directed by the Committee of Management. b) Payment of accommodation expenses associated with (ii), (iii) and (iv) above. The reservation of accommodation for these events shall be the responsibility of the individual Selector. a) Selectors shall only be eligible for the reimbursements detailed in (a) and (b) where they are appointed to a Carnival or fixture in the Selector s Roster. d) The Chairman of Selectors shall have travel and accommodation expenses met if requested to attend a meeting of the Committee of Management. 98

99 1.6 Umpires OPERATIONAL POLICIES & PROCEDURES Members of the Country Cricket NSW Umpires panel shall be eligible for the following reimbursements: a) Payment of travel expenses at the adopted cents/kilometre rate for motor vehicle travel to attend the following events: (i) (ii) Country Cricket NSW fixtures where appointments are made by the Country Cricket NSW Umpires Sub-Committee and detailed in the Umpire appointments schedule in the Country Cricket NSW Handbook. Other representative Umpiring appointments made by the Country Cricket NSW Umpires Sub-Committee and endorsed by the Committee of Management. Umpires are encouraged to car share where possible b) Provision of accommodation expenses associated with (i) and (ii) above. Accommodation for umpires on a twin share basis shall be provided in conjunction with the normal arrangements for these events and shall be the responsibility of the host authority. Umpires who wish take their wives/partners with them will be responsible for booking their own accommodation and will be reimbursed at whatever the shared rate is. c) Umpires shall be paid the adopted match fee set by the Committee of Management for all Country Cricket NSW fixtures. Payment shall be made by the host authority at the conclusion of the event, unless prior arrangements have been made by Country Cricket NSW to pay the Umpire direct. 1.7 CCNSW Umpires Observers or Match Referee The Umpires Observer/s or Match Referee shall be eligible for the following reimbursements: a) Payment of travel expenses at the adopted cents/kilometre rate for motor vehicle travel to attend the following events: (i) (ii) Country Cricket NSW fixtures where appointments are made by the Country Cricket NSW Umpires Sub-Committee. Other fixtures authorised by the Committee of Management. b) Payment of accommodation/meal expenses in respect of (i) and (ii) above. 99

100 OPERATIONAL POLICIES & PROCEDURES 1.8 Zone Administration Expenses Zones shall be eligible for the following administration expense reimbursements: a) Payment of an annual retainer as adopted to be paid in two instalments. The first instalment shall be paid by 30th September each year and the second instalment shall be paid by 31st March the following year, subject to satisfactory completion of all necessary returns and documentation required by Country Cricket NSW. 1.9 Regional Coaches Payment of approved administration expenses up to the adopted limit will be made to the respective Country Cricket Zone upon presentation of a claim supported by receipts from the Zone for such expenses to Country Cricket NSW. Any equipment purchased by the Zone is to be purchased in the Zone s name and shall remain the property of that Zone. Such purchases are to be recorded on the annual Equipment and Stock Inventory submitted to Country Cricket NSW by 31st July annually. Regional Coaches (RCs) shall be eligible for the following remuneration: a) Payment of an annual retainer as adopted, to be paid in two instalments with components and method of payment as set out in (b). The first instalment shall be paid by the 31st August annually following lodgement of the Regional Coaching Program with the Academy Coach and the final instalment shall be paid by the 30th April annually subject to satisfactory completion and lodgement of the End of Season Regional Coaching Program Report and any other documentation required by the Academy Coach and the Pathways Manager. b) All instalments shall be paid to the respective Zones. The first instalment shall be in two parts; one part representing half of the RC s retainer and the other portion being the coaching expenses allocation to be held by the respective Zone/Association. The final instalment shall represent the balance of the RCs retainer. The Zone/Association shall make payments to the RC/s as directed by the Pathways Manager and the Academy Coach Life Members Life Members shall be eligible for the following privileges: a) Payment of cost of Annual Dinner 1.11 Sponsors Sponsors shall be eligible for the following privileges: a) Payment of cost of Annual Dinner b) Payment of cost of accommodation at the Annual Dinner. c) Other expenses deemed necessary by the Committee of Management. 100

ZONE WOMEN S CRICKET REPRESENTATIVE - ROLE STATEMENT 3.1 This role reports to the Zone Administrator and Zone Academy Coach 3.2 Primary Objectives a) Support initiatives that increase participation in and awareness of girl s cricket playing opportunities in the Zone b) Assistance with Cricket Performance Department female representative programs in the Zone c) Knowledge and timely communication of female cricket opportunities d) Ensure a positive cricket experience for all females involved in the game of cricket 3.3 Key Responsibilities a) Support and assist zone initiatives to increase female cricket participation including the in2cricket program and junior girls cricket b) Assist Zone Administrator as required with female Zone cricket competitions and carnivals c) Communicate information about and assist as required with female state cricket programs including Female Cricket Academy programs and the State Country Cricket Challenge d) Work with Zone Administrator to coordinate teams to participate in annual McDonald s Women s Country Championships e) As required, assist Zone Administrator to host annual McDonald s Women s Country Championships f) Establish and maintain relationships with Youth Programs Manager Female, Female Participation Manager, Regional Development Manager, Zone Administrator, Cricket NSW Academy Coaches, Regional Coaches and other key stakeholders as required g) Knowledge and communication, as required, of all current female cricket programs and pathways available in the zone 3.4 Reporting Procedures a) Submit reports on all female cricket activities to zone meetings b) Regularly communicate with Cricket NSW Female Pathways Manager, Zone Administrator, Regional Development Manager and Female Youth Programs Manager regarding female cricket initiatives, competitions and programs c) Coordinate female cricket activities and programs with the Cricket NSW Academy Coaches, Regional Development Manager, Zone Administrator and Regional Coaches 3.5 Remuneration An honorarium and expenses shall be provided: a) Subject to completion of above responsibilities and submission of reports to zone meetings b) Work-related expenses to be reimbursed by the Zone on submission of receipts to the Zone Administrator and subject to fulfilling reporting requirements 105

SELECTION AND TEAM MANAGEMENT POLICY 4.1 Selection Panel The Country Cricket NSW Selection panel shall comprise five selectors appointed by the NSW Country Committee of Management. 4.2 Chairman of Selectors The Chairman of Selectors shall be appointed by the NSW Country Committee of Management. 4.3 Selectors Roster A Selectors Roster shall be prepared for appointment of Selectors to the various Carnivals and fixtures associated with selection of NSW Country teams. Attention is drawn to the provisions of 1.5 (c) of the Remuneration and Reimbursements Policy relative to payment of expenses to Selectors. 4.4 Team Management The appointment of the Team Manager, Coach and Physiotherapist of the NSW Country team for the CBA Australian Country Cricket Championships, and any other representative team under the control of Country Cricket NSW respectively, shall be made annually by the Committee of Management from expressions of interest from persons it considers, from time to time, to be suitable for such positions. An appointment as a Team Manager, Coach or Physiotherapist shall be only for the term of the carnival or match concerned. In making such appointments the Committee of Management may have regard to succession planning relative to appointments to future events. Team Managers, Coaches and Physiotherapists shall be required respectively, prior to the Carnival or fixture, to execute an Appointment Agreement setting out the conditions of appointment and their responsibilities as representatives of Country Cricket NSW. 4.5 Player Selection Players shall be notified in writing of their selection in NSW Country teams and be advised of the details associated with the respective Carnival or fixture. Players shall be required, prior to the Carnival or fixture, to execute a Selection Agreement setting out the conditions of selection and the responsibilities of the player as a representative of Country Cricket NSW. 106

MEMBERS AND DELEGATES POLICY a) The Zone shall be known as the Country Cricket Zone/Association and shall consist of Country Cricket Zone Affiliates (cricket councils or associations) as determined by the NSW Cricket Board from time to time. b) The Zone shall be represented on the NSW Country Cricket Association (NSWCCA) by two Delegate Members, one of whom shall be the Zone Member of the Committee of Management of the NSWCCA. c) The duties of the Delegate Members shall be: (i) To represent the Zone at the Annual General Meeting of the NSWCCA and at such Extraordinary General Meetings of the NSWCCA as may be called from time to time. (ii) If unable to attend any meeting as in (c), (i) above, to arrange the appointment of a proxy. (iii) Generally to do all things as shall be conducive to the promotion, extension and betterment of cricket within the Zone. d) The duties of the Zone Committee Member shall be: (i) To represent the Zone at all meetings of the Committee of Management of the NSWCCA. (ii) To represent the Zone at all meetings of the New South Wales Cricket Association. (iii) If unable to attend any meeting as in (d), (i) and (ii) above, to arrange the appointment of a proxy. (iv) To liaise with the Zone Administrator and ensure the calling of such meetings of all applicable Zone Affiliates as necessary for the proper and efficient promotion of cricket within the Zone. (v) To ensure, in co-operation with the Zone Administrator, the prompt distribution to all Zone Affiliates of all letters, circulars and other communications and material as shall be required by the NSWCCA. 6. PROTESTS AND DISPUTES POLICY Protests and disputes should be referred to the Association only after all avenues have been exhausted locally and must be accompanied by payment of the prescribed fee. In accordance with the adopted procedure the matter is to be referred in the first instance to the local Association with any appeals being directed firstly to the Council secondly to the Zone and then to this Association. Such an appeal must be received within seven days of the date on which the Zone hands down its decision. In terms of the Constitution of the Association provision is made for any party to such protest or dispute to lodge an appeal to the NSW Cricket Board within seven days of the date on which the Committee or Sub-Committee of the NSW Country Cricket Association hands down its decision. The decision of the Board is final and no further appeal shall be made to any other body or court other than on a point of law. 107

108 RACIAL AND RELIGIOUS VILIFICATION EXTRACT FROM THE BY LAWS OF THE NEW SOUTH WALES CRICKET ASSOCIATIION 4A Racial and Religious Vilification Code 4A.1 Background Cricket is a game where polite interaction between participants and with spectators has always been an essential component. It is part of each captain's role to ensure that the behaviour of players in a team meet the expectations of the community generally and the cricket community in particular. The cricket community is anxious to ensure that people of all ethnic and religious backgrounds enjoy playing and watching the game of cricket. To facilitate this endeavour and to demonstrate that cricket is in tune with the wider community in opposing racial and religious vilification in all its forms the New South Wales Cricket Association (NSWCA) introduces this Code. 4A.2 Purpose of Code The purpose of this Code is to: a) recognise the commitment of NSWCA to the avoidance and elimination of racial and religious vilification; b) foster an environment where captains, in appropriate circumstances, deal with any alleged breach of this Code; and c) establish a framework for dealing with alleged breaches of this Code where action taken to resolve such matters has not been to the satisfaction of those concerned. 4A.3 Conduct Covered by the Code No person who is participating in a match under the jurisdiction or auspices of the NSWCA or its affiliates shall engage in any conduct, act towards or speak to any other person in a manner which offends, insults, humiliates or vilifies such person on the basis of that person's race, religion, colour, descent or ethnic origin. 4A.4 The Relationship Between This Code and Other Rules and Regulations This Code does not restrict any other action which may be taken in relation to the conduct covered by this Code under the Cricket Australia Code of Conduct. 4A.5 Procedure Following Allegation Any allegation of a breach of this Code against a player should be directed, either verbally or in writing, to the captain of the team who shall: a) immediately request the player involved to apologise appropriately to the complainant, or b) if the allegation is not admitted, undertake an investigation of the matter at the conclusion of the match 108

109 RACIAL AND RELIGIOUS VILIFICATION Any person found to be in breach of this Code as a result of an investigation by the captain, will be required to apologise appropriately to the complainant before being permitted to play in any future match. Where the allegation of a breach of this Code is against the captain of a team who admits such behaviour, the captain shall apologise appropriately to the complainant before being permitted to play in any future match. 4A.6 Procedure Where Allegations Not Resolved to Satisfaction of Complainant Where a complainant who has directed an alleged breach of this Code to the captain of a team is not satisfied with the outcome, the complainant is entitled to lodge a complaint with the Association governing the competition in which the team participates (the Association). 4A.7 Continuous Breaches of the Code Where a breach of this Code is alleged against a player who has previously breached the Code, the captain will again attempt to resolve the matter. However, if the captain regards the allegation to be more serious than the earlier occasion, the captain shall refer the matter to the Association for appropriate action. 4A.8 Reporting Any allegation of a breach of this Code and the action taken to resolve it, shall be recorded by the captain. 4A.9 Continuous Education NSWCA will prepare, maintain and make available to all member clubs and affiliates a booklet covering issues relating to racial and religious vilification. This Code will be included along with references illustrating examples of racial and religious vilification identified in other sports. Where any difficulty is experienced or is expected in implementing the principles of this Code application should be made to NSWCA for assistance. 109

110 4.2 Code of Conduct THE CODE OF CONDUCT By-laws of the NSW Cricket association (extract) a) No person bound by this Code of Conduct shall engage in disorderly or improper conduct or behaviour. b) A person who engages in disorderly or improper conduct or behaviour breaches this Code of Conduct. c) Disorderly or improper conduct or behaviour includes, but is not restricted to, a person: (i) (ii) (iii) (iv) (v) Assaulting or attempting to assault, or abusing, either orally or physically, an umpire, player or spectator; Disputing, as distinct from questioning, an umpire s decision, or reacting in an obviously provocative manner towards an umpire; Using crude or abusive language, or hand signals or other gestures; Engaging in any form of conduct or behaviour detrimental to the spirit of the game or likely to bring the game into disrepute; or Refusing to supply that person s name and that person s address when required by another person who is lodging a report. d) The captain of a team shall ensure that the players (including the person acting as 12th man) comply with the Code of Conduct. e) The captain of a team breaches the Code of Conduct if a player in that team engages in continuing disorderly or improper conduct or behaviour. f) Breaches of this Code of Conduct in rounds 1, 2, 3 and 4 of the SCG Country Cup and the Country Plate are to be referred to the judiciary of the association/club under which the player reported is registered to play. g) Inappropriate uses of social media 4.3 Effect of Penalties Imposed by Judiciary Committees a) No replacement player or substitute is allowed for any player who is suspended or disqualified by a judiciary committee of any of the Associations during the course of a match. b) Any person, other than a person who is an employee of any of the Associations, who has been suspended or fined or otherwise dealt with by a 110

111 THE CODE OF CONDUCT judiciary committee of any of the Associations may, at the discretion of the Judiciary Committee: (i) (ii) be prohibited from acting in any administrative position or as an office-bearer of the person s club or association or as captain of any team taking part in any match conducted by any of the Associations; and not be eligible to act as a delegate member or an office-bearer of any of the Associations, until the annual general meeting of the relevant Association held after the expiration of such suspension or disqualification or held after the day on which such fine is paid to the relevant Association. 4.4 Suspended Players a) Any player who has been suspended by a judiciary committee of any of the Associations or by any other properly constituted cricket disciplinary authority at club, association, NSW, ACB or international level will be ineligible for selection during the period of the suspension in any team in a competition conducted by any of the Associations or in any team selected by or representing any of the Associations. b) For the purpose of clause 4.4 (a), the period of suspension shall be c) (i) (ii) (i) (ii) The period from the first date until the last date, both dates inclusive, where a time period suspension is imposed; and Each day of play of a match where a match based suspension is imposed. Where a match is not played due to inclement weather or for any other reason, the original scheduled days of play shall constitute the period of suspension. Any player who has been suspended by a judiciary committee of any of the Associations or by any other properly constituted cricket disciplinary authority at club, association, NSW, ACB or international level will be ineligible to be appointed or to act as captain of a NSW team or any other team representing any of the Associations until the commencement of the Annual General Meeting of the NSWCA held after the expiration of the suspension. The provisions of clause 4.4 (c) (i) shall not apply where the SCA Judiciary Committee exercises its discretion pursuant to Rule 21.3 of the constitution of the Sydney Cricket Association. d) A player who lodges an appeal against a suspension imposed by a judiciary committee of any of the Associations or by any other properly constituted cricket disciplinary authority at club, association, NSW, ACB or international level will be ineligible for selection in any team in a competition conducted by any of the Associations or in any team selected by or representing any of the Associations until the decision to 111

112 THE CODE OF CONDUCT suspend the player has been overturned or amended by the appellate body or the period of the suspension has expired. e) (i) (ii) The Chief Executive shall inform the ACB, the NSWCA Selection Committee or the NSW Women s Cricket Selection Committee, as appropriate, of any suspension of a representative player or prospective representative player as soon as possible after the imposition of such suspension comes to the attention of the Chief Executive. For the purposes of clause 4.4 (e) (i), a representative player means a person who is a party to an ACB Player Contract or State Player Contract or who is a member of a NSW Squad or who has represented the ACB, NSW or any of the Associations in any cricket match within a prior period of 12 months. f) For the purposes of By-Law 4.4, Rule 21.3 (b) of the constitution of the Sydney Cricket Association and Rule 23.5 (b) of the constitution of the NSW Country Cricket Association, a player who is a party to an ACB Player Contract or a State Player Contract and is not otherwise an employee of any of the Associations is not an employee of any of the Associations. 112

113 18A RULES OF THE NSW COUNTRY CRICKET ASSOCIATION CODE OF CONDUCT COMMISSIONER 18A.1 Appointment of Commissioner a) There shall be a Commissioner called the Code of Conduct Commissioner who shall be appointed by the New South Wales Country Committee of Management and the appointment ratified by the NSW Cricket Board. b) If the New South Wales Country Committee of Management so determines, it may appoint an Assistant Commissioner called the Assistant Code of Conduct Commissioner to assist the Commissioner in the discharge of the Commissioner s duties and to act as the Commissioner should the Commissioner be unavailable to so act. c) An Assistant Commissioner appointed pursuant to Rule 18A.1(b), has the powers, duties and functions of the Commissioner. d) The term of appointment of the Commissioner and any Assistant Commissioner shall be as determined by the NSW Country Committee of Management. e) A reference in these Rules to Commissioner, includes where appropriate, a reference to Assistant Commissioner. 18A.2 Qualifications for Appointment as Commissioner The qualifications for appointment to the positions of Commissioner and Assistant Commissioner shall be as determined by the NSW Country Committee of Management. 18A.3 Powers of the Commissioner The Commissioner shall have power to: a) Receive, investigate, examine and consider all reports alleging a breach of the Code of Conduct; b) Determine whether: (i) no action is to be taken against the Person Reported; (ii) the Person Reported is to be given a caution; or (iii) the Person Reported is to given or offered a suspension, iv) disqualification or other penalty; or to lay a charge against the Person Reported and have the matter proceed to a hearing before the Judiciary Committee c) Present the case against the Person Reported in any hearing before the Judiciary Committee; d) Appeal to the NSW Cricket Board against a decision of the Judiciary Committee; and e) Appear before the NSW Cricket Board at the hearing of any appeal against a decision of the Judiciary Committee. The Commissioner may exercise all or any of the above powers. 18A.4 No Action Taken by Commissioner a) Where the Commissioner determines that no action is to be taken following consideration of a report alleging a breach of the Code of Conduct, the Commissioner shall, on the first working day following the determination, inform: 113

114 RULES OF THE NSW COUNTRY CRICKET ASSOCIATION (i) (ii) (iii) (iv) the Person Reported; the Reporting Person; the Secretary; and the New South Wales Cricket Umpires and Scorers Association if the Reporting Person is an umpire. b) There shall be no right of appeal against the determination of the Commissioner. 18A.5 Caution, suspension, disqualification or other penalty to be issued by Commissioner a) Where the Commissioner determines that a caution, suspension, disqualification or other penalty is to be issued or offered following consideration of a report alleging a breach of the Code of Conduct, the Commissioner shall, by whatever means the Commissioner considers appropriate, inform the Person Reported of the determination and ascertain if the Person Reported is prepared to accept that determination or wishes to proceed to a hearing before the Judiciary Committee. b) Should the Person Reported accept the Commissioner s determination of a caution, suspension, disqualification or other penalty (for this purpose the verbal advice of the Person Reported will be sufficient), the Commissioner shall then issue that written caution, suspension, disqualification or other penalty to the Person Reported which will be deemed to have been effected 3 days after its posting. c) Where the Commissioner issues or offers a caution, suspension, disqualification or other penalty pursuant to Rule 18A.5(b), the Commissioner shall, on the first working day following the issue or offer of the caution, suspension, disqualification or other penalty inform: (i) the Reporting Person; (ii) the secretary of the club, association or body of which the Person Reported is a member; (iii) (iv) the Secretary; and the New South Wales Cricket Umpires and Scorers Association if the Reporting Person was an umpire. d) The issue or offer of a caution, suspension, disqualification or other penalty by the Commissioner to the Person Reported may be taken into account by the Judiciary Committee should the Person Reported be found guilty of a breach of the Code of Conduct within 3 years of the date of the issue of the caution, suspension, disqualification or other penalty. e) There shall be no right of appeal against the determination of the Commissioner. 18A.6 Commissioner to Present Case before Judiciary Committee Where a matter proceeds to a hearing before the Judiciary Committee, the Commissioner shall appear at that hearing to present the evidence relied upon to support the allegation, to test any defence, to address the Committee and, where appropriate, to make submissions in respect of those matters. 114

115 19 JUDICIARY COMMITTEE THE JUDICIARY COMMITTEE 19.1 Establishment of the Judiciary Committee There shall be a Judiciary Committee which shall be called the New South Wales Country Cricket Association Judiciary Committee Judiciary Committee Members to be Appointed at the Committee Meeting Immediately Prior to the Annual General Meeting Each year, at the Committee Meeting immediately prior to the Annual General Meeting, the Committee shall: a) Determine the number of persons to be appointed as Judiciary Committee Members for the coming year; b) Appoint the Judiciary Committee Members for the coming year; and c) Appoint from among those Judiciary Committee Members the chairman of the Judiciary Committee for the coming year Eligibility of Candidates for Appointment as Judiciary Committee Members a) Candidates for appointment as Judiciary Committee Members may be but need not be Members. b) Retiring Judiciary Committee Members may be candidates for reappointment Nominations of Candidates for Appointment as Judiciary Committee Members Candidates for appointment at the Committee Meeting immediately prior to the Annual General Meeting as Judiciary Committee Members shall be orally nominated duing the course of that meeting by those Members present Candidates Not Required to be Listed in Notice of the Committee Meeting Immediately Prior to the Annual General Meeting It shall not be necessary to list the names of candidates seeking appointment as Judiciary Committee Members in any notice convening the Committee Meeting immediately prior to the Annual General Meeting Appointment of Judiciary Committee Members The appointment of Judiciary Committee Members shall be conducted at the Committee Meeting immediately prior to the Annual General Meeting in such usual and proper manner as the chairman of that meeting may direct. 20 POWERS OF THE JUDICIARY COMMITTEE 20.1 Persons Bound by the Code of Conduct The following persons must comply with the Code of Conduct: a) Players (including those who act as 12th man) who participate in matches organised by the Association; b) Umpires who participate in matches organised by the Association; c) Persons who are in attendance at matches organised by the Association and who are members of Country Cricket Zones; 115

116 JUDICIARY COMMITTEE d) Persons who are in attendance at matches organised by the Association and who are members of Country Cricket Zone Affiliates; e) Persons who are in attendance at matches organised by the Association and who are office-bearers of Country Cricket Zones; f) Persons who are in attendance at matches organised by the Association and who are office-bearers of Country Cricket Zone Affiliates; g) Players (including those who act as 12th man) who play in teams representing the Association or selected by a selection committee of the Association; h) Persons who are in attendance at matches involving teams representing the Association or selected by a selection committee of the Association and who are members of Country Cricket Zones or Country Cricket Zone Affiliates; and (i) Persons who are in attendance at matches involving teams representing the Association or selected by a selection committee of the Association and who are office-bearers of Country Cricket Zones or Country Cricket Zone Affiliates Power of the Judiciary Committee The Judiciary Committee shall have the power to take the following action against the persons identified in Rule 20.1 if the Judiciary Committee determines in accordance with the provisions of these Rules that such person has breached the Code of Conduct: a) Censure that person; b) Impose a fine on that person; c) Suspend that person from participating in matches organised by the Association for a specific period; d) Disqualify that person from being eligible to participate in matches organised by the Association for a specific period, for an indefinite period or for life; e) Suspend that person from participating in teams representing the Association or from exercising any administrative function in relation to such teams for a specific period; and f) Disqualify that person from being eligible to participate in teams representing the Association or from exercising any administrative function in relation to such teams for a specific period, for an indefinite period or for life and shall have the power to suspend any penalty Judiciary Committee May Only Act Following a Report The Judiciary Committee shall not take any action against a person unless that person has been the subject of a report by a person which was lodged with the Secretary before 5 pm on the third working day following the date of the alleged conduct or behaviour by the Person Reported and a charge of a breach of the Code of Conduct has been laid by the Commissioner Any Person May Lodge a Report Any person who sees or hears another person (being a person referred to in Rule 20.1 engage in conduct or behaviour which the Reporting Person believes or suspects may not be in compliance with the Code of Conduct may lodge a written report containing details of the alleged conduct or behaviour with the Secretary who will forward a copy to the Commissioner. 116

117 JUDICIARY COMMITTEE 21 PROCEEDINGS OF THE JUDICIARY COMMITTEE 21.1 Procedure if the Reporting Person is an Umpire a) If the Reporting Person is an umpire who participated in the match in relation to which the alleged conduct by the Person Reported occurred, the Reporting Person shall use the Reporting Person s best endeavours to: (i) Orally advise either: (ii) (A) (B) the Person Reported; or a member or office-bearer of the club, association or body of which the Person Reported is a member, on the day of the alleged conduct that the Reporting Person intends to lodge a report concerning the conduct of the Person Reported with the Secretary; and Orally inform the Secretary as soon as practicable after the alleged conduct or behaviour that a report is to be submitted. b) If the Person Reported or a member or office-bearer of the club, association or body of which the Person Reported is a member was orally advised by the Reporting Person in accordance with the provisions of Rule 21.1(a)(i), and the Secretary has advised, either orally or in writing, that a charge of a breach of the Code of Conduct has been laid by the Commissioner against the Person Reported, then the Person Reported shall be required to appear before the Judiciary Committee on the day and at the time and place specified in a notice forwarded by the Secretary to the Person Reported or a member or Office-Bearer of the club, association or body of which the Person reported is a member unless the Commissioner has determined upon some other course of action in relation to the charge to be taken under the Code of Conduct.. c) If neither the Person Reported nor a member or Office-Bearer of the club, association or body of which the Person Reported is a member was orally advised by the Reporting Person in accordance with the provisions of Rule 21.1(a)(i) of the Reporting Person s intention to lodge a report then the Person Reported shall, if a charge of a breach of the Code of Conduct has been laid by the Commissioner, be required to appear before the Judiciary Committee on such day and at such time and place as specified in the notice forwarded by the Secretary pursuant to the provisions of Rule 21.1(d) unless the Commissioner has determined upon some other course of action in relation to the charge to be taken under the Code of Conduct. d) If neither the Person Reported nor a member or Office-Bearer of the club, association or body of which the Person Reported is a member was orally advised by the Reporting Person in accordance with the provisions of Rule 21.1(a)(i) of the Reporting Person s intention to lodge a report then the Secretary upon receiving the report within the time limit specified in Rule 20.3 shall, if a charge of a breach of the Code of Conduct has been laid by the Commissioner, forward a notice: 117

118 (i) (ii) JUDICIARY COMMITTEE To the Person Reported; or To the secretary of the club, association or body of which the Person Reported is a member, requiring the Person Reported to appear before the Judiciary Committee on the day and at the time and place specified in the notice (being a day which is at least 3 working days after the day on which Rule 35 of these Rules deems the Person Reported to have received such notice) unless the Commissioner has determined upon some other course of action in relation to the charge to be taken under the Code of Conduct Procedure if the Reporting Person is not an Umpire a) If the Reporting Person is not an Umpire who participated in the match in relation to which the alleged conduct or behaviour by the Person Reported occurred, then the Commissioner shall, at the discretion of the Commissioner, determine whether or not the matter shall proceed to a hearing before the Judiciary Committee or whether to give or offer the Person Reported a caution, suspension, disqualification of other penalty. b) If the Commissioner determines that a matter should not proceed to a hearing and not to give or offer the Person Reported a caution, suspension, disqualification or other penalty then no action shall be taken against the Person Reported and the Commissioner shall inform the Secretary who shall forward notice of that fact to the Reporting Person. There shall be no right of appeal against that decision. c) If the Commissioner determines that a matter should proceed to a hearing then the Commissioner shall inform the Secretary who shall: (i) forward a copy of the Reporting Person s report together with a notice requiring the Person Reported to appear before the Judiciary Committee at the day and at the time and place specified in the notice (being a day which is at least 3 working days after which the day on which Rule 35 of these Rules deems the Person Reported to have received such notice) to: (A) the Person Reported; or (B) the secretary of the club, association or body of which the Person Reported is a member; and (ii) forward a notice to the Reporting Person requiring the Reporting Person to appear before the Judiciary Committee on the day and at the time and place specified in the notice (being a day which is at least 3 working days after the day on which Rule 35 of these Rules deems the Reporting Person to have received such notice). d) If the Person Reported or the secretary of the club, association or body of which the Person Reported is a member receives notice in accordance with the provisions of Rule 21.2(c)(i) then the Person Reported shall be required to appear before the Judiciary Committee at the Office on the day and at the time and place specified in the notice. 118

119 JUDICIARY COMMITTEE e) If the Reporting Person receives a notice in accordance with the provisions of Rule 21.2(c)(ii), then the Reporting Person shall be required to appear before the Judiciary Committee on the day and at the time and place specified in the notice Judiciary Committee May Not Act Unless Commissioner is Present at the Hearing a) The Judiciary Committee shall not hear a matter nor take any action against a Person Reported unless the Commissioner is present at the hearing of the matter before the Judiciary Committee. b) If the Commissioner is not present at the hearing of the matter before the Judiciary Committee, then the hearing shall be adjourned for a period not greater than one month. c) If on the adjourned occasion the Commissioner is not present within 30 minutes after the time at which the hearing is scheduled to commence, then the matter shall be dismissed Attendance of Reporting Person who is an Umpire Not Required A Reporting Person who is an umpire, need not attend a Judiciary Committee hearing of a Person Reported, being a person charged by the Commissioner with a breach of the Code of Conduct arising from a report lodged by the Reporting Person, where the person Reported informs the Secretary prior to the hearing that the Person Reported agrees with the contents of the Reporting Person s report and does not require the Reporting Person to attend the hearing Person Reported to be Provided with Further Copy of Report At the commencement of a hearing by the Judiciary Committee the Person Reported shall be entitled to be provided by the Judiciary Committee with an additional copy of the Reporting Person s report if the Person Reported so requests No Right to Legal Representation a) Subject to the provisions of Rule 21.6(b), a Person Reported who appears before the Judiciary Committee shall not be entitled to legal representation or to representation by any other person. b) Notwithstanding the provisions of Rule 21.6(a), the Judiciary Committee may, in its sole discretion, permit the Person Reported to be represented by either a legal or non-legal person if the Judiciary Committee is of the belief that such representation would assist the orderly conduct of the proceedings Right of Person Reported to be Heard a) The Person Reported may lodge with the Secretary at any time prior to the commencement of the hearing by the Judiciary Committee any written comments in relation to the matters alleged in the report and the Secretary shall forward a copy thereof to the Commissioner. b) The Person Reported shall be entitled at the hearing before the Judiciary Committee to make oral representations and to make written submissions in respect of the matters raised in the report. 119

120 JUDICIARY COMMITTEE 21.8 Effect of Person Reported Failing to Appear Before the Judiciary Committee If the Person Reported fails to appear before the Judiciary Committee and the Judiciary Committee is satisfied that the Person Reported or the secretary of the club, association or body of which the Person Reported is a member received notice in accordance with the provision of Rules 21.1(a)(i), 21.1(e) or 21.2(c)(i), then the Judiciary Committee may adjudicate on the matter which is the subject of the Reporting Person s report and take any action against the Person Reported as it deems necessary (being action of the kind referred to in Rule 20.2) Effect of 2 or More Reporting Persons in Respect of the Same Conduct or Behaviour a) If there are 2 or more Reporting Persons in respect of the same alleged conduct or behaviour, then the Judiciary Committee shall hear the allegations contained in the report of each Reporting Person in the same hearing. b) Following the adjudication by the Judiciary Committee in respect of any alleged conduct or behaviour of the Person Reported then the Judiciary Committee shall have no power to hear any further allegations in respect of the same alleged conduct or behaviour Notification of the Judiciary Committee s Adjudication a) Written notification of the result of the Judiciary Committee s adjudication shall be forwarded on the first working day following the adjudication by the Secretary to: (i) The Person Reported; (ii) The secretary of the club, association or body of which the Person Reported is a member; (iii) The Reporting Person; (iv) The Commissioner; and (v) The Committee. b) The Committee shall report any action taken against the Person Reported by the Judiciary Committee to the next Ordinary General Meeting. 22 APPEALS AGAINST DECISIONS OF THE JUDICIARY COMMITTEE 22.1 Right to Appeal The Person Reported and the Commissioner may, within 7 days of the deemed date of receipt of the written notification of the result of the Judiciary Committee s adjudication, lodge a written appeal against that decision with the Secretary of the New South Wales Cricket Association Grounds of Appeal to be Set Out Any written appeal lodged by the Person Reported or the Commissioner pursuant to the provisions of Rule 22.1 shall set out fully the grounds on which the appeal is made. 120

121 JUDICIARY COMMITTEE 22.3 NSW Cricket Board to Determine Appeal The NSW Cricket Board shall consider any appeal as soon after its receipt as is practicable and, after considering the appeal, may confirm, amend or overturn the decision of the Judiciary Committee as it deems fit Notification of the Decision of the NSW Cricket Board a) Written notification of the result of the NSW Cricket Board s decision shall be forwarded on the first working day following the decision by the Secretary of the New South Wales Cricket Association to: (i) The Person Reported; (ii) The secretary of the club, association or body of which the Person Reported is a member; (iii) The Commissioner; and (iv) The Committee. b) The NSW Cricket Board shall report the result of its decision to the next general meeting of the New South Wales Cricket Association Decision of NSW Cricket Board to be Final The decision of the NSW Cricket Board shall be final and no further appeal may be made to any other court other than on a point of law. 23 EFFECT OF PENALTIES IMPOSED BY THE JUDICIARY COMMITTEE OR THE NSW CRICKET BOARD 23.1 Effect of Penalties Imposed by the Judiciary Committee Until Appeal is Determined Any suspension or disqualification imposed by the Judiciary Committee on the Person Reported shall remain in full force and effect unless and until the decision is overturned or amended by the NSW Cricket Board in which case the decision of the NSW Cricket Board shall become effective in place of the decision of the Judiciary Committee Fines to be Paid Within 7 Days Any fine imposed by the Judiciary Committee or the NSW Cricket Board shall be paid to the Association within 7 days of the Person Reported or the secretary of the club, association or body of which the Person Reported is a member receiving notification of the decision of the Judiciary Committee or the NSW Cricket Board. A Person Reported who is the subject of a fine imposed by the Judiciary Committee or the NSW Cricket Board shall not take part in any match organised by the Association or in which a team representing the Association is participating until such fine has been paid Refund of Fines Overturned on Appeal If a Person Reported pays a fine in accordance with the provisions of Rule 23.2 and the fine is subsequently reduced or revoked by the NSW Cricket Board on appeal, then the Association shall refund the relevant amount to the Person Reported within 7 days of the decision of the NSW Cricket Board having been made Suspended Players not to be Replaced No replacement player or substitute is allowed for any player who has been suspended or disqualified during the course of a match. 121

122 23.5 Effect of Penalty JUDICIARY COMMITTEE a) Any person, who has been fined, suspended or disqualified by the Judiciary Committee and not completely exonerated by the NSW Cricket Board on appeal shall: (i) Be prohibited from acting as an office-bearer of the Person Reported s club, association or body; (ii) Be prohibited from acting as captain of any team taking part in any match organised by the Association or the New South Wales Cricket Association; (iii) Be prohibited from acting as captain of any team which represents the Association or the New South Wales Cricket (iv) Association; If the Person Reported is a Delegate Member or Office-Bearer or a delegate member or office-bearer of the New South Wales Cricket Association - cease to be such a Delegate Member or Office-Bearer of either the Association or the New South Wales Cricket Association; and (v) If the person is not a Delegate Member or an Office-Bearer - not be eligible to act as a delegate member or as an officebearer of either the Association or the New South Wales Cricket Association, until the commencement of the Annual General Meeting held after the expiration of the suspension or disqualification or the day on which the fine is paid to the Association. b) Notwithstanding the provisions of Rule 23.5(a) the employment of any person by the New South Wales Cricket Association or the Association shall not be affected. 122

123 A Message from the NSW Cricket Board PLAYER BEHAVIOUR The NSW Cricket Board has, for some time, been concerned at the standard of on-field behaviour at all levels of the game. Cricket has traditionally been one sport to maintain and promote the highest levels of conduct and sportsmanship. We are all familiar with the saying "It isn't cricket" which implies that a certain type of behaviour is unacceptable. Cricket has always been competitive but, until recently, the Umpires' authority was never questioned. Their decisions were accepted by players who, at all times, demonstrated a willingness to play within the "spirit of the game". The Board is concerned at: (i) (ii) (iii) (iv) (v) The abuse of opposing players - generally directed at the batsman on strike by the bowler and fieldsmen. This applies after the batsman has played at and missed or scored from a delivery. The use of offensive language - generally in the form of a disparaging and abusing remark to an opposing player or toward an Umpire, or even as an expression of frustration or self-admonishment. Such language is generally audible beyond the playing arena and all too frequently an over-reaction to some quite straightforward incident. The questioning/disputing of the Umpire's decision - often in an aggressive or sarcastic manner. This applies equally to dismissals and unsuccessful appeals as to the judgment of calls and no-balls, wides, byes, etc. The excessive number of frivolous and orchestrated appeals - primarily aimed at pressuring and intimidating the Umpire into a favourable decision. The actions of the dismissed batsman - in failing to leave the crease promptly on being given out and then banging his bat on the ground/ or throwing the bat on returning to the pavilion, the latter accompanied by audible unacceptable language. The Board's main objective is to ensure that all cricket under its control is played in the spirit and traditions of the game, and enjoyed by all, especially the Umpires. In recent years, the NSW Cricket Umpires' Association has striven to increase the quantity and quality of its personnel. Unacceptable levels of behaviour do nothing to assist the recruitment and retention of Umpires. All players, particularly the captain, have a responsibility to ensure that their personal behaviour, both on and off the field, is of an acceptable standard. Players are the first to criticise what they consider to be poor Umpiring decisions. But, in many instances, there can be behaviour attributed to players/captains taking the attitude that their role is to make the Umpire's task as difficult as possible. Any player reported for a breach of the Code of Conduct, and subsequently found guilty by the Judiciary Committee, can expect little sympathy. 123

It involves a national criminal history check and review of findings of workplace misconduct. The result of a Working With Children Check is either a clearance to work with children for five years, or a bar against working with children. Cleared applicants are subject to ongoing monitoring, and relevant new records may lead to the clearance being revoked. The Check is fully portable which means it can be used for any paid or unpaid child-related work in NSW for as long as the worker remains cleared. Some volunteers in child-related work may be exempt from the requirement to obtain a Working With Children Check.
