3 2018 WOMEN S & MEN S COUNTRY WEEK TEAMS MATCHES CONDITIONS (Version 24/07/2018) (To be read in conjunction with the Golf Victoria Standard Conditions) 1. Definitions (i) Championship Committee is the Committee appointed under Clause 5.1 below. (iii) (iv) (v) (vi) (vii) Contest - The competition between two District teams is known as a contest. A contest consists of seven match play matches between each districts individual players. Country Week Teams Matches (CWTM) renamed in 2017 when the Women s Country Teams Matches and Men s Country Week Teams Matches competitions were joined. District means a District as defined in the Golf Victoria Constitution. Golf Victoria (GV) is the parent body for golf clubs and amateur golf in Victoria. Match Committee - The Men s & Women s Country Week Teams Matches are under the control of the GV Match Committee. Team Manager must be appointed for each team as outlined in Condition 4.9 below 2. Format 2.1 General (i) The Men s & Women s Country Week Teams Matches is a District teams scratch match play competition played between Country Districts of Golf Victoria. The respective Men s & Women s competition are separated into three divisions, in accordance with finishing positions of the preceding season and the provisions of Clause 6 of these Conditions. The Men s Country Week Teams Matches were first played in 1924 for the Shield (Division 1) competition. The Plate (Division 2) competition was introduced in 1956 with the Bowl (Division 3) competition commencing in The Women s Country Week Teams Matches were first played in The prestigious trophy for which they compete is the Alice Coltman Cup donated by the first President of the Ballarat District Ladies Golf Association. Both Division 1 and 2 receive cups being the gifts of the late Mrs. Coltman while Division 3 now receives a cup donated by Mrs. L Carstairs. The Cup for Division 2 commenced in 1970 while Division 3 started in (iii) Men s & Women s CWTM competition consists of round robin rounds of contests between districts in each division. Individual match play matches will be played under the current R&A Rules Ltd Rules of Golf, these Conditions and any local rules/temporary local rules determined by the host club, Match Committee and/or Championship Committee to be applicable. 2.2 Divisions When it is determined that CWTM requires separate divisions the Match Committee will allocate districts to those divisions according to the following principles. (i) Wherever possible, 5 teams will play in each division. Divisions will be allocated as follows (in order of top to bottom) Men s: Shield, Plate & Bowl, Women s: Division 1, 2, 3. (iii) (iv) (v) Allocation of teams to each division is according to the promotion and relegation procedures, as specified in Clause 6.2. Should a team exit the competition and re-enter at a later date or should a new district be formed and enter the competition, they will enter the competition at the lowest grade for their inaugural season. Should two or more districts amalgamate, the amalgamated district will be allocated to the highest division of its predecessor districts. Where the total number of competing teams in any of the competitions do not allow the participation of 5 teams in every division, the Match Committee will determine the most equitable and practical solution Men s & Women s Country Week Teams Matches Handbook (Version 25/07/2018) 3 P a g e

4 2.3. Draw (i) The draw for each competition will be determined by the Match Committee. Unless determined otherwise by the Match Committee or the Championship Committee, each contest will be played at the venue and at times and from the tees specified in the draw. 3. Eligibility 3.1 Districts (i) Each District may enter one team only in each of the respective Men s or Women s CWTM competition. The District Committee is responsible for selecting a squad of up to ten players from which their team of seven amateur players will be selected, and taking responsibility for players during the matches. 3.2 Players An amateur player selected by districts is eligible for Men s or Women s CWTM if he or she is a male or female playing member of a Golf Victoria affiliated country club in the District they represent irrespective of residential location. Individual amateur players of non-golf Victoria affiliated clubs holding dual affiliation with Golf Victoria and the District he or she wishes to represent, are also eligible to participate irrespective of residential location Note: A player is eligible to compete in the Women s CWTM competition if she complies with Golf Australia s transgender policy. (i) (iii) Players must have played a minimum of 10 competition rounds at either the affiliated country club or in designated District events in the preceding twelve months for the player to be eligible. Note: Non-stroke Club or District events such as District Pennant or club match play events (as approved by the Match Committee) will also count towards the minimum of 10 competition rounds. Exception: Upon application, the Match Committee will consider an exemption being granted to a player for this condition. Should any doubts arise as to the eligibility of one of their players, a District must apply in writing to the Match Committee for a decision. Any queries by opposing teams regarding a player s eligibility must be lodged with the Championship Committee before their next match. The penalty for an ineligible player competing in a match is loss of the specific individual match. 4. Contest Conditions 4.1 Squad Lists The District must submit the Squad List to Golf Victoria (tournaments@golfvic.org.au) by 5pm on Friday 21 September Note: Additions and substitutions to the squad lists will be accepted up until 1 hour prior to the commencement of the first match on the first day of play. 4.2 Team Lists (i) A representative of each team must hand to Golf Victoria officials at the registration area the list of team members in numerical order from the No. 1 (best) player to the No. 7 player, plus emergency and team manager (if applicable), no later than 30 minutes prior to the scheduled hit-off time for the first match of the team s contest. The penalties for late or no submission of a team list in the Men s or Women s CWTM are as follows: Team list not submitted: by 30 minutes prior to scheduled hit-off time. by 15 minutes prior to scheduled hit-off time. prior to scheduled hit off time. Penalty: The team s No. 7 player will lose the 1st hole of his/her match. Play will commence from the 2nd hole. The team s No. 7 player will lose his/her match. 5 4.3 Starting tees, late arrival, player substitution and walkovers (i) Contests will commence from the designated starting tees at the times and in the order listed on the draw unless otherwise advised by the Match Committee or the Championship Committee. (iii) (iv) (v) It is a condition of the Competition that a player will be at his/her starting tee, ready to play at their starting time. The starting time for the No 7 player in CWTM is the time listed in the draw, unless there has been a suspension of play, in which case the starting time is when play is resumed. The starting time for subsequent players is when the starter calls them to the tee. The penalty for breach of this condition is as specified in Rule 6-3a. If both players arrive at the starting tee, ready to play, within five minutes after the starting time, play will commence from the 2nd hole with the match all square. If a nominated player is not in attendance or is otherwise unable to play when required to do so, the emergency (if named) may be immediately substituted for the nominated player, but only in that player s listed team position. An emergency player can only be substituted up to and including the hit-off time of the listed player who has failed to appear. If not required, emergencies must not play in that contest. Walkovers must be given from the 7th position. If a district intends to give a walkover in an individual match or a contest, the manager of the opposing team and the Golf Victoria representative should be notified prior to the match or contest; if possible, on the day prior to the contest. If a walkover has been given, the opposing player or team need not be present on the day of the match or contest. Scenario Player B concedes or forfeits match to Player A without any play occurring. Result 10/8 win to Player A. Player A & B commence match. Prior to the 10 th hole, Player B concedes match for some reason (eg. injury). Player A & B commence match and play at least 10 holes. Player B concedes after the 11 th hole when Player A was leading 4 up. Player A & B commence match and play at least ten holes. Player B concedes after the 11 th hole when he was leading 4 up. Player A is credited with winning each remaining hole until a victory is achieved. 6/5 win to Player A. Player A is credited with winning each remaining hole until a victory is achieved. 4.4 Honour, match duration and Women s hit-off order (i) Players from the first-named team on the draw have the honour on the designated starting tee in all matches. (iii) (iv) (v) (vi) All matches will be played over eighteen holes match play from the tee markers as directed by the Championship Committee. If a match is square at the 18 th hole, the match is squared and each team will receive half a match point. Individual matches will be played in order beginning with the No. 7 players and concluding with the No. 1 (best) players. Once play has commenced in any match, the penalty for any player playing in the incorrect team position is disqualification (loss of match). Exception: If an emergency player is substituting for a listed player. For the Women s CWTM, individual matches will be played in Golf Australia (GA) handicap order, accurate to one decimal place, beginning with the No. 7 players (highest GA handicaps) and concluding with the No. 1 (lowest GA handicaps) players. 4.5 Pace of play (i) All matches are expected to complete 18 holes in a maximum time of 3 hours and 45 minutes (approximately 12 and a half minutes per hole). In exceptional circumstances (such as extreme weather/playing conditions), the Championship Committee may modify this time requirement. The first match of a contest will be considered to be out of position if at any point in the round the match is taking more than an average of 12 and a half minutes per hole to play Men s & Women s Country Week Teams Matches Handbook (Version 25/07/2018) 5 P a g e

6 (iii) Any following match will be considered out of position if it (a) falls a clear hole behind the preceding match; and (b) is taking more than an average of 12 and a half minutes per hole to play. (iv) If a match is out of position, loss of hole penalties may be issued by either the GV member(s) of the Championship Committee or appointed Referees to an individual who, by his or her pace of play is responsible for such delay. Officials are not required to issue warnings prior to imposing penalties. If this occurs, the player in breach may also be required to appear before the GV member(s) of the Championship Committee at the conclusion of play and may be subject to suspension from further match(es) in the current series. Note: As part of implementing this condition and in the absence of mitigating circumstances, any match may be timed if it is out of position. From the commencement of timing, if any player exceeds 50 seconds on a first to play approach shot (including Par 3 tee shot), chip or putt, or 40 seconds if it is a tee shot or second or subsequent to play shot, they shall be deemed to have had a bad time. When Timing Commences: Other than on the putting green, the timing of a player's stroke will begin when it is their turn to play and they can play without interference or distraction. Reasonable time spent by the first player to play in determining their yardage will not count as time taken for the next stroke. On the putting green, the timing of a player s stroke will begin after a player has been allowed a reasonable amount of time to mark, lift, clean and replace their ball, repair ball marks and remove loose impediments on their line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke. (v) (vi) If both players in a match are equally contributing to an unacceptable pace of play, they may be walked a hole(s) until they are considered to be in position. If this occurs, both players may be required to appear before the GV member(s) of the Championship Committee at the conclusion of play and may be subject to suspension from further match(es) in the current series. Repeated infringements of the Men s & Women s CWTM pace of play requirements in the current series may be referred to the Match Committee and may see a player subject to further action in accordance with the Golf Australia Codes of Behaviour (as adopted by GV). Note: 1 st Offence Player will be issued an official warning regarding pace of play for first offence. Subsequent penalties will be issued as follows: 2 nd Offence Loss of Hole 3 rd Offence Loss of Hole and final warning 4 th Offence Disqualification 4.6 Suspension of play and abandonment of contests (i) In the event of heavy rain, lightning, fog, extreme heat, unplayable course conditions, extreme wind making play dangerous or for any other reason, the Championship Committee will be responsible for deciding whether to suspend or resume play. The signal for suspending play will be three short siren blasts. The procedure when play is suspended is outlined under Rule of Golf 6-8b. (iii) (iv) When the course is ready for play, players will be advised to return to their various locations. The signal for the resumption of play will be one long siren blast. Every effort should be made to complete all contests on the scheduled day. Matches Yet to Commence: If play is suspended by the Championship Committee prior to the stipulated time of the first match commencing, and remains unplayable for more than one hour, the Championship Committee will decide whether to abandon play for that contest. If play is abandoned, the matches affected will be halved and the points shall be shared. Contest Commenced: If play is suspended by the Championship Committee after matches have commenced, and the course remains unplayable for more than one hour, the Championship Committee will decide whether to abandon play for that contest. If play is abandoned, the contest will be halved and the points shall be shared. 7 4.7 Practice (i) Players are not permitted to practise on the course on the day of competition prior to the commencement of their matches. Breach of this condition will be disqualification of the player or players involved. Prior to the commencement of their matches, players may practise on the designated practice areas of the host club and in accordance with the exception to Rule of Golf 7-1. Following the commencement of their matches, players may practise in accordance with Rule of Golf 7-2. However, players should note that penalties may still be applied in accordance with Rule of Golf 6-7 to any player who delays play by such actions. 4.8 Locomotion (i) Players, caddies and team managers are not permitted to ride in or on any form of mechanical locomotion during the play of a hole. In accordance with the Golf Victoria Transportation Policy, an exemption from Clause 4.8 (i) may be granted by Match Committee for a player, caddie or team manager who suffers a permanent disability, or who is recovering from serious illness or injury that does not permit them to reasonably walk the golf course. The following must be produced to gain exemption: (a) a certificate or letter from a Medical Practitioner specifying: (i) the disability by which the player, caddie or team manager is affected; the medical practitioner s opinion that the disability necessitates the player, caddie or team manager requiring the use of automotive locomotion in order to participate in the competition; (b) (c) in the case of a permanent disability a letter from the Secretary/General Manager of the Club, confirming that the player, caddie or team manager does not participate in any games of golf at that Club except with the assistance of automotive locomotion; or in the case of a temporary disability a letter from the Secretary/General Manager of the Club confirming that the player, caddie or team manager does not presently participate in any games of golf at the Club except with the assistance of automotive locomotion and nominating the period for which permission to use automotive locomotion is granted. Golf Victoria accepts no responsibility for the availability of automotive locomotion at Host Clubs, or as to whether or not permission is granted to use automotive locomotion. When an exemption is granted, the use of such locomotion must solely serve the purpose of transportation the use of mechanical locomotion must not provide the player or caddie with a benefit greater than a walking player or caddie may achieve. (iii) The penalty for breach of either Clause 4.8 (i) or 4.8 by a player or caddie is as follows: At the conclusion of the hole where the breach is discovered, the state of the match is adjusted by deducting one hole for each hole at which a breach occurred; maximum deduction per round two holes. If a breach is discovered between the play of two holes, it is deemed to have been discovered during play of the next hole, and the penalty must be applied accordingly. Use of any unauthorised form of transportation must be discontinued immediately upon discovery that a breach has occurred. Otherwise, the player is disqualified. A breach of this condition by a team manager will be subject to penalty as determined by the Match Committee. Exceptions (a) (b) (c) To assist the pace of play, Referees and/or Championship Committee members may utilise mechanical locomotion to transport a player and/or caddie without penalty. The Championship Committee is authorised to permit all team managers at a venue to use carts if there are sufficient carts available for all managers after satisfying the requirements of all Championship Committee members and Referees. Where a player is granted permission to utilise motorised transport during CWTM competition, the player s caddie is permitted to ride with the player for any stipulated round without separate permission being required Men s & Women s Country Week Teams Matches Handbook (Version 25/07/2018) 7 P a g e

8 4.9 Team Manager (i) Each District team must appoint a team manager who should not be a playing member of the team. The team manager (including contact details) must be stated on each District Squad list submitted as per condition 4.1. In addition, the team manager must be listed on the team sheet submitted prior to the start of each contest. (iii) (iv) Team managers will be required to submit the team lists prior to each contest, assist in tee-starting duties where necessary and verifying match scores following each contest. In accordance with the Note to Rule of Golf 8-1, team managers are authorised to give advice to members of his/her team. Team managers are not part of a match and are considered to be outside agencies. A player accepting advice from persons other than their team manager or their caddie will be subject to penalty in accordance with Rule of Golf Distance Measuring Devices A player may obtain distance information by use of a distance-measuring device. If during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his/her play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule of Golf 14-3, for which the penalty is loss of hole for the first breach and disqualification for any subsequent breach. Note: Where the device contains other applications or features (e.g. a camera, video camera or spirit level), provided these applications or features are not used during a round in such a way that could assist the player in his/her play (e.g. videoing swing to analyse fault or gauging slope or green contours), the distance-measuring application is permitted. As the Internet is now available on most mobile phones and multi-functional devices, it is possible to access information through this route at any time. Provided the player, during a round, does not use the Internet to access information or find measurement tools which would, if used, be a breach of Rule 14-3, there is no breach of the Local Rule and the phone may be used as a distance-measuring device Dress, footwear and course requirements (i) Players and caddies are required to wear footwear in accordance with host club policy. Penalty for breach: Disqualification of player. (iii) (iv) Caddies must be attired in accordance with host club dress standards and any caddie not attired in this manner will be withdrawn. Players or caddies who fail to adhere to the host club s dress and course requirements (eg. failure to carry/use sand buckets, slicks on buggies, returning buggies to the pro-shop, littering, leaving the car park in an untidy state etc) will be subject to sanction in accordance with the GV Code of Conduct. Districts are strongly encouraged to ensure that their supporters are attired in accordance with the host club s dress standard. 5. Adjudication 5.1 Championship Committee (i) The Championship Committee is responsible for administering the competition at the venue. (iii) (iv) (v) The Championship Committee will be comprised of the GV Chief Operating Officer, GV Golf Events Manager/Coordinators/Officer and GV Chairman of Match Committee, whether present (in person or electronically), as well as a representative of the host club, an appointed Golf Victoria Representative and Rules Referee(s) at each venue. In the absence of the full Championship Committee, such members thereof as may be present at any time may give a decision and any decision shall be deemed the decision of the full Championship Committee. In the event of bad weather, or for any other reason, the Championship Committee may shorten the competition, appoint another day or days for completion of, or may transfer play to another course. Protests must be made to the Championship Committee no later than 10 minutes after the conclusion of each round Men s & Women s Country Week Teams Matches Handbook (Version 25/07/2018) 8 P a g e

9 (vi) (vii) Should any Men s or Women s CWTM condition or competition administration dispute arise at a venue, prior to determining any such dispute, the Championship Committee is required to ascertain relevant details (either orally or in writing) from one representative of each district or clubs involved and any other relevant party. Following consideration of the matters of the dispute, the Committee decision must be conveyed to each representative from the district or districts involved. Unless otherwise indicated, the Championship Committee does not have the authority to alter or vary any Men s or Women s CWTM condition. 5.2 Referees Referees will be appointed by GV to each Men s & Women s CWTM venue to adjudicate on rules queries between players and pace of play issues as they arise (including issuing of penalties if required) and, in some cases, may be invited by GV to act as a member of the Championship Committee. Rules queries and pace of play issues may also be directly determined by a member of the Championship Committee. Note: There is no right of appeal against any decision given by a Referee or individual member of the Championship Committee. 6. Results 6.1 Ladders (i) Points will be allocated as follows: a) Contests: one point will be awarded for a team win, half a point will be awarded for a squared contest. b) Matches: one point will be awarded for an individual win, half a point will be awarded for a squared match. c) Byes: no contest or match wins or points will be awarded to any team receiving a bye Prior to the final round, Division ladders will be calculated as follows: (a) teams are positioned on their ladder in descending order of contests won; (b) teams tied on contests won are ordered by numbers of matches won; (c) if the contest was undecided or the teams have not played each other in the current competition, teams still tied are ordered alphabetically. (iii) (iv) The final Division ladders will be calculated according to clauses 6 (a) and (b) above. Teams tied after applying these clauses, and who are being considered for promotion or relegation, will be ordered by the number of match points won by the player or players who played in the number 1 position during the competition. In the event of teams still being tied, teams will then be ordered by the number of match points won by the player or players who played in the number 2 position during the current season, and so on until a finishing order is achieved. If teams are still tied after completing this process, each team will select one player to compete in a play-off hole selected by the Championship Committee Ladders will be published on the Golf Victoria website as soon as practicable after each contest. 6.2 Divisional Winners, Promotion and Relegation (i) Each team finishing on top of its Division s ladder will win the respective Division s perpetual trophy. Members of winning teams will be presented with mementos. Teams winning Division 2 and 3 will be promoted to Division 1 and 2 respectively for the following year s competition and teams finishing on the bottom of the ladder in Division 1 and 2 will be relegated to Division 2 and 3 for the following year s competition respectively. 7. Code of Conduct (i) All players, caddies and officials are required to abide by Golf Australia s Code of Conduct as adopted by Golf Victoria. (iii) In the event that a person is reported for a possible breach of the GA Code of Conduct, such report will be considered by GV s Match Committee. 10 DIMENSIONS OF LOGOS IN COMPLIANCE WITH RULES OF AMATEUR STATUS Clothing including headwear, issued by a commercial sponsor to individual golfers may only bear the small emblem of the clothing or headwear manufacturer, and the event concerned (which may or may not include the logo of the sponsor of the event). If clothing or headwear is issued by a sponsor to individuals in any event, it must be available to all and not just selected players. Teams: Where a National, State, District or Club Team is sponsored, the members of the team may have on their uniforms the emblem of the Team (e.g. a golf club logo) and the small name or logo of either or both the sponsor and the manufacturer. The sponsor s or manufacturer s name or logo must not appear more than once on each garment and must not exceed a cumulative perimeter measurement of 220mm. Team Managers must ensure that players and teams are fully compliant with these requirements. Please refer to documentation on the Rules of Amateur Status and/or the Decisions on the Rules Amateur Status, which should be readily accessible via your club or district. Copies may be obtained from Golf Victoria at a nominal cost, if required. 11 INFORMATION FOR TEAM MANAGERS Identification & Starting The Team Manager will be identified by a nametag. They are requested to be at the course at least 20 minutes before the first hit-off time and made themselves known to the Golf Victoria official upon arrival. Team Managers will be required to assist with the starting of each contest their respective District participates in. The district may nominate another team official to undertake this responsibility. An availability form is located on page 13 in the handbook and is to be returned no later than Monday 10 September A detailed roster will be distributed closer to the event. Advice Team managers are the only authorised person (besides the caddy) to give advice to members of his/her team as per Rule of Golf 8-1. Catering Arrangements Lunch has been included in the entry fee for 8 players per district on each day. As occurred in previous years, lunch tables (1-2 per District team) will be arranged at each host venue. While lunch arrangements are at the club s discretion, traditionally a buffet meal or grab and go style lunch pack have been provided. In view of match schedule, lunch tables will be available from 11.30am. A catering form has been included to assist with lunch orders for additional guests at a cost of $20.00pp (inc GST) in accordance with current catering rates at host venues. Districts are requested to support the above arrangement to assist in maintaining good relations with host clubs and the conduct of the competition. Caddies Players that have completed their matches are permitted to caddy for their teammate, as long there is only one caddie at any one time as per Rule 6-4. Course Etiquette and Care Golf Victoria is grateful for the continuous support of the host clubs and expects all guests to adhere to the appropriate club regulations throughout the competition. It is the responsibility of all players to observe their obligations as guests during the week at all venues. Golf Victoria and State Level Referees will be monitoring the field during the competition to ensure appropriate course etiquette is being adhered to by all players. Players are requested to note the following etiquette items as follows: Sand buckets must be carried and used & pitch marks must be repaired Bunkers are to be smoothed after play with rakes placed back as per club guide lines Cellular devices can be used as distance measuring devices or for rulings/emergency calls on the course Cellular device usage in and around the clubhouse will be subject to each club s regulations Consumption of alcohol on course is not permitted Players are to refrain from the use of audible obscene language and club throwing Returning of all sand buckets and pull buggies to their appropriate areas after the round Note: Players who are observed to display serious breaches of etiquette may be disqualified in accordance with Rule of Golf 33-7 and subject to action in accordance with the Golf Australia s Code of Conduct. Scoreboard Golf Victoria will provide and maintain a scoreboard in a prominent place, (outside if weather permits) giving a summary of progress in each match. Players are requested to report their scores through 9 holes to the GV representative or volunteer. Result Sheets All match results must be reported to the Golf Victoria representative as soon as possible following the conclusion of the match.
