3 GENERAL CLUB INFORMATION MEMBERSHIP & MEMBER RESPONSIBILITIES To become a member of ONWGC: Complete the application form and pay membership dues Read and understand: ONWGC Handbook Rules of the Oaks North Women s Golf Club Agree to be cognizant of and maintain Pace of Play Agree to abide by the USGA Rules of Golf Agree to participate in ONWGC s primary method of communication If you have a current handicap, note your GHIN# on the application. Otherwise, to establish a handicap: Play and submit five (5) 18-hole scores to establish a temporary handicap. Play day may be any day, but must be with a current member. Scorecards must be signed and attested by all players. Permanent handicaps are awarded after twenty 18- hole scorecards have been recorded. Dues Yearly dues for the calendar year, payable October 31 st, are $60, and are delinquent after November 15 th. This fee qualifies all players for membership in San Diego County Women s Golf Association (SDCWGA). Delinquent fee (after November 15 th ) is an additional $5, for a total of $65. After July 1 st dues are $45 for the remainder of the year. A new member who joins in November or December becomes a member immediately; however the $45 dues covers them from November/December through the following year. Play Day Play Day is Friday morning at Oaks North Golf Course. The sign-up sheet is posted on our website each week for the following Friday. If you sign up but cannot play, remove your name from the sheet or contact the Pro Shop. Players MUST be ready to tee off at least 30 minutes before tee time. On inclement weather days, please arrive 45 minutes prior to tee time to compensate for 3

4 cancellations. Arrive early since there are often last minute changes in tee times due to late cancellations. Members who have signed up and wish to move up to an earlier time will have preference over members who do not have a starting time. If a Tournament is canceled due to weather, the sign-up sheet will carry over to the following Friday. If the scheduled play is canceled due to weather and is not a special event, the sign-up sheet will not carry over, and a new sign-up sheet will be posted. Note: Do not sign-up another member NOR move another member s name on the sign-up sheet without their permission. Guests Members may invite guests to play with the Friday group, but must play at the end of the field. There must be at least TWO members in the foursome for the members to be eligible for the Sweeps. A guest may play two times as a guest and must join the club to play a third time. SCORECARDS ONWGC routinely uses three scorecards Handicap, Sweeps (weekly games) and Ringer (twice yearly competition over a 4 month period). See Sweeps and Ringer sections. If the scheduled play is a tournament, the Tournament scorecard replaces the Sweeps scorecard. Every scorecard that is submitted MUST be accurate and dated. Please list the players' names in your group alphabetically by last name double-spaced on the scorecards. Enter both gross and net scores, and each card must be signed by at least two players. Following is an explanation of each of the scorecards used. Handicap Each member completes and turns in her scorecard each Friday to the Handicap Chair, who assures that scores are posted correctly to the San Diego County Women s Golf Association (SDCWGA) handicap system. 4

5 Three kinds of scores: Gross Score the total number of strokes played during the round Net Score the number of strokes played minus your handicap Adjusted Score Gross score adjusted using Equitable Stroke Control for hole(s) with a high number of strokes (see Equitable Stroke Control under the Some Rules You Need to Know section of this handbook). If applicable, post your Adjusted Score. Note: Your ONWGC scorecards must show your actual Gross Score Adjusted Scores are for posting only. All scores must be accurately totaled, your net score must be recorded after subtracting your handicap, and your handicap must be written on the scorecard next to your last name. New members who have not yet established a handicap write Q where the net score is normally written. A Handicap Index, issued by SDCWGA, indicates a golfer s skill and ability. Your Handicap Index travels with you from course to course and determines the number of handicap strokes you receive - depending upon the length and difficulty of the course played. All ONWGC members belong to SDCWGA and receive a handicap index sanctioned by the USGA that is updated on the 1 st and 15th of each month. A list of members current handicaps is posted on the Bulletin Board and sent via to all members. Maximum acceptable index is 40.4 Maximum handicap is 30 at Oaks North (may be different at other courses) Posting Your Handicap Members use the SDCWGA website ( to view current handicap index by entering their GHIN number or name. The website displays the last 20 rounds in the system, current handicap index, last six months handicap indexes, and other information. After play, you must post your GROSS (or ADJUSTED) score promptly and (on the day of play) deposit your signed and attested scorecard in the box provided in the Pro Shop. You 5

6 may use the computer in the Pro Shop to post your score. The GHIN mobile app for posting scores is available on most smart devices (iphone, Blackberry, etc.). When you post, the type is typically Home or Away if Oaks North is not your home course. Select Tournament only for County sanctioned tournaments (see Tournaments section). If you need instruction on posting in the Pro Shop, any existing member is glad to help. If you need help posting on your own computer, ask the President or Membership Chair for the handout with written instructions. A player joining the club with an existing handicap must indicate her current GHIN# on the ONWGC application so that the information can be transferred by our Handicap Chair. A new member with a GHIN# will be listed on the next handicap update report after joining. If you are a new member and do not have a handicap, you will establish a temporary handicap after playing 5 games with the Club. After 20 games you will receive a permanent handicap index in accordance with the USGA Handicap System. You are then notified by SDCWGA via of your updated handicap index on the 15th and the last day of the month. As stated earlier, a current handicap list is posted on the Oaks North bulletin board twice a month. Sweeps Sweeps are games played each Friday, except Fridays where a tournament is planned (see Tournaments section). Each member with a temporary or permanent handicap who is playing 18 holes is required to enter the EVENT OF THE DAY SWEEPS, pay the $1 fee and sign in on the Sweeps/handicap sheet provided at the Pro Shop front desk. Be sure to enter your CORRECT handicap on the Sweeps/handicap sheet. Remember, that your handicap at Oaks North may vary depending on which two courses we are playing. The Pro Shop will collect the Sweeps fee unless it is a tournament day. Note: Sweeps scores are totally separate from your actual gross and net scores for the day and not related to posting your score. 6

7 Winners of the weekly Sweeps game receive prize money credit to be used at Oaks North for items in the Pro Shop, Snack Bar, or applied toward the renewal of your JC Players Card (not golf fees). The prize money is issued at the end of each calendar quarter in the form of a credit card that is kept at the Pro Shop front desk. After a member uses the card for a credit toward a purchase, the card must be returned to the front desk. Any additional Sweeps winnings in the next quarter will be added to the card by the employees at the front desk. See the 2016 Schedule of Events in this handbook for the specific game to be played each Friday. Complete a Sweeps scorecard each Friday that is NOT a Tournament and turn in to the Sweeps Chair, or place it in the Sweeps box in the Pro Shop. The Sweeps scorecards must be netted out, and the game calculated in an unused area of the card (in the area of the 3rd nine that was not played). A player may be disqualified from Sweeps for the following: Wrong score posted. Failure to sign scorecard. Any player who did not sign her scorecard(s) will be disqualified. Failure to use correct handicap. Any player who signs her scorecard(s) which has her incorrect handicap shall be disqualified. Birdies Birdies should be circled on Sweeps cards. Prizes will be given for most birdies for the year. Only circled numbers will be counted. Tournaments Page 1 of this handbook lists the tournaments, Tournament Chairs and the date that tournament is scheduled for the year. These tournaments replace the Friday Sweeps games; they are a fun change of pace and an opportunity to win prizes and money. Each tournament is run by a volunteer Tournament Chair member who will provide members with details of the tournament and often will provide scorecards to participants before the start of the tournament. The Tournament Chair will also notify participants where to turn in the completed scorecards. 7

8 Of the tournaments on our list, two are SDCWGA sanctioned tournaments: Club Championship and President s Cup. A member must have played 6 games in the preceding six months to be eligible to participate in the SDCWGA sanctioned tournaments. When posting your score for these official tournaments, you must post T for tournaments. For all other tournaments, post your score as H for Home (or A if Oaks North is not your home course). Ringer Ringer is a competition based on hole-by-hole gross scores and adjusted handicap over a period of four months. Members may participate in Ringer (optional) by signing up and paying the $2 Ringer fee. 1 st Ringer February through May 2 nd Ringer July through October Complete a Ringer scorecard each Friday when Ringer is being played and turn in to the Ringer Chair. Fees are collected in January for the 1st Ringer, and in June for the 2nd Ringer. Ringer winners names are posted on the bulletin board and all members will be notified of Ringer winners via . Winnings are distributed by the Ringer Chair at the end of each Ringer session. Scorecards Summary Assure that all cards are accurate, added correctly, netted out, and signed by all four players. Handicap card and posting of your score are required each play day. Sweeps card is required each play day that is not a tournament. Ringer card is required while the Ringer is being played. (8 months of the year) Tournament scorecards are turned in as directed by the Tournament Chair. BOARD OF DIRECTORS & VOLUNTEERS DUTIES & RESPONSIBILITIES The governing body of this club is the Board of Directors. The Board consists of an Executive Board with 4 elected 8

9 officers and a General Board of Directors/Committee Chairs consisting of 11 volunteers/appointees. The outgoing President also participates in the Board meetings during the year following her year as President. Each Committee Chair may select as many assistants as she deems necessary to manage her responsibilities. All Board Members and Chairs are responsible to the President. The Board of Directors transacts all business of the club, reports to members and controls and manages the affairs, funds, and properties of the club. All checks, bonds or contracts in writing necessary for the conduct of the business of the club are signed by the President or Treasurer. The Executive Board is empowered to meet all necessary expenses from the funds of the club treasury in performance of Board duties. The budget for the next year will be established in the current year by the Executive and General Board of Directors/Committee Chairs. Election of Officers The steps to electing officers are: August appoint Nominating Committee with 3 members; appoint one member Nominating Chair. Prior to the October General Membership meeting - the Nominating Committee identifies potential candidates and obtains candidates consent to be nominated. October meeting - Nominating Committee presents the list of proposed candidates. Nominations shall be open from the floor at this time, and the membership votes. In the event a single candidate is nominated for each office, the Secretary may be instructed to cast a unanimous ballot. A quorum for the purposes of voting will consist of a majority of members present. Voting by written proxies can be permitted. Executive Board Vacancies All vacancies on the Executive Board, except that of President, shall be filled by vote of the Executive Board. When a Board member fails to attend three consecutive board meetings without adequate cause, the Board may declare her office vacant. 9

10 President The President will supervise all the affairs of the club, preside at all meetings, be ex-officio member of all committees except the Nominating Committee, and generally supervise all affairs of the club. The President sets dates for both Executive Board Meetings and General Meetings. Vice President The Vice President has and performs the powers and duties prescribed for the President during her absence, and handles specific tasks to assist the President. The Vice President arranges all luncheons or events; purchases gifts, posts notices and cost of luncheons on the bulletin board, and notifies all members via of upcoming functions. The Vice President will also attend any County meetings as we learn of them. Secretary The Secretary records and keeps minutes of the Board of Directors meetings and general meetings and submits a copy of same to the President. The Secretary conducts the correspondence of the Club at the direction of the President and the Board of Directors. Treasurer The Treasurer receives and accounts for all monies and: Makes all disbursements at the direction of the President and/or Board of Directors. Keeps an itemized account of all transactions of the club. Verifies that all checks are signed by either the President or the Treasurer. Prepares a report for meetings and an annual report as needed. Assists in preparing an annual budget for discussion of the Board. Sweeps Chair The Sweeps Chair responsibilities are to: Plan the year's games. 10

11 Collect the Sweeps cards and determine the winners in each flight. Assign monetary winnings for each flight. Keep record of winners and monies won. Provide the totals of money won to Pro Shop at the end of each month or quarter so that prize amounts can be credited. Each quarter, winning amounts are added to the Sweeps Cards which are kept at the Pro Shop. You can redeem your credit for merchandise in the Oaks North Pro Shop or at the snack bar. Notify members of winners via website and post results on bulletin board. Maintain a monthly list of the person(s) who had the low gross and low net for the month. This list will determine which players are eligible to participate in the Ace-of- Aces tournament. Handicap Chair The handicap chair s responsibilities are to: Collect scorecards weekly. Review and verify correct posting of members scores. Post handicap sheets on the bulletin board at Oaks North Pro Shop for the handicap update for the 1 st and 15 th of the month. Track new members eligibility for a free round of golf at Oaks North. After a new member has played 5 rounds with the Club, notify the Vice President, who will arrange for the free round at Oaks North. Verify the eligibility of players for major tournaments. Enter new members information in the SDCWGA system. Determine and make a presentation to the Most Improved Golfer of the year. Membership Chair The membership chair s responsibilities are to: Notify members of all fees required for active membership, collect dues and submit them to Treasurer. Provide new members with the New Member packet of information about ONWGC. 11

12 Forward a copy of the New Member Application and/or any additional information about new members to the President, the Handicap Chair, and the Sweeps Chair. Maintain an up-to-date roster of members, and notify the President, the Handicap Chair, and the Sweeps Chair of changes to member information during the year. Help organize, produce, and distribute the yearly handbook to each member. Golf with a new member and instruct as to the rules and procedures (may assign another member to play with the new member). Send an all-member to announce new members, optionally include some personal info if appropriate, and encourage members to introduce themselves. Rules Chair The Rules Chair shall enforce all rules of the USGA, including the etiquette of golf, and answer any questions regarding local rules, tournament rules, and rules of golf. The Rules Chair also determines if the club plays by Winter Rules or Summer Rules and posts the sign on the bulletin board. Ringer Chair The Ringer Chair shall manage two Ringers each year. The first Ringer runs from February through May. The second runs from July through October. The Chair s responsibilities are to: Collect entry fees from members wishing to participate at the start of each Ringer (January and June). Pick up Ringer scorecards from Oaks North Pro Shop and track scores. Tally and determine the winners. Announce and distribute winnings. Tournament Chairs Tournament Chairs are volunteer members responsible for making all arrangements for the tournament, including tasks such as: Notify membership of the tournament, the fees, signup sheets, and other details. Notify Pro Shop about special course requirements. 12

13 Check on members eligibility to play in the tournament (Club Championship, President's Cup, & Ace-of-Aces) Coordinate luncheon (if applicable). Calculate and distribute winnings. Ask the President for a copy of the Description and Guidelines for the specific tournament to be chaired. Website Chair The Website Chair maintains the ONWGC website by keeping information current such as adding photos, items of interest, updating forms and information, etc. (This is not a technical support position.) SOME RULES YOU MUST KNOW USGA RULES shall govern all play except when modified by local rules. For complete rules, refer to Rules of Golf and the Rules of Amateur Status, published by the USGA. Any mention of a rule# below refers to USGA rule book, unless otherwise noted. BASICS TO KNOW: Out of bounds is defined by white stakes Water Hazards are defined by yellow stakes or lines Lateral Water Hazards are defined by red stakes or lines Ground under repair is defined by white lines and/or a sign OUT OF BOUNDS: If there is a doubt that the ball is out of bounds, player should hit a provisional ball from the original position, but declare it as such before you play it. If the original ball is out of bounds, player must play the provisional ball with a ONE STROKE PENALTY. LOST BALL: If a ball is out of bounds or lost (or you suspect it is out of bounds or lost), there are two options (these do NOT apply to water hazards): Provisional ball To save time, DECLARE and hit a provisional ball in accordance with rule

14 If it is determined the ball IS lost or out of bounds, continue playing with the provisional ball with a one stroke penalty. If ball is actually not lost or out of bounds, simply play the original ball with no penalty. No Provisional ball If the ball is lost or out of bounds and you DID NOT PLAY A PROVISIONAL BALL, you must go back to the place where you last hit and put another ball into play, with a 1 stroke penalty. If you fail to go back to the place where you last hit and drop a ball, you are playing from the wrong place and the penalty is 2 strokes. For example, if it was your drive from the tee that was lost, you will be lying 4 AFTER you hit your dropped shot. Recommendation: ALWAYS hit a provisional ball if there is any question that the ball is out of bounds or lost. A provisional ball is played from the original position either from the tee or in the fairway (no tee). WATER HAZARDS: All water hazards are considered lateral. Proceed under Rule 26 for any of the 3 options. HITTING THE WRONG BALL: Player must go back to where the ball originally lay and play her own ball with a two (2) stroke penalty. TREE ROOTS: If your ball comes to rest on a tree root, you may move it off the tree root to avoid an unsafe shot, and play it as unplayable with a one (1) stroke penalty. LIFTING AND REPLACING BALL (Tee to green) If you must move a ball in order to identify if it is yours, place a tee behind the ball, pick up the ball, identify it and replace it exactly where it had been, with NO penalty. ALL MAN-MADE OBJECTS A ball coming to rest on the following, or near enough to interfere with the stroke or stance, may be picked up and 14

15 placed no more than one club length from the nearest point of relief - not nearer the hole - with NO PENALTY: cart paths service roads surface drainage ditches sprinkler heads staked or braced trees standing water any object used for course maintenance UNPLAYABLE BALL (Rule #28) The player may deem his ball unplayable at any place on the course, except when the ball is in a water hazard. The player is the sole judge as to whether his ball is unplayable. If the player deems her ball to be unplayable, she must, under penalty of one stroke: Proceed under the stroke and distance provision of Rule 27-1 by playing a ball as nearly as possible at the spot from which the original ball was last played (see Rule 20-5); OR Drop a ball behind the point where the ball lay, keeping that point directly between the hole and the spot on which the ball is dropped, with no limit to how far behind that point the ball may be dropped; OR Drop a ball within two club-lengths of the spot where the ball lay, but not closer to the hole. If the unplayable ball is in a bunker, the player may proceed under Clause a, b or c. If player elects to proceed under Clause b or c, a ball must be dropped in the bunker. When proceeding under this Rule, the player may lift and clean his ball or substitute a ball. If your ball enters a clump of trees or bushes, you can find it but cannot play it, there is one stroke penalty for every two (2) club lengths you carry it out to the fairway. It is better to: Declare the ball unplayable and replay it with a one stroke penalty, OR Even better play a provisional ball when you see it enter the trees. If the first ball is playable, you can pick up the provisional ball with no penalty. 15

16 FIELD SHOTS Regardless of the club used, any shot off the green is a Field Shot. ON THE GREEN: Do not walk on another player s lie. All putts must be holed out. A ball on the green moved by an approach shot must be moved back as close as possible to its original position. When marking a ball on the green, put marker directly behind the ball, not to the side or front. When replacing the ball, put it directly in front of the marker, not inches in front. If the marker interferes with another player, it should be moved one or more putter heads length to one side, lining up the move with a fixed object such as a tree, so as to replace the marker in its original position. There is a TWO STROKE PENALTY to the golfer putting when her ball putted from "on the green" strikes the flagstick or an opponent s ball. In the latter case, the opponent s ball must be returned to its original position. As a courtesy, the first player to putt out should tend the flag and replace the flag when all have putted out. EQUITABLE STROKE CONTROL (ESC) ESC is the downward adjustment of individual hole scores for handicap purposes to make handicaps more representative of a player s potential ability. For example, if you have a high number of strokes on a hole (such as a 10, 11, 12 etc.) you will adjust your score before posting using Equitable Stroke Control (ESC). The table below lists the maximum number of strokes per hole you can post based on your handicap, and is used only when your actual score exceeds the maximum number. Course Handicap 9 or less 6 10 through through through or more 10 Max # of strokes on any hole 16

17 A new golf player just learning the game (with no handicap) must use the maximum handicap index (40.4 for women) converted to a course handicap to determine a maximum ESC number. The player will post 10X on the scorecard instead of playing the hole to completion. This is more representative of the handicap (or pending handicap) and does not hold up the game for others. Adjusting Hole Scores - Unfinished Holes: If a player starts and does not complete a hole or is conceded a stroke, she shall record for handicap purposes the score she most likely would have made. This most likely score should be preceded by an "X". Such score shall not exceed his EQUITABLE STROKE CONTROL limit in the table above. Adjusting Hole Scores Holes Not Played: If a player does not play a hole or plays it other than under the Rules of Golf (except for preferred lies), her score for that hole for handicap purposes shall be par plus any handicap strokes she is entitled to receive on the hole. When recording the hole score, precede the score with an "X". WINTER/SUMMER RULES: LOCAL RULES Winter Rules (preferred lies) will be in effect only when the "Winter Rules" sign is posted on the bulletin board. The player may mark her ball, lift, clean and replace the ball, no nearer to the hole with NO penalty, from tee to green (but not including the green). OAKS NORTH PROBLEM AREAS: On #7 SOUTH - the rock and cement embankment by the lake is a lateral water hazard and the ball may be moved to either side, no closer to the hole, with a ONE STROKE PENALTY. #2 NORTH and #7 SOUTH - If a ball lands left of the cart path and embankment, but is not out of bounds and the player is unable to make a stance, it is considered to be unplayable. Proceed under rules for "unplayable lie" with a ONE STROKE PENALTY. 17

18 #6 EAST - If a ball lands on the left side of the walk and is not out of bounds, the ball must be played "as it lies". Etiquette All members will extend full courtesy and golf etiquette to all golfers on the course. There are no repeat shots permissible at any time during play whether there has been a distraction or not. Pace of Play In order to maintain pace of play, each group must stay within two strokes of the group in front of them. Ways to speed up play: Play ready golf! Remove your club covers prior to play and leave them in the cart, and replace them at the end of the round. Limit your practice swings. Driving the cart? Drop your partner off at her ball with 2-3 clubs and go to your ball. When you have played, go pick up your partner. Park your cart past or beside the green where you won t be holding up the players behind you when you are leaving the green. Do not spend unnecessary time looking for lost balls. The rules allow 5 minutes to search for a lost ball. If you are falling behind the group in front of you, have the first 2 players that hole their ball on the green go to the next hole and tee off to save time. If you are able to "putt out", please do so, unless you would be standing on someone s lie. Watch everyone's ball from the tee. Record your scores at the NEXT tee. Questions If any rules questions arise during play, play a second ball and check with the Rules Chairman after completion of play. 18

20 TOURNAMENTS & MIXERS INFORMATION ACE-OF-ACES TOURNAMENT: Each month the players with the lowest net and gross scores shall be Ace-of-the-Month. (one for net and/or one for gross).
