1 CONSTITUTION AND BY-LAWS of the Sully B. Maize Memorial Golf Association ARTICLE 1, Organization. This organization of golfers shall be known as the Sully B. Maize Memorial Golf Association, herein referred to as the Association. The name of the organization was changed from U.S. Coast and Geodetic Survey Golf Association in 1961 in memory of Sully B. Maize, a long-time employee of the Coast Survey and member of the Association. Administration of the Association shall be vested in a President, Vice President, Secretary-Treasurer, Board of Governors, and a Tournament Committee. ARTICLE 2, Administration. The PRESIDENT shall serve a term of 1 year and shall take office after having served the previous year as Vice President unless the previous Vice President is unable to serve in which case the President shall elected by a majority vote of the active membership. The duties of the President shall be: 1. Preside over all formal meetings of the Association. 2. Serve as Chairman of the Board of Governors. 3. Make presentations to all winners of events. The VICE PRESIDENT shall be elected for a term of 1 year by a majority vote of the active membership. The duties of the Vice President shall be: 1. Act as President in the absence of the President. 2. Serve as Chairman of the Tournament Committee. 3. Make necessary arrangements for the Banquet. The SECRETARY-TREASURER shall be elected for a term of 1 year by a majority vote of the active membership. The Secretary- Treasurer will be paid a stipend of one dollar ($1.00) for each active member plus all of his greens fees at the outings. The duties of the Secretary-Treasurer shall be: 1. Notify all active members of the dates and times of meetings and dates and locations of outings.
2 2. Record minutes of all formal meetings of the Association. 3. Arrange and schedule all golf outings. 4. Receive and disburse all funds of the Association. 5. Compute and publish individual handicaps and points earned as a result of each outing. The BOARD OF GOVERNORS shall consist of three members. The President shall serve as Chairman and the two other members shall be the outgoing President and the previous year's President, each serving a total of two years on the Board. The duties of the Board of Governors shall be: 1. Serve as a Committee to rule on all controversial issues which arise in regard to membership, rules of play, and interpretation of the Constitution and By-Laws. 2. Appoint an Acting President in the event of the incapacity or absence of both the President and Vice President. 3. Serve as a committee to update or amend and review all requests from members for changes in the Constitution and By- Laws of the Association. Present the suggested changes or amendments to a formal meeting of the membership for adoption by majority vote. 4. Assist the Tournament Committee (as requested by the Vice President) in forming the plans and events associated with the final outing. The TOURNAMENT COMMITTEE shall consist of three members. The Vice President, who shall serve as Chairman, and two members who shall be appointed by the President upon the recommendation of the Vice President. The duties of the Tournament Committee shall be: 1. Decide method of playoff in the event of ties within individual flights. 2. Be responsible for planning the format of the final play and contestants for the Gold Cup and Consolation competitions; establishing and monitoring all secondary events; and making all arrangements for the banquet. ARTICLE 3, Membership. Present and retired employees of NOAA and other interested golfers may apply for membership in the Association (provided that the prospective member has the endorsement of two members' in good standing).
3 Membership in the Association may be retained by payment of annual dues (providing a member is in good standing during the previous golfing season). Total membership will be limited to 80 members, 32 of which may be members not affiliated with NOAA by current or past employment. Any person exceeding the 80 member limit must be approved by the Board of Governors. All new members must be presented to the Board of Governors for approval. Any member who maintains his membership for 50 years shall become an honorary member and their dues exempt. Any member who has reached the age of 80 years shall become an honorary member and their dues exempt. ARTICLE 4, By-Laws. The By-Laws describe the rules of play, Gold Cup competition, handicaps, and prizes and shall be binding upon all members of the Association. ARTICLE 5, Nominating Committee. A nomination committee shall be appointed by the President two weeks before the final outing of the year to nominate the candidates for each office. Nominees for President must have held prior office or have been a member in good standing for the previous 2 years. ARTICLE 6, Elections. The election of officers for the following year will be decided by majority vote and shall be held during the final formal Association meeting of each year. ARTICLE 7, Meetings. The President will call a minimum of two formal meetings during each year. Each meeting will be announced to the full membership by the Secretary-Treasurer and will serve the following purposes: 1. The first meeting will be held prior to the first outing of the season to present preliminary scheduling of outings and to ratify any amendments to the Constitution and/or changes to the By-Laws.
4 2. A second meeting will be held subsequent to the final outing for the purpose of electing new offices to serve the following year. ARTICLE 8, Amendments and Changes. All amendments to the Constitution and changes of the By-Laws will be decided by a majority vote of the membership present and voting at any formal meeting of the Association which has been properly announced.
5 BY-LAWS 1. Gold Cup Competition. a. Medal Play shall be the basis of all Gold Cup Competition and shall be governed by the current rules of the U.S. Golf Association (USGA) except as modified as follows: a-1. Members may play practice holes on the day of an outing. a-2. Any local rules established for a golf course shall apply except: ball lost or ball out of bounds. If a ball is lost or is out of bounds, the player shall be penalized one stroke. There is no loss of distance penalty. When the ball is determined to be out of bounds, drop the ball in bounds, on the line of flight, within 2 club lengths from where the ball went out of bounds. In the case of a lost ball, the ball will be dropped where the player believes the ball was lost or anywhere along the line of flight from where the ball was struck and the ball was presumed to come to rest. a-3. Members must play their complete round with at least one other qualified member of the Association in order to have their scores computed for competition. a-4. Winter rules shall apply. winter rules are defined as "a ball lying in your own fairway may be lifted and cleaned, without penalty, and placed within 6 inches of where it originally lay, not nearer the hole, and so as to preserve as nearly as possible the stance required to play from the original lie. After the ball has been placed, it is in play, and if it moves after the player has addressed it, the penalty shall be one stroke." Any local club rules posted and established for the golf course shall apply. a-5. Members who have reached the age of 75 on or before the first outing of the year may elect to play their rounds from the forward tees. The member should inform the Secretary-Treasurer and must play ALL rounds from the forward tees. b. Flights shall be formed, four in number, of all paid up members; the top quarter low handicaps forming Flight 1, the second quarter Flight 2, etc.

The number of Gold Cup competition qualified members will be divided by four and the whole number resulting will be the number of players in each flight, with the odd one, two, or three players being added to the flights from Flight 4 through Flight 2 in that order. d. Outings shall be at least eight in number. The number and schedule of outings shall be approved by the Board of Governors. e. GOLD CUP PLAY shall be based on a point system to determine the season winner of each flight. Points for each flight will be earned at each outing as follows: 1st low net 5 points 2nd low net 4 points 3rd low net 3 points 4th low net 2 points 5th low net 1 point In the event that there are ties in net scores at any of the outings, the total points concerned shall be divided equally among the players involved even if fractional points result. The total points earned by each golfer shall be computed by adding the golfer's best earned points from competitive rounds. This does not include the final outing. The winner of each flight shall be the golfer having the highest number of points. The number of best earned points from competitive rounds that are to be totaled shall as approved by the Board of Governors but must be at least seven. Ties for first place within flights shall be played off according to mutual arrangement between the Tournament Committee and the players involved. Each flight will be represented in the Gold Cup Play. In the event the flight winner is not present at the final outing, the flight winner will be replaced by the flight runner-up or next highest point winner in the flight. In the event of point total ties, the Tournament Committee will make the flight representative selection. The replacement flight representative will be eligible to win the Gold Cup, however, the flight winner will retain the flight championship award. The Gold Cup 18 hole play-off between the flight representatives shall take place during the final outing. Ties shall be decided by playing 6 extra holes. The handicap shall be as prescribed by the USGA.
7 In case of a tie after the six extra holes have been played, the ties shall be played off according to mutual arrangement between the Tournament Committee and the players involved. The method of handicapping for this play-off shall be decided by the Tournament committee. (f) Runner-up in each of the four flights shall play in a foursome for a consolation prize at the final outing. The same rules shall apply for this contest as used for the Gold Cup Play. Each flight will be represented in the Consolation Prize Play. In the event the flight runner-up is not present at the final outing, or if the runner-up is representing the regular flight winner in the Gold Cup competition, the runner-up winner will be replaced by the next highest point winner in the flight present. In the event of point total ties, the Tournament Committee will make the flight representative selection. The replacement flight runner-up representative will be eligible to win the Consolation Prize, however, the flight runner-up will still retain the flight runner-up award. 2. Handicaps. Handicap indexes shall be determined from the last ten scores posted during the past two seasons (EXCLUDING THE FINAL OUTING) and will be computed according to the manner prescribed by the USGA except that the number of scores used to compute the handicap index shall be as follows: Scores Used Scores Posted A new member of the Association will not be eligible for receiving flight points until the member has completed three outings. Upon completion of the three rounds, the new member's handicap index will be computed and the member will be placed in the appropriate flight by the Secretary-Treasurer. At this time, the new member is eligible to compete for flight points at all subsequent outings. A member must complete a total of three outings in the previous two seasons to be eligible for handicap computation.
8 Flights will be made up from a list of paid-up members, or members who have notified the Secretary-Treasurer of their intent to pay, before the first outing. Handicaps will be established from the scores posted in the previous two years. Flights will be based on the following: a. Established handicaps of a member with three scores in Association competition. b. A new member or a member with fewer than three scores will not be placed in a flight. Any member with at least three scores at outings in the last two years will have the handicap determined from these scores. c. Persons paying dues after the first outing will be added to the flight in which they appear to be qualified by the Secretary-Treasurer. 3. Prizes. A schedule of prizes to be awarded at the final outing shall be prepared by the Secretary-Treasurer and approved by the Tournament Committee. Prizes for low gross and low net shall be awarded on the basis of the best five competitive scores, excluding the final outing. 4. Dues. Annual dues shall be determined by the Administration prior to the first outing. Payment or notice of intent to pay dues shall be made to the Secretary-Treasurer prior to the date of the first outing. 5. Sully B. Maize Golf Trophy. This trophy shall be awarded annually to the golfer of the Sully B. Maize Memorial Golf Association selected by the three most recent Sully B. Maize Trophy winners who are at the final outing in accordance with the following: a. The golfer must have been a member of the Association for at least three years. b. The golfer must have attended more than half of the golf outings of the season in which the award is made.

The golfer must have demonstrated a keen interest in the game, good sportsmanship, good fellowship, and contributed something above average to the betterment of the Association by the golfer's own labors or by the force of the golfer's personality. d. The golfer must be in attendance at the final meeting at which this trophy is to be awarded unless the golfer is unable to attend because of circumstances beyond the golfer's control. e. The three Sully B. Maize winners mentioned above shall make the selection by majority agreement at the final outing and inform the President of their selection. 6. William T. "Bill" Halluin Golf Trophy. This trophy is to honor the memory of "Bill" Halluin, a long time loyal and beloved member of the Sully B. Maize Memorial Golf Association. The trophy, called the Halluin Award, shall be presented annually at the final meeting of the Golf Association to the member making the single most spectacular shot of the year at one of the scheduled outings of the Association. This is deemed most fitting and proper since Halluin is remembered for his spectacular shot, a hole-in-one at the 9th hole of the Bretton Woods Golf Course, made at one of the scheduled outings of the Association. The recipient of the Halluin Award, to be determined by the Board of Governors and other Officers of the Association, shall be selected in accordance with the following: a. At any of the scheduled outings (see note), a member hitting what he believes to be a spectacular shot shall record his name, date, course, hold number, club used, and a brief description along with signatures of witnesses and submit this information to an Association Officer. Such a shot could include but is not limited to: a hole-in-one, sinking a sand trap shot, a long shot to within one foot or less of the pin, an approach shot that goes in the hole or is within 6 inches, and a long putt in the foot range or longer. Any other type of shot which is considered spectacular should be recorded and submitted. NOTE - A spectacular shot made and recorded at the final outing shall be considered along with other spectacular shots made at outings the following year.

Before the final outing, the Association Officers and Board of Governors shall review all submissions to determine the most spectacular shot of the golf season which includes the final outing of the previous year. The reviewers may request a submitting member and his witnesses to testify and describe his shot before a final decision is made. c. The Association member must be in attendance at the final meeting at which this trophy is to be awarded unless the member is unable to attend because of circumstances beyond his control. d. A member shall not be eligible to receive the Halluin Award more than once every three years with these exceptions: (1) a hole-in-one; (2) any shot going in the hole from a distance of 50 yards or more. e. The recipient shall have his name engraved on the Halluin Trophy, and the trophy shall remain in his possession until the final meeting of the following year. f. A log book shall be established and kept with the trophy. The book shall contain the awardee's name and a description of his spectacular shot. The first entry in the log book shall be a description of Bill Halluin's spectacular shot.
11 DECISIONS and TRADITIONS The Board of Governors is assumed to be the committee as defined in the USGA Rules. In this role the Board has adopted all of the optional rules in the Rules of Golf.
